He was here to preside over a symposium on ‘Enhancing Productivity and Sustainability in Irrigated Agro-Eco-System’ organised by the National Dairy Research Institute (NDRI). A World Bank team has also arrived here to monitor the Rs 992 crore project of the NATP funded by the World Bank.

High Court
Contempt plea moved against HUDA chief
Our High Court Correspondent

Chandigarh, May 29
The petitioner in the ongoing case regarding the decision of the Haryana Government to artificially create a parallel Sukhna Lake in its territory, almost adjoining the Sukhna in Chandigarh, has moved a contempt plea against the Chief Administrator of Haryana Urban Development Authority (HUDA), Mr N.C. Wadhawa.

In his petition, petitioner Dr B. Singh has claimed that despite the September 13, 2003, order of the High Court, directing that no parallel Sukhna Lake will be created and developed by the Haryana Government in its territory, HUDA's plans continue to reflect its decision to carve out a new Sukhna.

Mr Singh has said that a fresh map annexed with the reply of Mr Wadhawa dated April 2 shows that while the proposed IT park has been shifted, the parallel Sukhna remains where it was. He has said that this amounts to contempt of court and hence proceedings be initiated against him.

Meanwhile, Dr Singh also claimed that in complete disregard of the Court orders, HUDA continued with collection of money in lieu of plots in the low volume habitation scheme. On March 19, 2003, a Division Bench had restrained HUDA from carrying on with its low volume habitation scheme.

The Bench had also asked government to tell it about the steps that have been taken or will be taken to save the forest area around the Sukhna.

To this, the Principal Chief Conservator of Forests, Haryana, has filed an affidavit in the High Court, saying that 1008 hectares around Sukhna Lake, the land which fall in Haryana, will be developed as reserve forest and afforestation work has been planned for the same.

63 ambulances procured
Tribune News Service

Rohtak, May 29
The Haryana Health Department has procured 63 ambulances to be stationed at community health centres all over the state.

Disclosing this, Dr B. S. Dahiya, Director-General, Health Services, said here today that the ambulances would be handed over to jobless youths and ex-servicemen for operation. They would charge a fee from the patients to be decided by the department. The operators would be responsible for the running costs of the ambulances.

He said the government intended to encourage pregnant women to go to hospitals for delivery rather than doing the same at their homes. However, the ambulances would be available for other patients too, he added.

Dr Dahiya said the department had submitted a pilot project to the Centre for private health care participation under which women from economically weaker sections would be provided pre and post-natal health care in private nursing homes. The government would subsidise the cost.

He said the Centre had approved the project in principle and initially Haryana had sought Rs 20 crore for implementing the project in Ambala, Panipat, Rewari and Hisar districts. The financial approval was awaited.

Dr Dahiya said an additional Rs 76 crore would be required if the project was approved for the entire state.

Water crisis in Ambala City continues
Our Correspondent

Ambala, May 29
Ambala City has been suffering from water crisis since pre-Independence days. Two decades back, when the canal-based water supply had not yet commenced, residents in the old part of the city had to wait for hours to collect a few buckets from public hydrants. After the canal-based water supply started, the residents got some relief but it was not sufficient.

Many times, a few localities in Ambala City get unpotable water supply due leakages in underground pipelines. Unplanned development and encroachments are main causes for the contamination of drinking water.

The underground pipelines in the old part of the city were laid decades back. These have developed holes through which waste from sewerage enters the water supply. Generally, the water pipelines and sewerage are laid at a distance of one metre, but in Ambala City there are several areas in the city where the water pipelines are close to the drains.

Last year, the Public Health Department had launched a campaign to disconnect domestic water connections passing close to drains, but this practice did not continue for long.

There are a number of unauthorised colonies in Ambala City where chlorinated water supply is not available. According to information, as many as 20,000 residents of these colonies are drinking water from handpumps. The water of those pumps has not been tested in any laboratory and could contain harmful minerals which may create health problems.

A resident of the Jaggi colony Ramesh Kumar said some children in the colony were suffering from water borne diseases. The people of this colony say it is the moral duty of the district administration to provide potable water to inhabitants.

The municipal council does not desilt drains and sewerage regularly. Most of the drains in the city are filled with filth. Recently, at a meeting of the District Grievances Committee, some residents raised the issue of sanitation before Finance Minister Sampat Singh, who directed the administration to take up this issue on a priority basis.

Sirsa, May 29
Standing crop on 150 acres of land submerged as canal water flooded fields following a breach in Sheranwali minor yesterday. The breach happened at Burji number 53900.
