New consultants hired for Pratap Nagar bridge
Dehradun, October 17 The two new consultants Yooshin Engineering Corporation (South Korea) and BKS Infratech (India) have been selected to come up with new design of the bridge so that the stalled work could be completed within 18 months. “The sanction for the bridge was given in 2006 but in 2012 during an investigation by engineers from IIT, Kharagpur, major faults were discovered in the design of the bridge. As there was no hard rock towards Chatthi, the span of the bridge was extended to 46 metres, whereas the total length of the proposed bridge was 396 metres. Due to the increase in span, connecting the two sides of the bridge posed a challenge as the engineers here lacked the desired technology. For this reason new consultants have been hired,” said Vikram Singh Negi, while speaking with media persons . He said that the people of Pratap Nagar have been facing acute hardship as there is no heavy vehicle bearing bridge that would enable the people of Pratap Nagar to cross the Tehri lake with ease. So far a total of Rs 130 crore have been spent by the government on the bridge and the new consultants will be paid Rs 10 crore as part of consultancy, after which new estimates for the bridge would be worked out. On the issue of affixing responsibility on the concerned engineers, the MLA had no reply and instead said that a committee was formed to look into the mater. “But I am not aware if the report has been submitted,” he said.

Chalk out strategy to deal with theft, robbery: DIG
Dehradun, October 17 DIG Sanjay Gunjyal directed the police officers of Dehradun to chalk out a robust strategy to deal with cases of theft, robbery and other crimes and come out with a plan to solve such cases within the minimum time frame possible. In the wake of the ongoing festive season, the DIG instructed the cops to initiate a crackdown on gambling and illegal trade of drugs, and hold sudden checks and patrolling in the city’s main areas. The DIG told senior police officers to deploy police personnel in plain clothes in the city’s main markets. He urged the SSP to continue the ongoing verification drive in the city. The DIG was unhappy over the Dehradun police’s way of dealing with internet-related crimes, which, he said, had increased in the last couple of years. He directed police officers to take internet-related crimes seriously. An FIR should be registered immediately when it comes to such complaints, he said. He briefed the cops about the Special Investigation Team (SIT) set up at the range level recently to deal with land-related crimes. He said members of the SIT, which includes one Inspector and 21 police personnel, will be imparted two-day training soon. |

Tawaghat-Sobla road blocked again
Pithoragarh, October 17 “The road has again closed due to heavy debris at Narayanpur point,” said a BRO officer. The road from Tawaghat to Sobla is the main entry point for residents of Byans Chaundas and Darma villages which bifurcates to these valleys at Kanchoti bridge. Sources from the BRO said due to heavy flow of water from Khet and Kanchoti rivulets, a marshland-like situation has been created at Narayanpur and the BRO was trying to open alternate routes. “If the rain stops, we would be able to make way in a 24-hour time,” said VK Sriwastava, a BRO officer. Residents from Drama valley have urged to open the road on war footing as winter migrants are about to reach the point with their families and cattle. “We will have to spend nights in open as the point has no traditional shelters for migrants,” said KS Phirmal, a resident of Drama valley. — OC

Haridwar, October 17 The arrangements were being done keeping in mind the last Maha Kumbh fair where the mela administration carried a fewer works of permanent nature and invited criticism and allegations of misuse of the Kumbh fair budget. The Chief Secretary said this while inspecting the proposed locations where the work on bridges and highways broadening was being done under the Ardh Kumbh fair budget. “This was being done to ensure that these permanent works come in handy for the next Maha Kumbh fair. Spending 70 per cent of money on temporary budget is not appropriate when one considers the fact that every six years there is a Kumbh fair in Haridwar,” said Kumar, who is set to retire later this month. From the proposed 32 sectors to be made for the Kumbh fair, the permanent works were carried only at Har-Ki-Pauri, Rodi Belwala, Kangdapull and Pantdeep, but now four more sectors would be brought under the permanent nature works, he said. At the Ganga canal, a double lane bridge worth Rs 1,354 lakh was being constructed while at the suburban Jwalapur near Lal Pull Railway Bridge a 90 m cable footbridge is to be constructed from the Kumbh fair budget. Garhwal Commissioner CS Napalchiyal, DIG Sanjay Gunjiyal, District Magistrate D Senthyl Pendiyan, SSP Sweety Aggarwal, Haridwar Development Authority Secretary Nidhi Yadav, Irrigation Department chief engineer JP Jugran, chief engineer PWD Hari Om Sharma and other nodal agencies concerned have been directed to ensure stress on permanent nature construction projects. Teerth Maryada Raksha Samiti, a religious organisation, has welcomed the decision of the Chief Secretary. President of the samiti Sanjay Chopra said works of temporary nature were done where corruption may exist, but a major scam was revealed by a report of the Comptroller and Auditor General of India (CAG) during the previous Maha Kumbh mela. |

