Kashmiri students yet to return

Though life at Swami Parmanand College of Engineering and Technology is inching towards normalcy after a bloody clash between two groups of hostellers on the night of August 26, students hailing from Kashmir have not rejoined the institute yet.

College principal Dr TD Sharma said there were over 200 students from Jammu and Kashmir pursuing studies in various colleges run by the group. He said they might have been stuck in their home towns due to floods in the state.

Sources in the college said parents of students hailing from the northern state were in touch with the management.

“The students will return as soon as life comes back on the track after floods,” an official said.

The management had closed the college till September 8 following a clash in which over a dozen hostellers, including 12 Kashmiri students, were injured. The students also went berserk and vandalised the hostel.

Cops summoned

Mohali, September 9
A local court here has summoned two police officials in connection with the advocate Amarpreet Singh Sethi murder case, which came up for hearing today.

Inspector Mahesh Saini and ASI Pawan Kumar, who had arrested four of the accused and allegedly recovered weapons from them, were summoned for the next date of hearing to be held on September 22.

Today, the statement of Gaganjot Singh Sethi, cousin of the deceased, was recorded and there was cross-examination. There were also arguments in court on the statement of former SHO Lakhwinder Singh. — OC

2 convicted of murder

The court of District and Sessions Judge SK Aggarwal today convicted two persons in a murder case. The court convicted Jagpal and Rakesh in a case of murder. The quantum of sentence will be pronounced on September 11.

The case dates back to August 13, 2013, when the police were informed about a body dumped in the forest area on a kutcha trail from the Kishangarh side towards Bapu Dham Colony in Sector 26.The victim has been identified as Deepak, alias Deepu, of Bapu Dham Colony in Sector 26. He was allegedly killed by one Jagpal Singh, alias Gaggi, already convicted in a robbery case. Jagpal was out on bail and suspected that Deepak had illicit relations with his brother’s wife.

Deepak called Jagpal to the jungle for consuming drugs as they frequently consumed drugs along with Rakesh, a resident of Bapu Dham Colony. Jagpal then questioned Deepak’s relations with his sister-in-law. Following this, both had a verbal spat and later Rakesh Kumar held Deepak’s hands while Jagpal took a huge stone and hit Deepak on his head. When Deepak became unconscious, both kept hitting him till he succumbed to his injuries.Kaka Singh, a resident of Saketari village and a chowkidar of the Forest Department had had found Deepak’s body, while he was on patrolling duty in the jungle area.The body was lying in a pool of blood with fatal injuries on the head. The Chandigarh Police had collected evidences for the identification of the victim.

HC sets two-month deadline
 UT Administration told to investigate whether land belongs to gram panchayat

The Punjab and Haryana High Court has set a two-month deadline for the Chandigarh Administration and its functionaries to hold an inquiry for finding out whether plots under occupation of some private persons in Mauli Jagran are a part of the gram panchayat land. A Division Bench has also directed both the Administration and the plot holders to maintain status-quo till the inquiry is held.

The directions by Justice Surya Kant and Justice Jaspal Singh came on a petition by Karambir Singh and other petitioners against the Chandigarh Administration and other respondents. The development is significant as the houses on the plots are liable to be demolished, if the land belongs to the gram panchayat.

In their petition, Karambir Singh and others had earlier challenged notices issued by the UT Deputy Commissioner for demolition of their houses alleged to be “illegally constructed on the panchayat land”.

Their counsel had claimed that the houses were not liable to be demolished in compliance with directions issued by the High Court on July 10, 2013, in the case of “Raj Pal and others versus the Union Territory and others”.

Elaborating, the petitioners claimed that the directions on construction on the panchayat land were inapplicable to their case, as their plots were never vested with, or owned by, the gram panchayat. They had purchased private land for consideration through registered sale deeds. A fact-finding inquiry too was not held in accordance with principles of natural justice to determine the status of their plots and land.

Taking up the matter, the Bench asserted: “Since no order prejudicial to the interest of the gram panchayat, Mauli Jagran, is being passed, we do not deem it necessary to issue notice to it at this stage….

“The short issue that arises for consideration is whether the houses constructed by the petitioners are also liable to be demolished in compliance to the directions issued by this court….

“We find that the petitioners have been served with notices dated August 29, 2014, by the Deputy Commissioner, Chandigarh, for demolition of their houses alleged to be illegally constructed on the panchayat land. The replies submitted by petitioners are said to have been overlooked under the threat of contempt of court proceedings.

“In such a situation where the petitioners were not allegedly party to the earlier writ petition, it is imperative upon the authorities to consider their reply to the show-cause notices and determine whether the plot/land under their occupation is also a part of the gram panchayat/ shamlat deh land.

