Interim compensation for Panipat resident

Directing the state of Haryana to pay an interim compensation of Rs 10,000 to a Panipat resident whose wife was illegally picked up by a police officer, Mr Justice Adarsh Kumar Goel of the Punjab and Haryana High Court has ruled that the state would be free to recover the money from a Station House Officer responsible for the detention.

Bank federation releases list of defaulters

The Haryana Bank Employees Federation today released a list of defaulters who owe banks in Haryana more than Rs 1 crore. Talking to mediapersons here, the general secretary of the HBEF, Mr N.P. Munjal, said there were about 65 non-performing assets involving a total of Rs 349.46 crore in the state.

Mishaps claim two lives
Ambala, July 13
Two persons were killed and three others injured in separate accidents here. According to information Santokh Singh was killed when a car hit him near Dhulkot barrier at Ambala City. The police registered a case against the car driver who fled from the spot after the accident.

Haryana, which is second to Punjab in Sikh population, must be granted independent status on the pattern of Delhi, Rajasthan, Uttar Pradesh and Madhya Pradesh in the proposed Sikh Gurdwaras Bill, says the Haryana Sikh Gurdwara Parbandhak Committee.

A delegation of the committee led by its General Secretary, Mr Didar Singh Kamboj, today met Justice K.S. Tiwana, Chairman, Review Committee, the Sikh Gurdwaras Bill, 1999, here and submitted to him a detailed memorandum resenting clubbing of Haryana with Punjab in the proposed Bill.

Talking to The Tribune, members of the delegation, including Jathedar Kartar Singh Takkar (Ambala), Mr Jagdish Singh Jhinda (Assandh), Mr Gurbhajan Singh Chahal (Safidon), Mr Surjit Singh Bajwa (Yamunanagar), Mr Nawab Singh Singhra (Karnal) and Mr Balwinder Singh Bajwa (Pehowa) said that as per the 1991 Census, Haryana was second only to Punjab in Sikh population with 9, 56, 836 Sikhs in the state.

While Delhi, Rajasthan, Bihar and Madhya Pradesh with much smaller Sikh population have been proposed to be given independent status for managing historic gurdwaras in their respective states, Haryana continues to be clubbed with Punjab in continuation of the Sikh Gurdwaras Act, 1925.

The Delhi Sikh Gurdwara Management Committee elects 46 members in the union capital. Similarly, in Rajasthan, there is a 40-member Sikh Gurdwaras Management Committee. “We want that the Haryana Sikh Gurdwaras Management Committee should have 60 members, 15 of whom should represent the state in the main body,” says Jathedar Kartar Singh Takkar.

“It is understandable that in 1925 when the present Gurdwara Act was enacted, Haryana did not exist, and as such the present states of Haryana and Himachal Pradesh and the Union Territory of Chandigarh formed a part of the undivided Punjab. But since 1966, Haryana is a full-fledged state. “Clubbing of Haryana with Punjab is highly unjustified and totally discriminatory,” says Mr Didar Singh Kamboj.

The issue, Mr Kamboj said, was discussed at length at the executive committee meeting of the Haryana Sikh Gurdwara Parbandhak Committee held yesterday where members expressed their concern as to why the framers of the new Gurdwara Bill have not taken cognizance of the geo-political scenario. Though the framers have taken into account that Haryana was the second largest Sikh populated State, yet it has denied the state the status of either central or state board. There are two dozen historic Sikh shrines in Haryana, including historic Gurdwara Nadha Sahib (Panchkula) and Gurdwara Manji Sahib (Ambala). He urged Justice Tiwana to consider their plea and correct the mistake made in the original draft bill.

Meanwhile, Jathedar Takkar has convened a convention at Sikh Girls High School, Ambala cantonment, on July 20 to apprise the Sikh sangat of the state about the discrimination being meted out to Haryana in the Sikh Gurdwaras Bill, 1999.

BSP meeting at Ambala today

The BSP high command has dissolved the Working Committee of the Haryana unit of the party. Announcing this here today, Mr Narinder Kashyap, in charge of the party affairs in the state, said a new committee had been formed under the presidentship of Mr Ashok Sherwal.

Mr Kashyap said the high command had decided to organise the party in Haryana on the pattern of U.P. so that the BSP could come to power in the state after the next Assembly elections. Now the party would have, besides the President, a Vice-President and 24 General Secretaries. The Vice-President and the General Secretaries would also be coordinators for the 19 districts.

