Jalandhar, September 11 Almost all bill collection centres of the PSPCL have been daily getting long queues of visitors who are being forced to stand for as long as two hours to get their turn for the payment of the amount. The collection centres at Partap Bagh, Birring, Bhagwan Mahavir Marg and Jalandhar Cantonment have been witnessing serpentine queues daily. Avtar Singh, a resident of Urban Estate, said earlier he used to conveniently deposit his power dues at a shop serving as Suwidha Centre for the PSPCL. There also used to be not much rush at the PSPCL sub-offices, but the situation this time has been extremely bad. The automatic machine at Urban Estate was also not working. I had to go to Birring, which is 5 km from my place to submit my dues, he said. RK Verma, a resident of Chhoti Baradari, said he kept running around the whole day yesterday to pay up the dues. He said he was told that he could deposit his bills either at Birring or at Cantonment. He said witnessing long queues at both places, he returned yesterday. “Today, I took my wife along and reached the Cantonment office at 9 am to occupy the separate line for women at the start of the day and somehow managed to get my turn in just about 15 minutes,” he said. Gopal Sharma, Deputy Chief Engineer, said the problem cropped up because of too many reasons. “Our servers at Chandigarh went out of order and all our back-up data for billing got completely destroyed. The entire memory of the systems has got washed out. While some people have been sent excess bills, others have got bills of less amount. While those who have got bills on the higher side are getting corrections done from us, others are not coming which has become a problem. We have started making entries again, but it is taking time,” he said. He added that even the company running our Suwidha service backed out at the last moment, compounding our problems. “They left work on August 30. Then there were three public holidays, after which the rush started increasing from this Tuesday. But we are sorting out the problems. We have started repairing our ATMs and started the process for installing more such machines in various corners of the city. We have tied up with the State Bank of Patiala and ICICI Bank for the online payment of bills without payment of any additional amount.” |

Bhai Baldeep Singh had reportedly even set up his Anand Foundation office here recently for the purpose, but the NGO was not provided any financial support. The building had the office of the SHO and even the DSP, Sultanpur Lodhi, and their official accommodation as well. |
Illegal buildings razed
Jalandhar, September 11 A team of the MC went to Saggar Colony in the afternoon and started the demolition of a godown there from one side using a JCB machine. As the staff had just managed to pull down a small portion of a boundary of it, the team was called back, as the owner had perhaps managed to get the action stopped using his political influence. The godown having horticulture items, which stands in the name of Sanjeev Kumar, had allegedly come up illegally and is non-compoundable. Since the road is not wide enough, a godown could not come up on the site as per the bylaws. For the reason that it also comes in the 1,200-yard radius of the ordnance depot at Suranussi, it was further not permissible. The owner had also not left any uncovered area around it and had raised the construction from end to end. Shakti Sagar Bhatia, senior town planner, said since he had himself not gone on the spot, he was not aware about the sequence of events. In yet another action, the MC staff sealed seven shops in Basti Danishmandan. The shops, which had come up illegally, had been pulled down last year as well, but the owner had dared to raise them all over again. At Lasoori Mohalla, too, three shops which were coming up illegally in an old house, were sealed. The teams also sealed three more shops at Gol Market in Dada Colony. The shops had been just constructed by Bajwa Constructors. The team of ATP Ramesh Chhabra also sealed two more shops on Shiv Bari Mandir Road in Makhdoompura. |
Amritsar-based realtor found hanging in house

11 The deceased was identified as Harpreet Singh, a resident of Amritsar. He was living in a bunglow of some NRI. The SHO of the Model Town police station said the man had taken a portion in the bunglow on rent reportedly three months ago. Though he was not permanently staying here, he used stay here with his wife most frequently. In one portion of the bunglow, another tenant was living. Today, when he noticed some foul smell emanating from Harpreet’s room, he peeped inside his room and found him hanging. He immediately raised an alarm and informed the police. The body was found badly decomposed. It seemed the victim had hanged himself to death two or three days ago. We thoroughly searched the whole house, but no suicide note was recovered, the SHO said, adding that the deceased was identified from the driving licence which was recovered from the room. The SHO said the police had also questioned his (deceased) family members to know the cause why Harpreet took the extreme step, but they expressed surprise and ignorance about the reason behind the incident. Suspecting no foul play behind the death, the police initiated inquest proceedings under Section 174 of the CrPC. The body was sent for postmortem examination to the Civil Hospital. |
Bid to loot MLA’s sister-in-law
Jalandhar, September 11 Lalit Chadha, ward president, said the victim, Ritu Bhandari, was heading towards their shop in Vikram Pura, when the miscreants cornered her and snatched her purse. After the woman raised an alarm and called passersby for help, the accused left the purse at the spot and fled. Vigilant passersby chased the snatchers, but the latter, after falling from the vehicle and leaving the vehicle at the spot, escaped from the place on foot. People also attempted to chase them, but in vain, Chadha revealed. SHO, Police Division No. 3, Bhushan Sekhri, said the police had confiscated the vehicle bearing registration number of Jalandhar. Our cops have gone to the District Transport Office to inquire about the owner of the vehicle on the basis of which the accused could be identified. When asked if a case was registered against the unidentified snatchers, SHO Sekhri said the snatchers had not able to get away with purse, so police had not registered any case yet. When queried why the police was not registering a case despite the fact that snatcher attempted to loot a woman, the SHO hastened to add that if the victim filed a written complaint, the police would think which case could be registered against the snatchers. |

