Festive season 
50 per cent rise in COPD, asthma cases in city

Every year with the onset of the festival season, comes the unavoidable peril of an increasingly polluted air for people with respiratory trouble. With more than 30 Dussehra events held in the city, and about 100 across the district (not counting the crackers burnt at all the pre and post Ravana effigy-burning sessions), Dusehra is only a mild precursor of the cracker-action to follow until Diwali.

Surya Enclave Scheme

After the recent enhancement of compensation charges decided by the Punjab and Haryana High Court with regard to the 12-year-old 170-acre Surya Enclave scheme, the Jalandhar Improvement Trust (JIT) has filed a special leave petition (SLP) with this regard in the Supreme Court.

JIT chairman Vinay Bublani said that a meeting of the Trust was held in this regard yesterday wherein it was decided to hire a senior counsel for the purpose to fight the case. While the Trust during acquisition in 2002 had announced a compensation of Rs 20 lakh per acre to the farmers, the Tribunal had reportedly raised it to Rs 23.76 per acre.

Still not satisfied, the farmers had moved the High Court. JIT SE Mukul Soni said the High Court had announced that the compensation should be kept varied according to the position of the land. “It ordered that the farmers who owned land along the GT road should be paid Rs 42 lakh per acre, those along pond Rs 29 lakh for an acre and further those near the bypass should be paid Rs 33 lakh per acre,” he disclosed.

Bublani said that since the JIT had no other way than to recover the enhanced amount from the allottees themselves, it was decided to take the matter to the apex court. “We have already filed an SLP. We want that all the law points be put up in the best possible way. So the Trust has cleared the payment for engaging a top lawyer,” he said.

Since there is no political person serving as a Trustee since its dissolution ahead of the 2012 Assembly polls, the meeting was attended by official members, including SE of the JIT, SDM-1, XEN of the PWD andthe District Town Planner.

The issue of the levy of Rs 8,000 per marla as enhancement fee from the 680 plot holders of the 94.5 acre scheme of Guru Gobind Singh Avenue, 16 years after the allotment, has already become a major issue in Jalandhar, with the residents opposing the levying of the amount at this stage.

Bublani said the issue of choosing more sites for the sale of properties would be discussed at the next meeting on October 17.

The Trust also endorsed its decision to forfeit the application fee of Rs 1 lakh paid by a buyer during the recent auction of its guest house at Master Tara Singh Nagar, as he allegedly failed to deposit the earnest money in time.

BJP worker’s murder 
Accused still at large

In the murder case of the 35-year-old jeweller who was hacked to death in broad daylight near Damoria Bridge by three persons last month, one of the accused is still escaping arrest.
The police have been reportedly conducting raids at various hideouts of the accused, but they have yet to get any success. 

The police had nabbed one of the assailants, Jasmel Singh, who is a constable in the Railway Police Force (RPF), Jalandhar, immediately after the murder, while anotheraccused Jaspal Singh, alias Raju, was also nabbed by the police a day after the murder.

Vicky was hacked to death by the three miscreants after they had an altercation during gambling at platform No. 1 of the city railway station. One of the remaining accused Rakesh Kumar, alias Tony, has been escaping arrest and police teams have been conducting raids at his suspected hideouts, police official said, adding that the police had got some vital clues about his whereabouts and soon he would also be behind bars.

The body of Vinod Kumar, alias Vicky, son of Ashok Kumar, a resident of Mahindru Mohalla, was recovered from the open ground of Old Central Mill on the Railway Road on September 27. The victim, who was a BJP secretary of Ward No. 27, was reprtedly close to Chief Parliamentary Secretary KD Bhandari. The accused Rakesh Kumar, alias Tony, is reportedly running a “parcel mafia” at the city railway station. Sources said Tony was taking commission from traders to take their goods out of the railway station without paying the required tax.

Four days after the tragic death of eight-year-old boy Dikhush following attack by a BJP leader’s bull mastiff dog, the two parties are now said to have reached a discreet compromise.
While Dikhush was given a quiet send-off by his family yesterday, the compromise is also being termed as the reason for the ceremony being a low-key affair. 