Mr Ramji Lal has been nominated as the Vice-President and he will be the coordinator for Faridabad district. The General Secretaries and the districts under them will be Mr Rameshwar Dass (Panchkula), Mr Balkar Gujjar (Ambala), Mr Sahi Ram (Yamunanagar), Mrs Savitri Devi (Kurukshetra), Mr Ranbir Pal (Karnal), Mr Surinder Singh Ror (Panipat), Mr Balraj Saini (Sonepat), Mr Maan Singh Gujjar (Kaithal), Mr Virender Ranga (Jind), Mr Balraj Singh (Hisar), Mr Inder Singh Prajapat (Fatehabad), Mr Mool Chand Rathi (Sirsa), Mr Jagdish Kajla (Bhiwani), Mr Hargyan Singh (Rohtak), Mr Karambir Singh (Jhajjar), Mr Sahi Ram Tanwar (Mahendragarh) and Mr Netra Ram (Gurgaon).

Mr Kashyap also announced the appointment of Mr Pawan Dhiman, Mr Mona Ram Kashyap, Mr Ram Phal, Mr Ishwar Kamboj and Mr Tej Bir Singh as conveners of the Backward Classes cell of the party.

He said a state-level meeting of the party workers would be held in Ambala tomorrow where the organisation set-up at the district and constituency levels would be decided.

He said if the BSP's lone member in the Vidhan Sabha supported the Chautala government, he would be expelled from the party.

Interim compensation for Panipat resident

Directing the state of Haryana to pay an interim compensation of Rs 10,000 to a Panipat resident whose wife was illegally picked up by a police officer, Mr Justice Adarsh Kumar Goel of the Punjab and Haryana High Court has ruled that the state would be free to recover the money from a Station House Officer responsible for the detention.

Delivering the verdict on a petition filed by Mr Vijay Kumar, Mr Justice Goel also directed that the compensation should be paid within three months of receiving the order’s copy. The Judge added that a copy of the order should be sent to Haryana’s Director-General of Police for appropriate action against the SHO.

In his petition, Mr Kumar had earlier alleged that his wife, illegally picked up by SHO Samunder Singh on February 4, 1997, was not being released as he had failed to pay an amount demanded by him. Taking up his petition, the High Court had appointed a warrant officer. In his reply submitted before the Court, the officer had claimed that the victim was found in the residential quarters of a police station.

As per the officer, the detainee, when asked, had confirmed that she was picked up by the SHO. A police official, present at the spot, also told him that the detainee was not wanted in any case, the warrant officer had concluded. Soon after the submission of the officer’s report, an inquiry into the incident was marked to Panipat’s District and Sessions Judge. In his report, the Judge too had concluded that the detention of the victim was illegal and unjustified.

After going through the reports and the documents placed on record, Mr Justice Goel observed: “From the report of Panipat’s Additional District and Sessions Judge, and also other circumstances, it is clear that Samunder Singh acted illegally in picking up the detainee from her house. A copy of the report should be sent to Haryana’s DGP for appropriate action against Samunder Singh posted as Station House Officer of Police Station City in Panipat”.

Taking up a petition for security cover filed by two Faridabad residents, married against the wishes of their parents, Mr Justice Ashotosh Mohunta of the High Court has ordered that the two may approach the Station House Office of the police station concerned for the redressal of their grievance.

Pronouncing the orders on a petition filed by Pushpa and Rishi Pal, Mr Justice Mohunta observed: “The petitioners claim that they are both majors and have contracted marriage on October 5 last year. The marriage was not to the liking of the father of the girl. It is averred that the father is also harassing the petitioners. In case the petitioners feel threatened, they may approach the SHO of Faridabad police station for the redressal of their grievance”.

Chautala inaugurates Kalwa-Kinana drain

The Haryana Chief Minister, Mr Om Prakash Chautala, today exhorted administrative officers to perform their duties with dedication and implement the programmes of the government for the benefit of common people.

The Chief Minister was addressing the officers at the monthly meeting of the District Grievances Redressal Committee here today. He congratulated newly nominated members of the committee and urged them to coordinate with the officers for the speedy redressal of the complaints. He urged the people also not to bring false and baseless complaints to avoid wastage of time.

As many as 11 problems were forwarded in the meeting and the Chief Minister gave directions to the officers for the speedy redressal.