Dehradun, October 17 The agitators gathered under the banner of the Nanda Devi Nirdhan Viklang Kalyan Association and held a protest in front of Gandhi Park. The agitators demanded free travel in state transport buses, increase in pension of physically and mentally challenged persons and government jobs through Uttarakhand Purva Sainik Nigam Limited. The protesters urged the state government to take effective steps to increase their monthly pension from Rs 600 to Rs 3,000 and provide free travel in state buses. Basant Kumar Thapliyal, Subodh Chander Gaur, Sanjeev Kumar, Chandi Prasad Thapliyal, Naksha Singh, Ranveer Singh and others participated in the protest.

Take up farming, animal husbandry in hills: CM
Pithoragarh, October 17 He appealed to people to adopt special incentives for agriculture and animal husbandry in hills. “To promote cattle rearing in hills, our government has decided to give Rs 3 per litre incentives on milk prices at cooperative dairies,” said the Chief Minister. Addressing a public meeting at Munsiyari on the first day of his visit to his constituency after winning the Assembly election from there, the Chief Minister said his government had decided to construct enclosures for monkeys to keep them from reaching crops at several places in the hill region. The Chief Minister announced appointment of 3,000 teachers in schools to tide over shortage of teachers in the state. He said ASHA health workers would be given a chance to become ANM in government hospitals. The main announcements by the Chief Minister include that for a ropeway from Dandadhar to Kaliatop tourist spot in Munsiyari, Rs 1 crore as special funds for the Block Pramukhs of Dharchula and Munsiyari blocks and functioning of poly technique at Bansbagar and Bram from this session besides opening of a woollen textile park at Munsiyari to promote woolen craft in the region. “We have decided to open a Mandi samiti in the buildings deserted by defunct industries to promote the cause of farmers in the region,” said the Chief Minister. Rawat said his government had decided to fix parameters partaining to the student-teacher ratio in government schools at 20 students per teacher in place of 30 students per teacher. The Chief Minister also announced construction of all forest departments-operated roads in the area before March 2015 and double the bed capacity of tourist rest house at Birthi falling on the way to Munsiyari town. According to the announcement by the Chief Minister at Munsiyari, the proposed university at Almora will open a hill campus at Munsiyari and a mountaineering institute announced in the name of Pandit Nain Singh during his election campaign will be functional in three months’’ time. “I have also accepted all 11 demands presented by Gangolihat MLA Narayan Ram to me,” said the Chief Minister in his speech at

HC stays order on Bageshwar ZP chief poll
Pithoragarh, October 17 It ordered that Harish Aithani would remain chairperson of the Zila Panchayat. The court has instructed the state government to file its view in this matter in four weeks. BJP candidate Govind Singh Danu lost to Congress candidate Harish Aithani even when both of them had secured 10 votes each but Danu’s second priority vote was not counted. A draw of lots was taken out to declare the winner of the election. The district court had given a decision in Aithani’s favour and instructed the district administration to install Danu as the Zila Panchayat chief. Aithani then moved the Nainital High Court, which today stayed the lower court’s decision.

