‘Ailing’ Rampal may not surrender
Hisar, November 9 He is in his ashram amid a security ring around him by his followers. The court has ordered him to appear on Monday. The district authorities are helpless in arresting him as they apprehend a violent backlash from his followers in case of his arrest from the ashram. The district administration is trying to find a way out to arrest and produce the godman in court. His followers continue to arrive in the ashram in large numbers. Security has been stepped up around the complex. The multi-tier security ring has sealed the premises to thwart any attempt to arrest the godman. Sources said Rampal’s medical examination had shown that he was suffering from health ailments. A source said Rampal could seek exemption from court appearance on the basis of this medical report. Deputy Commissioner MK Kaushik is hopeful of a peaceful solution. He said the administration would maintain the law and order situation in the district. “Rampal is said to be suffering from chest congestion and stress. I am trying to persuade representatives to obey court orders. I am hopeful of a peaceful solution,” he said. “It is difficult to use force to arrest him. Let the representatives come with the medical report. We will inform the court about the prevailing situation,” Kaushik added. Superintendent of Police Satyender Gupta said they were making efforts to arrest Rampal. Ashram spokesman Raj Kapoor Dass said Rampal was under the observation of three doctors. “He will go by the advice of doctors who diagnosed him with chest pain and other ailments. If his health permits, he will appear in court. If it does not, we will produce his medical report. He is not in the condition of sitting and delivering discourses,” Dass said. He added that Rashtriya Samaj Sewa Samiti chief Ram Kumar Dhaka and Dr OP Hooda would appear in court tomorrow. He denied that they were holding talks with the administration. “We are not in touch with the administration,” he further said. Police and paramilitary personnel stationed at the Police Lines in Hisar were put on standby and not deployed around the ashram in Barwala. A police source said the forces were away from the ashram where followers were digging in their heels. He said traffic was being plied on the Chandigarh-Barwala highway and there was no incident or road blockade. Followers dressed like commandos line up with rifles and sticks in their hands on both sides of the road and around the ashram for around one kilometre. The godman is facing arrest after issuance of non-bailable warrants by the Punjab and Haryana High Court him and directed the police to arrest and produce him in court on Monday. Rampal has confined himself to his ashram and his followers have sealed it to foil any operation to nab Rampal. "They can take him away only after treading over our dead bodies," they proclaim. Women and children form the front row. Men dressed like commandos stand behind them. Tough-looking and well-built guards man the gates. Several followers have been deployed over a 10-kilometre radius to watch and report police movement. Security around Rampal is tighter with followers not allowed to approach him. CCTVs have been installed. A three-day discourse concluded Sunday evening, but ashram officials announced that no follower would leave the premises until further instructions. Security agencies say the followers may have a large number of firearms.

Khattar says residents will get property sale deeds at doorstep
Rohtak, November 9 Addressing a press conference today, the Chief Minister said the residents would now get the registered property sale-deeds at their doorstep within a stipulated time after they deposit the requisite documents and stamp duty. “We are working on the establishment of such a system and it should be operational within a month or so,” Khattar said, adding the measure had been necessitated in view of the large-scale complaints pertaining to the prevalence of corrupt practices in the registration of sale-deeds. He said the responsibility of the officials concerned would also be fixed in this regard and any flaw cropping up in this regime would be rectified. Khattar maintained the residents could also lodge their grievances at the Chief Minister’s window, which would be set up in all district headquarters across the state and assured that the same would be promptly redressed. He expressed gratitude to the Central BJP leadership for inducting Haryana leader Birender Singh into the Union Cabinet. Rohtak MLA Manish Grover, Deputy Commissioner Dr Amit Kumar Agarwal, DIG Saurabh Singh and ADC RC Bidhan were also present. Earlier, addressing a meeting of the local administrative officials and department heads, the Chief Minister directed the officials concerned to ensure the recovery of arrears pertaining to pending electricity bills from the defaulters and take effective steps to bring land having brackish water under cultivation. He urged the officials to provide clean and transparent governance to the residents and use their discretionary powers to address the concerns of the common people. The family members of Karan Singh, a resident of Khokhrakot locality on the outskirts of the town, had come to submit an application to the Chief Minister, who was slated to hear people’s grievances today. CM to set up corpus to make Karnal a smart city
