Jalandhar, August 28 While the much-awaited scheme that has moved the country towards attaining 100 per cent financial inclusion got a huge response from government banks that were seen campaigning for it for the past few days in various slums and rural areas, many private banks had given a cold shoulder to the scheme by not doing any campaigning to increase their customer base from the downtrodden strata of society. According to Atul Gupta, branch manager of the State Bank of Patiala at Cool Road, they enrolled around 8,000 new customers on the first day of the programme. “We had organised enrolment camps in various places like the Bhargo camp area etc to woo customers. Since banks like us are committed to social cause, we would like to give all kinds of financial freedom to each and every citizen of our country,” said Gupta. He also said that most of the customers who had opened their account in the bank under the Jan-Dhan Yojana were migrant workers and if they wanted, their accounts, once made fully operational, could also be transferred to the respective banking branch in their native village also. Enthusiastic people were seen anxiously waiting for their turn to be the proud owner of a bank account in a government bank. Banks had also made ample arrangements to welcome their first-time guests who would now be included in the financial networking of the largest democracy in the world. Most of the banks had arranged for refreshments and had even installed television sets to showcase the live speech of Prime Minister Narendra Modi’s announcement to start the scheme at 4 pm at their counters installed outside their banks. Even people were seen amused to receive the special treatment arranged by the banks. While applauding the scheme, they felt that it was the first step towards their liberation from poverty. “It is a great scheme. Now, we can also get benefit of some financial schemes and loans announced by the government from time to time,” said Anand Kumar, a labourer hailing from Uttar Pradesh. A fast food vendor Dilip from Meerut also applauded the scheme by calling it a growth oriented scheme. “Earlier, we were not allowed to enter banks, but now, with the opening of the account in their bank, the staff has offered us seats and refreshments. It is a great feeling, as this is the first time that we have been treated like this in our lives,” said Dilip who has come with his many friends from Ahmedabad. Similarly, the State bank of India also reported to have enrolled around 4,000 new members on the first day of the programme. According to Gurpreet Kaur, Assistant General Manager at SBI, around 10 crore people are not connected with banking system in India. “To successfully launch this scheme, many new branches will be opened which will, in turn, create new jobs. This whole scheme is an attempt to remove poverty from India. Also, the direct benefit transfer (DBT) to bank accounts will be a tool to fight corruption.” Meanwhile, most of the private banks refused to comment on the response they received on the first day of the Jan-Dhan Yojana. Sources at some leading banks revealed that most of their branches had not received more than 50 to 100 customers on the first day of the scheme. |

Jalandhar, August 28 Soon the message spread and the school authorities took the boy to Military Hospital, where he was declared dead. Gurnoor’s father works as a manager at Haveli restaurant. His mother Harpreet Kaur was at home in Deep Nagar near the cantonment when she got the message from the school about the shocking incident. The relatives said that when they went to hospital they were told by the doctors to wait for 10 minutes and keep on praying till then. The deceased boy’s maternal aunt said, “Minutes later we were told that he was no more. We could not realise what had happened. Since the child had a cyst in the brain since his birth, we suspected that to be the reason. But at the cremation ground, we saw that the lips of the child had turned blue. We now regret for not having got his postmortem done.” The kin said this after returning from the cremation ground. Gurnoor’s mother was not in a state to talk. Principal of the school RK Loomba condoled the death of the child. He too went for the cremation. He said, “The boy went unconscious all of a sudden. We took him to hospital where the doctors tried to revive him. The family had already told us that he had a cyst in his brain and that he should not be made to exert himself, be taken in the sun or run around too much. But today as the lunch break was on, the child had been running around on his own and collapsed.” Defence PRO Naresh Vig said it was for the police to investigate as to what had happened. SHO Jalandhar Cantonment Inspector Balwinder Singh said it was a natural death. “The boy had a history of getting faint. Today was just another episode. There was no evidence of him having got electrocuted,” he said. |
Auto bundled with 15 school kids caught by police
Jalandhar, August 28 Tirlok Singh, assistant sub-inspector (ASI), traffic wing, said the auto was spotted at Nakodar chowk. “We were stunned to find that as many as 15 students were bundled in the auto. When I contacted the principal of Government Senior Secondary School, Atta village in Goraya he, instead of agreeing that there was negligence, asked me not to take any action and let the auto and students go scot-free. I issued overloading challan to the auto puller for serious violation,” Singh added. “When I warned the school principal not to send school kids like this in future, the principal replied that the government was paying only Rs 500 for the transportation of school kids to the sports event spot in Jalandhar, so it was not possible for them to arrange a bigger vehicle to ferry the students” traffic ASI Singh said. Interestingly, a school teacher, was also accompanying the children in the overloaded auto, and he also didn’t oppose the move. Yesterday also, the traffic police had caught a “chota hathi” at Nakodar chowk in which 26 students of Guru Har Rai Khalsa Senior Secondary School Goraya were bundled and the same auto was impounded by the traffic wing. These students were also heading to Burton Park to participate in the sports event. |
Woman gets life term for killing paramour
Jalandhar, August 28 Interestingly, then giving the reason for killing her paramour with whom she had been reportedly in relationship for years, the woman had confessed before the police that the former was making indecent advances towards her daughter for sometime, which was objectionable to her. As part of the conspiracy, Dolli had called her paramour to her home and served him some drink laced with sedatives. When the victim started losing consciousness, she, along with her son and daughter, strangulated him to death with a duppata. Later, they hanged the body with a ceiling fan to give the impression to the police that it was not murder but suicide. Interestingly, after committing the crime, the accused also called up police control room and said that the man had hanged himself to death at their place. However, during preliminary investigation, the woman confessed that Aman had not committed suicide but she had killed him. |
Without masks, health hazards stare traffic cops in face
Jalandhar, August 28 Even traffic officials confirmed that despite requesting the traffic department to issue masks, nothing had been done by the department in this regard for long. “The department is saying that they have placed requests for face masks, but the department’s stock is empty,” the officials added. It has been noticed that not even a single traffic cop deployed at some of the busiest intersections of the city including BSF Chowk, PAP Chowk, Football Chowk, outside ISBT, Rama Mandi Chowk, Pathankot Chowk, BMC Chowk, Gurunanak Mission Chowk, was wearing a mask. When we perform traffic duty without wearing masks, we are exposed to various health hazards caused by vehicular pollution and dust like respiratory infections, heart diseases, asthma and lung cancer etc, said a cop on duty. Some of the cops even said they were so tired of performing traffic duty that they were seeking transfer from the traffic wing to some other department. “It is really tough to do duty for eight long hours under the direct risk of pollution and dust. Many of our counterparts are facing respiratory problems like asthma, coughing, wheezing and if we continue to work under such conditions, we may face the problem of lung cancer as well,” a traffic cop said. ACP, Traffic, Dalbir Singh Buttar, when asked why traffic cops were not wearing masks said there was a shortage of face masks with the traffic wing, but they had already placed their demand regarding the shortage of the masks before the senior police officials. “Whenever we get the supply of face masks, the cops will start performing the duty by wearing the same,” the ACP added. |

