Floods dampen colours of Diwali in Jammu
Jammu, October 20 With two days left for Diwali, the commercial heart of the city, Apsra Road, is missing the buzz. The recent flash floods in the state have not only affected the Kashmir valley, but also affected the business community of the Jammu region. Sushil Gupta, a businessman in Jammu, said, “The market is dull this Diwali. Less amount of stock in the shops and less customers are there in the market this year.” “The main reason behind the dullness in the market is that the money of the businessmen is blocked in the Valley as due to floods, they (Kashmiris) are unable to pay,” he added. All the main markets of the city use to organise special events and have colourful decorations during Diwali every year. However some markets have done some lighting, but that excitement is missing in the markets this year. The roads might be overcrowded with traffic jams, but the shopkeepers are still waiting for customers. Arnav Sharma, a gift shop owner at Gandhi Nagar, said, “I have 20 per cent less stock in the shop this year, but the sale is almost 50 per cent lesser than last year. People are looking for less expensive gifts this year and the quantity of the gifts is also less.” Suruchi Gupta, a customer in the gift shop, said, “The Diwali buzz is missing in the city this year. Unlike every year, markets and shops are not so crowded.” “The variety of products is also very limited in the market. All usual stuff is there with very limited choice,” she added. Rakesh Gupta of the Chamber of Commerce and Industries, Jammu (CCIJ), said, “The recent floods have stopped the rotation of money in the market. This Diwali will be confined to the basic needs only.” “I don’t think the Diwali will be much colourful this year. The floods in the state have washed away the light and colour of Diwali,” he added. |
Hard times for dry fruit dealers this Diwali
Srinagar, October 20 The recent floods which devastated almost all businesses in the Valley hit the dry fruits sector as well, especially of wholesale dealers based in Lal Chowk, commercial hub of Srinagar. Days before Diwali, many dry fruit dealers and retailers in Kashmir send custom-made dry fruit packs to houses
and restaurants in Delhi, Chandigarh, Punjab and Mumbai. The festive season used to be a bumper season for dry fruit businessmen in the Valley. The floods hit
a deadly blow to the business and dashed hopes of good returns. “Over the years, Kashmiri dry fruits have been in huge demand in many parts of India, especially during the festive season. We had special packs ready to be sent to regular customers in Delhi and Punjab,” said Ghulam Muhammad Beigh, owner of a store in Lal Chowk. He said sales used to jump by lakhs this season due to exports. “We usually retained our customers when they visited Kashmir and asked for our
contact details so that they could avail themselves of home delivery facility,” he added. Instead of sending special Diwali packs, many dry fruit shopkeepers
in Kashmir are busy cleaning their shops and preparing to start their businesses afresh. “Dry fruits have good shelf life and stink or rot when water seeps in. Stocks worth crores were reduced to waste due to the floods. We may send dry fruits next Diwali,” said Tanveer Ahmad, a dry fruit dealer based at Koker Bazar in Srinagar. Stocks damaged

One quintal of sweets stored in unhygienic conditions destroyed
Jammu, October 20 A special drive has been launched against adulteration in commonly used food items by a team of Food Safety Officers, Assistant Sanitation Officers and other field staff of the corporation under the supervision of Health Officer Dr Mohammad Saleem Khan. Teams are inspecting various food establishments like hotels, restaurants, provisional stores, food stalls, prominent sweet shops and fruit juice corners in different areas falling within the limits of Municipal Corporation. The samples have been sent to the Food Analyst to ascertain standard of purity. Moreover, about 1 quintal of sweets found stored under unhygienic conditions were also destroyed on spot. Besides this, polythene carry bags weighing about 17 kg were seized and fine of Rs 10,900 was imposed on defaulters. General public has been requested not to use polythene carry bags and cooperate with the JMC to make Jammu clean and free from polythene. All the food business operators, especially those dealing with sweets and other milk products, were also directed not to sell any type of unhygienic preparations not conforming to prescribed quality and standards which can put the public health to danger. Stringent action under the Food Safety and Standards Act-2006 will be taken against the defaulters. |
Govt: Rs 89-cr interim relief disbursed
Srinagar, October 20 “This information was given to Chief Minister Omar Abdullah here on Monday in a high-level meeting he chaired here to receive the appraisal of follow-up actions on the decisions taken to fast-track the relief and rehabilitation process,” a state government spokesman here said. Divisional Commissioner, Kashmir, Rohit Kansal while giving a brief said the process of distributing interim relief to the affected families was on “full swing”, the spokesman said. “It was stated that 2,849 families of Srinagar district which lost their houses totally in the floods have been given interim relief. It was stated that about 7,000 such families have so far been provided this relief in the Valley,” the spokesman said. The meeting was told that 99 per cent of the power supply had been restored. “However, it was mentioned that faults may occur in the supply sometimes due to the ongoing repairs,” the spokesman said. The Chief Minister was told that the total quantity of garbage and rubble which was removed from the city so far had accounted for about 50,000 tonnes, the spokesman said. The meeting was attended by various ministers, the Chief Secretary, the Director General of Police, principal secretaries, commissioner secretaries, administrative secretaries, heads of departments and other senior officers, the spokesman said. |
