Rape bid: Bail orders reserved for Nov 5
Chandigarh November 3 Counsel for the complainant girl placed on record before the court copies of WhatsApp conversation between the boy and the girl in which the accused was asking her to make physical relations with her. The counsel reiterated allegations of attempt to rape and outraging modesty against Arjun Gill, son of former Himachal Pradesh DGP, Gurpreet Singh Gill. Opposing the application moved by Arjun Gill seeking anticipatory bail after being booked on charges of attempt to rape and dowry harassment, advocate Rabindra Pandit stated that the accused had threatened the girl that her objectionable pictures with him would be made public if she did not give in to his demands. The victim is the daughter of a Punjab IGP and both were scheduled to tie the knot on November 30. The court after hearing the arguments at length reserved the orders on bail for November 5. On the other hand, counsel for the accused stated that the victim was harassing the accused and no such demand was ever made and it was done to malign the image of the Gills. This marriage, due next month, was to bring two high-profile families together. Gurpreet Singh Gill, former DGP of Himachal Pradesh, his wife and son are on the run. The daughter of a serving Inspector General of Punjab Police has filed a case of rape and dowry harassment against the Gills. The Gills, in turn, have alleged misuse of power by the Punjab Police officer. The case against the Gills was registered at the Sector 34 police station on October 11.As per the FIR, Arjun Gill allegedly tried to force the victim into his house on October 7 arguing physical compatibility was a must before marriage. However, Gill’s counsel claimed that the registration of the case amounted to “misuse of power” as the girl’s father was “in active service of the Punjab Police, posted as Inspector-General in Chandigarh”. “The roka ceremony was solemnised on August 10. The girl alleged that the accused started demanding dowry after the marriage date was fixed. A list was handed over to the complainant’s parents in which six gold bracelets of three tolas each, gold sets for women relatives in the in-laws’ family, a Rado watch and 30 suits for women were sought. Arjun claims that dowry was never demanded, saying “these false allegations are a willful attempt to malign us.” |

Daria murder case: Two accused arrested
Chandigarh, November 3 Parminder Singh, ASP (East) UT Police, said the accused were nabbed on Monday from Sector 29.He further said that going by the investigation there was a possibility of the victim developing illicit relations with Ajay Kumar Das’s wife. So the accused hatched a conspiracy with Manik Ray and killed Vasudev. All of them consumed alcohol and later the two accused murdered the victim. Vasudev, native of West Bengal, had allegedly arrived in the city to meet Ajay’s wife and was staying at his residence. Police teams raided various place to catch the accused. The ASP said a mobile phone which was recovered from near the body helped them trace the accused. “The call details helped us in identifying the accused. All of them were known to one another” said Parminder Singh. |

Four held for cheating in SSC examination
Chandigarh, November 3 All accused, including Vikrant Singh, Nikki, Vipul and Sanjay, are residents of Haryana and were caught cheating from different centres. Sources said Vikrant was arrested from Government Senior Secondary School, Sector 37, while Nikki, a resident of Panipat, was arrested from Government Model High School of Sector 39. 21-yr-old youth killed as truck overturns
Chandigarh, November 3 The incident took place at 9.30pm when a truck driver, reportedly under inebriated condition,lost over his vehicle.He was later arrested from the spot.Eye witnesses said the truck driver after losing control turned the steering towards pavement where the victim was walking. The victim was talking to his brother on the phone and the vehicle crushed him before overturning.The victim was rushed to Government Hospital sector 32 where he was declared brought dead. The truck driver has been identified as Jarnail Singh and he was driving alone under the influence of alcohol. The deceased is yet to be identified. A case has been registered. |

Dentist arrested for eve-teasing
Chandigarh, November 3 The police said the incident took place on Sunday night, when Mandeep was roaming in Sector 22 market with his friends. On noticing the woman constable, Mandeep passed lewd comments. In her statement to the police, the victim maintained that after she protested, the accused eve-teased her and tried to outrage her modesty. Following this, the woman constable raised the alarm and the accused was nabbed on the spot. A case under Section 294 (obscene acts and songs) of the Indian Penal Code has been registered at the Sector 22 police post. |

Vibhore Batra’s vehicle found in Dehradun
Panchkula, November 3 The Innova vehicle of Vibhore was found from the Dehradun Airport today. Deputy Commissioner of Police (DCP) Rahul Sharma said, “We had issued an alert across the country and at all airports. We got a call from the Dehradun police today that the car was lying abandoned at the airport there.” When a team of the Panchkula police officials reached the Dehradun Airport, it found all windows of the car locked. The DCP said further details could be known only after the team returns to Panchkula. “There is a possibility that Vibhore has left abroad as his car was found abandoned. We are also working on the theory that it can be left to mislead the police as he might be residing around,” said another senior police official. The police officials are also getting the CCTV footage from the airport to get some clues. The car seems to have been lying abandoned since days. Sources said the police officials were under immense pressure to trace Vibhore as money of many bureaucrats and high-profile persons is with him. Already, the mother of Batra, Arun Batra, has been arrested by the Faridkot police in a fraud case in which Vibhore and his friend have also been booked for duping a businessman, said the Punjab Police. Vibhore has been giving sleepless nights to people, including high-profile persons in Punjab, as well. Patiala resident held for abetment of suicide
Kalka, November 3 Police sources revealed that Jaswinder Singh alias Banti was arrested from his residence in Punjab on Saturday and was produced before a court, from where he was sent to judicial custody for 14 days. The sources said Vichiter Singh of Handiya Mohalla, Kalka, had lodged a complaint with the police that his daughter Navneet Kaur (21) had consumed some poisonous substance on June 5, 2014. She was rushed to the CHC, Kalka, which further referred her to the PGI, Chandigarh, where she breathed her last. In his complaint, Vichiter had alleged that the deceased, who was a student of Government College, Kalka, had gone to her maternal grandmother’s house in Patiala district on May14, 2014, where Jaswinder started teasing her. He was blackmailing the victim on her mobile phone and provoked her to commit suicide. Frustrated with his behaviour, she took the extreme step. The police had also recovered a suicide note in which the victim had alleged that Jaswinder was responsible for her death as she was being harassed and mentally tortured by him. The police had sent the suicide note to Madhuban for matching the handwriting of Navneet. A case has been registered. |

