Modi wants BRICS bank ready by 2016

Brisbane, November 15
Making a strong pitch for speeding up the creation of a BRICS development bank, PM Narendra Modi today said India hopes to ratify the agreement over the financial institution by year-end and 2016 should be set as the target for its inauguration.

"The historic 6th BRICS Summit in Fortaleza delivered- the New Development Bank and the Contingent Reserve Arrangement. These signal our collective capacities to create and manage global institutions," Modi said at an informal meeting of leaders of the five-nation BRICS bloc.

"We propose that we should set the target of 2016 for inauguration of this Bank. We hope to ratify the agreement by the end of the year. We would soon nominate our candidate for the post of the Presidency," Modi said, making a strong pitch for the early operationalisation of the bank. India will hold the Presidency of the New Development Bank for the first six years. — PTI

MP junks ‘no govt job’ rule for child brides

A bride at 14 years, Ratnarishi Pandey could have waded through her life aimlessly leaning on family structures for support to survive. But that was not the way she was made.

Today at 38 years of age, Ratna has scripted for herself and child brides like her destiny that many dream of but a few dare to chase. Her moment of victory arrived recently, when she made the BJP-ruled Madhya Pradesh to junk an archaic government rule which barred child brides from getting public employment in the state.

The rule, notified by the Shivraj Singh Chauhan government in MP, said, “If a candidate is as a minor, she or he will be disqualified from public employment.”

The withdrawal of notification didn’t come easy for Ratnarishi, who had to fight the bizarre ruling right up to the Supreme Court. After a struggle of six years, the matter ended this October 18 with the apex court directing the state to allow Ratnarishi to take her 2012 Mains test as part of her pursuit to enter the state civil services. Having cleared the prelims in her first attempt in 2008, Ratna was disqualified from the Mains under the now scrapped MP government rule which the state described till the end as a tool to discourage child marriage.

For her persistence and courage, Ratnarishi was chosen for this year’s Sunanda Bhandare Memorial Award which President Pranab Mukherjee presented to her recently. Jubilant and soaring, she told The Tribune that she was all set to take the Mains and enter a service she always dreamed of.

“Thanks to Ratna’s struggle, the MP government withdrew the notification even before the SC scrapped it. We argued that in this age where juveniles, in conflict with the law, are also being encouraged to join the mainstream, how can a state government exclude child brides from public service on the pretext of stopping child marriage? The state’s defence for the rule was that the Child Marriages Prohibition Act wasn’t working. The court termed the argument absurd,” Ratna’s lawyer Neela Gokhale said.

As for Ratnarishi, a mother of two, there are still two years to go before she exhausts her chances to write the MP civil service exams. “The SC has ordered a special examination to be arranged for me because I was denied the chance in 2012. I feel like I have been reborn,” says the Satna-born girl, married off as a child to a mentally unstable man.

For years she sustained her difficult marriage, completing her BSc and MA History on the sides. But in 1997, she divorced her husband. Ask her the reason and she says, “When he pressurised me to abandon my only daughter, our first child, I couldn’t bear it.”

Kolkata, November 15
Police personnel today manhandled mediapersons when suspended TMC MP and Saradha scam accused Kunal Ghosh was being taken to Bangur Institute of Neurology (BIN) from the SSKM Hospital for medical tests.

Ghosh allegedly consumed several sedative pills in his cell last night in a bid to commit suicide. Kunal demanded the arrest of several TMC leaders, who according to him, were the culprits but enjoying freedom and luxurious lives outside.

“Those persons who are roaming scot-free and still not apprehended in the Saradha scam, should be arrested,” said Kunal.

Sources said in his suicide note, Kunal named Mamata Banerjee, Mukul Roy, Madan Mitra, Partha Chatterjee and mayor Shovan Chatterjee, and others as principal beneficiaries of the Saradha fund.

Congress vice-president Rahul Gandhi today met families and victims of the botched female sterilisation camp in Bilaspur. He alleged that the BJP-ruled Chhattisgarh Government was destroying the evidence related to the case.

“I was extremely saddened by what happened. The harm caused to women and their families is irreparable. The state probe is not inspiring confidence. Medicine stocks are being burnt to destroy evidence. There is a clear indication of corruption in the matter,” he alleged.

Rahul said the state government must conduct an honest probe into the botched camp where 83 women participated. Of these, 19 are dead and many are critical with news emerging that the drugs administered to them had traces of rat poison.

