ASI’s suicide: Three cops, two scribes declared POs

The court of the JMIC has declared three policemen and two journalists as proclaimed offenders in the infamous ASI Karan Singh suicide case.

Those declared proclaimed offenders are inspector Suresh Kumar, his constable-wife Sangeeta, ASI Jagmal and journalists Anil Gupta and Mukesh Luthra.

The ASI had shot himself inside the Parov police station in Ambala district on November 28, 2013, hours after an FIR was registered against him on charges of rape. He left behind a four-page suicide note written in Hindi claiming innocence and blamed seven persons - three police personnel, two journalists, the complainant and the historysheeter - for creating circumstances that forced him to end his life.

While two other accused in the case, including complainant Balwinder Kaur and historysheeter Anil Rana have already been arrested, these accused could not be arrested. A local court had on December 10, 2013, issued arrest warrants against the five.

The ASI alleged the seven accused were using Balwinder against him and he was experiencing immense mental harassment. He said Balwinder Kaur of Seewan Majra village had approached him when he was posted at Barara police station two years back and filed a complaint against one Raju of the same village for having sexually exploited her.

He said before he could register an FIR, Balwinder and Raju reached a compromise before the village panchayat and she withdrew the complaint.

After some days, Karan Singh found out Balwinder had filed a complaint against him with his seniors, alleging he had raped her when she had gone to complain against Raju.

Following this, two inquiries were marked against Karan Singh, which were conducted separately by the Barara ACP and the Ambala Cantonment ACP. Both gave him a clean chit.

However, Balwinder moved court, which ordered the district police to register a case against the ASI and investigate after which Karan Singh committed suicide.

Cops thrash, drag girl by hair in Sirsa

An 18-year-old girl was allegedly thrashed and dragged by hair by two policemen, who had gone to her house in a hamlet near Jeewan Nagar to arrest her father yesterday.

The victim is undergoing treatment at the Sirsa General Hospital for the injuries sustained in the alleged police brutality.

The police, however, denied allegations. They maintained that the girl had been enacting a drama to save her father, who is wanted in a case of encroachment of property.

“Two policemen came to our house on a motorcycle around 6 pm yesterday. I was alone and they asked the whereabouts of my father. I told them I had no idea where my father had gone. They called up the SHO and later asked me to accompany them to the police station. When I refused, they thrashed and dragged me by my hair,” the victim alleged.

She said she cried in pain but the policemen did not relent. They dragged her till she became unconscious due to pain and fear.

The victim has got her medico legal report and will approach the authorities against the police highhandedness.

Dalip Singh, SHO, Rania police station, however, said the allegations were false and it was attempt to save her father, Gurmej Singh.

Police ‘brutality’

Accused minister takes link road to skip rape victim's village

In the eye of a storm after a Jaipur court issued a summons against him in a case of rape, Union Minister for Chemical and Fertilisers Nihal Chand Meghwal took a dilapidated link road to skip the rape victim's village, Aboobshahr in Sirsa, on his way to his Sri Ganganagar parliamentary constituency last evening.

The minister, whose official vehicle reached Dabwali town of Sirsa in the evening, did not take the usual Dabwali-Chautala-Abbobshahr-Sangharia highway for going to Sri Ganganagar.

Instead, the minister, whose vehicle was escorted by a police vehicle, was taken through the Sitoguna-Lambi link road falling in Punjab.

The route is not only longer than the Dabwali-Aboobshahr- angharia-Sri Ganganagar highway, but also a relatively narrow road which is in a state of disrepair.

Earlier, Meghwal had a stopover at Fatehabad for a cup of tea while on his way from Delhi to Sri Ganganagar via Sirsa-Dabwali.

However, instead of halting in the PWD Rest House, where central and the state ministers normally stay, Meghwal stopped at a little known small roadside dhaba on the outskirts of Fatehabad town on Sirsa road.

The minister's travel was kept a closely guarded secret by the authorities as they were apprehending demonstrations against him.

Sources in the district police revealed that they received information about the minister's movement at the last stage. They did not have any news as to when Meghwal would travel back to Delhi.