Road work pending
Jalandhar, September 11 Residents, along with Congress councillor of ward No. 57 Balraj Thakur, today took the delegation to the office of MC Commissioner Manpreet Singh Chattwal for the third time in two years. The Commissioner assured them that the pending work would be completed in the shortest possible time and tenders for the carpeting of roads would be floated soon. However, with winters approaching, the possibility of the work getting started this year seems low. The 11 roads include those from Kuki Dhab to Khambra via Greenwood Avenue, where the work only till stadium has been completed. The other roads are those in Baba Makhan Shah Lubana Nagar, Keshav Nagar, Bank Colony, Dashmesh Avenue in front of Punjab Palace, Dashmesh Avenue lane numbers 1, 4 and 5, road connecting Samadh Bhai Santa Singh to the Mithapur cremation ground. Jagtar Singh, a resident of Bank Colony, said the lives of residents in the area had become extremely difficult as it was really tough to commute on such roads. Thakur said he had already represented the matter, along with residents, before the MC Commissioner and the Mayor twice on November 27, 2012, and November 22, 2013, but to no avail. |
Vajra Corps collects relief material

Jalandhar, September 11 Sources said the relief material, which was planned to be airlifted to Jammu and Kashmir today, got stuck due to a technical snag in the military aircraft at the Adampur Air Force station. Due to the sudden development of the snag in the aircraft, the transportation of the relief material was postponed. Defence personnel said as soon as the snag got cured, relief material would be transported soon. A Defence spokeperson said, “The flood relief aid initiative undertaken by the Vajra Corps has driven people of Punjab to come forward and contribute for the flood victims. So far, almost 65 tonnes of relief aid comprising mineral water, meals ready to eat (MRE), blankets, clothes and medicines have been collected by the formations of Vajra Corps from Jalandhar, Amritsar, Meerut, Ferozpur and Ludhiana and from people of Jalandhar city. Military aircraft are planned to transport this relief aid to the affected areas in Srinagar in the earliest possible timeframe”. A special collection centre has been established at Vajra Corps Golden Canteen in Jalandhar Cantonment. About the rescue operation, the Engineer Task Force of Vajra Corps, along with medical teams, continued its relief and rescue operations at Srinagar for the fourth day. A total of 2,125 persons have been rescued to safe areas so far by the Task Force. |
Forum tells JIT to refund money to buyers
Jalandhar, September 11 The District Consumer Disputes Redressal Forum has passed the orders in favour of two of the allottees from Kapurthala, who had applied for 200 sq yard plots in Surya Enclave Extension scheme since November 2011, for which acquisition by the JIT is yet to be done pending Punjab and Haryana High Court orders. In both the cases, the forum has asked the JIT to refund the amount deposited by the complainants with the Trust alongwith 9 per cent rate of interest and Rs 3000 as compensation. Both the complainants hail from Kapurthala. While Madan Singh belongs to Husainpur Nangal Lubana village and Man Singh resides at Ajit Nagar there. They had filed the case against JIT and its Chairman/ Executive Officer on which the case was decided by Jaspal Singh Bhatia, president, and Jyotsna Thatai, member. The complainants said that they had applied for the 200 sq yard plots in the 94.97 acre scheme by paying an amount of Rs 3.4 lakh, the draw for which was held on November 4, 2011. They said that they deposited Rs 5.1 lakh as one-fourth of the total amount of sale price as the first installment along with an interest and an agreement fee of Rs 950. While Madan Singh had paid an amount of Rs 9.87 lakh, Man Singh had advanced Rs 16.24 lakh by paying a further installment. They said that they had offered to deposit the balance payment due as on October 1, 2013 but the Trust officials failed to receive the balance amount as there was some stay order pronounced by the Punjab and Haryana High Court with regard to the land. The complainants said that then they visited the site of the scheme area for inspection. The complainants said that they were shocked to know that it was devoid of any sign of development. They said that it was not even possible for them to identify and locate their plots as even the roads had not been marked for at the scheme site. “Even the possession of the scheme area has not been found to be taken by the JIT. It further transpired that original land holders had not been given any amount of compensation by JIT and thus the development of the scheme land area could not take place. There are no chances of immediate development of the scheme area, which was required by us on immediate basis for shifting to Jalandhar,” they wrote. In reply, JIT officials said that the complainants had failed to deposit the one-fourth of sale amount of Rs 6,46,950 which included site plan fees, agreement fees within 30 days from the date of issue of letter of allotment, which fell on May 1, 2012. As per condition of the allotment letter, if the allottee fails to deposit the sale amount within the time the trust will have right to cancel the allotment of the plot and can also forfeit the amount earlier deposited by the allottee. Their cases had to be sent to the state government after which the complainants according to JIT failed to deposit next installments in time. As per condition 3 of allotment letter, if an allotee fails to deposit the installments within six months from the fixed date than the plot will be deemed to be forfeited. Regarding the state, the JIT officials said that the next date had been fixed in the court for September 29. The forum observed that the JIT did not show that the approval sought in the cases had been rejected. “The Trust has already accepted payments from the complainant. In case the Trust could not accept the payment without approval of the state government, then it should not have accepted the payment at all”, the orders read. It also observed that JIT had accepted stay matter was in the High Court. The copy further mentions, “So when the JIT is not in position to hand over the possession to the allottee and stay order has been granted by High Court, the Trust was not justified even to allot the plot. The result of litigation pending in the High Court is not known to anybody. The complainant cannot be made to wait indefinitely. In the above circumstances, the complainant was not supposed to pay further installments to the Trust and stuck his money. We are of the view that complainant is entitled to refund of the amount deposited by him. The complaint is accepted parties are directed to refund the amount alongwith interest along with Rs 3000 on account of litigation expenses.” |