Moumita Das (27), a Delhi-based tourist who was allegedly murdered here, was today cremated at Uttarkashi after her brother Mridung Das identified her body.

“She was cremated at Kedarghat near Purola after her brother and two other relatives identified the body on Friday night,” Uttarkashi SP Jagat Ram Joshi, said.

Victim’s brother Mridung Das demanded a speedy and fair investigation into the case. Joshi said, “We are gathering all evidences against the four culprits to establish the crime. We will soon file a chargesheet in the court.”

The police found Moumita Das’ body from the Yamuna near Damta in Uttarkashi on Thursday. However, there was confusion about the identity of the body as Moumita’s relative Suranjana Roy said she wasn’t sure if it was her cousin’s body. — TNS

Maha parties unite to protect quota for Marathas

Representatives of all major political parties in Maharashtra today met Chief Minister Devendra Fadnavis to press for a legal challenge to ban quota for the Maratha community in educational institutions and government jobs.

The Bombay High Court on Friday had stayed the Maharashtra Government’s decision to grant 16 per cent reservation for Marathas. The proposal was mooted by the Congress-NCP government led by Prithiviraj Chavan earlier this year.

At the all-party meeting, leaders said the government should approach the Supreme Court to get the High Court stay overturned.

“The government will approach the Supreme Court next week. The BJP government in Maharashtra will stand by Marathas and Muslims in the state,” Vinayak Mete, leader of the Shiv Sangram party, told reporters after meeting Fadnavis.

The Shiv Sangram Party, which claims to represent Marathas, is aligned with the BJP. Sources said the Maharashtra Government was pushing for an all-party committee to ensure that reservations for the Marathas and Muslims were not overturned by the courts.

Within hours of the High Court staying the quotas for Marathas and restricting reservations for Muslims, Fadnavis said the government would move the Supreme Court.

River-linking on agenda at ‘Jal Manthan’

The government will discuss inter-linking of rivers, repairs and restoration of water bodies and water management at “Jal Manthan”—a meeting being held here next week to streamline policies and make them people-friendly and responsive to needs of the states.

Water Resources, River Development and Ganga Rejuvenation Minister Uma Bharati will inaugurate the three-day conference beginning November 20 where wide ranging consultations with state irrigation ministers and stakeholders will be held.

“The focus will be on refining policies of the ministry to make them more people friendly and responsive to the needs of the states,” the Water Resources Ministry said.

On the first day, deliberations will be held on the three flagship schemes being implemented by the ministry— the accelerated irrigation benefit programme, repair, renovation and restoration of water bodies and flood management programme.

The second day of the conference will be devoted to issues related to the inter-linking of rivers—a programme that has evoked “strong reactions” from civil society and environmental groups,” the ministry said, adding that it would offer a platform for addressing the concerns raised in this regard.

Govt to hike compensation for Bhopal tragedy victims

New Delhi, November 15
The Central Government has agreed to increase the compensation for Bhopal gas tragedy victims, Amnesty International on Saturday said and welcomed the move.

The government also promised to revise the numbers of deaths and injuries, according to an Amnesty International statement.

The government decision came following hunger strike by five women, who began their action on November 10 here.

Today the women, who were on hunger strike and were supported by another 200 survivors and activists, were called to a meeting with minister of chemicals and fertilizers Ananth Kumar. — PTI

Two Air Force flying units — No 26 Squadron and No 115 Helicopter Unit — are being presented the President’s Standards this month. The Standards are presented as a mark of recognition of the distinguished services rendered by a military unit.

Wing Commander S Prabhu, Commanding Officer of No 26 Squadron based at Pathankot in Punjab and Commander AP Deshpande Commanding Officer of 115 Helicopter Unit based in the north-east will receive the Standards from the President, Pranab Mukherjee, at a grand ceremonial parade at Tezpur Air Force Station on November 21.

Known as “Warriors”, 26 Sqdn was formed on January 1, 1968 at Adampur and was the first IAF squadron to be equipped with the SU-7 aircraft. The Warriors played a vital role in the 1971 Indo-Pak War providing close air support to the Army. In 1977, the Squadron was re-equipped with MiG-21 BIS aircraft and moved to Pathankot.

New education policy by next year, says Irani

The NDA government was framing a new education policy to remove existing loopholes and give maximum and easy access to better education to all sections of the society, Union HRD Minister Smriti Irani today said here.

