Govt rescinds order on Mewat Gurgaon, July 12 The Chief Executive Officer (CEO) of the MDA, Mr P. R. Bishnoi, had issued an order on June 6, stating that the expenditure on NGOs had been stopped and the funds were to be diverted to education. Significantly, the order referred to a decision taken by the Mewat Development Board (MDB) headed by the Haryana Chief Minister, Mr Om Prakash Chautala, held on March 20. The order specified that any expenditure incurred in violation of the proceedings of the MDB meeting would not be entertained by the CEO’s office. The MDA is part of the MDB which was created by the Government on account of the legislative act of the state Assembly for the speedy development of Mewat areas including Gurgaon and Faridabad districts. The catch here is that IFAD/UNOPS had agreed to fund the seven-year Mewat area development project on certain conditions. Taking exception to the order, the UNOPS, a monitoring body of the IFAD, wrote a letter to the Chief Secretary, Haryana Government, Mr L. M. Goyal, saying that it did not agree to the sudden move of the MDB as it was in contravention to the provision of the loan agreement. “Indeed we are very much concerned at such a sudden decision”, it added. Lauding the rule of the NGOs, the UNOPS pointed out in the letter that they had played a progressive role in social mobilisation and empowerment of women in Mewat. It listed some of the areas where the NGOs had undertaken commendable work, including child development. It also stressed that in specific terms relevant to the MDA project, the Education Department or any other government department might not be able to deliver the same quality of services as that of the NGOs. The UNOPS alleged that the sudden move of the government which “will have far-reaching consequences to the project” was not raised before it, especially during the high-level meeting held on May 11 at Chandigarh. It attributed ulterior motive to the government. According to sources, had the government remained adamant it could have lost a sum of more than Rs 50 crore from the IFAD/UNOPS as loan for the remaining project. Also, there was a danger of Haryana losing credit rating in the assessment of international agencies for monetary assistance for development projects in future. The Commissioner, Gurgaon Division, Mr I.M.S. Salins, who had gone to Mewat along with the CEO of the MDA and other functionaries for inspection after the repealed order had to face protests from a section of the public. All 19 NGOs listed with the MDA had also taken up the matter with the Haryana Governor. |
CM-BKU meeting at Jind likely Chandigarh, July 12 Mr Chautala is going to Jind in connection with a meeting of the district grievances committee. He is scheduled to take part in a function at Bibipur village (Jind ) tomorrow. People from Ghimana, Bibipur, Igra, Bahbalpur as well as other villages which are considered BKU bastions, are expected to come for the “bhoomi pujan” function at Bibipur on the Jind-Mundhal-Bhiwani road. On Saturday afternoon (4 pm) Mr Chautala will attend the meeting of the district grievances committee at Jind town. The following day Mr Chautala will hear public grievances at Danoda Kalan village, near Narwana, which will be followed by a public meeting at the village. Importantly, Danoda Kalan is the most important of all villages of the Nain clan to which Mr Ghasiram Nain, President of the Haryana BKU, belongs. The chabutara (meeting place for village elders for taking important decisions) of the Nain khaap (clan) is also located in this village. State government sources here said that during the last Assembly elections, a member of the Nain clan had contested the elections as an Independent from Uchana Kalan, which had led to bad blood between the INLD and the Nains. However, the headman of the Nain clan as well as other elders from the clan recently met Mr Chautala in a bid to patch up their differences. Consequently, Mr Chautala decided to go to Danoda Kalan village, the sources said. Supporters of BKU supremo Ghasiram Nain, however, claimed that Mr Chautala was coming to the village to placate the farmers who were furious due to the steps taken by the state government to crush the BKU-led agitation in Jind district recently. Mr Ghasiram Nain had already turned down the government offer for talks with the state government at Chandigarh on July 17 on the pretext that on that day a condolence meeting would be held at Kandela village to mourn the death of a BKU agitator who recently passed away at a Rohtak hospital due to injuries sustained by him in police action. “If Mr Chautala was keen on talking to the BKU he could ask us to meet him during his two-day visit to Jind district”, a confidant of Mr Nain told TNS. Talking to TNS, Mr Ramphal Kandela, general secretary of the Haryana BKU, said they would meet Mr Chautala during his visit to Jind district and seek another date for a meeting. “If the CM agrees, the meeting can also take place at Jind in the next two days”, Mr Kandela told TNS today. A state government functionary, however, claimed that BKU leaders would perhaps meet the CM for a few minutes at Jind and later claim that Mr Chautala had come all the way to Jind to meet them, as it was being demanded by Mr Ghasiram Nain. “Anyone can walk in when the CM hears public grievances. BKU leaders will also meet Mr Chautala and later claim that the first meeting with the Chief Minister is over and the next meeting can be kept at Chandigarh”, said the government functionary. Earlier, a state government committee led by Finance Minister, Sampat Singh went to Jind on two occasions to meet BKU leaders and managed to persuade the BKU to lift the road-blocks set up by its supporters. |

