Youth’s death: BKU seeks probe, samiti relief

Farmers here and of adjoining districts, led by Mr Mohinder Singh Ghirnana, district president of the Bharatiya Kisan Union, took out a march and held a demonstration today to press their demand for the withdrawal of case registered against six police officials in connection with the death of a Balmiki youth, Kailash, who was allegedly tortured by the police last month.

Three dacoits arrested

Schoolgirl beaten up by teacher

A schoolteacher allegedly brutally thrashed a schoolgirl with roads, causing injuries on her hands, the police said. Rita (7) a student of Class III of Government Girls Primary School, failed to reply to a question asked by the teacher Laxmi, which allegedly angered the teacher.

Visa denied despite invitation

The Canadian High Commissioner at New Delhi has refused to give visa to north India’s pioneer fish farmer Sultan Singh, who has invited to attend the Fourth World Fisheries Congress to be held in Vancouver, Canada, from May 2 to 6.

SYL Haryana’s lifeline, says Swami

Terming the Sutlej Yamuna Link (SYL) canal as the lifeline for Haryana, the Union Minister of State for Home Affairs, Mr I.D. Swami, talking to mediapersons here today said the state unit of the BJP was committed to complete its construction.

When asked about BJP’s tie-up with the SAD in the state which had always opposed to restart the construction work, he said the SAD would have to abide by the Supreme Court’s directive.

“The SAD and the BJP in Punjab may have a contrary view on the SYL issue but it will not have an effect on the party’s prospects in Haryana”, he said. Confident of securing the support of the Sikhs in Haryana during the elections, he claimed that BJP would emerge out as the single largest party in the state.

In reply to another question, he said the NDA government was concerned over the prevailing situation in Jammu and Kashmir. “Mr L.K. Advani, Deputy Prime Minister, has called a meeting of the All-India Hurriyat Conference in New Delhi on March 27 as part of the efforts initiated to bring peace in the valley, he said.

BJP to meet CEC on code violation by Chautala govt

The Haryana unit of the Bharatiya Janata Party (BJP) today requistioned to the Chief Election Commissioner (CEC), Mr T.S. Krishnamurthy, for a meeting on the issue of alleged violation of Model Code of Conduct by the INLD government.

Although it has not been specified in the requisition letter, a top BJP leader said that the morality and legality of continuance of the Director-General of Police, Haryana, Mr Mahender Sigh Malik, on the post in view of his wife, Krishna Malik contesting as ruling INLD nominee from Sonepat parliamentary constituency, would be taken up with the CEC.

The letter, signed, by the state president of the BJP, Prof Ganeshi Lal, has sought appointment for the meeting with the CEC on March 18.

The BJP would demand removal of Mr Malik from his post. The BJP leader said that there was a possibility of him playing a partisan role in favour of the INLD, especially in the Sonepat constituency. With his continuance on the sensitive post, the state police was also likely to be prejudiced. The party’s rank and file was all the more apprehensive of the ruling INLD moves as its leadership was allegedly giving special attention to the Sonepat seat represented by the BJP leader, Mr Kishan Singh Sangwan in the last Lok Sabha.

BJP, Cong may join hands, fears Chautala

The Chief Minister, Mr Om Prakash Chautala, today expressed fears that the BJP might shake hands with the Congress after the Lok Sabha poll to form a government at the Centre.

Addressing a public meeting at Bhalot village near here he said the Deputy Prime Minister, Mr L.K. Advani’s recent statements in favour of the Congress had confirmed these fears.

Mr Chautala also targeted the leader of the Opposition in the Haryana Assembly, Mr Bhupinder Singh Hooda, and claimed that a senior Congress leader had submitted to him a complaint against Mr Hooda.

Youth Cong yatra reaches Ambala

Ambala, March 12
The jagriti yatra being taken out by Youth Congress and NSUI activists reached Ambala Cantt today.

The rath yatra is currently being led by the state youth Congress president, Mr Satwinder Singh Timmy. Mr Satwinder Singh highlighted the failures of the BJP-led NDA government and exhorted people to bring the Congress back to power.

He said the NDA government had failed to live up to the expectations of the people. Promises had not been kept and the youths were specially affected during its rule. Unemployment was rising he added.

Congress Ambala parliamentary constituency spokesman Dr Pradeep Chauhan said the jagriti yatra would head for Chandigarh and then proceed to Shimla. He said about 450 jan sabhas were expected to be addressed during the yatra.

Opposition in collusion with govt: Ranjeet

The Chautala government was working against the policies of late Chaudhary Devi Lal, alleged Haryana BJP president Prof. Ganeshi Lal here. He was addressing workers in Odhan 25 km from here on Wednesday evening.

