HC transfers 17 Sessions Judges

The H.P. High Court has transferred 17 district & Session Judges of the state judiciary. According to the notification issued by the High Court Mr Surjit Singh, Registrar General High Court, has been transferred and posted as District & Sessions Judge, Solan. And Registrar (Vigilance) Ms Aruna Kapoor will be the New Registrar General of the High Court.

Despite repeated appeals and surprise checks by Himachal Pradesh Education Board authorities, copying has assumed alarming proportions at some centres. A flying squad, headed by the Deputy Director of Education, Dr R.D. Sharma, today raided different centres in this subdivision and found students indulging in mass copying at some centres.

HC transfers 17 Sessions Judges

The H.P. High Court has transferred 17 district & Session Judges of the state judiciary. According to the notification issued by the High Court Mr Surjit Singh, Registrar General High Court, has been transferred and posted as District & Sessions Judge, Solan. And Registrar (Vigilance) Ms Aruna Kapoor will be the New Registrar General of the High Court.

Mr V.K. Ahuja , Sessions Judge Mandi has been transferred to Bilaspur, Mr T.N. Vaidya has been transferred from Session Judge Dharamshala to Hamirpur, Mr S.S. Thakur, session judge, Solan, has been posted as Secretary (Law) to the state government, Presiding Officer Labour Court Mr V.K. Sharma has been appointed as Member Secretary (H.P. Legal Service Authority) with the state government.

The president, District Consumer Forum Mandi, Mr R.L. Raghu has been recalled from this posting and posted as Sessions judge Kangra at Dharamshala. Mr L.N. Sharma has been transferred from Nahan to Sessions Judge (Forest) Shimla and Sessions Judge (Forest) Shimla Mr M.D. Sharma will be the new Sessions Judge of Nahan.

Mr P.D. Goel, Sessions Judge, Kullu, has been transferred to Chamba in place of Mr V.K. Gupta who is posted as Registrar (Vigilance) in the High Court. On recall from the post of secretary (Law) Mr J.L. Gupta has been posted as Sessions Judge Mandi. Sessions Judge Hamirpur, Mr Dharam Chand Choudhary will be the President of District Consumer Forum Mandi, Mr P.S. Rana Sessions Judge Kinnaur will hold the charge of President, Consumer Forum, Dharamshala.

Mr Shamsher Singh has been transferred from Bilaspur to Kinnuar and Mr B.R. Chandel, President Consumer Forum, Dharamshala will be the new Sessions Judge Kulu. Mr D.D. Sharma, Member Secretary (H.P. Legal Service Authority) has been appointed as Presiding Officer Labour Court, Shimla.

Students indulging in mass copying; says flying squad head

Despite repeated appeals and surprise checks by Himachal Pradesh Education Board authorities, copying has assumed alarming proportions at some centres.

A flying squad, headed by the Deputy Director of Education, Dr R.D. Sharma, today raided different centres in this subdivision and found students indulging in mass copying at some centres. The squad visited examination centres at Sunni, Dhaulatpur and GAV Senior Secondary School, Kangra, where students were involved in copying and five students were caught at GAV Senior Secondary School, Kangra, two in Dhaulatpur and one at Sunni examination centre.

Expressing shock at the situation, Dr Sharma said during physics paper of Class XII 58 pages of a book were recovered from a student today.

He said, “I am shocked to see helplessness of invigilating staff of Daliara, Bankhandi and Kachiari examination centres in view of the copying at these centres”. He said he has instructed the Principals of these schools to use their personal influence for checking the menace of copying. He said he had detected the 13 cases of copying in these three schools during raids.

Dr Sharma said people outside the Bankhandi examination centre were encouraging copying and interfering with the examination process.

When contacted the Chairman of the Himachal Pradesh Board of School Education, Mr B.R. Rahi, said there were 1,500 examination centres in the state and if such cases were found at some centres, these were some stray cases. He denied there was mass copying going on as 72 flying squads were raiding these centres daily and the sensitive examination centres have a four-member flying squad stationed there during the entire duration of the examination.

Mr Rahi said 369 students were caught copying during the board examinations of classes VIII, X, XI and XII in the past 10 days.

He said in view of the reports of the mass copying at the Government Senior Secondary School, Salyali, the English paper for Class XI held on March 10 had been cancelled and the fresh paper would be held on March 21 in the evening session. He said reports of threatening of the examination staff at this centre besides outside interference was also reported.