to be removed: DC Kaithal, July 12 The Deputy Commissioner said the district administration was fully geared to meet any threat of floods and all drains had been cleared to ensure a smooth flow of excess rainy water. He said a special cleanliness drive had been launched in the town and the SDM had been directed to keep a watch on the functioning of the local civic body so that there was no laxity on the part of any official of the municipal council. Mr Aggarwal said a campaign would be launched to beautify the town and turn it green by planting a large number of trees in the monsoon season. He also stressed the need to safeguard the trees being planted in this season and urged the voluntary organisations to provide tree guards. |
Tehsil office shows rates of graft! Tohana (Fatehabad), July 12 The mutation of a sale deed can be got done for Rs 5000, mutation of the will deed for a sum of Rs 10,000, the sale deed can be got registered by paying Rs 10,000, lease deed could be got registered for Rs 3000 per acre and so on. Later it was learnt that a row between tehsildar Inder Singh and his staff led to the revelation of corruption rampant in the office. According to reports, there was some row between the tehsildar and his staff over the functioning of the office. The tehsildar, reportedly, following the receipt of a complaint summoned a clerk in his room and reprimanded him allegedly for accepting bribe from visitors. This angered the staff, who then went on a strike. The staff alleged that senior officers had been indulging in large scale corruption and everything was done for a price in the office. They displayed a computerised price notice in the office to make it known to people about what was happening in the office. The tehsildar has denied the charge of his staff and alleged that one of the subordinates had employed a clerk from his own resources to help him in the office work. He said when he objected to a private man working in the office and accepting bribe for works, his subordinates started making baseless accusations against him. Meanwhile, both sides have been sticking to their guns. Both sides — tehsildar and staff — have complained to the Deputy Commissioner in this regard. The notices — displaying the rates of bribe — are attracting the attention of local people. |
Bhajan Lal’s assurance to HSMITC staff Hisar, July 12 Addressing mediapersons here yesterday, he said that winding up of the corporation was a great injustice to the employees and their families. He criticised Mr Om Prakash Chautala for winding up the corporation without any proper planning. He demanded that the Chautala government absorb these employees at the earliest. He said if the Chautala government failed to do so, he would adjust such employees in other departments after coming to power. Commenting on the recent statements of the Punjab Chief Minister, Mr Amarinder Singh on the SYL issue, he said the Punjab Government was bound to complete the SYL canal after the Supreme Court judgement on the issue. |

for damage to public property Yamunanagar, July 12 According to information received here today, Ashok Dhiman, a resident of Gaddi Mondu, was going on his cycle when a motor cyclist, Rohit, hit him on Wednesday night. The cyclist was immediately shifted to the Civil Hospital, Jagadhri, where he succumbed to his injuries. Rohit was also seriously injured and was shifted to Sabharwal Hospital, Jagadhri. Yesterday afternoon when the post-mortem of the deceased was going on at the Civil Hospital, Jagadhri, about 1,000 persons blocked the Yamunanagar-Jagadhri highway to protest against the police inaction in note arresting Rohit and shielding him. The Deputy Superintendent of Police, Jagadhri, reached the spot and tried to pacify the agitated mob. The situation went out of hand when the mob tried to snatch the carbine of Ranbir, a gunman of the DSP. Meanwhile, the mob damaged the Gypsy of the DSP. At this more policemen were pressed into the service and the subdivisional Magistrate, Jagadhri, also reached the spot. The officials tried to convince the mob that a case against the motor cyclist had been registered. On their assurance the jam was lifted. |
KU VC for core team on exam reforms Kurukshetra, July 12 The Vice-Chancellor said this today while releasing a report of “National Seminar on Review of Examination System”. The publication has been edited by Prof Veer Singh, Director, National Institute of Law, and Prof V.S. Gupta, Visiting Professor, Journalism and Mass Communication, Kurukshetra University. The seminar was organised by the university in March this year. Referring to the recommendations of the seminar, Mr Chaudhry said training and orientation programmes for the staff conducting examinations will help in streamlining the examination system. He stressed that the system of updating the question bank database should be developed, strengthened and revised every year. Teachers and even experts from outside the university should also be requested to contribute to the question bank. Expressing concern over the prevalence of unfair means in examinations, Mr Chaudhry suggested that personal accountability of invigilators should be ensured. Mr Chaudhry pointed out that Kurukshetra University had already implemented some recommendations pertaining to examination reforms like computerisation of results. Besides addresses of well-known academics from all over the country, the report contains seminar papers, proceedings and recommendations made by experts. |
HAUTA ex-presidents write to VC Hisar, July 12 In a joint letter written to the Vice-Chancellor, Mr Vinay Kumar, they said the annual election of the HAUTA executive was due and several members of HAUTA had been impressing upon the president of the association to hold election. Nine elected members or office-bearers of the executive council of HAUTA had already resigned in protest. They had also requested in writing on May 28 that the council should hold the election by June 3, 2002, but the president had not announced the election schedule so far. They said according to the agenda no. A-10, placed at the 190th meeting of the Board of Management of the university held on July 13, 2000, the elections of HAUTA must take place on the completion of one year of the last election or by the last date of the month in which they complete a one-year term. As per this decision, failure to do so will result in temporary withdrawal of recognition of HAUTA till the new executive took office. |

booked in dowry death case Hisar, July 12 Meanwhile, two motor cycle-borne youths looted Rs 40,000 and a scooter from a bank employee after injuring him at Defence Colony here last night. According to the police, Dalbir Singh, a computer operator in the local branch of Allahabad Bank, was returning from Azad Nagar after collecting Rs 40,000 from a co-operative society there. As soon as he reached the colony, two persons attacked him with iron rods. He fell down from his scooter and they ran away with cash and the scooter. |
