Barwala (Hisar), November 15
To mount pressure on godman Rampal, who is holed up in Satlok Ashram to avoid his arrest, the police are busy around the premises since early Saturday morning. After cordoning off the ashram Friday night, the police brought reinforcements from the Hisar Police Lines around 10 am Saturday to tighten 10 police nakas set up around the ashram.

Personnel were deployed in fields on all sides of the ashram and they were watching Rampal commandos on the roof of the ashram. The first eye contact between them heightened tension in the ashram.

In Hisar, the Deputy Commissioner got ready for a meeting around 11 am, waiting for a delegation from the ashram. The ashram spokespersons denied talks with the district administration.

A white Tata Safari from the ashram was driven past nakas towards Hisar, fuelling speculation that an emissary was headed for the meeting.

The vehicle was driven back into the ashram around 1 pm, escorted by a police vehicle with a senior official in it.

Rampal aide Ram Kumar Dhaka agreed on some discussions, but denied anything concrete.

Hisar IGP Anil Kumar Rao came to a naka about 500 metres from the ashram around noon, interacted with officials and issued instructions.

The IGP allowed mediapersons to stay around the ashram till 2 pm, leading to murmurs regarding a police crackdown Saturday evening.

He was followed by Muhammad Akil, ADGP for Law and Order, who stayed at the naka for a brief period to oversee the situation.

The stationing of about a dozen police vehicles and Haryana Roadways buses 200 metres from the ashram around 2 pm triggered speculation again.

Police officers in their official cars and with escort vehicles started heading towards the ashram.

The convoy took a couple of minutes to reach the opposite naka on the highway.

This led to Rampal followers loudly chanting “Bandi Chhod Satguru Majaraj ki jai ho”. Police officers in their vehicles had a view of followers gathered at the main entrance of the ashram.

The evacuation of dhanis and closure of dhabas were ordered by the evening.

The police advanced to the ashram and halted about 100 metres away. Sources said the storming was deferred to Sunday morning.

Some religious heads and politicians arrived in town to mediate.

The sources said the police could enter the ashram by force if parallel talks failed by Sunday.

Rampal’s followers appear in court

Rohtak (TNS): As many as 30 followers of controversial godman Rampal appeared in the district court here today in the case of a clash with Arya Samaj devotees in which dozens of persons were injured and a youth was killed in 2006.

The court fixed December 3 as the next date of hearing. Adequate security arrangements had been made at the local judicial complex in view of the sensitivity of the matter.

Rampal’s supporters had clashed with Arya Samaj followers at the former’s Satlok Ashram located in Karontha village on July 12, 2006.

A youth was killed and nearly 60 persons were injured in the armed clash.

Tension graph up

  • Reinforcements brought from Hisar Police Lines, personnel deployed in fields around ashram
  • Safari driven from ashram to Hisar & back, escorts vehicle with police official, aide admits talks
  • Evacuation of dhanis & closure of dhabas, police move 100m from ashram, storming deferred
  • Religious heads & politicians in town to mediate, police may go in by force if parallel talks fail

Chief Minister’s plea

Chief Minister Manohar Lal Khattar Saturday appealed to Rampal to appear in court without hindrance. He said this in reply to questions about the prevailing situation. He appealed to followers of the godman and people in general to cooperate in following directions issued by the High Court. — TNS

Jind, November 15
Police personnel and the railway police have been sending back hundreds of followers of Rampal from the railway station since Friday. They were proceeding to the ashram in Barwala to help the godman.

Teams under the supervision of railway police SP Ashok Chauhan in coordination with the city police personnel led by DSP Dharmbir Punia were sending back followers coming from Rajasthan, Uttar Pradesh, Bihar and Madhya Pradesh.

The officials were checking the passengers. A follower can be easily identified from a big locket of Kabir around his or her neck.

Followers were travelling in the Ferozepur-Mumbai Janta Express, the Sriganganagar-New Delhi Intercity and some local trains.