Even though Harkishan Singh Toor, the father of leader Harkirat Singh Toor, was arrested, the compromise is expected to settle the matter.

SHO, police station No. 1, Navdeep Singh, said, “We are not yet aware whether any compromise has taken place. But even if it has, it won’t change the police process. We arrested the owner after the due process and our next move in the case will depend on the court orders. However, the moving of the dog from the locality where it was caged up at its owner’s residence has certainly quietened the residents, who were so far angst-ridden at its presence.”

Following an unprecedented uproar among area residents, wherein over 2,000 people protested outside the leader’s house, the dog was sent to the leader’s farm in Uttarakhand. Even after the owner’s arrest and the dog’s caging at the home, residents of the Ashok Vihar area were livid that the dog was still a threat to them. Dilkhush had been attacked and fatally injured by the dog when he was accompanying some area children to a religious event being held in the area on the night of October 4.

Just a day ahead of Mental Health Day, Pooja, a differently challenged inmate at Prayas School for Mentally Disabled Children, running under the aegis of the District Red Cross Society, was found engaged in housemaid jobs without any salary by the school authorities.

At the age of 21 when she should have been given some vocational training, she is being forced to change and wash spoiled clothes of other girl inmates. She told this correspondent that she had to even change the sanitary napkins of the inmate girls and bathe them every day.

“I do not like to do this, but then the girls did not get any toilet training and kept on spoiling their pants every now and then. Every time anyone pees, I am told to clean and wash her,” said Pooja, an orphan living in the school. She also said that she wanted to leave the place as one of the attendants beats her mercilessly if she refuses to work. “I want to get married, but then do not want a boy who would beat me as it hurts badly for long,” said the girl in broken sentences due to her acute mental deficiency who is madly in love with chocolate cake and biscuits occasionally given to her by donors on special occasions.

Also, Abhishek Ohri, another inmate, although employed as a guard on the main gate of the school, was shockingly found peeing in the open in front of girl inmates moving around him. Although, a grown-up man in his early 30s, the poor inmate, given the charge of the inmates’ security, seems to be oblivious of his surroundings.

Sandeep, another inmate who has been employed as an attendant has been kept at a meagre salary of Rs 2,000 per month compared to Narayan, another attendant, who has been kept at Rs 4,000. “I do the house cleaning job of the entire school and even wash and clean the utensils and clothes of other inmates,” said the puzzled boy. He said although he was informed that this salary was being deposited in his bank account every month, he had not checked it himself till date.

According to Amarjit Singh Anand, president of the Chanan Association of Mentally Challenged Children, the school could employ the disabled inmates provided they are above 18 years. “But then they have to give them employment according to their capabilities and willingness to take up the job. Also, they have to be paid salaries at par with their counterparts. While slamming the district administration for making a mockery of the world-renowned Red Cross Mission in the district due to lack of funds, he said it was a heinous crime to force a special girl to wash and clean the spoiled clothes of other. There is a dire need to take immediate action against the erring officials. Ranjana Bansal, honorary secretary of Prayas School, accepting the lapse, said due to the extreme shortage of funds, the school authorities were forced to take help from the inmates. “Despite trying our best, we are not able to get a housemaid and warden for the girls. Since these mentally challenged girls are all grown-up, there is now a dire need of women staff who while taking care of their other needs can look after their personal hygiene also. We do not have any other choice but to engage some inmates to take care of other inmates,” said Bansal. She also said that while these girls were doing the job of a full-time housemaid, the school was unable to pay them due to the confusion prevailing on the process of employing mentally challenged people on job. “We are still not clear about the legal complications involved of employing mentally challenged children on job. We will shortly take a legal opinion on this.”

Presently, there are 27 boys and nine girl inmates in the Prayas school. While there are three special educators, the posts of the warden and the housemaid for girl inmates are lying vacant due to the meager salary of Rs 4,000 to 5,000 for the past few years.