State govt may table Tripathi panel report on Kumbh mela
Dehradun, October 17 The commission has been getting extensions in the past as the work pertaining to inquiry in seven matters was still pending. But of late, there have been reports that the government is keen to bring the report pertaining to the Maha Kumbh Mela 2010 in the Cabinet and later in the house to embarrass the BJP government. “The government is keen to table the Maha Kumbh Mela report that will almost be complete by end of October. The report would help the Congress refurbish it’s image which has been hit by the Opposition on the tardy relief and reconstruction work in the aftermath of the 2013 floods,” said a senior BJP leader. “The government should table all the reports of the commission, including those that concern the omissions and commissions of the Congress government,” said Ajay Bhatt, Leader of the Opposition. The Commission of Inquiry was set up in March 2013 to inquire into the matters related to land concessions in respect of M/S Citurgia Rishikesh, allotment of small and micro hydro power projects under self-identified categories in 2007-2011, Maha Kumbh Mela 2010, complaints in respect of disaster management work, especially after the 2010 natural disaster, irregularities in various Central Government schemes during 2007-2012, matters relating to supply of daincha seeds in 2010 and allegations made in the report of Tehelka magazine. |

All-weather Char Dham pilgrimage welcomed
Haridwar, October 17 Former Women’s State Commission chairperson Santosh Chauhan termed the winter Char Dham pilgrimage as a boost for the local pilgrim-based economy. Chauhan said areas on the route and near the revered Char Dham majorly depend on the influx of devotees, pilgrims and tourists who come to visit these shrines during March-November period. But during the winter season when the portals of these shrines are closed, local people and traders face economy crisis, which winter Char Dham pilgrimage will check. Revered spiritual guru Maha Mandaleshwar Hari Chetnanandji Maharaj, who had a month ago visited Shri Kedarnath Dham shrine, said that this will ensure devotees can pay obeisance at these revered shrines at Pandukeshwar, Omkareshwar, Mukhba and Kharsali, which are winter abodeof idols of the four shrines. Chetnanandji Maharaj though cautioned that the government and administration should ensure safety of the pilgrims and make the route to these winter abodes as well as of Char Dham safe and secure. The BJP is supporting Haridwar city legislator and former Tourism Minister in the BJP government Madan Kaushik. Kaushik says it was during his ministerial tenure that pilgrimage to winter abodes of the Char Dham was started. Kaushik added if the state government could not provide best of the facilities to the summer Char Dham pilgrims, “then how can we assume that pilgrimage to winter abodes of these dhams will be safe”.

Dehradun, October 17 Chief guest Bajaj Institute of Learning Director Amul Kapoor said such programmes give strength to physically challenged students, who at times find themselves sidelined from the mainstream of society. He said it was the collective responsibility of society to work for betterment of disabled children. General Manager, Four Points, Jitesh Patta, who coordinated the event, said that they plan to frequently hold such programmes as part of social welfare activity. As many as 123 students participated in the programme. Among the activites undertaken included a music and dance competition and a drawing competition, which was followed by prize distribution.

Dehradun, October 17 Durgapal said the Uttarakhand Milk Federation received 62,000 litres of milk through various cooperatives every day. He called upon cattle owners to work towards increasing milk production in the state. He also honoured Rajendra Singh Nagarkoti for his efforts towards encouraging farmers to take up cattle rearing. On this occasion, Dr J Kumar, Registrar and Dean Agriculture, Dr JP Singh, Director, Experiment Station, Dr Vyas Pandey, Secretary of Association of Agrometeorologists and Dr AS Nain, organising secretary of the symposium, also shared the dais. Dr HS Gupta said about 60 per cent of the cultivated land in India was rainfed and getting good agricultural production from this land was a challenge for scientists. He said in this era marked by climate change, more accurate and precise information of climate was required by farmers which should be provided at a greater speed and right time. He said the efficiency of use of natural resources had to be increased to make agriculture sustainable for a longer time. Prof HS Dhami exhorted the scientists to developed smart varieties of crops, especially for hill region, which were resistant to climate change and give sufficient production in adverse conditions also. He said hill farmers, particularly younger ones were apathetic towards agriculture and such varieties will help in developing their faith in agriculture again. Dr J Kumar said climate change affect agriculture greatly and recent storms of Andhra Pradesh, floods in J&K and Uttarakhand had caused great loss in agriculture production. Such instances would continue but forewarning and advance information about climate would help in saving and increasing production. Dr JP Singh said there was demand for agrometeorological information from farmers because of frequent change in climate which was affecting fish and animal production, besides agriculture. Dr AS Nain welcomed the guests and delegates in the beginning and Dr Vyas Pandey, secretory, AAM, told about the activities of the association. At the end Dr RK Singh, head, Department of Agrometeorology presented the vote of thanks. Scientists from Germany, France, UK, Finland, Nigeria, Ethiopia, and various universities and institutes of India are participating in the three-day symposium. |