Karnal, November 9 The Chief Minister was addressing residents during a felicitation programme organised by various social and religious organisations at Kalidass Rangshala on Saturday. “I will also be a contributor in this corpus as I am your representative,” he said, adding that Prime Minister Narendra Modi had told people of Karnal that it would be made a smart city during the launch of his election campaign rally here on October 4. This corpus would be established at the district level for its development, he said. Meanwhile, during his maiden visit to Karnal after assuming power, he also hinted at starting work on two pending peripheral roads to check traffic congestion in city. He has directed officials to complete the roads soon. While interacting with mediapersons, he said the government was in touch with the National Highway Authority of India for the project and it would be completed soon. The project of two peripheral roads is hanging fire for the last four years. Colonel (retd) Manbeer Choudhary, president, Hotel and Restaurant Association of Haryana (HRAH), said the construction of these roads would boost development of the city and would help in making it a more beautiful. Bhupinder Bhatia, a resident of the local Sector 8, said traffic had increased manyfold over the years and commuters had to face congestion in all the major parts of the city. Sources said the district town planning officer had submitted a proposal to the administrator, HUDA, in 2010 for the construction of peripheral road. Even after inspection by the joint committee concerned, the project is yet to materialise. One of these roads is planned from Karan Lake to the Meerut road via Noor Mahal Road, which would cover a distance of around 16 km. Tilpat to be developed as model village
Faridabad, November 9 Gurjar, who is also the Union Minister of State for Roads, Transport and Shipping, said Tilpat village was selected based on suggestions of local residents. He said he wanted to adopt the village based on popular consensus. The MP said his focus would be to ensure equitable development of both rural and urban areas. The district has a total of 148 villages. The supporters of the ruling party have welcomed the decision as the village has been a “victim of official apathy” despite it being located near Delhi and the state’s border with Uttar Pradesh. However, critics have accused the authorities of discriminating with rural areas. “Though several hundred crores were spent each year on rural development projects, the fruits of development are hardly visible in a majority of the villages. Problems such as poor drainage, lack of adequate water and power supply and poor standard of education and health still exist,’’ said Vikas Chaudhary, a local INLD leader. “The condition of civic amenities in the villages falling under the jurisdiction of the Municipal Corporation, Faridabad, is poor due to lop-sided policies and implementation of development projects,’’ said Yogesh Sharma, a former MLA. Govt misleading people in the name of revenue deficit: Hooda
Jhajjar, November 9 Hooda was addressing a Congress workers’ meeting organised by former Education Minister and Jhajjar MLA Geeta Bhukkal here today. Except Tosham MLA Kiran Choudhry, all 14 other Congress MLAs were present at the meeting. “The BJP government is misguiding the public saying the state is facing a huge revenue deficit due to the decisions of the previous government. Birender readies for new innings in national politics
Chandigarh, November
9 Speculation of his “elevation” in the BJP and his induction as a minister had been rife ever since the Manohar Lal Khattar government had been sworn-in in the state. His wife, Prem Lata, who won the Uchana Kalan seat in a stiffly contested election, chose not to accept a ministerial berth in the new state government. Since then, sources had been indicating that Birender, one of the chief ministerial candidates of the BJP during the Assembly elections, would get a berth in the Modi cabinet as a representative of the Jat community. His induction assumes greater significance since the Assembly elections are over in the state and there was no compulsion to “accommodate” a third minister from the state already represented by Union Cabinet Minister Krishan Pal Gurjar and minister of state Rao Inderjit Singh. The 68-year-old politician, while in the Congress, was in direct confrontation with the then Haryana Chief minister Bhupinder Singh