Amritsar, August 6 The residents alleged that even after repeated complaints to the Powercom authorities, nobody came to repair the transformer. Among those killed were Jaskaran Singh (32), Dilbagh Singh (35) and Malkeet Singh (32), all residents of the same village. According to information, the electricity transformer on the village peripheral route had developed a snag, which was causing continuous power disruption. After repeated complaints to the authorities to rectify the snag fell on deaf ears, the electrocution victims decided to repair it. Malkeet Singh tried to switch off the power connection of the transformer, but it was very tight and, therefore, Jaskaran and Dilbagh tried to help him. The handle of the switch accidentally touched the power lines which caused an intensive power shock to them, leading to their instant death. Harvinder Singh, former sarpanch of the village and former chairman of the Market Committee Majitha, pointed out that it was due to the negligent attitude of the PSPCL authorities that the incident happened. He said the village had two main transformers — one was meant for the tube well connections while the other was providing 24-hour supply to the homes in the village. He said the Powercom officials had illegally connected certain tube well connections to the residential power line, due to which power was often disrupted. He said the villagers had complained to Powercom officials in this connection, but they bothered little. Harsimrat Singh, DSP, Majitha, said that action had been initiated under Section 174 of the CrPC. He said post-mortem examinations would be conducted tomorrow. Chief Engineer, border zone of PSPCL, could not be contacted for his comments despite repeated attempts. |

Local youth dies in Hong Kong, family for probe
Amritsar, August 6 He said that Harmanpreet was serving a sentence in connection with a murder case. He was subjected to inhuman torture due to which, he lost his mental balance. The family suspected that he was murdered during his imprisonment as his body bore injury marks when it was transported to India and handed over to the family. While giving details, he alleged that his son helped an Indian girl, who was forced into a flesh trade racket by fake travel agents. While they were escaping, several goons attacked them. He claimed that Harmanpreet retaliated with a sharp-edged weapon in self-defence and in order to save the girl. An accused died in the incident, for which Harmanpreet was sentenced for 24 years, which were later reduced to 20 years. Dilbagh said that his son had applied for his transfer from the Hong Kong jail to an Indian jail under the provisions of an agreement of transfer of sentenced persons between the governments of Hong Kong and India. He said he met various politicians and the then foreign minister besides local political leaders for their help but in vain. He alleged that during imprisonment, Harmanpreet was subjected to mental and physical torture due to which he lost his senses and was later transferred to a mental hospital. However, he alleged, that the authorities concerned in Hong Kong did not bother to inform the family about this. Later, they were informed that Harmanpreet had committed suicide. Dilbagh urged the government to hold an impartial probe by an independent agency into the death of his son, who, he claimed, lost his life for saving the honour of an Indian girl in a foreign land. |

DTO to apply norms for school buses

Amritsar, August 6 DTO Lovejeet Kalsi said her office was prepared, according to the norms, to make the administration of private schools endorse complete responsibility of any accident involving school transport. She said that a meeting over safety in school transport would be called with principals of all private schools after the conclusion of Independence Day celebrations. It is learnt that the Regional Transport Office is deliberating on directing managements of all private public schools to give in writing that their buses were completely fit and in case of any accident, they would be responsible. According to the transport norms, drivers operating school buses or vans should possess heavy-vehicle licences with a minimum of 10 years’ driving experience. The guidelines emphasise that buses and vans should not be loaded with students beyond the stipulated seating capacity. All seats must be fixed with safety belts, buses must be painted in yellow colour, these must have first-aid boxes, emergency gates even from the roof top of vehicles. |