State Congress president Ashok Tanwar's wife Avantika Maken Tanwar had led demonstration against Meghwal and Sirsa, Dabwali and Kalanwali and burnt the minister's effigies on June 15 and 16.

Avantika, who met family members of the victim at Aboobshahr village , alleged that the minister was misusing his position to intimidate the victim's family and was putting pressure on them to withdraw the case.

She said Congress workers would hold demonstrations against Meghwal at Rania and Ellenabad on June 20 and at Ratia and Fatehabad on June 21.

Taking detour

BJP may delay decision on pact with HJC

The BJP is likely to delay its decision on the fate of its alliance with Kuldeep Bishnoi’s HJC for a few days.

A meeting of the state committee of the BJP is scheduled in Kurukshetra on June 21 and 22, where the party will discuss the issue again. The party's MPs, MLAs, office-bearers of the state BJP and its morchas will participate.

Earlier, BJP MPs, state unit president, former presidents and other leaders had conveyed their sentiments to party president Rajnath Singh in a meeting in Delhi last week.

“While some others may have different views, a majority of the BJP leaders in Haryana are of the view that for achieving the goal of Congress-mukt Haryana, the two parties should work together by leaving aside egos,” said former minister Ganeshi Lal, convener of the coordination committee of the BJP-HJC alliance in Haryana.

"We are of the view that Kuldeep Bishnoi should be respectably placed and at the same time the HJC supremo should also understand that harping on the same old conditions of 45 seats each and the CM's post for the first two-and-a-half years will not do in the changed circumstances," he said advising Bishnoi to merge his party into the BJP.

“He should not be adamant on a two-and-a-half-year term. Tomorrow, if he proves himself in the BJP, who knows he could be the CM for a full term at any stage," Ganeshi Lal said.

Jhajjar, June 18
An undertrial admitted to the Jhajjar General Hospital fled last night. Three policemen, including an assistant sub inspector, deputed to keep a watch on him have been booked for dereliction of duty.

Sneh alias Kalia of Bhiwani’s Balkara village was lodged in the district jail at Dulina village here in connection with a murder in June 2012.

He was hospitalised yesterday after he complained of pain in the stomach.

Around midnight, Sneh went to answer nature’s call. Taking advantage of the alleged leniency of the three cops, he managed to escape, sources said.

The cops informed their seniors about the incident today morning when they could not find Sneh in the hospital.

Since a special ward has been set up for prisoners in the hospital, the incident has raised a question mark over the role of the policemen on duty.

ASI Balraj Singh, head constable Leelu Ram and constable Devender have been booked under sections 223 and 224 of the Indian Penal Code.

“The negligence on part of the cops cannot be ignored,” said Jhajjar SP Balbir Singh. He said three police teams had been constituted to raid possible hideouts of the absconding prisoner.

Day after start of paddy planting, cyclic closure of canals in Ratia

Farmers of the paddy-growing Ratia area of Fatehabad are piqued over the Irrigation Department’s decision to order closure of canals passing through the area for 15 days, starting from Monday, a day after the plantation of paddy began in Haryana.

“Water supply to major canals passing through the Ratia area- Ratia Branch, Sukhchain Minor, Rattakhera Branch, Munshiwala Minor, Ratia Sub Branch, Dadupur Branch, Nagpur Branch and Khunan Branch- have been closed from Monday,” said Gurbachan Singh and Malkiat Singh, office-bearers of the Kisan Sangharsh Samiti.

Transplantation of paddy was banned in Haryana till June 15 to conserve ground water. As per the Agriculture Department, 4,500 litre water is needed to produce 1 kg rice, if paddy is planted before June 15, as the weather is hot and dry. However, the consumption is reduced to 1,500 litres per 1 kg for paddy transplanted after June 15, as the climate becomes humid by then.

However, a day after the paddy season began in Haryana the Irrigation Department ordered the routine cyclic closure of canals for 15 days in Ratia subdivision, causing hardships to farmers. The water will flow in these canals from July 1.

