will have to construct SYL: CM Jind, July 15 Addressing a public meeting at Danauda Kalan village in Narwana sub
divisions yesterday Mr Chautala said Haryana had a right over water
from the SYL. He said if the canal was not completed by January 15,
Haryana would itself get it completed.
Mr Chautala said his government was safeguarding the interests of
farmers, but some farmers were indulging in activities like blocking
roads as they were being misled by the opposition causing
inconvenience to people. He said the government did not want to use
force against the farmers but it should not be considered its
weakness.
He said his government would implement the agreement reached
between representatives of the Bharatiya Kisan Union and the
government on June 17. The government had withdrawn cases against the
farmers. In order to give relief to them, the government had waived 75
per cent amount of the pending electricity bills, he added. He said
the government was in favour of solving the problems of farmers
through negotiations.

Minister, Mr Ram Kumar Katwal, MLA, Mr Surender Singh Barwala, MP, and

Strict action yet to follow Chandigarh, July 15 These polytechnics are C. R. Polytechnic and the Vest Training Institute at Rohtak, Seth Jayprakash Polytechnic at Damla (Yamunanagar) and another polytechnic located at Khanpur Kalan, near Gohana. The state government funds 95 per cent of the recurring expenditure and 75 per cent of the non-recurring expenditure of these polytechnics. Gross irregularities in the conduct of the two polytechnics at Rohtak were reportedly found during inquiries conducted by the Technical Education Department. The polytechnics at Yamunanagar district and the one at Khanpur Kalan were also reportedly found having irregularities. It was learnt that a complaint was submitted to Chief Minister, Om Prakash Chautala regarding the Vest Training Institute (VTI) at Rohtak. Following the complaint, an inquiry was conducted by the then Director of Technical Education Department who submitted his report to the state government in February. The inquiry report mentioned instances of wrong pay fixation by the VTI, arranging gratuity for the staff without having any provision to this effect and irregular appointment of six to eight persons. The report suggested the state government to take over the management of the government aided polytechnic. Subsequently, in March, a case of irregular appointment at C. R. Polytechnic, Rohtak, was brought to the notice of the Technical Education Department. It was found that the person concerned did not have the required qualifications to work in the polytechnic. It was also found that a number of others not qualified to work in the polytechnic had found jobs there. A comprehensive inquiry was ordered the following month to look into the affairs of all four government-aided polytechnics and the report sought within 45 days. Investigations revealed that out of 129 employees in C. R. Polytechnic only 14 had been appointed observing the laid-down procedures. Even though rules were not observed while giving appointment to 14 others, they were found qualified to work in their respective positions and could be regularised if the government deemed so. However, there were irregularities in the appointment of 101-odd members of the staff, who were not even suitable for their jobs. Irregularities of a smaller magnitude were also found in the functioning of the polytechnics at Yamunanagar and Khanpur Kalan. The logical action following the report would have been to sack the staff
appointed illegally. However, most of the staff appointed illegally at C. R. Polytechnic reportedly got their jobs after the INLD came to power, reportedly owing to their political connections. The only step taken so far against these polytechnics is to suspend the grant provided to these institutions. Since March grants have not been released to these polytechnics as a result of which the staff have not been getting their salaries for the past three months, hitting in the process the regular staff as well. Importantly, the four aided polytechnics also received aid under a World Bank loan for modernisation and improvement of the quality of their training programme. Each of the four institutions got Rs 8 crore to Rs 10 crore under the WB project. While the funds have reportedly been used for hiring underqualified staff, the repayment of the loan, which was due to start in January, 2001, had not been complied with by these polytechnics. |
16 Faridabad MCs allege intimidation Chandigarh, July 15 Talking to newsmen here today the councillors, who were led by Mr Som Malhotra, said an INLD supporter, Mr Devinder Badhana, was removed from the post of Mayor on July 12, 2001, through a no-confidence motion. Though the post was reserved for a member of the Backward Classes, Mrs Goswami was elected Mayor under the pressure of the powers that be. They said the Goswamis are not notified as Backward Classes in Haryana. The case against Mrs Goswami’s election is pending in the Punjab and Haryana High Court. On June 28, a notice for moving a no-confidence motion was given against the Mayor to the Commissioner, Gurgaon division. However, Mr Malhotra alleged that the administration had not fixed any meeting to consider their motion. They would move the high court in this regard tomorrow. Meanwhile, Mr Malhotra alleged that the administration adopted repressive measures like suspending certain councillors on flimsy grounds or transferring their close relatives from Faridabad to distant places to put pressure on them to withdraw the notice against Mrs Goswami. When all efforts of the administration failed to win over the dissidents, the Commissioner, Gurgaon, had given a notice to dissolve the Faridabad Municipal Corporation under Section 400 of the Municipal Corporation Act. BJP legislator Krishan Pal Gurjar, who was also present, accused the Chief Minister of “murdering democracy” in the state. The corporation should not be dissolved and allowed to function democratically. |
INLD, Cong reach ‘pact’: Gurjar Chandigarh, July 15 Similarly, in Kot village of Gurgaon district, a former Haryana Congress President and a former party MLA, who was a Minister of State in the Bhajan Lal Government, jointly held a mining lease. Mr Gurjar alleged that these Congress leaders were not only evading royalty on a large scale but had also started excavating minerals from the area under adjoining Roz Ka Gujjar village. He said mining in this village was banned by the Punjab and Haryana High Court on a petition filed by an environmentalist. Mr Gurjar also alleged that though these Congress leaders had the lease to excavate only stone, they were taking out silica sand also. The BJP leader also accused the Chief Minister of reaching an understanding with Delhi Chief Minister Shiela Dikshit on a case in which the Supreme Court has stayed the mining operations within a 5-km radius of the national capital. He said Mr Chautala had persuaded Mrs Dikshit to ensure that counsel for the Delhi Government would not appear before the apex court in the next case hearing on July 22. He said the Haryana Government had intimated to the apex court that only three mines had underground water. While the government was willing to close down these mines, it had prayed that mining in the rest of the area should be allowed. Mr Gurjar said since mining in this area had badly affected the subsoil water level, he would plead before the Supreme Court for a complete ban on mining within a 5-km radius of Delhi. He said following the Supreme Court’s ban on mining in the vicinity of Delhi, INLD supporters had trebled the unauthorised fee (goonda tax as he termed it) on stone and other minerals as a result of which the prices of construction material like stone dust had gone up enormously. |