SC Commission chief asks police to solve 10-month-old kidnapping case
Jalandhar, September 11 The 14-year-old old girl was a student of Kamla Nehru Public School. Her father Nirdosh Kumar had filed a complaint with the Punjab SC Commission that his daughter was kidnapped by a school bus conductor Pradeep Kumar while she was on her way to tuition in Goraya on October 10, 2013. "During the inquiry, I have come to know that Pradeep Kumar was Muslim but was living with the identity of Hindu. He has kidnapped my daughter with the connivance of his family members. Despite eight months, the rural police have failed to recover my daughter," said the girl's father to SC Commission.Bagha said, he had directed the SP, Detective, Jalandhar rural police, HPS Khakh to speed up the investigation and recover the girl. BJP terms it another 'Love Jihad' case
Terming it as another case of love jihad, the BJP youth wing today, while accompanying the father of a Phillaur-based girl, submitted a memorandum to the Punjab SC Commission Chairman Rajesh Bagha in which they apprised the Chairman that Dalit girl was kidnapped by some Pradeep Kumar. Krishan Lal Sharma, chairman, BJP youth wing, said it was a clear case of 'Love Jihad' because the boy, who was Muslim by religion, was living with a fake identity. |

Muslim Board to improve madrasas
Jalandhar, September 11 He said that his priority would be to ensure quality education for the children at school level in the madrasas. He said that he would try to get financial aid from the state to improve facilities in these schools. He said that he would urge the Punjab CM to provide some Urdu teachers for the schools. He said that he had already taken up the matter pertaining to the burials and problems in getting BC certificates for the community. He said that other members of the board too would be shortly taken up for which a notification was likely to be issued soon. |

Attack on Youth Congress leader
Jalandhar, September 11 Paramjit, who narrowly escaped the murderous attack, apprised the Congress leaders about the incident. Congress leaders condemned this crime and lambasted the state government as well the local administration for its failure to maintain law and order. Chaudhry said there has been a steep rise in such incidents of violence apart from snatching and burglary in the district and there seems to be no control of the police administration on the miscreants. Punjab Roadways Employees Union protests at Inter-State Bus Terminus
Jalandhar, September 11 The members of the union raised their voice against the merger of Jalandhar-1 and Jalandhar-2 depots, Amritsar-1 and Amritsar-2, Patti with Tarn Taran and Jagraon with Moga. They said that the government intended to sell the land of one of the two depots at the four locations. Secretary of the union Avtar Singh Tari said that selling of properties could never be a long-term solution to the financial problems of the government. Jagdish Singh Chahal, general secretary of the union, said that the 571 buses run by PUNBUS for which the financial liabilities were long over too had not been handed over to the Punjab Roadways. The employees demanded that they had not been getting extra wages for the overtime done by them. The members including convener Amrik Singh Gill said that no jobs were being given to the next of the kin of as many as 400 employees who had lost their lives on duty. |