“The transplantation of paddy entirely depends on water. In the absence of canal water, the crop will suffer and we will have to spend too much on electricity for running tube wells,” said Malkiat Singh. He said the department could have changed the schedule to provide water to farmers when they needed it the most.

Bhola Singh, a farmer who has four acres of land and totally depends on canal water, said small farmers would have to bear the brunt.

"I have no option but to purchase water from my neighbouring farmer. With other farmers too busy flooding their fields with water to transplant paddy, it will be very difficult for me to get water for my fields even after paying for it," he added.

Satish Jinawa, executive engineer of the Irrigation Department at Fatehabad, said all canals had been distributed in two groups for cyclic closure and it was a mere coincidence that canals falling under Ratia area have been closed coinciding with the plantation of paddy.

Frequent power cuts irk patients in Ambala

Frequent and unscheduled power cuts in the city are causing inconvenience to the patients in the Civil Hospital.

Some of the wards where cross-ventilation is not available the patients are the worst affected.

A few years ago, it was planned to connect hospital’s power connection with the hotline so that in case of power failure, the patients might not suffer. The plan could not be materialised. The hospital remains without power for hours in the summer.

The hospital is equipped with two generators, but they hardly work. Blame it on improper maintenance. Sometimes, the generators remain unused for the want of diesel.

The situation in residential colonies is no better. Unscheduled outages have raised their hackles. Recently residents of Manav Chowk area had blocked the Ambala-Hisar highway for three hours. People say that employees at the complaint office do not attend their calls when the supply is snapped.

A senior officer of the UHBVN he said the discom had been supplying sufficient power to urban as well as rural areas. He claimed that there was no power cut in the district, as the discom had surplus power for the summer.

Water shortage doubles summer miseries

With mercury soaring, residents of several areas of Sirsa and Fatehabad are faced with problems of scarcity of water and supply of contaminated water.

Residents of ward no.14 of Sirsa are facing an acute scarcity of drinking water.

Residents of the ward, where the ancestral house of Sirsa MLA Gopal Kanda is situated, have been purchasing water from tankers.

They alleged that the water tank from which they get their supply is filled with silt and algae, but the Public Health Engineering officials have not been paying heed to the problem.

Irked by supply of contaminated drinking water, residents held demonstration at Kharakheri village in Fatehabad.

Man held for taking bribe

Sonepat, June 18
The economic wing of the Sonepat police has arrested Randeep of Atta village in Panipat district for allegedly taking bribe of Rs 11.50 lakh in 2011 to get Kavinder of Murlana village selected as taxation inspector in the state government services.

He was today produced in court and sent to police custody.

Kavinder alleged that Randeep and his wife, Poonam, and Kaptan of Murthal had taken ~11.5 lakh from him for the purpose in 2011. He alleged that the accused neither got him selected as taxation inspector, nor refunded the amount.

In another case, the police arrested Dilbag Singh of Rohad village in Rohtak district for allegedly issuing a fake diploma certificate of an ITI to Vishal of Sonepat.

Vishal had lodged a complaint on May 8 that Dilbag as the director and Naveen as principal of the National ITI, Gohana, issued him a fake diploma certificate. He was sent in judicial custody. — OC

Coop banks to issue credit cards to farmers

For the first time, now the cooperative banks in Haryana would also provide credit cards to farmers as Chief Minister Bhupinder Singh Hooda would launch a new scheme known as ‘Rupay KCC Card’ on July 12, on the occasion of foundation day of National Bank for Agriculture and Rural Development (NABARD). This state wide scheme will be launched from Cooperative Bank of Ambala in Ambala by issuing such cards to five farmers.

On the same day, Hooda would also introduce a new scheme ‘Dairy Area Development Scheme’ for dairy owners. It aims at developing dairy through ultramodern scientific methods to make dairy business more profitable. The card would be similar to ATM cards which farmers can use at any ATM. The banks would also provide finance to dairy owners adopting ultramodern scientific methods. — TNS

Boy loses way, handed over to K’shetra police

A taxi driver handed over a 10-year-old boy, roaming at the Shahabad taxi stand, to the police today.