The Surjit hockey Academy in the city is recuperating after reclaiming its long lost glory of its golden era as four of its ex-players Akashdeep Singh, Gurvinder Singh, Gurbaz Singh and Manpreet Singh have together brought laurels to the nation after their team defeated arch rival Pakistan in the finals of the Asian games Hockey tournament held at Incheon in Korea recently.

“It is a great matter of pride for us as the ex-students here has brought us laurels after long years of waiting. It has also hugely motivated the present batch of players presently inducted in the academy,” said Rakesh Kaushal, District Sports officer, Jalandhar. He also informed that soon the department is planning to organize an interactive session between the ex and the present batch of players at the academy itself.

Nineteen-year-old forward Akashdeep Singh, who has trained at the local Surjit Hockey Academy converted first of the shoot-off in the country’s historic 4-2 win over archrival Pakistan in the final match. The deadly player hailing from Vairowal village near Tarn Taran, converted in the penalty shootout along with two other players from Punjab — Rupinderpal Singh and Dhramvir Singh — also from Punjab to help India grab gold in hockey after a gap of 16 years. Also, the other three players also played a pivot role in the ultimate win.

According to Chandi, while the players have later took training from various renowned national and international coaches, the academy had nurtured their talent in the most decisive formal years of their career. “What we are today is due to the academy as it proved to be the stepping stone and laid a strong foundation for us,” said the ace striker.

This academy named after ace hockey Olympian Surjit Singh Randhawa was established in the year 1991-92 . Around 60 talented boys in the age group of 12 to19 years are admitted & provided free sports equipments, diet [at] Rs 120 per day per head, education, transportation, pocket money, medical & sports kits. The admitted Hockey players have been showing excellent results at the national & international level and some of the promising players like Jugraj Singh, Tejveer Singh and Vikramjit Singh (Junior) have already donned Indian colours.

Nagar Council teachers for merger with Education Dept

While a joint notification got them the schools they are teaching in, on the occasion of being merged with the education department 500 teachers of the Nagar Council schools in the state have been left out.

Angst ridden on the new move by the government to include Panchayati Raj School teachers among them, the 500 teachers of the Nagar Council schools in the district have lashed out at the government threatening a mass stir if they are not included in the education department.

About 11,800 teachers working with the Panchayati Raj were merged with the Education Department today but the about 500 teachers working in 232 Nagar Council schools of the state have been left out of the process.

Holding a meet here today, the Nagar Council Teachers Union state president Jasbir Singh Saini said Nagar Council teachers have been struggling for the past eight years along with Zila Parishad teachers to be included in the education department, but right when the dividends had to be paid off, they were excluded and the government selectively chose only one group of teachers to be included with the education department.

He said in the year 2006, Zila Parishad and Nagar Council were given schools on the basis of a single notification, but when it came to the merger of the two unions, then Nagar Council teachers were kept aside due to which there is great angst among the members of the union.

Teachers said if they are not merged into the education department soon, then Nagar Council teachers will be forced to take to the streets and will hold protests for which the government will be responsible.

On the occasion, general secretary Gurjant Singh, Kuldeep Sharma and Amardeep Singh were present.

Gang of thieves busted, 3 held

Satnampura police have arrested three members of an inter-district gang of thieves and recovered a stolen Scorpio (PB-10BS-6818),one iron rod and packets of clothes.
Station House Officer (SHO) Satnampura Ravinder Singh said the accused were nabbed at a naka near Hadiabad. The driver Amandeep of Mullapur managed to escape.

The accused Amandeep Singh of Jagraon, Baljit Singh of Halwara and Amardeep Singh of Bhammipura village near Jagraon were produced before the Judicial Magistrate, Phagwara, who sent them on police remand of two days.

The car was stolen by the accused from the house of Satwinder Singh in Jarrahan village last week, said the SHO Ravinder Singh adding that the accused then stole valuable clothes from Chaurra Bazar.

Earlier a case had already been registered against them at a Ludhiana police station on October 1.

