raised over sops to DLF Chandigarh, July 9 Sources in the state government’s Revenue Department confirmed that concessions had been given in stamp duty for the cyber city project but refused to give more details. The decision was taken at a meeting attended by Chief Minister, Om Prakash Chautala before he left for his foreign trip, it was learnt. Officials here claimed that in the policy formulated for the cyber city project, there was already provision for giving concessions on stamp duty. However, the policy was apparently relaxed to enable the promoter to develop the cyber city over a longer period of time. There was reportedly a slab system for concessions for the cyber city project which would have progressively decreased over a time period of five years. It has reportedly been decided to extend the time period for availing of the benefit of concessions. Stamp duty needed for registration of land in urban areas of Haryana comes to about 15.5 per cent of the value of the land while in the rural areas it is 12.5 per cent. The relaxation relating to the time period of the concessions will deprive the state government of a huge amount which it would have collected from stamp duty. A state government functionary, however, argued that one should not look at the concessions as benefits given to a particular party. “Whoever will come for the construction of a cyber city will get the benefits. Though we have received some proposals for setting up of IT parks, the DLF was the only company which applied for the 100 acre cyber city,” he said. A source pointed out that while initially the cyber city was supposed to house only the software industry, now it had been decided that companies providing IT enabled services would also be allowed to set up shop in the cyber city. “This will deprive HUDA of a lot of revenue as commercial enterprises providing IT enabled services will be set up at the cyber city instead of being housed in HUDA premises,” pointed out a source. |
A post IAS officers averse to hold Chandigarh, July 9 A few months ago, the government had removed a departmental officer, Mr M.P. Gupta, from the post of Director, Technical Education, and posted a former Home Secretary of the Chandigarh Administration, Mrs Anuradha Gupta, in his place. The post was re-designated as Commissioner, Technical Education, keeping in view the seniority of Mrs Gupta. Earlier, Mrs Gupta was the Commissioner, Higher Education. In that department she worked hard to bring discipline among college lecturers, who were made to spend a minimum number of hours in their institutions. She also cracked down on teachers of the government as well as private government-aided colleges who took tutions. This, naturally, made her unpopular. However, when the government wanted to retrench teachers in private colleges after they were found surplus following a survey of their workload Mrs Gupta worked hard to persuade the powers that be to retain the services of the surplus teachers after relocating them in colleges that were short of teachers. Mrs Gupta proceeded on long leave before she completed three months as the Commissioner, Technical Education. She is believed to have cited personal reasons for going on leave. Interestingly, three months is the minimum period for writing the annual confidential report(ACR) of a subordinate. Mrs Gupta was succeeded by Mrs Shakuntala Jakhu, who was earlier Director, Information Technology. She, too, has proceeded on leave. First, Mrs Jakhu had taken 15 days’ leave on health grounds. Now she has applied for six weeks’ leave. Given the recently developed aversion among IAS officers for the post of Director, Technical Education, the Government may have to again fall back on a departmental officer to fill this post. |

Pak spy Hisar, July 9 He was staying near Hisar Cantonment in the guise of a garment dealer. He used pass on information to a Pakistani army Major through telephone conferencing via Dubai from a local PCO. During preliminary interrogation, Asghar Ali reportedly confessed having his links with Naik Bhanu Pratap, Havildar Ved Singh and Lance Naik Chanderokar, who “helped” him in entering the cantonement areas. It was reported that after military action of court martial, the three jawans were handed over to the Rajasthan police for further interrogation. Of the 22 persons arrested in this connection, six belonged to Hisar. The others were arrested from Sriganganagar, Bikaner and Jaipur. Food and Supplies Inspector Jai Bhagwan, who had verified the address and record of Ashgar Ali for issuing a ration card, had already been arrested.

DISTRICT COURTS Ambala, July 9 As per the prosecution, the security officer had induced the complainant for deposit, resulting in a deposit of Rs 1 lakh. It was alleged that the petitioner committed cheating and breach of trust in conspiracy with other accused. The deposit was matured on June 30, 2000, but the Managing Director of the company did not make the payment to the complainant. The stand of the petitioner was that he retired from the Army and joined Golden Forest as security officer. He stated that he had nothing to do with the financial dealings of the company. While granting bail, the Judge said: “He is not in the management of the company. He did not retain the deposit with him which went in the account of the company. The directors of the company have already been arrested. The investigations are completed. There is no use keeping the petitioner in custody, as matter of punishment. In this circumstances the petitioner accused is granted bail.” The Civil Judge (Senior Division), Mr Deepak Gupta, on Tuesday adjourned the hearing in the application filed by a former DGP, Mr
S.P.S. Rathore, in the Ruchika molestation case till August 9 here today. Mr Rathore had filed an application that the signature of Ruchika available in the basic complaint was not original one and the document should be sent to forensic experts to examine it. Mr Gupta adjourned the hearing as he has not been delegated the power to hear the CBI cases by the high court so far. Mr Rathore and the complainant, Ms Madhu Prakash, were also present in the court. |