Board maths paper outside syllabus

Students appearing in the annual matriculation examinations, being conducted by the Himachal Pradesh Board of School Education, faced a lot of inconvenience in solving the mathematics question paper on Wednesday. In three set system of the board two sums of trigonometry in the C series were found to be outside the syllabus. Enquiries revealed that question numbers 16 and 23 were carrying four and six marks, respectively. Examinees have urged the board authorities to grant grace marks for these sums.

When this correspondent contacted Mr B.R, Rahi, Chairman of the board, yesterday, he confirmed that the issue had been brought to his notice. He informed that the board would take a decision for granting grace marks after observing pros and cons and keeping in view the interest of the examinees.

Meanwhile, a flying squad of the board, in surprise checking of three examination centres, caught 87 students of Class X copying in the mathematics examination in the Nurpur sub-division.

According to an official information, as many as 54 cheating cases were reported in Senior Secondary School, Suliali, where outsiders were helping and supplying copying material to examinees, followed by 21 and 14 in Senior Secondary School, Nurpur, and Sedwan, respectively.

HPU approves action on Kaul panel report

The executive council of Himachal Pradesh University today approved the legal procedure to be followed for taking up further action on the Kaul committee report which revealed a number of irregularities in appointments made during the previous Dhumal regime.

The council, which met under the chairmanship of Dr L.R. Verma, Vice-Chancellor, considered the legal opinion on the administrative action to be taken on the findings of the report and accordingly approved the legal procedure to be adopted.

Dr Verma made a presentation on the blueprint prepared by the university to raise additional financial resources. Mr Suresh Chandel, a former MP, said the university should adopt a uniform policy in dealing with the reports of the Kaul committee and the Shukla committee.

Rs 90 lakh penalty imposed on power board

Taking serious notice of the continuing non-compliance and contravention of its orders, the state electricity regulatory commission today imposed a penalty of Rs 90 lakh on the state electricity board.

“The history and the list of non-compliance and violations on the part of the board is much longer than that of compliance and the track record of the board has been rather dismal,” Mr S.S. Gupta, chairman of the commission, observed while passing the order. “There was a recurrent cause of action by continuing contravention of not only its directions but also even of the provisions of the Act. There was no sign of improvement, obedience and compliance with the provisions of the Act or the regulations of the commission. The blatant defiance tantamounted to contempt not only of the commission’s regulations but also of the provisions of the very Act which governed the country”, he further said.

The penalty was imposed in contraventions of six orders of the commission. In case of the non-compliance of its orders for physical verification of the assets, a penalty of Rs 50,000 with additional penalty of Rs 3,000 per day till the date of compliance was imposed. A penalty of Rs 40,000 with additional penalty of Rs 2,400 per day for continuous violation was imposed on three other cases concerning contravention of directions regarding financial restructuring of the board, unbundled costs and voltage wise data.

In case of the violations pertaining to direction for carrying out a marginal cost study for rationalisation of power tariff, a penalty of Rs 25,000 with additional penalty of Rs 1,500 per day for continuous violation till the date of compliance was imposed.

The penalties are to be deposited with the Secretary of the commission within a period of 30 days.

Panchayat poll regulations framed

The state Election Commission has framed the Himachal Pradesh Panchayats and Municipalities Elections (Disclosure of Specified Information by the Candidates) Regulations, which will be applicable for every election and byelection to various Panchayati Raj institutions and urban local bodies.

Mr Abhay Pant, Secretary of the commission, said here today that under these regulations every candidate for an election to gram panchayat, panchayat samiti, zila parishad, municipality and municipal corporation would have to furnish information with his nomination paper about his criminal background, conviction or acquittal and cases in which cognisance had been taken by a court, details of his movable and immovable assets, liabilities, details of children and educational qualification. The candidates for election to gram panchayat would not be bound to submit information about their educational qualifications.

The information would be furnished either in the form of an affidavit or declaration to be made and signed by him in the presence of a gazetted officer or officer authorised to receive the nomination paper in case of gram panchayat whereas election to panchayat samiti, zila parishad and municipality, the candidates would submit this information in the form of an affidavit in the presence of a magistrate or oath commissioner.

Office-bearers of BSP resign en masse

The removal of Mr Tulsi Ram Bansal from the post of state president of the Bahujan Samaj Party (BSP) has rocked the party cadre in Kangra district which resulted in mass resignations yesterday.

Mr Karan Chand, state general secretary of the BSP, said the working committees of district, zonal and local units of the BSP were not in favour of the appointment of Mr Balwant Singh as the new state president.

As a result, office-bearers of these units have resigned from their respective posts.

Mr Karan Chand said Mr Tulsi Ram Bansal was removed without issuing any showcause notice which was being opposed by the office-bearers.