The boy, identified as Manjeet, is a native of West Bengal. According to him, his father’s name is Shibu while mother’s name is Poonam.

He told the police that his mother lived with his grandfather (maternal) in Delhi. “My grandfather engaged me as a household worker in a big house. The house owner used to beat me up and kept me hungry. One night, I ran out in search of my mother. It has been three months since and I haven’t found my mother,” Manjeet told the police.

He reached Ambala Cantt by train and later reached Shahabad by a tractor, the police said.

Shahabad Assistant Sub-inspector (ASI) Sartaj Singh said the police had approached the Delhi control room and other police stations there, but there had been no information so far.

The boy was produced before the Juvenile Justice Board, from where he was sent to the Baal Asharm in Ladwa.

CM mourns Cong leader’s death

Chief Minister Bhupinder Singh Hooda visited Dhatrath village this evening to offer condolences to the family of a Congress leader, who died in a road accident on June 12.

Hooda interacted with all family members of Shamsher Singh Dhatrath, a former member of the Zila Parishad. He assured them all possible help at the personal and party levels. “Shamsher was a dedicated soldier of the Congress and played a big role in making the party stronger in Jind district,” said Hooda.

9 suspended policemen reinstated

Within three days of suspending nine policemen for dereliction of duty, Sirsa SP Mitesh Jain has reinstated all of them.

A police spokesperson said today that the departmental inquiry against them would, however, continue. The suspension orders had drawn flak of the Haryana Police Sangthan, an association of police personnel.

The organisation had threatened to start agitation after Jain suspended nine policemen from service after they were found absent from duty during a surprise checking of City Police Station here on the night of June 13.

Jain, who joined as new SP of Sirsa district a few days ago, went to check functioning of the City Police Station in Sirsa at 10 pm on that night, where he found several policemen missing from their duty.

The cops who were suspended by the SP and have been reinstated yesterday are — ASI Daya Kishan, ASI Satish Kumar, Head Constables Bhal Singh, Mohan Lal and Darshna Devi and constables Pawan Kumar, Gurcharan Singh, Sumit Kumar and Kuldeep.

Chautala moves HC for extension of bail

New Delhi, June 18
Former Haryana Chief Minister OP Chautala today pleaded with the Delhi High Court to extend his bail by four weeks in view of his ill health. On June 3, the HC had granted him bail for three weeks to enable him to attend the funeral of his younger brother, Pratap Singh, and other rituals.

A Bench comprising Justices S Mridul and Sunita Gupta agreed to hear the plea when advocates RK Anand and Amit Sahni sought an early hearing as Chautala had been admitted to the intensive care unit (ICU) of a private hospital in Gurgaon. The HC is expected to take up the plea on June 20.

The INLD leader is serving a 10-year jail term for his role in the teachers’ recruitment scam in 1999-2000 when he was the CM.

Chautala’s counsel sought bail extension on the same conditions laid down on June 3 under which he provided a personal bond for Rs 5 lakh along with two sureties, also for Rs 5 lakh each.

Meanwhile, the HC today extended the interim bail of three other convicts in the case — Krishna Gupta, Narain Singh and Harbans Lal — till July 4. It however refused a similar plea by Durga Dutt Pradhan and Darshan Dayal Verma and asked them to surrender to the Tihar Jail authorities by June 30.

2 vandalise toll booth in Rewari

Two unidentified, armed youths vandalised the Gangachay Ahir toll booth on National Highway-71 A in Rewari district last night after they were asked to pay toll .

The youths smashed the windowpanes of the toll booths and manhandled the employees at pistol-point. They sped away without paying toll after threatening the staff of dire consequences if the matter was reported to the police. The police have booked the youths on the complaint of toll booth coordinator Rajesh Sharma.

In his complaint, Sharma said a Maruti Alto car bearing a Gurgaon registration number came to the booth at midnight. When a booth employee asked its occupants to pay toll, they took out pistols and refused to pay. As other toll booth employees rushed to the spot, the youths alighted from the car and started beating them up. Later, they smashed the windowpanes of the booth before fleeing.