BJP leader said that had the Chief Minister followed policies of Chaudhary Devi Lal he would not have unleashed atrocities on farmers. Lauding Mr Ranjeet Singh’s decision to join BJP with his followers the BJP president said this would strengthen the party in the state.

The Chief Minister’s younger brother Mr Ranjeet Singh, who joined the BJP recently organised a meeting of workers in Odhan in this Vidhan Sabha constituency. Mr Ranjeet Singh said that he received respect after joining the BJP. He also accused the Leader of the Opposition in Haryana of being hand in glove with the government.

On this occasion former organising secretary of the Youth Congress Bhola Jain announced to join the BJP along with his supporters.

Hoardings yet in place, says Cong

The Haryana Congress has written to the Chief Election Commission pointing out that neither the Central nor the state government has started removing hoardings eulogising their achievements.

In a letter written by the Secretary of the party, Mr Satpal Kaushik, the party said it seemed the two governments were violating the instructions of the Election Commission and trying to influence the electorate in their favour at the cost of the public exchequer.

Mr Kaushik urged the commission to exercise its authority in getting the hoardings removed immediately.

The commission should fix a time frame for the removal of these hoardings.

Youth’s death: BKU seeks probe, samiti relief

Farmers here and of adjoining districts, led by Mr Mohinder Singh Ghirnana, district president of the Bharatiya Kisan Union, took out a march and held a demonstration today to press their demand for the withdrawal of case registered against six police officials in connection with the death of a Balmiki youth, Kailash, who was allegedly tortured by the police last month.

The call for the demonstration was given by the BKU district units of Jind and Hisar.

Earlier, the farmers organised a public meeting at the local Grain Market and alleged that a false case has been registered against six police officials under political pressure. They said there was no justification in registering case against them as there was no proof that Kailash had died of police torture. They demanded a high-level probe into the matter. Later, they submitted a memorandum to the Deputy Commissioner in this regard and sought the release of the two arrested police officials.

Meanwhile, the Jan Sangharsh Samiti at the condolence meeting of Kailash decided yesterday that if their demands were not acted on by March 14, they would start a dharna in front of the office of the Deputy Commissioner, Jind, on March 15.

The samiti has been demanding the arrest of all those responsible for the death of Kailash, Rs 10 lakh compensation to the family of the deceased and government job for the widow of Kailash.

The samiti was constituted on the issue of the death of Kailash.

After the meeting members of the samiti held a demonstration in front of the office of the Deputy Commissioner and submitted a memorandum to the Sub Divisional Officer (Civil), Jind.

MDU reschedules examinations

Maharshi Dayanand University has rescheduled annual examinations in view of the Lok Sabha elections.

According to a university press note issued here today M.A. and M. Sc (Previous) examinations scheduled to commence from April 20 would now start from April 15. Likewise, M.A. and M.Sc (Final), M. Phil, MCA first and 2nd year (Main), three-year supplementary, B. Pharmacy (Annual Scheme) and all PG diploma examinations scheduled to begin from May 1 will now start from May 15.

Examinations of LL.B (all classes) scheduled for April 14 will now begin from April 1. Examinations for PG Diploma in Labour Law and LL.M (part I and II) originally slated for May 1 will start from April 15 instead.

The Two-Year MBA (full time second, fourth and sixth semester ), Five year MBA Integrated course 2nd, 4th, 6th, 8th and 10th semester, and BBA 2nd, 4th and 6th semester examinations which were to begin from May 6 will now start from May 15.

There is no change in starting dates of remaining examinations, the press note added.

Student leader shot

Kishan Pehalwan (35), a former President of local RKSD College Students Union was shot by some unidentified motor-cycle borne youths outside the bus stand here this afternoon today.

According to information, some youths riding motorcycles were chasing the victim. The victim, who was in a Jeep, got down from his vehicle opposite the bus stand and proceeded towards a nearby bank where two youths riding a motorcycle without number fired a shot at the victim which pierced his heart. Superintendent of Police Sukhdev Singh, DSP Raj Kumar and SHO city Ram Phal Singh on getting information reached the spot. The victim was rushed to the local Civil Hospital where he was declared brought dead. The body, after the postmortem, was handed over to the deceased’s family. S.P. Sukhdev Singh said that a case under Section 302 IPC has been registered against unidentified killers and teams have been constituted to nab the assailants.

The victim belonged to Hisar district but had been living at Kaithal for the last few years. He was also allegedly involved in a attack on a local journalist late Mr Parmanand Goel in 1999 in which Mr Goel had been seriously injured.