During interaction with the personnel, followers admitted that they had received SMSes and telephone calls from the ashram authorities to reach Barwala at the earliest as the police were trying to reach the ashram.

When the police teams showed them news clippings about the High Court ruling, a majority of them agreed to board trains back home.

Only a few were adamant on reaching Barwala and they had to return from the local bus stand as Haryana Roadways had cancelled all buses playing between Barwala and Jind.

“On an average, buses make between 42 and 45 trips on the 56-km Barwala-Jind road,” said Rahul Jain, District Manager, Haryana Roadways.

“On the directions of the authorities, our buses are being plied back on Saturday from Khedi Chokhta village, 26 km from the ashram,” he said.

The ashram authorities used to park at least four buses at the railway station in Jind, but after tension mounted, the authorities had impounded all buses.

When a team of The Tribune visited the last station of Haryana Roadways at Khedi Chokhta village, the police did not allow the bus to be plied further.

“Most followers are not aware of the reality and the presence of a heavy police posse around the ashram. We are telling them and they are leaving without causing a problem,” said Inderjit, SHO, railway police, Jind.

In action mode

State set to have 10 model villages under SAGY by 2016
MPs adopt villages; Deepender wants changes in criteria

Deepender Hooda, Congress MPJind, November 15
If all goes as per plans, Haryana will see 10 model villages villages by 2016 under the Saansad Adarsh Gram Yojana (SAGY). Though lone Congress MP of the state Deepender Hooda has demanded modifications in the criteria of selection of villages under the scheme, he has also adopted a village under Jhajjar district.

“I have adopted Datauli village of the Sonepat constituency and will make it a a model village by providing better education, health and other facilities. Though the PM has asked us to adopt three villages by 2019, I have already decided to adopt five-six villages. Deepender and his family have not come out of the shock of their recent defeat, that’s why they are opposing SAGY,” Sonepat BJP MP Ramesh Chander Kaushik told The Tribune.

Out of the total 10 MP seats of the state, in 2014 general elections, the BJP won seven, including Sonepat, Faridabad, Gurgaon, Bhiwani, Kurukshetra, Ambala and Bhiwani-Mahendergarh, while two Sirsa and Hisar have gone to the INLD. The Congress succeeded in saving its Rohtak seat

Though there are allegations that politics weighed heavily on the minds of MPs when they elected villages under SAGY, they all have denied the charges and said they elected the villages keeping in mind the needs of the people.

PM Narendra Modi had on October 11 launched SAGY and announced that the scheme would run under the supervision of MPs. He asked all MPs to develop at least one village by 2016 and two more by 2019. “I am not against SAGY and have adopted Islamgarh village of Jhajjar district, which has the highest number of girl population in the district. But under this scheme, an MP can adopt a village with a population of below 5,000, which is not correct. I am against any such capping,” Deepender added.

Chandigarh, November 15
Ram Bilas Sharma, one of the front-runners for the CM’s post and now No 2 in the Khattar government is banking on institutional reforms to realize BJP’s motto of ‘minimum government, maximum governance’.

He holds nine important portfolios including education, public distribution system, tourism and parliamentary affairs.

The Hooda regime virtually destroyed every democratic and administrative institution in the past 10 years. Now, these institutions would have to be nurtured back to life and our government is committed to put in place an institutional mechanism for the welfare of all sections of society,” Sharma told The Tribune on Friday.

Sharma, arguably the most-popular BJP minister, who shuffled between meeting people, the officials and the media, said education was close to his heart and he wanted to make certain fundamental changes in the system. “We want to bring the standard of government schools at a par with private schools,” he asserted.

Over the past few days, he had been holding review meetings of all his departments. After the review meetings, Sharma said a concrete action plan would be worked out in consultation with all stakeholders, including officials and people’s representatives for every department. “Sabe ka saath, sab ka vikas would remain our motto in the next five years,” he said.