Bus conductor held for raping four-year-old girl in Kharar
Mohali, November 3 Inspector Manjit Singh, station house officer of Kharar police station (City), said the crime came to light three days ago after the victim complained of stomach ache. “When she was taken to a local hospital, the doctors found that she had been raped,” said the police. The suspect, identified as Anil Kumar of Chhotti Majri village, was arrested following the victim’s statement. She told the police that the suspect had threatened her not to tell anyone about the incident. The suspect has been booked under Section 376 of the IPC besides Sections 4 and 6 of the Protection of Children from Sexual Offences Act. He will be produced in court tomorrow. Man arrested for duping carpenter of Rs 95 lakh
Mohali, November 3 The accused, identified as Sahil Gurwara of Phase X, here, and his brother Amrinder Gurwara have duped Satish Dhiman of Dera Bassi, who did wooden work in their offices, around three years ago. Satish said: “When I went to take the pending payment of my work, the duo refused to give me the money. Instead, they persuaded me to take a loan of Rs 1 crore to set my own factory at Dera Bassi, which will be, as per their claim, paid by the accused.” “I took the loan from the United Bank of India. The accused influenced me and took my signatures on various documents, including blank papers. Later, they siphoned off the entire loan amount fraudulently,” Dhiman alleged. “He is not the only victim of the duo. They have cheated several persons and banks also,” he alleged. “Sahil was arrested from Sector 15, Chandigarh, today. His brother Amarinder is still at large. Golf range attracts members
Mohali, November 3 In all, 464 people have applied for membership to the golf range coming up at Sector 65 here. The Greater Mohali Area Development Authority (GMADA) had set October 31 as the last date to receive applications. The GMADA spokesperson said against the set number of 200 members in different categories in the first stage, we got as many as 464 applications from the enthusiasts. “As applications have been put in sealed envelopes, we will get to know the response that each category got only on opening the envelopes,” said the official. In the first stage, the authorities have decided to select as many as 200 members in various categories. As per the decision, in the general category (including NRI), 100 members will be enrolled, while in the service members category (open for the Punjab government, state PSUs and Central PSUs officers, including retirees, with grade pay of Rs 5,700) there will be 50 members. In student and corporate members categories, there will be 25 members each. The range will have two other categories — life members and tenure members — for which the number of members will be decided later. “The members will be selected by a special screening committee, which will be constituted very soon,” said the official. Noted golfer Harmeet Singh Kahlon has been roped in as the brand ambassador of the range. This 115-yard wide and 185-yard long, two-tier range, which is spread over 10.5 acres, will have 28 hitting bays with Astroturf on the ground floor and equal number of bays on the first floor. Besides, it will have world-class chipping and pitching green with bunker of top class tiff twarf grass and Tiger turf synthetic The range will also house a restaurant, bar, swimming pool, clubhouse, gymnasium, health club, tennis court, coffee shop and pro shop for selling golf paraphernalia. UT Administration to review selection criteria
Chandigarh, November 3 In the post advertised on October 12, it was mentioned that the applicants should be a Class-I officer of UT cadre and will be appointed by the way of transfer. As per the notification of the Chandigarh Administration Department of Personnel, the post should be filled by appointment of a UT officer or by an officer of the Central Government holding Class-I post. The latter point was missed in the advertisement. UT sports secretary, Sarvjit Singh, said, “We are planning to review the criteria. The post will be filled while considering all the policies of the home department. All the aspects will be discussed,” he said adding that a delegation of coaches from the Chandigarh Coaches Association also pointed out the same and raised the demand to fill the post on promotional basis. “We have met the sports secretary and demanded to fill the post on promotional basis. Highly qualified coaches or senior person of the Sports Department should be considered and promoted. It should be re-advertised considering our demands. Since long, no policy has been made to promote coaches or senior administrators,” said Harish Sharma, honorary secretary of the association. Policy not reviewed The recent demand to appoint Joint Director on promotional basis also put the UT Administration and functioning of the Sports Department under scanner. In 2010, the Ministry of Home Affairs had asked the local administration to re-draft their demand of promoting UT officials in the Sports Department. However, no initiative has been made in this regard. The post of Joint Director was created in 1984 while asking the criteria of 10 years experience in sports with a masters degree. At that time, Nirmal Milkha Singh was appointed as the Joint Director. After her retirement in 1993, the post was handled by IAS officers, as additional charge, till 1997. In 1997, JPS Sidhu (present Joint Director) was appointed at the post following orders by CAT (Centre Administrative Tribunal) in reply to a case under transfer basis of Punjab’s clause. Also since 1997, till date, no criteria or re-drafting was performed to uplift UT coaches even when the MHA had asked to do so. Policy on Punjab pattern The Chandigarh Administration follows Rule 8(i) of the Punjab State Sports Rules 1993. The clause provides that the post of Joint Director, Sports, should be filled by an officer of the state government or Government of India holding Class-I post and having experience and background of sports and its administration. It means the post should be filled by an officer of UT Chandigarh or Central Government. In case of failure, the post should be filled by deputation as per draft RRS, as stop gap arrangements, with the approval of the competent authority. |