The new policy, she said, is expected to come out next year. “We want to remove the maximum loopholes from the existing education policies, and will come up with a newly framed one for giving maximum and easy access to education to common people. The new education policy of the NDA government is expected to come out next year, for which the suggestions would be sought from grass root level,” she said.

The Minister said past education policies were framed by very few people called as experts, consisting mostly of educationists, academicians and bureaucrats.

“Such policies were least associated with common man living in far off villages, and mattered less to rural people.

In the new education policy, our aim is to specifically target those students who are living in villages and could not continue their education due to lack of exposure and unavailability of resources. They should get maximum benefit,” Irani said.

The HRD minister was here to inaugurate a national seminar at Mahatma Gandhi Kashi Vidyapeeth today.

She said providing better future to youngsters was her government’s top priority. — PTI

Row over language selection in KVs takes diplomatic turn

The Human Resource Development (HRD) Ministry's decision to discontinue German as the third language instead of Sanskrit in Central schools has assumed a diplomatic tenor with the German Ambassador yesterday raising the matter with the government.

Germany is learnt to have discussed the issue with Ministry of External Affairs officials following HRD Minister Smriti Irani's decision to revoke the November 2011 order which allowed 1,100 Central schools to offer German instead of Sanskrit as the third language option in the three-language formula.

Later in the day, Germany's Ambassador to India Michael Streiner said, "I have met government officials. We are hopeful of a pragmatic solution which will be a win for students of India and Germany."

The HRD Ministry has revoked the controversial September 29, 2011 order citing the three-language formula enshrined in the National Education Policies of 1968, 1986 and 1992. The formula mandates schools to offer the following languages at secondary stage - English and Hindi as compulsory and a third language which can be any modern Indian language preferably Sanskrit.

On September 29, 2011, the Kendriya Vidyalaya Sangathan (KVS), under the HRD Ministry, tweaked the formula to allow Kendriya Vidyalayas (KVs) to offer German instead of Sanskrit as the third language. Subsequently, India and Germany through the KVS and Goethe Institute, Max Mueller Bhavan, signed an MoU to "train Sanskrit teachers from within KVs in German".

That MoU is due for renewal, the HRD Ministry, under Irani, reverted to the pre-2011 position in which mandatory Hindi and English were taught from Classes VI to VIII and the third language was mainly Sanskrit. The new decision will affect 64,000 students across 504 KVs offering German.

The ministry revisited its position in an affidavit in a case by the Sanskrit Shikshak Sangh which asked for the 2011 KVS circular to be struck down. The KVS had earlier in its affidavit defended offering German instead of Sanskrit saying the move addressed students' interests. But the HRD Ministry has now taken a U-turn saying the old KVS circular violated the National Education Policy and National Curriculum Framework. It has ordered an inquiry into the deviation in the formula by the KVS.

"There should not be a violation of the three-language formula. We are not averse to offering German but it can only be offered as the additional and not the third language or a hobby class," Irani said.

Deputy Leader of Opposition in the Lok Sabha and former Chief Minister of Punjab Captain Amarinder Singh today defended the dedication of his latest book on Indian soldiers’ contributions during World War I to Sonia Gandhi, saying he is what he is because of her.

Speaking at the launch of “Honour and Fidelity: India’s Military Contribution to the Great War 1914 to 1918”, Amarinder said he had dedicated his book to Sonia on purpose because he had served in various positions, including Punjab CM, under her presidentship (of the Congress).

“Under her, I was the CM of Punjab and now I am the serving Deputy Leader of Opposition in the Lok Sabha. She is a fine leader. She is someone who rewards you for doing a task successfully,” Amarinder said.

His book commemorates 72,000 Indian soldiers who died during WW-I and 67,000 others who were injured.

The book published by Roli recreates the horrors of the Great War by narrating stories of valiant soldiers who fought for years without having a chance to see their families even once.

Amarinder said he felt compelled to write the book after he found a BBC documentary on WW-I obliterating references to Indian soldiers who lost their lives fighting under the British command.

“I bought the 23-hour documentary, which dedicated just one minute to the contribution of Indian soldiers. I felt that it was unfair and decided to write an account of their battles. I felt I owed it to the people of India to tell the story of Indian soldiers who fought a war, which they did not know why they were fighting. Many of them never came back. Many died of frost bites, their legs had to be cut. They suffered immensely,” Amarinder said.

The book launch was attended by several Congress leaders, including Mani Shankar Aiyar and Oscar Fernándes. Sonia Gandhi sent a congratulatory message which was read out.