“Needless to say that if such land/plot is also Shamlat Deh etc., the directions issued by this court on July 10, 2013, shall apply to the petitioners…. However, if they have purchased private land/property from its true owners and possess clear title, their case would be altogether different. “Let such an inquiry therefore be held within two weeks after carrying out demarcation etc., if need be, and thereafter only the authorities shall proceed to take further action in accordance with law. Till such an enquiry is held, both the parties are directed to maintain status-quo.”

Shopkeeper booked for obstructing public servant

Mohali: The police have booked a shopkeeper and his helper for deterring a public servant from discharging his duty and hurting his religious sentiments. The case was registered on the complaint of Kesar Singh, who was in charge of an anti-encroachment team of the Municipal Corporation. Kesar Singh had alleged that when he was heading the drive at the Phase IX market, a shopkeeper misbehaved with him and his team and also hurt his religious feelings. The case has been registered under Sections 353, 186, 295, 506 and 34 of the IPC.

Cross complaints registered

A woman employee of a salon in Phase VII was alleged sexually harassed by the owner of the establishment. The woman alleged the owner compelled her and other women to give him a body massage. The owner, however, has alleged that his seven employees had indulged in theft of items from the premises. He said the allegations against him were baseless. The police have registered a case against the owner under Sections 354 and 354-A of the IPC. Another case was registered on his against the employees concerned under Section 381 of the IPC.

Ramgarhia Sabha leader dies in mishap

Former president of Ramgarhia Sabha Gurdeep Singh Hunjan died in a road accident near Gharuan yesterday. His son Vikramjit Singh told the Kharar police that he was coming along with his parents in a car from Ludhiana to Mohali. Their vehicle was hit by another car near Gharuan. He and his mother sustained injuries in the mishap. — TNS

Woman killed in accident

A woman sanitation worker of a hospital was killed in an accident in Sector 69 on Monday night. The victim, Sunita (18), hailed from UP and was staying in Sector 79. She was returning home on a bicycle when she was reportedly hit by a car. The car reportedly dragged the victim for some distance. The police have registered a case.

Robbery in Sec 44

More than a week after a robber entered the house of a teacher at Sector 44 at midnight and tried to molest her, the police today released the sketch of the suspect.

The robber after entering the house had looted Rs 2,000 and jewellery. He thrashed the woman’s children and even made efforts to outrage her modesty.

The police have released the sketch. The woman, who is employed as a teacher in a private school had claimed that the robber after gaining entry to her house, threatened her with sharp-edged weapons. The woman claimed that her children were also locked in their room.The woman said she locked the robber in a room and raised the alarm. When the neighbours reached and opened the door, the robber managed to escape.The police had registered a case under Section 354-A (assault or criminal force to woman with intent to outrage her modesty), 356 (assault or criminal force in attempt to commit theft of property carried by a person) and 380 of the IPC at the Sector 34 police station.

Tops list of students selected for youth exchange programme

Bisaj Sood, a student of Class XI at Government Model Senior Secondary School, Sector 19, here has topped the list of students in the sports category selected for the Japan East Asia Network of Exchange for Students and Youth (JENESYS), a youth exchange programme to be held in Japan.

Bisaj, a medical stream student, has been selected among the group of 74 students from all over the country on the basis of his meritorious sports performance. He had also participated in basketball national championship for three times and state championship for two times among others.

His credentials also include a bronze medal in the swimming championship in 2004, participation in football championship in 2006, third position in inter-school handball championship in 2012-13, and third position in sub-junior national ball championship.

Elated with the news of his selection under the basketball category, the city lad said: “My biggest inspiration has been my mother. She is a three-time national champion in basketball.”

An all-rounder, the city lad has been an active NCC cadet. He said: “I have also participated in academic competitions at the national level. I bagged meritorious positions in the national Olympiads of mathematics and chemistry and spelling competitions as well.”

His interest and talent is not only confined to sports and academics. He is also the lead guitarist of a local band, “Generation Break Down”. He has been a horse rider and an articulate speaker as well.

The other students selected from the UT in the sports and culture categories include Aryan Wadhera from St Kabir, Chirag Thakur from St John’s High School, Sandal Sabrang from Delhi Public School-40, Muskan Channa from St Joseph Senior Secondary School and Lochan Mridul from Jawahar Navodaya Vidyalaya.

Punjab lift Dhruv Pandove Trophy

The final of the fourth All-India Under-19 Dhruv Pandove Trophy between Punjab and Madhya Pradesh ended in a draw in Patiala today, but Punjab were declared the winners on the basis of their first innings lead.