With more than 30 Dussehra events held in the city, and about 100 across the district (not counting the crackers burnt at all the pre and post Ravana effigy-burning sessions), Dusehra is only a mild precursor of the cracker-action to follow until Diwali.

The rains today, have only added to the chill, which experts mostly act as a sure harbinger of respiratory diseases.

Doctors express worry over a dramatic rise in the patients of COPD (Chronic Obstructive Pulmonary Disease) and asthma in the past few days. They add that with Dusehra just having been celebrated and rains already coming calling – the rise is expected to get steeper and more accentuated until October end and the onset of November.

Meanwhile, the civil hospital authorities shall also be holding some camps for people suffering from respiratory diseases and to spread awareness among people of the benefits of a cracker free Diwali.

District TB officer Dr. Rajiv Sharma said, “There is about a 50 per cent rise in the patients of COPD and asthma. As many as 25 to 30 patients of asthma and COPD are being reported at the civil hospital every day. And while the past few days have been holidays, the number of patients is expected to rise steeply once the cracker playing sets in. However, the silver lining is that for the past few years, the acceptance of the concept of an eco-friendly Diwali has increased and once can expect this year as well many people will refrain from playing crackers.”

Speaking about the plans of the pre-Diwali plans of the health department, Dr. Sharma says, “We have held a camp for the patients of respiratory diseases today and shall be holding another one tomorrow. Until Diwali we also plan to hold at least two more camps to treat patients and spread awareness among the general public and such patients as well to abstain from playing crackers and be safe.”

Civil Surgeon Dr. RL Bassan also appealed from the health department to people to abstain from burning crackers and keep away from dangerous fireworks.

Meanwhile, Dr. HJ Singh, bronchoscopist, at the local Ranjit Hospital said, “The inflow of patients suffering from respiratory diseases has certainly doubled in the past 10 days. The amount of allergens in the air increases in these days and the threat to people suffering from respiratory diseases increases substantially.”

“While normally we have five or six COPD patients admitted with us, right now at least 12 to 13 people suffering from COPD and six to seven suffering from asthma are admitted to the hospital. There is also an increase in the incidence of asthma among children. COPD could even be fatal if a patient does not approach a doctor in time. It is the sixth most common cause of mortality among patients in the world,” he said.

“While COPD is most common among smokers, the suspended allergens in the air during this season certainly increase its incidence,” he added.

Two held with 40 kg poppy husk

The division number eight police on Wednesday apprehended two smugglers and recovered 40 kg of poppy husk from their possession.
ACP, North, Amneet Kondal, said during a routine naka at Transport Nagar, the police had signalled an Indigo-borne person for a check. 

“After the search, a bag containing 40 kg of poppy husk was recovered from the dickey of the car” the ACP added.

The smugglers have been identified as Harjit Singh alias Harry (driver), a resident of Fattudhinga in Kapurthala and Mahinder Singh, a resident of Sultanpur, also in Kapurthala.

The ACP said the main supplier was Mahinder while Harjit was a driver of the car and in lieu, he was charging Rs 2,000 as commission per day from Mahinder. ”The police would seek the remand of the accused to inquire their links with other smugglers,” added the ACP.

PDFA to launch milk ATMs in city

“It is a quick and efficient system of distribution. This will prove useful for working women, and also for those who work for long hours during the day and return late at night, not leaving them with enough time to go and purchase milk.” Daljit Singh, president of the PDFA said adding that milk will be kept refrigerated at four degree Celsius to ensure that it remains fresh and does not spoil or curdle.

“The PDFA puts an emphasis on the procedures that are to be followed by their farmers. They are rearing the world famous Holstein Friesian (HF) cattle for milk production. Since these cows are from Europe, the PDFA has constructed special sheds which are fitted with automatic sprinklers, cow mats and cow beds to ensure their comfort” added Daljit.

