Students protest Lyngdoh recommendations
New Delhi, November 17 They maintained that the JNU Students' Union (JNUSU) constitution, which laid down the guidelines for conducting elections in the university peacefully for 37 years, is a far better model for controlling money and muscle power than the LCR that were implemented in 2006 to curb money and muscle power in student elections. Stating that the whole purpose of the LCR stands foiled, they demanded restoration of JNUSU constitution. "Over the past eight years, we have seen that the Lyngdoh recommendations have not succeeded in their stated purpose and the elections in DU being a case in point. Rather, they have scuttled the democratic participation of students," said Ashutosh, JNUSU president. A protracted legal and battle has been fought by the JNU students over the years. As a result of the legal battle, the Supreme Court also raised fundamental questions on the legality of the Lyngdoh recommendations and in 2009 referred the matter to a constitution bench of the SC. However, the constitutional bench has not been constituted. "The imposition of the LCR has meant that in JNU, elections are not being held according to the JNUSU constitution which has been cited as a model for student elections for the whole country," said one of the representatives. "When the LCR itself mentions that JNU's model for holding student union elections is the best model in the country, it is important to ask why it was scuttled by LCR. We believe that the LCR is a means adopted by the governments of the day to curb democratic participation in student union elections. There is no reason to curb the JNUSU constitution and the MHRD which was a party to the implementation of the LCR has to respond," said the JNUSU president while addressing at the demonstration. |

New Delhi, November 17 The party said it is a "failed attempt" at garnering the crumbling faith of the people in this government on the issue of black money while adding that it has less to do with tackling the menace at the international level and more to do with scoring brownie political points in the domestic political arena. "The Central government has duped people on the issue of black money and the consistent U-turns have portrayed the BJP's lack of intent in tackling this menace. The government must realise that the time for rhetoric is over, and they must deliver on their promises, particularly the one of providing a citizen with Rs.15 lakh each on repatriation of black money to India," the party said. "The pitch made by the Prime Minister is not only covered by international charters, but sufficiently documented, signed and ratified by the International state parties, including India," the AAP added. Noting that such a law would require citizens to annually disclose a full list of their assets and liabilities, including their stakes in companies or trusts
registered abroad, the party suggested further measures. "Any income or assets that are not disclosed in the required form would be deemed to be 'proceeds of crime', and included as 'predicate offences' defined under the UNCAC. Instruments such as participatory notes and anonymous investments by funds or shell companies need to be disallowed with immediate effect," the party stated. They must also be compelled to furnish lists of all account holders in their foreign branches, it asserted. |
Metro, DJB project to feature in world infrastructure report
New Delhi, November 17 In this year's infrastructure 100, a global panel of independent industry experts has identified 100 of the world's most inspirational and innovative infrastructure projects many of which are expected to transform the way the world's population interact with their cities, governments and environment. Interceptor Sewer Project aims to improve the quality of water flowing into the Yamuna, by commissioning wastewater intercepting sewers in a 59-km length along the three major drains in the city, namely, Najafgarh, Supplementary and Shahdara. "The inclusion in this prestigious list of infrastructure projects from all over the world is recognition of Delhi Metro's sustained efforts to create world-class mass transportation infrastructure in the National Capital Region. In the future also, we shall continue with our efforts to provide comfortable, reliable, affordable and eco-friendly services to the people," said DMRC Managing Director Mangu Singh. The other four Indian projects on the list are Gujarat International Finance Tech City, Mundra Ultra Mega Power Plant, Yamuna Expressway and the Narmada Canal Solar Project. This year's compilation has tried to identify 100 best infrastructure projects and has divided the world into four types of key markets - mature international markets, economic powerhouses, smaller established markets and emerging markets. |
Five juveniles attempt to escape from observation home
New Delhi, November 17 The five boys aged between 16 and 18 are repeat offenders, allegedly involved in murder and dacoity, according to an official of the observation home at Sewa Kutir, Mukherjee Nagar. "They are trouble makers. So we kept them separately from the other juveniles at the home," said the official. One of the minors had earlier also tried escaping from the home in December last year, according to the official. In the first week of October last year, 33 juveniles detained at the observation home escaped from there after allegedly indulging in stone pelting, causing the explosion of two gas cylinders and starting a fire that gutted several offices of the home, including that of the superintendent. A policeman who was on duty outside the boundary wall of the home on that day had said that the police can't use force against the juveniles. "We are not allowed to lathi-charge the juveniles nor are we allowed to beat them," said the policeman. The official added that the police are deployed outside the home and inside it. "The police have a problem that they can't hit juveniles, otherwise the authorities pull them up. But the situation on the ground is very different," said the official. On Sunday evening, the officials at the observation home were informed about a noise emerging out of the place where the five minors were confined. "We went there and checked. We saw that they had broken an iron rod of the window grill. And they were trying to break though the wall using the rod, but they could not," explained the official. Deputy Commissioner of Police (North West District), N. Gnana Sambandan, said that the five youths had attempted to break through the wall of the recreation room of the observation home, but were not successful. "The authorities had informed us about the incident. There was no written complaint. We can't take action against the juveniles, because this is not taken as an offence, as it is not a jail but an observation home," he said. The officials of the observation home today informed the two Juvenile Justice Boards in Delhi--one at Sewa Kutir and the other at Delhi Gate--of the incident. "It depends on the board if it wants to take action against the juveniles or not," said the official. |
Two minors subjected to sexual abuse
New Delhi, November 17 The victim's father was allegedly molesting her frequently at home, according to the police. Her mother is a heart patient and her brother is a mechanic, who is regularly out of the city. She informed her friend about the incident at home. "Taking advantage of the victim's disturbed state
of mind, he took her to the Buddha Jayanti Park on Saturday night and allegedly sexually assaulted her," said a police
officer. Some Central Industrial Security Force (CISF) officials stationed at the Rajouri Garden Metro station noticed the victim crying, and called the police. The victim's father has been arrested, but the friend, whose name was not disclosed by the police, is at large. In the second incident, a 14-year-old boy was allegedly sodomised by four men at a park near the Ramjas School at Anand Parbat. According to the police, on Saturday evening, the victim was allegedly taken to the park by the four accused, where they sodomised him. "They also took away his mobile phone, threatening him with dire consequences if he reported the incident to anyone," said another police officer. The police are verifying if the accused are juveniles. One of them has been apprehended while the others are at large, according to the police. |

New Delhi, November 17 “They heard him pleading his attackers to spare his life and that he would return the money to them," said the officer. No one went forward to help him. After a while, a woman named Shivani heard loud screams and then found a body in a drain. She called the police. "The man was declared dead on the spot and his face was crushed beyond recognition," the officer added. The body was taken to Lal Bahadur Shashtri Hospital. Bunty's mother identified the body when photographs of the body were shown to her at the Mayur Vihar police station in east Delhi. She identified him by the tattoo on his arm. She said Bunty was her only son, who was married and had two children. She denied being aware of Bunty having any personal enmity. He was presently unemployed, according to the police. The police have analysed the call data records of Bunty's mobile phone to identify the attackers. "No arrest has been made so far," the officer added. A case of murder has been registered at the Mayur Vihar police station. |