Jalandhar, August 28 Congress councillor from ward No. 57 Balraj Thakur today filed written objections. In his representation to RO Jalandhar Cantonment, he has written, “The reorganisation of the constituencies was done in 2006. Jalandhar cantonment was created by excluding various parts of the Jalandhar Central constituency and including various areas of Old Jalandhar South. The voters lists were made on computers from old lists by cut, copy and paste method due to which many discrepancies developed in the new lists.” The councillor demanded that new blocks of constituencies should be created. He suggested that even the lists of the booths and polling stations should be revised. He has proposed that the residents of the Green Model Town area should not be made to go to a far-away booth at Ravindra Day Boarding Public School on Cool Road and instead a new booth should be set up at Innocent Hearts School in the same colony. He has suggested that the residents of Kewal Vihar, Parkash Nagar, Latiffpura, Guru Nagar, Rishi Nagar and Dada Nagar should be all attached with the new booth, relieving them of the inconvenience to go far to cast vote. Thakur also suggested that the residents of New Jawahar Nagar should be attached with the polling station at Government Elementary School in the same colony instead of being made to walk down to different polling stations in Gurjaipal Nagar or the PWD office in Model Town. He said even the residents of Green Model Town were much confused, as their colony was linked to at least four polling booths at different locations - Prakashwati Sarvhitkari Vidyalaya, Keshav Nagar, Zenith Public School, SD Junior Model School Vasant Vihar and Ravindra Day Boarding School. Balraj also sought the change of location of polling booth for the residents of Buta Mandi. “They are being made to go to the office of the Punjab Water Supply and Sewage Board while there is a polling station within their colony at Government Primary School Buta Mandi. While the residents of this colony are going outside, those from Housing Board Colony, Kewal Vihar, Dera Satkartar, Masand Chowk and Model Town have to come here to cast vote,” he pointed out, giving complete lists. |

Jalandhar, August 28 The various decisions taken in the meeting include the one saying the streetlight patrollers of the MC would go to the complaint point, check whether the complaint received online or on phone regarding a non-functional point had been rectified and report to the councillor concerned within three days. He said only after the councillor's satisfaction report would such a complaint be marked as resolved. He said there would be no compromise on the matter and the officers would be made accountable for any lapse even after three days. Bhatia also directed the contractors present at the meeting to put up display boards in all wards listing their own names and phone numbers and even those of linemen so that they are reachable to them and could be contacted at any time of the day. He said that such boards should be put up within a fortnight. The Senior Deputy Mayor also said that the linemen must wear a uniform as has been mentioned in the agreement so that they are easily identified by the residents. He said the poles have to be painted which too must be done in a fortnight. The Senior Deputy Mayor said a penalty of Rs 29 lakh had been imposed on the contractors earlier and in case there is any dereliction or deviation from the points listed in the contract, it could even lead to its termination and blacklisting by the MC after which they would not even be allowed to work anywhere in Punjab. He said that he hoped that after such harsh steps, there would be some positive changes in the functioning of the streetlights. |

Stop collection of octroi: Santokh Singh
Jalandhar, August 28 The Congress MP has written, "It has been a long pending demand of the residents of the Cantonment Board Jalandhar to suspend the collection of octroi ever since it was abolished in the state in the year 2006. As such, an immediate necessary action in the matter would be deemed a great relief to the residents, who are otherwise being made to pay both octroi as well as VAT. I approached the Defence Ministry on the issue of suspending the collection of octroi within Jalandhar Cantonment limits and have been apprised by the authorities that the suspension of octroi on goods, within the limits of Jalandhar Cantonment can be done in lieu of compensation from the state government as per the pattern of other municipalities in the state and an agreement to this effect is to be executed between the government of Punjab and Cantonment Board, Jalandhar, for which the gazette notification has been made." He has further elaborated, "Replying to question number 973 on November 30, 2011 on this issue in the Rajya Sabha, the then Defence Minister A.K. Antony had categorically stated that the draft notification regarding stopping collection of octroi by Cantonment Board Jalandhar, has already been approved by the government. I presume, that now the Cantonment Board has already forwarded the Draft Agreement duly approved by the Director General Defence Estates to the concerned Punjab Government Department for its necessary approval."