IT Dept denies information to RTI applicant
Amritsar, August 6 The reply has been given after an employee at the Zonal Accounts Office, Pramindra Kumar, secured orders from the Central Information Commission, instructing the department to provide information to the applicant. Talking to The Tribune, Kumar said, “It was after a year’s work that the CIC instructed the office to supply information. Now, the office says that the application is not available as the person concerned has been changed from his post.” Kumar had sought information regarding the allottees of quarters at Income Tax Colony on the Lawrence road. “The local IT office had denied information on the ground
that the information sought will serve no public interest,” said Kumar, who later approached the State Information Commission and subsequently the Central Information Commission. “In reality, the department is not ready to supply the information, as some quarters have been
allotted to undeserving candidates,” said Kumar whose request for allotment of a quarter was rejected as a consequence of which he filed the RTI application to seek details of all allottees. He reasoned that whenever an employee is transferred or retires, the officials papers in his or her custody are passed on to the next in line. “Even as the government had provided the RTI facility, the office is trying all means to delay the information as long as possible,” said Kumar. He said the official letter sent to him by the department stated that the information would be provided as soon as the original copy of the RTI application is traced or its copy is received from the applicant. |

Tirathpur govt school sets up green campus
Amritsar, August 6 Now, the school has been directed under the campaign to make rural people aware of bio-diversity. The school is running a primary school club, namely Village Science Club, Government Primary School, Tirathpur. The objective of the project is bio-conservation. The Ministry of Environment and Forests has been conducting National Environment Awareness Campaigns (NEACs) every year since 1986 to create environmental awareness among the general masses. The campaigns are being conducted by the ministry with the help and active participation of non-government organisations, education and training institutions, professional associations, scientific bodies, community organisations and several official agencies. These bodies organise programmes for creating environmental awareness at the local, regional and national levels. The 25-member Village Science Club at Tirathpur has been awakening and educating nearly 500 natives of the village regarding the importance of natural resources, flora and fauna available around us. The club, turned the 500-metre sq village school land, previously under the bushes, into a beautiful garden, a few years ago. Club coordinator Pankaj Sharma, a teacher at the school, said since he joined the institute, he had been receiving complaints from schoolchildren of snake sightings. The matter perturbed him as he also noticed the reptiles in the school, but there was no mechanism to curtail their movements as they swiftly vanished into the bushes. Some dwellers of the village, namely Nihang Pritam Singh, a former panchayat member, sarpanch Jarnail Singh, Balwant Singh, Sukhdev Singh, Maninder Kaur and 21 students of the school came together and cleared the land from the unwanted growth of bushes. A farmer, Balwant Singh, chipped in by supplying ornamental plants, vegetables and medicinal saplings to plant on the land. Now, beautiful flowers spread over the school offer a pleasant look. The facelift revived the lost link between the villagers and the five-decade old school. “With material progress, a majority of villagers send their wards to the private schools in the main city. The facelift and the associated campaign to make them aware of their immediate environment beckoned them to pay a visit to the old school,” Sharma added. The organically grown vegetables are being used in mid-day meal to provide a nutritious diet to the students. For fertiliser, cattle dung and ash of burnt cow dung are used. However, the road to success was beset with troubles. There was invariably a lurking fear of the saplings being consumed by roaming animals, as the school boundary wall was broken. The solution was found in assigning a group of students to alternatively guard the place after school hours. |