Earlier, the Chief Minister inaugurated the Kalwa-Kinana drain which had been constructed at a cost of Rs 9 crore. The 31.50-km-long drain will provide drainage facilities of over 129 cusec of water. With its construction 19,200 acres of land and people of 17 villages would be saved from the fury of floods.

The Chief Minister also performed ‘bhoomi pujan’ at the Jind-Mundhal-Bhiwani road today. The bhoomi pujan was performed for the widening of the road amidst chanting of Sanskrit shaloks.

He said the state government gave priority for improving the network of roads in the state.

He said Haryana State Roads and Bridges Development Corporation had been carrying out the construction and improvement work of 19 roads on a war footing. Out of these improvement work on 13 roads had already been completed.

The total cost of this project for improving the 1068.69 km length of state highways was Rs 193.83 crore. At least 80 per cent of the work on this project had already been completed. Mr Chautala informed that process had been initiated for taking up the improvement of 23 more roads.

The Jind-Mundhal-Bhiwani road will prove a vital link for the alternative corridor for traffic coming for Rajasthan to Haryana, Punjab, Himachal and Jammu and Kashmir. The work on this road would be completed with in a year at a cost of Rs 9 crore. About 58 km of roads would be widened from 5.50 meters to 7.50 meters.

Mr Surinder Singh Barwala, MP, Mr Suraj Bhan Kajal, Chairman, Haryana Finance Commission, Mr Ram Kumar Katwal, MLA, Rajaund were also present on the occasion.

Irate farmers try to manhandle SDO

Tension gripped Adhoya power house after a few farmers tried to manhandle the SDO, Mr R.K Beniwal, this afternoon. The incident took place when Mr Beniwal tried to hear the grievances of the people gathered there.

Some of them tried to intimidate Mr Beniwal and even shoved him. The situation, however, did not take a serious turn as Mr Beniwal, acting quickly, retreated from the spot. However, after a brief while Mr Beniwal again tried to placate the gathered people. This time he heard the grievances from behind the fence surrounding the power house. Later, Mr Beniwal said he was fine.

Police personnel were present at Adhoya as well as at the Barara power house to ensure that there was no untoward incident.

Farmers had assembled at the Adhoya power house this morning after a night of erratic power supply. The farmers complained that a large number of tubewell motors had been affected due to the low voltage. They said the supply had adversely affected them since the monsoon been delayed and their tubewell motor now needed to be repaired.

The farmers raised slogans against the power authorities. They demanded that they should get adequate uninterrupted power supply so that paddy sowing is not affected.

Mr Kuldip Singh, a farmer, said his tubewell motor had been affected due to the erratic power supply. “At a time when sowing of paddy should have been in full progress, I would have to get my motor repaired just because of the low voltage released by the power authorities,” he said. “Who is going to bear the cost of repair of the tubewell motor?” he queried.

Mr Vikramjit Singh Sethi of the Bharatiya Kisan Sangh said according to available information, about 70-80 tubewell motors must have been burnt due to the erratic power supply was released. “The power authorities are repeatedly going back on the promise made in the last week of June regarding regular supply of power for at least seven hours to each group,” he said.

A power official said the power situation had become grim in the past couple of hours after power supply to the region was given from a different source. By this morning, the original power source was reintroduced which helped to improve the power situation.

At Barara power house, the situation was not much different. The people who had gathered there said the power supply had gone from bad to worse in the past few hours. They demanded that the power supply should be improved in the area.

The XEN, Mr Surindra Mohan, who was at the Barara power house, said the situation has normalised since morning. “We are going to provide power upto seven hours for each group so that tubewells can be run. We are on the job,” he said.

HUDA to develop more sectors

While giving this information, a spokesman for HUDA, said the sectors where development work would soon be initiated included Sectors 23, 27 and 28 of Panchkula, Sectors 20A and B, 44 and 47 of Faridabad, Sectors 27, 43, 51 and 52 of Gurgaon, Sectors 1,4,9 and 11 of Hisar, Sector 2 of Bahadurgarh, Sectors 3 and 13 of Sonepat, Sectors 4 and 8 of Kurukshetra, Sector 14 P of Karnal and Sectors 7, 8 and 29 Part-II of Panipat.

He said HUDA was also going to develop parks in various cities of the state for keeping the environment free from pollution.