Commenting on the quality of milk produced by them, Munish Sharma, GM PDS said, “La Pure” has an extremely low somatic cell count of less than 2 lakh per ml of milk which is the European limit. The bacterial load or Somatic cell count increases when the milk is stored at a temperature higher than 5 degree. To maintain the temperature of the milk at less than 5 degrees, the PDS is using high quality milking machines/ milking parlours/ bulk milk coolers and insulated milk vans.”

Turning tables on her party colleague, Deputy Mayor Arvinder Kaur Oberoi today said that the Senior Deputy Mayor Kamaljit Singh Bhatia was unnecessarily creating hue and cry over the conduct of Finance and Contracts Committee meeting yesterday in the latter’s absence.

A day after Bhatia showed up copies of his representation on his demand for postponing the meeting for a day and his outburst against Oberoi for reportedly not adhering to the party’s decision on not attending the meeting, Oberoi said, “Even if Bhatia could not come, I was there to represent in the meeting from the side of the SAD. The meetings do not get postponed owing to the absence of one of the members. It has never even happened in the Cabinet.”

Bhatia has on the other hand chosen to counter Oberoi’s today’s statement saying, “Oberoi, being junior to him, could in no case substitute him. I gave a copy of my representation to all five members of the F&CC (including to Oberoi) regarding postponement of the meeting. When she could not even take up that in the meeting or toe the line issued by party MLA Pargat Singh, how could I expect her to represent me”.

Oberoi stressed, “There was an urgency to hold the meeting as a resolution on sanctioning of an amount of Rs 27 crore for relaying 40-45 roads was to be passed. Had we delayed the issue, the road re-carpeting work would have got delayed by six months as the temperature has already started falling and paver plants are set to close any time till April next. Under such circumstances, we could not waste even a single day keeping in view the bigger issue of city’s development”.

Bhatia said that he had already asked Jalandhar Cantonment MLA Pargat Singh to take action against Oberoi for not following the party’s diktat. Oberoi, however, has said that the entire episode was in the knowledge of even the Deputy CM but she had so far not been asked to explain.

Bhatia said that he could not attend the meeting on October 7 owing to his court hearing and holding the same meeting either a day before or after would have in no case affected the city’s development. He has further said that when the meeting was last scheduled, the MC had got heavy security deployed in the compound. “Even yesterday, they kept the room of the meeting hall locked and did not even allow my PA to go in to hand over my letter. I really wonder what all drama is taking place”, he said.

Bhatia said that he was also disappointed to hear that the pending works of 2013 had been rejected while those dating back to 2011 had been cleared that too with 20 per cent enhancement. He said he did not find any logic in such a decision and if found correct he would move the court on the matter.

Factionalism either way

The ongoing fight between the Akali leaders is being rejoiced over by the leaders of the alliance as Bhatia had been cornering Mayor Sunil Jyoti, representing the BJP, for the past year. The SAD was earlier elated at two BJP councillors - Minta Kochhar and Ravi Mahendru – often taking stand against the Mayor. At the same time, it was SAD councillor Pritam Singh of Mithu Basti who had been maintaining his stance against Bhatia. Now, Bhatia too has had two fierce opponents from within his party.

Cops crack down on thieves, 6 held

The city police on Wednesday claimed to have busted a gang of thieves and recovered stolen articles from them. The thieves have been identified as Aman Verma, Neeraj, Neeraj, Lovely, Surinder Kumar, Ajay kumar and Pooran.

Pooran was recently declared a proclaimed offender in a theft case at Hoshiarpur.

ACP, North, Amneet Kondal said the police had received secret information that a gang of thieves was planning to commit a burglary somewhere in the city. Accordingly, a raid was conducted at the specific hideouts of the accused and six thieves were arrested.

The ACP said the police had also recovered stolen articles including four LPG cylinders, one stolen bike (Splendor-PB35 L7262), one country made .12 bore revolver, 12 taps, 24 handles of hand pumps and some sharp-edged weapons adding that the revolver was stolen from a house in Pathankot. A case under Sections 399,402,279,457,380 and 411 of the Indian Panel Code (IPC) and 25-54-59 of the Arms Act has been registered against the accused.