Institution building

"The Congress government led by Bhupinder Singh Hooda virtually destroyed every democratic and administrative institution in the past 10 years. Now, these institutions would have to be nurtured back to life and the BJP government is committed to put in place an institutional mechanism for the welfare of all sections of society"

Palwal, November 15
The situation in riot hit Hathin is fast returning to normal with the day curfew relaxed for the second consecutive day today. The market also opened for the first time after a gap of three days much to the relief of the local residents. Shopkeepers had not opened their establishments on Friday despite the relaxation in the daytime curfew.

The tension seems to be receding in view of the heavy presence of security forces and this instilled a sense of security among the people. They went for work and procured essential items of daily use, claimed Yogesh Goyal, a local resident.

While security was their prime concern, their main demand was prevention of such incidents in future and they had submitted a memorandum to the IG, South Haryana Range, on Friday.

Sources said the shopkeepers association was persuaded by the authorities to open their shops. They were also assured that they would be compensated for their losses and that such incidents would not happen in future.

The curfew will remain in force during the night and would be reviewed in light of the improvement in the situation, claimed a police spokesperson.

The administration was forming a SIT headed by a DSP to look into the complaints and FIR’s lodged in connection with the rioting and violence.

However, the demand for a fair probe into the allegations and counter allegations from the two communities was raised recently by the local residents who claimed that several innocent persons have been named in the FIR’s.

Meanwhile, the new SP, Kuldeep Singh, has taken over replacing Patram Singh.

Sirsa, November 15
Angry residents blocked traffic near Balmiki Mohalla today accusing the police of trying to hush up a case of “murder” by showing it as a case of road accident. Sunny, a local youth, was crushed to death under a speeding truck near Rania Chungi last night.

Residents said Sunny had an altercation with some people last evening and alleged that he was “murdered” when the youth crushed him under a truck.

When the police started their paperwork during the post-mortem at the general hospital today, they passed off the death as an accident, which irked Sunny’s relatives and friends.

The angry kin reached near Balmiki Chowk near the Chandigarhia Mohalla where Sunny lived and blocked traffic on the road. Residents alleged the police was trying to save the perpetrators of the murder by passing of Sunny’s death as an accident.

However, SHO of the City police station, Suresh Pal, who went to convince the angry residents, said the police was investigating the matter and would take action as per evidence.

New Delhi, November 15
Some plain talk and fireworks are expected at the meetings of the state Congress and the legislature party in Chandigarh on November 29. This is the first stock-taking exercise after the Assembly elections. The reasons for the defeat will be discussed threadbare.

AICC general secretary and state affairs in charge Shakeel Ahmed and secretary and co-in charge Asha Kumari will attend the meetings.

AICC members from Haryana, HPCC delegates, defeated candidates and rejected ticket aspirants are on the list of invitees.

The meeting is being organised to get the views of everyone on the causes of defeat and generate support for CLP leader Kiran Chaudhry.

Congress leaders admitted that former Chief Minister Bhupinder Singh Hooda’s choice for the post was former Speaker Kuldeep Sharma.

It will be critical to get Hooda’s support to ensure that the Congress becomes a constructive and meaningful opposition in the Assembly even though it does not have this status.

Hooda’s support is crucial for the unity of the party. Kiran’s camp had opposed Hooda. It is important to have unity by making leaders sit together and talk.

The meeting of the HPCC will be organised in the morning. It will be followed by the meeting of the CLP in the evening.

Nalvi, accompanied by Mohanjeet Singh, executive member of the HSGMC, alleged that the facts given by SGPC chief Avtar Singh Makkar and member of the SGPC Harbhajan Singh were unauthentic and far from reality as the previous government had passed it.

“I am sure that the newly elected government will support our cause for a separate committee and defend the rights of Sikhs in the Supreme Court,” Nalvi said.

Chief Minister Manohar Lal Khattar had said during his election campaign in Karnal that the BJP would respect the order of the Supreme Court on the issue of a separate gurdwara committee while the HSGMC had announced to extend support to the Congress in the Assembly elections.