The toll booth coordinator said they had handed over the CCTV camera footage to the police.

Faridabad MC lags on pre-monsoon works

With the monsoon around the corner, civic officials of the Municipal Corporation Faridabad seem to be dragging their feet on pre-monsoon cleaning of drains and sewers.

A spokesperson of the NIT Faridabad Vyapar Mandal said they had submitted a memorandum to the civic authority to speed up the cleaning of drains and sewers in the area to check flooding. He said officials had promised to take up the work, but it had not been done.

Ranjan, a resident of NIT, said the drain on KC Road near BK Chowk was choked. “The area is home to civic body officials, but the drain is choked. What can we expect in other areas?”

He said flooding and overflowing of sewers was common in monsoon across the city, but it was particularly bad here, despite the MC claiming to spend lakhs each year.

“The drain passing near Gonchhi village in the NIT is perpetually choked with filth and waste. It is not cleaned at regular intervals,” said a resident of the village.

According to Subhash Lamba, a resident of Sector 3, the Agra Canal on the Eastern fringe of the city was a major source of filth and stink in nearby residential areas.

A senior MC official said a large chunk of the pre-monsoon cleaning had been completed. “The length of drains in the city is around 40 km. We have completed almost 70 per cent of the cleaning work.”

10% reservation to BC-A category just, says Hooda

Chief Minister Bhupinder Singh Hooda said the people belonging to the Backward Classes-A category deserved 10 per cent reservation in class I and II government posts and he had just given the community its due right.

Hooda was addressing the members of the Backward Classes-A, who called on him from all over the state to express their gratitude for giving 10 per cent reservation in class I and II posts. Hooda said the Congress always had a special concern for the members of the community.

He said it was evident that whenever the Congress remained out of power, the community members had to face hardships. His government had always given due representation to the members of the community.

The Chief Minister said reservation in class III and IV posts were already being given to them but for class II and III posts,10 per cent reservation was admissible to both BC-A and BC-B. As a result of this, the people belonging to the BC-A category were deprived of recruitment to higher posts. But now, with a view to ensure a bright future of their children, the state government has decided to grant 10 per cent reservation exclusively to the BC-A category, so that they could get appointed to higher jobs, said the Chief Minister.

He also urged all castes falling under the BC-A category to constitute committees of their respective castes so as to make their people aware of the welfare decisions of the state government.

Earlier, Hooda was honoured by the members of the community by presenting him a turban.

Expressing gratitude to the Chief Minister on behalf of the BC-A category, former Rajya Sabha MP Ram Parkash said Hooda had taken a historic decision by giving 10 per cent reservation in the class I and II posts.

Policy okayed for regularisation of Group C staff

The government today approved the policy for the regularisation of services of Group C and Group D employees who have completed three years of service on May 28.

An official spokesman said here today that the services of Group C and Group D employees or workers engaged on a contract basis would be regularised if the employee or worker had worked for not less than three years as on May 28.

He said that the employee or worker would have possessed the prescribed qualifications for the post on the date of appointment or engagement. The post against which the regularisation was to be done should be a sanctioned vacant post at the time of initial appointment or engagement and also at the time of regularisation.

Contractual employees demand job regularisation

On a call given by guest teachers and other unions, employees of various government departments assembled here today and discussed the recent announcements made by the state government for regularisation the services of guest teachers and ad hoc employees.

Union leaders expressed resentment over the indifferent attitude of the government which had not addressed the main grievances of its employees. The employees said despite repeated rounds of talks between representatives of employees unions and the state government, no solution had been found.

Later, under the banner of Sarvkaramchari Sangh, hundreds of employees held a protest march and reached the residence of PWD and Industries Minister Randeep Singh Surjewla here where a heavy police force was deployed to maintain law and order. The protesters raised slogans against the state government accusing it of pursuing anti-employee policies. In the absence of minister they handed over a memorandum of their demands to Dharam Pal, a functionary at the minister’s residence. They demanded that all ad hoc and contractual employees recruited or outsourced from private contractors in various departments with two years’ service should be regularised.