Boycott
of family for defying mahapanchayat Hisar, July 9 The decision was taken at a specially convened meeting of the mahapanchayat held at the Jat dharmashala here on Sunday. The mahapanchayat also imposed a symbolic fine of one paisa on Mr Krishan Kumar. It resolved that no member of the Beniwal Khap would maintain any relation with Mr Krishan Kumar’s family. It also asked its members not to attend any function organised by the boycotted family and not invite them to their functions also. The mahapanchat warned that if any member of the Beniwal Khap maintained relations with the boycotted family, it would take strict action against him. Mr Krishan Kumar had married his daughter Suman to Mr Baljor Singh of Kakrod village in the district on March 24. Though Mr Baljor Singh was related to the Sheokand Khap, some families of Beniwal gotra were already living in the village and they objected to this relation. They took the matter to the Beniwal Khap. The khap called its meeting on June 9 and directed Mr Krishan Kumar to dissolve the marriage of his daughter within 15 days. Mr Krishan Kumar refused to agree to this. After this, the khap called a special meeting of the representatives of 52 villages of Beniwal gotra and boycotted the family, though the panchayat found Suman and Mr Baljor Singh innocent and allowed them to live a married life. Earlier, Suman had threatened the panchayat members that she would commit suicide if the panchayat decided to dissolve their marriage. Taking it seriously, Mr Baljor Singh had taken his wife to Kakrod village before the panchayat meeting.

is police housing Corpn chief Chandigarh, July 9 Mr Rathore, who is to retire on July 31, went on leave about 18 months back after a special court at Ambala admitted a charge-sheet filed against him by the CBI. The state government designated Mr B. R. Lall, the current Chairman-cum-Managing Director, Haryana Police Housing Corporation, as MD of the corporation. The state government also posted Ms Suman Manjari as SP, state Vigilance Bureau (SVB) Rohtak. She was SP, SVB, Ambala with additional charge of the SVB, Rohtak. Mr Sandeep Khirwar, SP, SVB, headquarters, was given additional charge of the SP, SVB, Ambala. Workshop
on WTO challenges Hisar, July 9 Inaugurating the workshop, Dr A.P. Singh, Dean, College of Veterinary Sciences, called upon the participants to accord top priority to the removal of technological backwardness from society. He said cultivation of technological outlook among the common people alone could help society come out of the prevailing recession. He appealed to them to educate and inspire the people in taking up income-generating activities. Welcoming the participants, the coordinator of the workshop, Dr S.K. Kaira, said low per capita productivity was the major factor for deprivation of people. He said initially, with the implementation of the WTO regime, it was believed that countries depending a agriculture, like India, would be benefited immensely. Going by the survey conducted by Jatan, an NGO devoted to the cause of science, ground realities were altogether different, he added. He hoped the workshop would pave the way for transforming WTO challenges into opportunities. |
Farmers
hold demonstration Ambala, July 9 The farmers threatened that they would resort to blocking the roads if their demand for regular supply was not met. Mr Vikramjit Singh Sethi of the Bharatiya Kisan Sangh said the farmers were distressed with the lack of adequate power supply. As rainfall had not taken place, sowing was being affected as tubewells could not be operated. The schedule which had been worked out between the farmers and the power officials was that regular three-phase power supply would be given for seven hours a day. The areas being supplied power from Adhoya had been divided into two groups. |

HVP meeting Ambala, July 9 The HVP office-bearers deliberated upon the prolems being faced by people, including power and water shortage. They said queues could be seen at public taps and there were times when fights took place. They stated that the frequent power cuts during the summer months was causing problems. A team comprising Mr Jaspal Singh and Mr Santosh Kumar Khinchi went to different wards and observed that the water problem was acute in Mohra Mandi, Ramkrishna Colony, Ward Nos 25 and 27, Gwal Mandi and Pucci Sarai. |

KU interviews begin today Kurukshetra, July 9 Disclosing this to mediapersons here today, the Kurukshetra University Teachers Association (KUTA) president, Dr Pradeep Chauhan, said now all pending interviews under CAS would be held within a short span of time while the interviews of teachers against vacant posts would also be held parallel to the CAS interviews as assured by the Vice-Chancellor. |

AMBALA: Two absconders involved in two different cases have been nabbed by the police. One of them, Harpal Singh, was involved in a fake currency case. The police had raided the residence of Jitender Pal, a resident of Shahzadpur
Majra, in February and recovered fake currency notes worth Rs 89,000.While Jitender Pal, Kulbir Singh,
Yudhishthir, Parwal Pal and Narendra had been nabbed, Harpal Singh had managed to escape. In another case, truck driver Budh Ram has been arrested. He had been granted bail and had become absent from May 17, 1989. He was declared a proclaimed offender. He was arrested from Dharampur in Himachal
Pradesh. |