Hooda, mincing no words in criticising him and his ways. During the 10-year Congress rule in the state, which ended last month after the BJP came to power, Birender targeted Hooda for lopsided development and openly defied the then Chief Minister’s leadership. In August, two months before the state went to the polls, he decided to break away from the Congress and joined the BJP in the presence of national president Amit Shah. Initially, in the party of his choosing, Birender Singh took time settling down. He did not challenge the party’s decision of fielding his wife, Prem Lata, instead of him. Tipped to join the Manmohan Singh-led UPA government as minister before he was “unceremoniously dropped”, his supporters maintain that poetic justice has been done with Hooda, now only an MLA. “Acche din” were finally here for their leader, they say. Born in 1946, Birender Singh, who contested his first election in 1972, has finally found a platform to prove his worth in a party that not only accepted him, but also recognised his capability by making him a minister. NGT serves notice on district court, state govt

Gurgaon, November 9 The petition was filed by advocate-environmentalist Vikram Singh who appealed that to create parking for the ever increasing number of vehicles of judges and government officials the trees were being choked by cementing them up to their trunks. “For long, my colleagues and I at the district court were seeing the plight of trees. Despite clear directives of leaving 6X6 feet area around trees un-cemented, the trees were being choked to facilitate government officials and judges. We spoke to the district judge a couple of times, but without any result. In April, we decided to approach the NGT seeking its intervention,” said Singh. The petition claimed the issue was not restricted to just the district court and the mini-secretariat, but also applied to the entire state as the act lead to alarming fall in water levels, death of trees, disappearance of sparrows, haze and increase in surface temperature. In his petition, Singh said the Gurgaon civic body should inspect concretization of trees in areas under its jurisdiction and ascertain their health. Corrective measures were also sought by the petitioner in such cases. “The courts, police stations, public institutions and municipal bodies have buried trees in cement in a show of utter insensitivity and flagrant violation of the existing laws. Judges and government officials should be upholding the law of the country and setting the right example in this regard,” added Singh. |

Kafir has also penned another book “Apni Apni Udaan”. On the invitation of Vice-Chancellor Radhe Sham Sharma, Kafir yesterday attended the youth festival as a judge at Chaudhary Devi Lal University, Sirsa. Kafir did his BAMS degree from Mast Nath Ayurvedic College, Rohtak and practised medicine in Karnal for a few years. However, his love for art and culture drove him to a different profession and he landed up in Mumbai to try his luck in the TV and film world. Sirsa, November 9 At the meeting, it was decided to send a list of officials still loyal to the Congress and the INLD and also those who ‘worked against’ the party in the Assembly polls to Chief Minister Manohar Lal Khattar. The BJP could not win a single seat in Sirsa in the Assembly elections as all five seats went to the INLD. While Sunita Setia, the BJP candidate who contested from Sirsa, Jagish Nehra from Rania, Rajender Singh Desujodha from Kalanwali and Dev Kumar Sharma from Dabwali attended the meeting , Pawan Beniwal, who contested from Ellenabad against the present Leader of Opposition, Abhay Singh Chautala, was represented by his brother as he was out of the town. BJP district president Amir Chand Mehta was also present at the closed-door meeting. Sources said one of the candidates at the meeting said while the government had changed in Haryana, bureaucracy in Sirsa was still working in the old manner. Shut due to low strength, 21 schools to be reopened
Narnaul, November 9 Complying with the order, the local Education Department office has submitted details pertaining to these schools to its headquarters. The schools are likely to reopen in a month. “These 21 government primary schools were closed in 2012 following the Hooda government’s policy that paved the way of closure of those primary schools where total strength of the student was less than 25. Among them, seven schools were being
run in Mahendragarh, six in Ateli, five in Narnaul and three in Nangal Chaudhry block of this district,” Mahendragarh DEO Santosh Tanwar said. Students and staff members were shifted to nearby schools. Tanwar said the Education Minister, during a meeting on Sunday, directed reopening of all 21 schools at the earliest. “We have sent the proposal to the headquarters and are hopeful of getting permission to restart schools soon,” said Tanwar. The Education Department had left buildings of these schools unused. “All Block Education Officers of Mahendragarh district have been asked to ensure cleanness and all basic facilities before reopening. Stagnant sewage inconveniences Sirsa residents