Punjab had bowled out Madhya Pradesh for 180 and then amassed 370 in their first innings, gaining a lead of 190 at the Dhruv Pandove Stadium. In their second innings, Madhya Pradesh were 119 for 2 in 29 overs when the match ended.

Sanvir Singh of Punjab won the Man of the Match award for his brilliant century (128) in the first innings. He was also named the best batsman of the tournament, while Punjab’s left-arm spinner Karan Bhargav was declared the best bowler. Mehul Singh and Nitish Gurjar of Madhya Pradesh were named the best all-rounder and best fielder, respectively.

Resuming at their overnight score of 281 for 2, Punjab plunged to 370 all out in 102.1 overs. Overnight unbeaten batsman Sanvir Singh added nine runs to his total before being snapped by Nitish Gurjar off Sagar Sharma for 128 off 208 balls, which included 13 boundaries and two sixes. Anmolpreet Singh also did not last long as he was caught by wicket-keeper Rahul Jain off Sagar Sharma for 48. Sagar Sharma bowled a nagging line and length to claim six wickets for 115 off 29.1 overs. Navneet Singh Virk scored 31 off 36 balls with two boundaries and one six.

Madhya Pradesh started their second innings on a dismal note as opener Rahul Jain was trapped in front by Hartejasvi Kapoor for one with the team score reading three. Then Arpit Gaur and Shivam Tiwari put on 96 runs for the second wicket before Tiwari was caught by Anmolpreet off Sukhwinder Singh for 37 off 70 balls, inclusive of one six. Salman Khan then joined Gaur and the two were together when the stumps were drawn. Gaur remained unbeaten on 70 off 79 balls with nine boundaries, while Salman was unbeaten on eight. For Punjab, Hartejasvi Kapoor and Sukhwinder Singh scalped one victim each.

Punjab Chief Secretary Sarvesh Kaushal presented the trophy and a cheque of Rs 1 lakh to Punjab skipper Anmolpreet Singh. Madhya Pradesh received the runners-up trophy and a cheque of Rs 50,000.

In the Inter-College Swimming (women’s) category, Kawalpreet Kaur from Government College for Girls, Ludhiana, bagged gold medal in all the events at the PU Swimming Pool in Chandigarh today.

Her contribution in the medal tally made her college bag the Panjab University Inter-College Swimming (Women’s) Tournament for the session 2014-15. Meanwhile, Guru Nanak Girls College, Ludhiana, KL SD College, Ludhiana, and PU Campus, Chandigarh, secured the second, third and fourth positions, respectively.

In the men’s category, host Panjab University Campus won the first position while DAV College, Chandigarh, GGDSD College, Chandigarh, and SGGS College, Chandigarh, secured the second, third and fourth positions, respectively.

Unseeded Naresh Badgujar through to quarters

Unseeded qualifier CHART trainee Naresh Badgujar upset fourth seed Ishaan Sethi to move into quarterfinals of the St Stephen’s School AITA Championship Series Tournament today.

After losing the first set 2-4, Naresh came back strongly to win the next set 4-1 and decider tie-breaker by conceding only one point. In the next match he will be facing his practice partner, CHART trainee, Shashikant Rajput who defeated CLTA trainee Aishwarya Goel 4-1, 4-2.

In another qualifier match, CHART trainee Bhupender Dahiya upset seventh seed Dipin Wadhwa in a closely contested match. Bhupender won the tie-breaker 9-7. Top seed Rishabh Sharda, second seed Calvin Golmei, third seed Sahishnu Sharma and fourth seed Neeraj Yashpaul all CLTA trainees moved into quarterfinals with straight set wins.

Dalbir Singh of Punjab upset eighth seed Savneet Singh Bajwa in a tie-breaker 7-2.

In the girls’ category, top seed Ashpreet Kaur Bajwa was fully extended by qualifier CHART trainee Nikita Kharangra. Ashpreet won 5-3, 5-4(5). Other two CHART trainees Bindu Kulhria and Princy Panchal also moved into quarterfinals. Bindu got walkover from Rahat Mangat. Princy defeated Anu Mor 4-2, 4-2. Second seed Harleen Kaur won by conceding only one game.

Third seed Shambhavi Tiwari also moved into quarterfinals by conceding only one game. Mansi Singh upset fifth seed Aditya Dogra 4-0, 4-2. All the matches scheduled for 9 am were delayed due to heavy rains and started from 12 noon onwards.

The match proved to be one of the toughest competitions of the tournament.

Varun from Shishu Niketan Model Senior Secondary School scored the decisive goal in the last five minutes of the game.