Three dacoits arrested

Yamunanagar, March 12
The district police has arrested three members of a gang of dacoits who were involved in looting bus passengers and occupants of other vehicles in the lower Shivalik hills area of Haryana and Himachal Pradesh for the past few years, said Mr Rajender Singh, Superintendent of Police, here today.

Mr Rajender Singh said Mr Mohinder Singh, Inspector, CID, and his team arrested them near Dhanora in the district.

They have been identified as Iqbal, alias Bala, of Dhanora and Sajjid and Mohsim of Saharanpur district. Three pistols and six live cartridges were also seized from them.

On interrogation, they disclosed that they were involved in 14 incidents of way laying and highway robberies in the area.

A motor cycle was also recovered from them.

He revealed that the Inspector General, Ambala range, had announced a prize of Rs 20,000 for the police party which, succeeded in arresting the gang.

A two-day national seminar on “Working of Local Administration: Post 73rd and 74th Amendment Scenario” organized by the Department of Public Administration of Maharshi Dayanand University concluded here yesterday.

Prof S.R. Maheshwari, Deputy Director, Indian Institute of Public Administration, Delhi, who delivered the valedictory address said that robust local government and an independent judiciary strengthened democracy in a country. He said that local government was the delivery system of life. Describing local government as the third stratum of Indian Federation, the first being the Government of India and the second being the state government.

Plea against Ranbir’s election dismissed

Mr Justice Amar Dutt of the Punjab and Haryana High Court today dismissed a petition challenging the election of Indian National Lok Dal candidate Ranbir Singh from the Badhra Assembly constituency.

Accusing Mr Ranbir Singh of indulging in “corrupt practice” during the election, Haryana Vikas Party candidate Narpinder Singh had earlier alleged that Independent candidate Amir Singh was “induced” by the returned candidate to contest the election. Mr Amir Singh, the petitioner had added, was assured that all expenses, including the security deposit, would be borne by Mr Ranbir Singh.

Seeking directions for declaring Mr Ranbir Singh’s election as void, “as required under Section 100 (1) (b) of the Representation of People Act,” the petitioner had also asked for disqualification of both the candidates for allegedly indulging in corrupt practices.

He had stated that 18,415 votes were polled in his favour, while 25,205 votes were cast in Mr Ranbir Singh’s favour. Mr Amir Singh secured 88 votes, he added.

Schoolgirl beaten up by teacher

Sirsa, March 12
A schoolteacher allegedly brutally thrashed a schoolgirl with roads, causing injuries on her hands, the police said.

Rita (7) a student of Class III of Government Girls Primary School, failed to reply to a question asked by the teacher Laxmi, which allegedly angered the teacher.

The teacher immediately took a rod and allegedly started beating up the child. The teacher hit her on her hands so hard that the girl fell unconscious, the police said. When the child regained consciousness she went to her house and reported the matter to her parents.

The shocked parents after seeing the badly swollen hands took her to the Civil Hospital, Sirsa, where the doctors after taking an X-ray of her hands, reported the matter to the police.

The victim’s parents have demanded strict against the teacher who is reportedly absconding. — PTI

Visa denied despite invitation

The Canadian High Commissioner at New Delhi has refused to give visa to north India’s pioneer fish farmer Sultan Singh, who has invited to attend the Fourth World Fisheries Congress to be held in Vancouver, Canada, from May 2 to 6.

Talking to TNS the farmer said he had applied for the visa along with the invitation letter.

It may be mentioned that Mr Sultan Singh had already visited more than 20 countries to attend seminars and workshops on the topic.

According to him, the conference would examine fresh interdisciplinary ways to revaluate and maintain the economic and social benefits of healthy fisheries in the face of global climate change, human population trends and competing habitat demands

However, the main theme of the conference is “Reconciling fisheries with conservation: the challenge of managing aquatic ecosystems”: Participants would include over 1,500 representatives from all over the world.

Rape suspect surrenders

A middle-aged man and a father of five children allegedly raped a married woman and later surrendered in a court, which remanded him in police custody for one day.

The police said today that Shivnath (35) a gardener at the waterworks at Nezadalla village Sirsa, entered the house of Hans Raj, a daily-wage earner and raped his wife, Kailash Rani, when she was alone in the house on the night of March 8. — PTI

Nigam cash centres to remain open

The cash collection centres of the Uttar Haryana Bijli Vitran Nigam (UHBVN) will remain open in Panchkula, Ambala, Yamuna Nagar, Kurukshetra, Kaithal, Karnal, Panipat, Sonepat, Jind, Rohtak and Jhajjar districts on all Saturdays of every month to accept power bills. A spokesman of the nigam said here today that the centres would be open on March 13, 20, 27 and 30, which were otherwise holidays.