‘Ever-changing education scenario posing challenges’
Mussoorie, October 17 The chief guest on the occasion, vice chancellor of the Glocal University, Dr Seetharaman Kakrala, inaugurated the event by lighting the ceremonial lamp. Speaking on the occasion, Dr Kakrala said the changing global scenario had thrown up several new challenges and the new age principals would have to meet them with innovative ideas on a regular basis. He said there was need to collect suggestions from all schools and incorporate them for a better policy framework that leads to improving education standard in schools attached to the Council for the Indian School Certificate Examinations New Delhi (CISCE). Dr Aikara, vice chairman, CISCE, said the annual conference of the association was organised with one objective — To apprise the new age principals about changes in education so that they could adapt in a much better way. The principal of St George’s College Brother Tommy Verghese, speaking on the occasion, said he was glad that such a seminar to sensitise the new age principals was being organised in his school. He hoped that the new age principals would be able to face the challenges with dexterity, thus leading to improvement in standard of education for students affiliated to ISC and CISCE after the seminar. Dehradun, October 17 The school band entertained parents with lively music. People attended the Chandbagh debates which lived up to expectations. This time, however, the school debating team was up against the batch of 89’ which happened to be celebrating its 25th anniversary. The topic (‘Should this house question its traditions’) was debated upon profusely and went in favour of the current boys, who won the debate by a single point along with grabbing the best speaker (Yash Upadhyay) and most promising (Vrindam Nagpal) speaker awards.

Villagers to be sensitised on natural disaster
Dehradun, October 17 The teams comprising 15 members each will visit the remote villages in order to create awareness among villagers on what and what not to do at the time of disasters. The two teams were jointly flagged off by P Renuka Devi, Commandant, State Disaster Response Force, and Deputy Commandant Navneet Singh Bhullar. The first team was led by sub-inspector Ravindra Singh and will trek between Suakholi and Maldevta in Dehradun district while the second team led by sub-inspector Pramod Rawat will trek between Thano and Marod Pull in Tehri Garhwal district. Both teams will sensitise masses on natural disaster.

Winterline Carnival from Dec 25
Mussoorie, October 17 The venue for the festival will be Hotel Vikas and a wide variety of musical programmes, performances and plays will be staged as a part of the event to enthral tourists, said DM Chandresh Yadav. Manmohan Singh Mall said that the Winterline Carnival held last year proved a shot in the arm of the tourism industry that was reeling under the affect of natural disaster last year. Efforts were on to celebrate the festival at a larger scale this year, he said, adding that the publicity for the festival in and around the country would begin as soon. The DM, Dehradun, also said that artistes from the state and around the country would be gracing the occasion and enthralling them with their talent. The festival is named after the much-hyped winterline, a unique natural phenomenon visible at sunset from October to late February. Sandeep Sahni, a member of the Uttarakhand Tourism Development Board, welcomed the move and said that it would help in bringing in more tourists in the town. The work of finalisng the events and artistes has been given to the winterline committee. Dehradun Additional District Magistrate Jharna Kamthan, Mussoorie SDM Ramji Sharan, Mussoorie Dehradun Development Authority Secretary Bansidhar Tiwari, regional tourism officer YK Gangwar and others were also present.However, from where the budget will come is still not clear.
