A special cell, directly under the Chief Minister, will monitor the exercise. Each committee will have three members, including a police officer and an officer of the department concerned. There have been allegations that jobs were given to outsiders on the basis of fake certificates during the Dhumal regime. It was alleged that a large number of professionals, particularly doctors, had been given appointments on monetary considerations. Initially, the government had decided to probe the appointments in the Health and some selected departments regarding which there were numerous allegations. However, after some cases of appointments made on the basis of bogus degrees and certificates came to light, it decided to conduct a comprehensive probe to cover all appointment made between 1998 and 2003. Mr Virbhadra Singh Chief Minister, said the BJP government gave a go by to rules, regulations, conventions and procedures which led to such a messy situation. Scientists were appointed on the basis of fake experience certificates and a preliminary inquiry indicated that two ophthalmic assistants were selected on the basis of fake senior secondary certificates. The previous government all through maintained that it has not appointed any doctors from outside the state. It had now been revealed that as many as 227 such doctors were given jobs on contract basis. In such a situation, it had become necessary to verify the authencity of degrees and other documents so that it would be ascertained whether they fulfilled the prescribed criteria for qualification and experience. |

Village on march to prosperity MANDI: Located at a distance of 48 km from here, Hansu village is perched on a hilltop in the Panarsa valley in this district. The sturdy farmers of this village had for ages been eking out a bare living from 200 bighas of land. Their holdings were small, but the land was fertile. They had been growing traditional crops like wheat, barley and maize. The farmers had to depend on weather and invariably their crops failed due to frequent droughts. But they were ever anxious to work for a better tomorrow. At last the opportunity came through the Rs 25 lakh NABARD-aided lift irrigation scheme executed by the Irrigation and Public Health Department some time back. Water was lifted from the Beas, near
Panarsa, by installing two pumps of 75 HP and 15 HP to bring the entire village land under irrigation. And the luck smiled on the village. A farmer, Tikkam Ram admits that each crop now yields Rs 30,000 to Rs 40,000. Each family earns about Rs 1 lakh annually. The fields were full of green crops of peas, cabbage, cauliflower, garlic, etc when this reporter visited the village. Farmers admitted that the irrigation facility had proved a boon to them. Greehouses constructed in the village were another attraction indicating that farmers had also switched over to floriculture on a large scale. Another farmer, Sehsh Ram, says that villagers have diversified the pattern of their crops after getting the irrigation facility. Now they grow off-season vegetables and flowers. They reap three bumper crops of vegetables and flowers in a year. The Takoli sabzi mandi near the village has proved a blessing as the marketing is available to them at their doorstep. Flowers are sold through the cooperative societies in the domestic markets at Amritsar, Chandigarh and Delhi. There are 12 cooperative societies in the district engaged in marketing of flowers. A farming woman, Roshni Devi, says the irrigation scheme has transformed the village economy. The standard of living is steadily going up. Womenfolk also remains busy nursing the vegetable fields.
