Advani wants to be PM with Cong support: CM Hisar, March 11 Addressing a largely attended rally at Narnaund, about 45 km from here, he lashed out against Mr Advani for his recent remarks in Haryana that voters should support either the Bharatiya Janata Party or the Congress and ignore the regional parties. Mr Chautala said for the past more than four years, the BJP headed a government at the Centre with the support of regional parties. When this support was required, the regional parties were good in the eyes of Mr Advani. However, he seemed to have changed his view now. Apparently, he alleged, the Deputy Prime Minister had “shaken hands with the Congress” and was aiming to be the Prime Minister after the forthcoming poll by sidelining Mr Vajpayee with the help of the Congress. Mr Chautala also targeted the Leader of the Opposition in the Haryana Assembly, Mr Bhupinder Singh Hooda, for his recent remarks that the Chief Minister had visited Arab countries recently to invest money. He said he had gone there to woo industrialists for setting up modern industries in the state. This had been his endeavour ever since he became Chief Minister and 82,000 units had been set up during his tenure. He alleged Mr Hooda had collected Rs 75 lakh in the name of a society and had purchased land in Uttar Pradesh from this fund. He said if any Congressman gave this complaint to him in writing on a plain paper, he would get the charge probed and also promised action against Mr Hooda. He said although this would be termed as “political vendetta” by the Opposition , he was ready to proceed on receipt of a complaint since this was a genuine case of misappropriation of funds. The Chief Minister praised the Finance Minister, Mr Sampat Singh, for arranging funds for development works he had executed. He said while he had only been making announcements of the projects, it was the Finance Minister who arranged the funds without which none of the projects could have been completed. Later, talking to newspersons, Mr Chautala said there was no question of his son Ajay Chautala shifting his Lok Sabha constituency. “Ajay will contest as INLD candidate from Bhiwani only and all reports that he might change his constituency are Opposition propaganda”, he said. Mr Chautala said he had not yet finalised the INLD nominees for the Lok Sabha poll since his party had to select its nominees for Rajasthan, Uttar Pradesh and Delhi also. The list would be finalised and announced simultaneously for all these states, including Haryana, he said. He said since Haryana was to go to the polls in the last phase and there was ample time for the manifesto and the list of candidates to be finalised. |

air grievances Nilokheri, March 11 This was the opinion at a one-day workshop for elected Scheduled Caste women representatives of the PRIs organised by the National Commission for Women and the Haryana Institute of Rural Development (HIRD) here today. At least 200 women representatives participated in the workshop. Ms Kalawati, the Sarpanch of Bargodam village in Panchkula district, while highlighting the problems being faced by her in performing her duties, said the Panchayat Secretary and the Vice-Chairman of the Panchayat Samiti were creating hurdles in development works initiated by her. “They are demanding money out of the grants received for the development works, but I have refused to do so,” she alleged. These persons even forced panchayat members not to attend meetings. Ms Kamla Devi, the Sarpanch of Hamidpur village in Mahendragarh district, alleged that the district administration was protecting encroachers in her village. Construction work on the circular road of the village remained incomplete as upper caste people encroached upon a piece of land falling in it, she said. “I met the Deputy Commissioner along with panchayat members on many occasions, but he did not take any action to remove the encroachment,” she added. A similar problem was highlighted by Ms Chander Kala, the Sarpanch of Mangawas village (Beri block in Rohtak district, where a local schoolteacher and a panchayat member were helping encroachers for the past two years. Ms Shakuntala Devi, the Sarpanch of Dhoki village (Dadri block) in Bhiwani district, said she took oath as the village head two months ago, but the Panchayat Secretary had so far not handed over the proceedings book to her. She complained against the Panchayat Secretary to the Block Development Officer, but no action was taken against him, she alleged. Ms Santro Devi, the Sarpanch of Neola village in Jhajjar district, alleged that she could not preside over a single meeting of the panchayat during the past four years as a few influential people of the upper caste had “purchased” a majority of the panchayat members. “Former BDO Rattan Singh had openly helped them hold separate meetings and they even forced me to sign in the proceedings book without telling the proceedings of the meeting,” she added. Ms Sudarshan Kaur, the Sarpanch of Kot village in Panchkula district, alleged that during the past two years, the then Panchayat Secretary, Mr Ranjit Singh, had not deposited Rs 7,000 in the panchayat accounts, which was collected as “Chullah Tax”. Baby Rani Maurya, a member of the NCW, recorded the complaints of the panchayat functionaries and assured that the officials concerned of the state government would soon be summoned to New Delhi and an explanation sought from them. Geeta demands Hooda’s expulsion from Cong Rohtak, March 11 Addressing newspersons here, she said the continuance of Mr Hooda in the Congress after his “arrest” in the dowry case, which she had got registered against him would send a wrong message to women about the Congress especially when Ms Gandhi was working for the uplift of women in the country. She said if the Congress did not expel him in 15 days, she would stage a dharna outside the office of the Congress at Delhi to press her demand. She claimed several non-government organisations had already pledged their support to her. Dr Grewal said she wanted to meet Ms Gandhi at
Sonepat during her recent Road Show in Haryana, but was prevented by supporters of Mr Hooda. However, she said she would again seek an appointment with the Congress President to plead her case. |