City comedy artistes reign on television
Amritsar, August 6 So, as the list of the city’s very own artistes like Bharti Singh, Sudesh Lahiri, Chandan Prabhakar, Rajiv Thakur, Kapil Sharma and Gurpreet Ghuggi is growing with every laughing hour, here’s another one on the way. Sugandha Mishra, who features on SAB TV’s latest comedy show, “Tu Mere Agal Bagal Hai” along with Alok Nath, Supriya Pathak, Apra Mehta and Rajesh Kumar, was recently in the city to promote the show. She was accompanied by actors Rajesh ‘”Roshesh’’ Kumar and Shweta Gulati. SAB TV’s latest offering, “Tu Mere Agal Bagal Hai”, brings the concept of comedy theatre to the television audience. The show, already on air, and creating a buzz, will merge the family show into a comedy show. The star cast of the show was recently in Amritsar to promote it and the highlight was Sugandha being one of the main stars of the show. “There is something in the air, water and food of this city that makes people here special, positive and happy-go-lucky. The popular bunch of comedy artistes in Mumbai have now formed a community and whenever we are shooting, it’s like we are never away from home,” says Sugandha. She has also featured in “Comedy Nights with Kapil” and believes that more actors from Amritsar are becoming successful, facilitating better opportunities for the younger lot. “I consider myself quite young as compared to artistes like Ghuggi and Kapil Sharma. Through their shows, they have given a platform to more artistes from the city.” As for her new show, she says, “Consider it as a fictional show in a stand-up comedy format, performed in the presence of a live audience.” Sugandha plays the role of a struggler aiming to be a superstar on the show. “It’s quite lively as it’s like a live theatre experience and one gets to improvise or act out randomly, which enhances the level of your performance,” she said. The show brings in innovative elements on stage in terms of set design, situational comedy, character-based humour and storyline. “It has a set-up of a bungalow, with characters living as tenants and the comical experiences that they go through every day. The intimate setting with a live audience is like an experiment and we hope it works well,” explained actor Rajesh Kumar. The stars of the show who were present agreed to the fact that comedy was like social work in today’s times. They are excited to explore the impromptu act on the screen. The show refrains from any physical or loud comedy or gags, maintains Rajesh. |

Residents lament poor civic conditions
Amritsar, August 6 A senior citizen and resident of the area, Swaranjit Singh, in a communiqué requested that the board’s office be shifted out of the cantonment area so that any civilian could interact with board officials. He said at many places cemented covers over sewerage drains were broken. At one such open drain, carcass of a dog had been lying for the past few days. Repeated requests to remove the same had fallen on deaf ears. He said menace of stray dogs had become acute. Citing the cantonment norms and regulations, they must be caught and put in locked homes, besides feeding them for survival, he added. He recalled the time when the canotment board president used to visit the area twice a week to take stock of the prevailing situation. He stressed on reviving the same practice again. Another resident, Ranjit AE Singh, said, the entry from Ajnala Road into cantonment was partially blocked by pillars. Two-wheelers were entering the lane through pedestrian path. It inconvenienced people who moved on foot. He blamed safai karamcharis for burning the refuse after cleaning the area. He said it was affecting the green vegetation of the area. When these employees were asked to shun this practice they replied that the board was not giving them any equipment to remove the waste. Ranjit said the telephone at the board’s office was of no use as nobody answered the phone. The residents of the area have also written about their grievances to the president of the Amritsar Cantonment Board. |

Dismissed cops sent to police custody
Amritsar, August 6 Among those who surrendered before the court, include dismissed inspector Narang Singh and three head constables Jagjit Singh, Lakhwinder Singh and Gurpreet Singh while ASI Baljit Singh, who is still evading arrest, has been declared a proclaimed offender by the court. Bikramjit, a murder convict, was allegedly kidnapped by the policemen belonging to Counter Intelligence Wing on May 5 from Guru Nanak Dev Hospital, where he was admitted due to some orthopaedic problem. He was allegedly tortured to death in the illegal police custody. His body was recovered in a canal falling in the jurisdiction of Kiratpur Sahib police on May 8. The police cremated the body on May 13 after keeping it for identification five days. The police have booked 13 persons, including 12 policemen and a police tout on charges of kidnapping, murder, destroying evidence and a criminal conspiracy. Out of these 12 policemen, seven were arrested earlier while Jagtar Singh alias Kanshi, the police tout was nabbed on June 21. During investigations the police nabbed another person identified as Deep Raj, a resident of Qadian, on charges of criminal conspiracy in the case following investigations. The accused cops had used his building during illegal detention and interrogation of Bikramjit Singh, a jail inmate, who was allegedly tortured to death. |