No parity in loss assessment, say Sopore residents
Sopore, October 20 “My house was completely damaged in the floods and I am putting up at a relative’s house. I am shocked to know that a team of revenue officials, who had visited the village some days ago, have put me under the ‘partial damage’ category,” said Ashiq Hussian Malla, a resident of Mehrajpora. The government had announced interim relief of Rs 75,000 for the fully damaged houses and 17,000 for partially damaged ones. Bashir Ahmad Malla of Mehrajpora village said his house had collapsed, leaving his family homeless. “I lost everything in the disaster. In the absence of any help from the government and social organisations, my children are shivering in cold conditions. As if this was not enough, the authorities listed me for compensation in the partial damage category,” he said. Over a hundred families living in the village were affected by the floods and about a dozen families completely lost their houses. Sopore tehsildar Mohammad Ramzan said, “A supplementary list of loss assessment is being prepared. Whosoever was left out will be accommodated.” |
Anantnag village sans power for 7 months
Anantnag, October 20 PDD sources said scores of transformers had been damaged in the floods and the department was facing a big task to repair those. Residents said apathy had left their houses dark. They said they had been running from pillar to post to get power supply restored, but their pleas fell on deaf ears. They said they had paid for repairs on priority, but it had not helped their cause. “The transformer developed a snag in May and was taken for repairs,” said Nisar Ahmad Tantray, a local resident. He said supply was snapped since then. “We contacted the local MLA many times, but he was helpless for want of funds,” said Mushtaq Ahmad, another resident. Wali Muhammad, Executive Engineer, PDD, Anantnag, refuted the claims, saying a transformer was put up less than a month back. “The new transformer developed a snag and people are demanding one with more capacity,” he said. He added that it might take a few days before restoration of power supply to the area. Many areas in south Kashmir were yet to get back power. The sources termed as colossal the damage to infrastructure. They said restoration would need a lot of time, manpower and money. |
MGNREGA workers in Jammu not paid wages for six months
Jammu, October 20 Under MGNREGA, which aims at enhancing the livelihood security of people in rural areas, it is mandatory to pay wages to workers within 15 days. The labour force, however, has not been paid in the Jammu region, courtesy a shortage of funds with the Department of Rural Development and Panchayati Raj. In the Kashmir region, the department released the payment to labourers last month, after a gap of almost
five months. A senior officer of the department, who did not wish to be identified, said development activities in all 10 districts of the Jammu region had come to a grinding halt due to non-availability of funds. “No new development work has started in the Jammu region since the start of the current financial year (April onwards) as the department is short of funds,” the officer said. He said the total liability, including the wages of labourers for the last financial year was around Rs 274 crore. This has now come down to Rs 74 crore after the release of about Rs 200 crore in two instalments. “We undertook and completed only temporary works after the funds were released to the department. In many parts of the Jammu region, workers have not been paid their wages,” the officer said, adding that the physical progress of development activities was zero till September 30 in this financial year. “The department cannot start new development activities unless it clears the liability and wages of labourers,” he said, adding that there had been “tremendous pressure” on the department for clearing the liability and starting new works for development in rural areas. Mir Altaf Ahmad, Director, Rural Development and Panchayati Raj Department, Kashmir, however, said the department in the Valley had liabilities of about Rs 50 crore but they were cleared after it recently received Rs 79-crore funds. “After clearing the liabilities, we started the new development activities and nearly 4,000 works have also been completed. During the last financial year, the annual targeted plan under MGNREGA was around Rs 360 crore for the Kashmir valley, while it was nearly Rs 350 crore for the current fiscal,” he said. The rules say the payment to labourers should be made within 15 days, while the time limit for clearing all dues, including the material cost, is also 15 days. “The department is at sixes and sevens as it has huge liabilities of wages and material cost. Labourers have been deprived of their legitimate rights as they have not been paid their wages for months. We request the Central government, particularly the Union Minister concerned, to immediately intervene and put an end to the miseries of the labour class,” said Anil Sharma, president, All Jammu Kashmir Panchayat Conference. He said the state government also owed an explanation as to why the wages of MGNREGA workers of the Jammu region had not been cleared but those in Kashmir valley had received the payment. |