Paper leak: 2 officials told to pay 1.28 lakh Fatehabad, March 11 Mr R.N. Bharti, Civil Judge, Senior Division, Fatehabad, while holding the two responsible for leaking question papers, directed them to make good the loss suffered by the education board in getting the question papers printed and conducting the examinations again. In a suit for recovery of damages filed on March 3, 1999, the board had pleaded that it had appointed Bhim Sain Baghla as Chief Superintendent and Mani Ram as Centre Superintendent for the matriculation examinations of the board at an examination centre set up at the local Senior Secondary Model School. The examinations began on March 19,1996. The question papers for all subjects were supplied to them by the District Education Officer, Hisar, on March 17, 1996. During a routine check on March 20, 1996, the board secretary was informed that question papers had been leaked from the centre. On checking, he found that seals of envelopes containing question papers of mathematic, hindi, physics, chemistry, life sciences, social sciences, general science and sanskrit were found broken and some question papers were missing. A case of theft was also registered against them, which is still pending before a criminal court here. Besides the criminal proceedings, the board had filed a suit seeking damages for the financial loss suffered by it against nine persons, including these two officials. The judge observed that Baghla and Mani Ram had failed to maintain secrecy of the question papers. He said while the board had failed to prove the liability of the other seven defendants, the case against Baghla and Mani Ram stood proved. The judge ordered the two officials to pay Rs 1.28 lakh with simple interest of 10 per cent per annum to the board. The judge also directed the two officials to pay costs of the suit to the board. |
Teachers lament pension anomaly Kurukshetra, March 11 Over 10 college teachers, in a signed statement released to mediapersons here today, have alleged that the only distinctive feature of this pension scheme as specified in the gazette notification was the non-grant of the benefit of commutation and leave encashment as is the case with the pension scheme for university and government college teachers. They alleged that the dearness allowance (DA) component, which is an inherent part of the pension notification, had been unjustly denied to them. They lamented that though government officials and the Education Minister had time and again assured the teaching community that this anomaly would be rectified nothing has been done in this case so far. Their counterparts in states like Uttar Pradesh and Bihar had been given pensionary benefits on a par with other employees of those states, they added. They have appealed to the Chief Minister of Haryana to intervene in the matter. Meanwhile, retired teachers from Markanda National College, Shahabad in this district, in a letter addressed to the Chief Minister of Haryana have appealed for the release of DA on pension to aided retired college teachers in Haryana. The photocopies of this letter have also been dispatched to the Haryana Governor, Haryana Education Minister and Haryana Education Commissioner for Higher Education. |
KU to institute award in memory of Kalpana Chawla
Kurukshetra, March 11 In his presidential remarks on the opening day of the three-day national conference on “Materials and their applications” here today, Kurukshetra University Vice-Chancellor A.K. Chawla said the award would be instituted shortly. He said Kalpana Chawla had made the whole country proud, particularly Haryana as she hailed from Karnal. Scientific Secretary, Union Government, S.K. Sikka highlighted the need for using research work for practical applications. “We publish research papers, give our results which are good enough, but do not think of developing them to the stage of applications,” he said, adding that foreigners exploit these very results and find their applications. “We have to reverse this trend and take our findings to the point of their practical applications,” he said. Devi Lal University Vice-Chancellor R.P.S. Dahiya stressed the need to exploit every available material for useful purpose. “Even fly ash can be used as a good industrial material,” he said.

4 held for razing temple part Sirsa, March 11 Mr Krishan Kumar lodged a complaint with the police against head priest Ramnath of Shiv Temple at Tibbi Adda accusing him of demolishing the idols of gods and goddesses. On the basis of this complaint, the police arrested him and three others under Sections 295, 427 and 34, IPC, and recovered the broken idols along with the tractor and other equipment used for demolition. The temple and a dharamshala were constructed by Baba Udmi Nath and some local residents in 1972. After the Baba’s death in 1983, one of his disciples, Ramnath, had got the property registered in his name. According to the complaint, Ramnath demolished the
dharamshala and satsang bhavan adjoining the temple with the motive of
selling a part of this property. |

Function in Pak on Shaheed Bhagat Singh Panipat, March 11 Mr Sandhu, who was in the city, said he had been invited by the APA to participate in the programme at Kasoor in Pakistan. Mr Sandhu said it became possible with efforts of Chowdhary Manjoor Hashan, a Member of Parliament in Pakistan. The main objective of the programme was to spread the revolutionary ideas of Shaheed Bhagat Singh and
recognise his contribution. Describing the martyr as a source of inspiration for today’s youth, Mr Sandhu said Shaheed Bhagat Singh left his home and sacrificed his personal life for the country. Mr Sandhu added that noted writer Kuldeep Nayar had also written two books about Shaheed Bhagat Singh’s life after he returned from participating in Punjabi World conference in Pakistan. |

visits college Ambala, March 11 Dr K.R. Joshi, coordinator, said the team carried out the inspection keeping in mind the criteria of curricular aspects, teaching, learning and evaluation, research consultancy and extension, infrastructure and learning resources, student support and progression, organisation and management and healthy practices. Professor Mukhopadhyay exhorted the college Principal to take steps for giving a push to research. He said there was no crunch of resources, but a crunch of dedicated workers. He pointed out that in the period of liberalisation, only the fittest and best institutions would survive. He advised the DAV management to create a central pool of resources and the inter-linking of DAV institutions for making use of latest infrastructure. Professor Mathur suggested exploration of the possibility of starting courses in rural tourism. Bhardwaj dead Tribune Colony Cooperative Housing Society president Lovekesh Bhardwaj died on Tuesday. He was 52. He suffered a cardiac arrest. The general secretary of the SAD, Mr Ranbir Singh Fauji, said all senior leaders of the party would attend the meeting.