Sirsa, November 9 Due to over 2-ft-deep lake of sewage, a strong stink pervades on nearly 1-km-long stretch of the bypass connecting the Barnala road with the Dabwali road. The sewage of almost half of Sirsa town is being allowed to accumulate on a big stretch of land along the bypass on the either side of Chaudhary Devi Lal University. The horrible reek reaches up to the boys’ and girls’ hostels, residential quarters of the teaching and non-teaching staff, administrative blocks as well as the teaching blocks of the university. “The stink of the sewage makes it impossible for us to venture out in the open,” said Prof Dilbag Singh, an associate professor, computer science and applications department of the university. Dr Rani Sahu, an assistant professor in the department of energy and environment sciences, said the sewage pool was not only emitting foul smell, but was also giving rise to vector-borne and water-borne disease in the area. She said many of the university students were taken ill because of it. Angad Bishnoi, Superintending Engineer of the Public Health Engineering Department, said the department had already built a sewage treatment plant on the other side of the railway track. “However, linking of sewer lines is pending for long due to a delay on the part of the Railways authorities,” he said. Ravinder Kumar, an assistant divisional engineer in the Railways at Sirsa, said the work was first delayed due to a dispute with the contractor and now due to non-availability of pipes. He said efforts were on to complete the linking work. |
Jind doctors to boycott emergency duty
Jind, November 9 Members of the HCMSA state executive met members of the Chemist Association, the Indian Medical association, the National Integrated Medical Association, the Nurses Association, paramedic staff associations and other health employee associations. Working of the Jind police was criticised for not providing security to doctors and the Civil Surgeon on the night of November 5, when they were beaten up allegedly in the presence of Jind SP Anil Dhawan. OPD services were suspended since November 6 and doctors were providing emergency and postmortem services. The HCMSA executive committee and other associations announced that they would boycott emergency and postmortem duties in the district from Monday. “The government and the police have failed to take action regarding security of doctors. We will boycott emergency and postmortem services in the district from Monday. We will wear black badges in other districts. We will boycott all duties statewide from Wednesday if the government does not suspend the Jind SP and arrest the accused,” said Dr Ashish Rana, HCMSA secretary. Around 10 pm on November 5, local shopkeeper Darshan Pal was shot. His relatives and local residents allegedly vandalised the government hospital and attacked doctors. The police have registered a case against Krishan Middha, son of local INLD MLA Harichand Middha and Raju and Ashok Lakhina. The MLA and local traders went to the hospital Sunday to pacify the doctors. The government had assigned the investigation to the Bhiwani SP, but there was no arrest so far. “We are conducting raids to arrest the accused. My team will record statements of doctors and eyewitnesses. The accused have fled,” said DSP Siwani Bhagwan Dass, a member of the investigation team. |
Ambala docs threaten strike
Ambala, November 9 Dr Rajinder Rai, president, Haryana Civil Medical Services Association (HSMCA), Ambala unit, said doctors of civil hospitals, primary health centres and community health centres would put on black badges on Monday and Tuesday as a sign of protest against the attack. Kaithal’s Lake Bidhikiyar faces an uncertain future
Kaithal, November 9 However, the water level on the southern side adjoining Rajiv Gandhi Udyaan and the children park was high and may reach alarming levels in the coming days. The authorities have not yet awakened to the situation or taken steps to maintain the required water level in the lake. The water body was being fed by rain water and from the Bhakra canal system. But during the past few months, the state Irrigation Department has not supplied water and the situation has been further aggravated by the lean monsoon. Paramjit Singh, XEN, water services division, said all surplus canal water during supply period is diverted to the lake. However, there are no special arrangements for supply as per requirement. Residents said that the prevailing situation is sure to have an adverse effect on the flora and fauna in the vicinity of this lake and adjoining parks. The migratory birds which come here during winters are a source of attraction to the people and visitors alike. After continuous efforts, the public health department has succeeded in checking the flow of sewer water in this water body. However, the town residents are also polluting the lake as many persons after perform religious ceremonies and throw the used articles in the water. VAT refund scam unearthed in Sirsa