Newly formed Tehreek-i-Haq wants people to vote for change
Srinagar, October 20 The newly formed political group accused the existing parties of exploiting the “plight of common people for political interest” and urged the people to vote for the party in the elections. Tehreek-i-Haq president Mohammad Ashraf said his party would ensure that all people irrespective of their religion and region will be provided justice, security and rights under a transparent political set up. “Our political and administrative system is corrupt. It has no transparency and accountability, owing to which the poor are becoming poorer and powerful are becoming more powerful. We urge people to vote to weed out corrupt people from the political system,” Ashraf said, while announcing the launch of the party at a press conference in here. Shahzad Asim, party general secretary, resolved to “weed out the tainted political figures” from the system to ensure that justice is delivered to all under an “open and transparent” set up. “I would struggle to clean this pious land from the dirty politicians and ensure that justice, rights and security is provided to every common person of this trouble-torn land,” he said. Asim further said the party was open for people who want to become a part of the change. Asim also said the election should not be “forced” on the people in the flood-hit region. |

Jitendra Singh takes up J-K students’ college admission woes with Irani
New Delhi, October 20 Students of J&K have been refused admission in colleges allotted to them under the Prime Minister’s Special Scholarship Scheme for the state despite the students completing all formalities and procedural requirements. Jitendra Singh assured the students that he would get their grievance redressed. He got in touch with the HRD Ministry and also wrote to the HRD Minister, explaining the entire sequence of events leading to the present state of discontent among the students. “Under the Prime Minister’s Special Scholarship Scheme for students belonging to J&K, scholarships are awarded to eligible students of the state who are admitted to different colleges/institutes through a centralised counselling process carried out by the All India Council for Technical Education,” the
minister said. “It is, therefore, difficult to understand why the university authorities are denying admission to the students despite completion of all admission formalities,” he said. In response to a rejoinder by the colleges concerned that they had received no such instructions from the University of Delhi, Jitendra Singh said the UGC was approached following which the UGC Secretary wrote to the Vice Chancellor of the University of Delhi, telling him to issue instructions to all colleges affiliated to the University of Delhi to implement the decision, but even after that, the colleges had failed to respond. He further said the college session was already in process for the last few months and the delay in admission could adversely affect the career of the students. |

Residents worried as pesticide, chemical units pollute Samba
Vishal Jasrotia
Samba, October 20 The growing number of industries in the area could be seen as a positive development, but it has an adverse effect on the environment as untreated effluents are being drained into the water bodies, the locals said. The industrial area in Samba, houses nearly 250 industries with most of them manufacturing the hazardous chemicals and pesticides. “Not bothered about the norms these industries dump their waste in the Basanter river, once considered as the lifeline of the Samba town,” alleged Rahul Kumar, a local. “These industries are polluting the air and water in the area. Basantar river is dying because of the constant flow of waste material into it,” he said. Former sarpanch Nikka Singh lamented that villages along the downstream Basantar, where the water of this river is being used traditionally for agricultural and domestic purposes, were facing severe health issues. “Stomach, eye, skin and respiratory issues are common among the residents of the area. There has also been an increase in the number of tumor and cancer cases. The soil in this part of the region is rapidly growing infertile and animals are dying because of the constant intake of polluted water,” Singh alleged. Kulbir Singh, another resident, said: “The administration is not taking any steps against the erring factories. These industries generally indulge in corrupt practices to save their skin.” “The emission and untreated waste from these industries have started affecting the health of people in many parts of the town. The authorities concerned must take up the issue on priority and check this environmental hazard,” he added. At present, these industrial units don’t have the treatment plants and the waste is being disposed directly into the river. The chemicals used in these setups are contaminating the surface as well as the groundwater, said Sugreev Singh, a social activist. Deputy Commissioner, Samba, Mubarak Singh said: “No lapse on part of unit holders is acceptable as this may cause serious damage to various crops in the adjoining areas, besides creating health hazards. Moreover, it has been decided that samples of soil from the affected areas would be analysed so as to ascertain the root cause of the problem.” Following various complaints regarding the pollution caused by different industrial units, a committee comprising members of the District Industries Centre and District Pollution Control Board has been constituted to monitor day to day functioning of the air pollution control devices and effluent treatment plants, he said. |