DAV International School organises annual awards function
Amritsar, August 6 Dr Parashar inaugurated the elevator and the cafeteria on the school premises. The celebration commenced with an earth anthem followed by the lighting of sacred lamp. School Principal Anjana Gupta welcomed guests and presented a brief annual report, focusing on the achievements of the school. A play, ‘Lakshay- the ultimate objective’, was presented by around 500 school students. They enthralled the audience with a fusion dance, an amalgam of various dance forms. The annual magazine of the school, ‘Pratha’ based on the theme ‘save water’ was also released by the chief guest. In her presidential address, Dr Parashar stressed on the need of inculcating compassion among students and prepare them for challenges of life. The school Principal thanked the chief guest attending the function. Achievers, both individuals and teams, were honoured with trophies and certificates by the chief guest, management and the Principal. The school also awarded late Dr Urmila Lakhanpal memorial scholarship and late Dr Sameen Singh memorial scholarship to meritorious students. Sewing machines and uniforms were distributed among girls and underprivileged children, who are receiving vocational training and education from the two service units of the school, Nav Chetna and Nav Prerna, respectively. Chairman of the school, Dr VP Lakhanpal, proposed a vote of thanks. Remove illegal rehris: Residents
Amritsar, August 6 The MC had removed a few rehris from Hukam Singh Road yesterday. An organisation of migrants had staged protest against the drive. The residents said instead of succumbing to unjustified demands of any organisation, the rule of law must prevail. A city resident, BR Preenja, said, “Instead of making it an issue, the NGOs and common people must support the cause.” He said the administration should also motivate rehriwalas to move to designated spaces instead of doing business on roads. Though every man had a right to earn livelihood it could not be done at expense of inconvenience to others, he added. The residents want the MC to continue with its drive impartially. “The MC employees should not be selective in their approach towards removing rehris. If they have initiated it, then they should spare no one, otherwise the situation will revert back to square one after a few days,” stated an advocate, Kuljit Singh. He said the people who indulged in mass encroachments should be dealt with sternly by the MC. “A large portion of the road on both the sides is occupied by the rehris. Even shopkeepers have stacked their goods on footpaths for display,” added Kuljit. A student, Gurdev Preet Singh, said, “It requires a strong will to complete any such drive. One or other section will always criticise any move initiated with good intentions.” He said people could oppose the drive against rhehriwalas on the ground that the MC was not taking action against big hotels and powerful men. “How can we expect the MC to take action against big and powerful if it cannot even ask rehriwalas to follow the norms,” said

One held for impersonation
Amritsar, August 6 According to information, he was intercepted by a patrolling party near BK Dutt Chowk. When policemen asked him to show his documents, he identified himself as inspector Prithvi Raj, in charge Traffic Zone-II.
However, he failed to produce any document to substantiate his claim when the police team got suspicious of his identity after he showed a visiting card. During search the police also found 170 intoxicant tablets from his possession. A case was registered under Section 170 of the IPC and Sections 21/61/85 of the NDPS Act in this regard. Meanwhile, the police nabbed six persons for allegedly possessing narcotic substances. Among those arrested include Rahul of Guru Ram Dass Nagar with 40 gm heroin, Ashok Kumar of Dhab Khatikan with 120 capsules, Ajay Pal Singh of Bhai Lalo Ji Nagar with 15 injections, Sandeep Singh of Madiala with 5 gm heroin, Karan Nishant of Ek Roop Avenue with 100 capsules and Sonu of Baba Deep Singh Colony with 75 gm intoxicant powder. The Civil Lines police today claimed to have arrested two gangsters belonging to Ajgar group of Tarn Taran in connection with the firing incident near court complex, near Ranjit Avenue area, a couple of days ago. Amritsar: A student of BBK DAV College, Jyoti Sharma, bagged top position in bachelor of journalism and mass communication (fourth semester) examination conducted by Guru Nanak Dev University in May this year.