Sirsa, November 9 Though the fake firms hardly conduct business, their proprietors have allegedly made the state exchequer poorer by hundreds of crores in the last few years by colluding with unscrupulous officers of the department. The modus operandi of these firms is to procure bills of cigarettes, on which 20 per cent VAT is imposed, and sell some other commodity having lower VAT outside the state. A refund of Rs 1 crore is possible by procuring fake cigarette bills worth Rs 5 crore. The scam is in the knowledge of senior officers of the department in Panchkula. In January this year, Ashok Sukhija, Excise and Taxation Officer in Sirsa, was suspended by then minister Kiran Chaudhry. The scam came to light after an Assistant Commissioner of Income Tax in New Delhi summoned the branch manager of a nationalised bank in Sirsa, seeking details of accounts of some firms. The list revealed that seven firms had been operating from a house in Sirsa that did not exist. Several fake firms were in the list, operating from nondescript villages or houses which did not exist. IS Godara, Deputy Excise and Taxation Commissioner in Sirsa, who joined before the elections, admitted that VAT refund based on fake documents had occurred prior to his posting. “The matter is in the knowledge of my seniors at the state headquarters, who will take action after an inquiry. A sum of Rs 4 crore for purchasing modern equipments for the centre were sanctioned three years ago but the amount was deposited with the health department. It decried “cheating” with Dalits in the name of reservation and demanded filling of reserved jobs in its letter and spirit. DLSA, Education Dept hold legal literacy programme
Kaithal, November 9 Additional District and Session Judge Jaiveer Singh was the chief guest at this programme. He said the object of the DLSA was to take ‘legal literacy’ to the grass-root level so that the poorest of the poor could know their legal rights. He said any person entitled to free legal aid could file his case without making any expenditure as all the expenses were borne by DLSA. He said students could also play an important role in spreading the message of legal literacy and thus create an awakening in society. Gagandeep Mittal, CJM and DLSA secretary provided information about the reconciliation centres which have helped in the amicable settlement of large number of cases. Judicial magistrate Taranjeet Kaur, principal of RKSD College JP Kaur and DEO Ashok Kumar were also present at the programme.

NDRI school for progressive farmers
Karnal, November 9 Dr AK Srivastava, Director, NDRI, said
it was for the first time that the institute was offering a special
six-month certificate course to farmers at a token fee of Rs 10. The
first-of-its-kind school was functioning at Gorgarh village in Indri
sub-division, the Director said, adding that the minimum qualification
for this course was 10th standard. Srivastava said the basic idea to
open the school was to apprise the farming community of various
technological aspects of agriculture, dairy farming and veterinary to
improve their skills. |

Man held for raping daughter
Gurgaon, November 9 The girl confided about it to
her neighbour, a member of Nari Mandal. She told her that she had not
even told her mother about it. The woman took her to the police and got
a complaint lodged. The accused lives in Gandhi Nagar with his wife, two
daughters and two sons. “We produced the victim in a city court and
recorded her statement, in which she supported her claims made in the
FIR. We are investigating the matter as all the other family members,
who lived with her in the same room, have refuted the claims,” said
Sangeeta Kalia, Deputy Commissioner of Police (West), Gurgaon. —

In another accident, Ashok Kumar (22) of Galoli village was killed when his motorcycle was hit by a tractor-trailer near Dusani village on the National Highway-73 last night. The police said the accident occurred when Ashok Kumar was returning home from Sarsawa in Saharanpur district of UP. The police have booked the driver of the tractor-trailer. |

2 electrocuted in Sirsa
Sirsa, November 9 Shivani, a UKG student at a private school in Rania town, had gone to a religious congregation with her parents when an electricity wire fell on her. She was electrocuted on the spot.The police have handed over the girl’s body to her parents after a postmortem examination. Madhu (40), a resident
of Jandwala Mohalla, was electrocuted while ironing her clothes this afternoon. Family members rushed her to the local General Hospital where doctors declared her dead