Haryana to assist orchard plantation

The Haryana Horticulture Department has made a provision of Rs 277.77 lakh during the current financial year undertaking various activities under the macro management scheme of horticulture for the benefit of farmers.

While giving this information here today, the Agriculture Minister, Mr Jaswinder Singh Sandhu, stressed that horticulture was an important sector for diversification of crops, sustained productivity, increasing exports, generating sustained income for farmers and for increasing employment opportunities in rural as well as urban areas.

Mr Sandhu said under the Integrated Development of Tropical Arid Zone Fruits, a total provision of Rs 88.89 lakh had been made in which assistance would be provided for orchard plantation which included supplying fruit plants, fertilizer, pesticide to small, marginal and other farmers and plant protection equipment at the rate of 50 per cent of cost.

He said the government had set a target of covering 34857 hectares of land under horticulture schemes for producing 2.40 lakh tonnes of fruits during the current financial year as against the target of covering 32857 hectares for producing 2.35 lakh tonnes of fruits achieved during the last financial year.

The minister added that with a view to giving boost to diversification in agriculture, the Haryana Horticulture Department would establish 926 demonstration plots of flowers in farmers’ fields during the current financial year as against 726 plots established during the last year.

He said that endeavour of the department had yielded success in the gradual increase of area under floriculture which had gone up from 50 hectares during 1990-91 to 3250 hectares upto March, 2002.

Bank federation releases list of defaulters

The Haryana Bank Employees Federation today released a list of defaulters who owe banks in Haryana more than Rs 1 crore.

Talking to mediapersons here, the general secretary of the HBEF, Mr N.P. Munjal, said there were about 65 non-performing assets involving a total of Rs 349.46 crore in the state. We are releasing this list so that moral pressure on the defaulters can be build up”, he said.

Mr Munjal said the HBEF had taken note of the fact that no steps had been taken by the government bank managements and the RBI for ever increasing portfolio of bad debts that had come to a staggering figure of nearly Rs 1,00,000 crore together with interest.

The HBEF demanded that stringent legal and penal steps against wilful defaulters of bank loans should immediately be undertaken. Also, wilful default of bank loans should be declared a “criminal offence” and criminal law should be amended accordingly.

Among others, the president, Mr N.K. Jain, secretary, Mr S.K. Gupta, vice-president, Mr Tirlok Singh, and joint secretary, Mr Ratan Singh, were also present.

The organising secretary, Mr R.K. Gulati said they would soon start a signature campaign all over the country to build up opinion regarding bank defaulters. He added that during the next month they had planned to start demonstrations against bank defaulters. The exercise would be carried out between August 20 and 30.

ICAR award for HAU scientists

Bajra scientists of Haryana Agricultural University (HAU) have won the prestigious Team Research Award of the Indian Council of Agricultural Research (CAR) for 1999-2000 in recognition of their outstanding work.

The award will be presented at a ceremony at Vigyan Bhavan, New Delhi, on July 16. The team led by Dr C.R. Beniwal, senior scientist (bajra), includes Dr D.C. Nijahwan, Dr P.S. Kakar, Dr I.S. Khairwal, Dr H.P. Yadav, Dr M.S. Narwal, Dr R.S. Hooda and Dr M.S. Panwar.

The team has developed six bajra hybrids, namely HHB-50, HHB-67, HHB-68, HHB-94 and HHB-117 and three composite varieties, namely HC4, HCIO and HC20. Besides, 28 male sterile lines are in the pipeline.

The scientists have also developed a sound production and plant protection technology which has greatly helped in enhancing and stabilising the production of bajra in the state and the country.

Because of their high-yielding, disease-resistance and drought-tolerant qualities, some of these varieties are in great demand among the farmers of Haryana, Rajasthan, Uttar Pradesh and other adjoining areas. Hybird HHB-67 is popular as wonder hybrid in the region.

Another scientist of the university, Dr Lali Yadav, Professor and Head, Department of Home Science Extension Education, has been chosen for the Bharat Ratna Dr C. Subramaniam Joint Award of the Indian Council of Agricultural Research.

According to information Santokh Singh was killed when a car hit him near Dhulkot barrier at Ambala City. The police registered a case against the car driver who fled from the spot after the accident.

In another accident, three persons, including two women, were injured seriously when a truck hit them.

In the third mishap, a school student died when he was hit by a tanker near the 12 cross road at Ambala Cantonment. The police has registered three separate cases.