Nalvi, Jhinda take umbrage at SGPC chief’s remark

The Nalwi faction of the Haryana Sikh Gurdwara Parbandhak Committee (HSGPC) (ad hoc) today lashed out at SGPC chief Avtar Singh Makkar for appealing to state Sikhs to avoid attending Sikh Mahasammelan in Kaithal on July 6.

“Haryana Sikhs are not bonded labourers of Makkar saheb. He should restrict himself to Punjab only and stop airing his anti-Haryana-Sikh views or else the state Sikhs will corner him,” HSGPC (ad hoc) chief Didar Singh Nalvi said, adding that “Makkar must respect the democratic values of the country he lives in”.

During his Pehowa visit yesterday, the SGPC chief had said the Sikh Mahasammelan was a ploy to divide the Sikh community and members of the community should not attend it.

Nalvi said, “I appeal to the state Sikhs not to pay attention to the SGPC chief’s view and, instead, reach Kaithal in large numbers as the Haryana Chief Minister will make an announcement about the formation of a separate gurdawara parbandhak committee.”

The Jhinda faction of the HSGPC (ad hoc) led by Jagdish Singh Jhinda was equally critical of Makkar for calling him and Nalvi puppets of the Congress.

Yadav fails to make farmers part with land

Efforts of Power Minister and local Legislator Ajay Singh Yadav to persuade agitating farmers of the five villages — Kalaka, Peewara, Jhhajhhanvaas, Konsivaas and Maandhaiyan — in this district for accepting the award for around 400 acres of land acquired for developing Sectors 20 and 21 of the HUDA here have failed.

Terming Yadav’s endeavour as a political stunt, the farmers have refused to budge stating that the state government cannot acquire their land without their consent as per the new land acquisition policy. The farmers asserted they were ready to make any sacrifice to protect their fertile land.

After the Cabinet meeting held on Sunday, Capt Ajay Yadav assured the farmers of compensation for their land as per the new policy, besides exempting houses built on this land from acquisition.

Yadav had informed the farmers that he had raised the issue before Chief Minister Bhupinder Singh Hooda at the Cabinet meeting, who agreed to exempt the houses built on the acquired land and to award the compensation as per new policy.

But the assurance added fuel to the on-going agitation of the farmers who accused Yadav of playing with their sentiments by issuing politically motivated statement over this burning issue.

“Where was Capt Yadav when we were running from pillar to post to protect our fertile land from acquisition? We had several times sought succour from him but to no avail. Since the assembly polls are now round the corner, he is trying to become our well wisher,” said Ajay Kumar, a farmer from Kalaka village, told The Tribune.

He alleged the government wanted to benefit private builders by acquiring the land at a nominal price as the builders had already purchased over 100 acres adjacent to these proposed sectors. The builders had even fenced this chunk of land, maintained Ajay.

Satish Kumar, another farmer, said: “We shall not let the government take possession over our land come what may as it is the only source of our livelihood.”

Valmiki mahasabha calls on CM

Chandigarh, June 18
A delegation of 25 member of the Haryana Valmiki Mahasabha, led by its chairman Banarsi Dass, today called on Chief Minister Bhupinder Singh Hooda to request him for the enactment of an Act for 36 castes of the Atti-Dalits SC Block ‘A’ in the next session of Haryana Vidhan Sabha.

The delegation also handed over a representation to Hooda in this regard. —TNS

Body found in Sonepat village

Sonepat, June 18
The police today dug out the body of a youth, identified as Rajesh of Nizampur Majra village, from the vacant land near Kurar village under Murthal police station. The youth had gone missing on June 11.

According to the police, family members of Rajesh had lodged a complaint at the Murthal police station on June 16 stating that Rajesh was working as sand supplier in Kurar village and went missing on June 11. They suspected the involvement of another sand supplier Netra Pal of Kurar village in Rajesh’s kidnapping.

Raghubir Singh, investigating officer, said after questioning close aides of Netra Pal, the police recovered the body from vacant land near Kurar village.

The body has been sent to the Civil Hospital for postmortem. The police said Netra Pal would be arrested soon. —OC