suspends seven teachers Bhiwani, July 15 The suspended teachers included two from Government Primary School, Charkhi village, and five from Government Primary School, Ram Nagar village. According
to sources, the Deputy Commissioner found a teacher, Ms Manju Devi,
absent from the school at Charkhi during the inspection. However,
another teacher Ompati had allegedly forged her signature in the
attendance register. The Deputy Commissioner recommended suspension of both teachers. Five
teachers from the school at Ram Nagar in Charkhi Dadri subdivision
have been also suspended for allegedly committing irregularities in
distributing rations under the midday meal scheme. Mr Harpal Singh said that teams had been constituted to check attendance of employees in schools and hospitals in the district. He
warned teachers and other employees for dereliction of duty. |
Work on blinders at Jail Bridge starts Ambala, July 15 The Deputy Commissioner, Ambala, Mr D. D. Gautam, said that the blinders were going to be set up at a cost of Rs 50 lakh. He said that there were some apprehensions regarding secrecy of the Air Force station and the central jail after the new overbridge was constructed. He said that the Air Force officials apprised them about the problem following which a request was forwarded to the state government for putting up blinders. The state government took up the issue with the Union Government which released a sum of Rs 50 lakh. He said that the blinders would help in maintaining secrecy. Among others, the SP, Mr Manoj Yadava and Air Commodore V. R. Iyer were present on the occasion. Mr Gautam said that the overbridge had been built at a cost of Rs 35 crore and it was part of the project to four lane the national highway from Karnal to Ambala. The overbridge was 1100 metres long and a side road with a length of 1000 metre had also been constructed. |
Yamunanagar reels under power cuts Yamunanagar, July 15 The industries of the area are the worse affected as there is no power for six hours in daytime and one hour in the evening. However, there is a boom in the sale of generators as well as inverter batteries. In Yamunanagar, there will be power cuts from 8 am to 10 am, 12 noon to 2 pm, 4 pm to 6 pm and in Jagadhri from 10 am to 12 noon, 2 pm to 4 pm., 6 pm to 8 pm. There will be power cuts for half-an-hour rotation in Yamunanagar and Jagadhri after 8 pm. Mrs Meenakshi Anand Chaudhry, Chairperson, Haryana Vidyut Prasaran Nigam, on telephone today discussed that power position in Yamunanagar-Jagadhri would improve within 10 to 12 days with the 220-kv Jorian sub-station functioning shortly. |
