DMC launches pilot project on property tax assessment
Dehradun, June 16 The Rs 4 crore project named the Capacity Building for Urban Development (CBUD) is funded by World Bank and has been launched by the Ministry of Urban Development in five cities including Dehradun, Cuttack, Haridwar, Puri and Chhindwara. Data World, a South African company, would conduct a survey in the three prominent circles of the state capital, which includes Kaulagarh Road, Nehru Colony and Vasant Vihar. Nearly 10,000 households would be assessed for the property tax in these circles. Mayor Vinod Chamoli said the survey in the 30 month long project would start this week and was expected to finish by the end of this year. “The objective of the pilot project is to streamline the processes around the property data collection, assessments and set up a citizen friendly tax administration. The survey will involve gathering information from the residents about their grievances in dealing with the civic body and suggestions for improving the resolution processes. It also seeks details of their properties and municipal services availed,” he added. “Once the survey is completed, the company will analyse the information collected and come up with a system that will assess tax uniformly for similar properties making it more equitable. The system will also help people to view their tax online, lodge objections and track the status,” said Chamoli. “A three-member team has been allocated for each circle including two team members and one supervisor. We are also planning to attach some DMC employees, so that they can be trained in this system of the property tax assessment. The circle supervisor will be in touch with the team from Data World,” he added. Speaking about the benefits, Chamoli said the property tax was being assessed on the basis of rental value earlier. “The details pertaining to the entire area, number of rooms and area of the rooms were not being recorded that led to several losses. With this new system in place with the right assessment, the income will also increase. If the system works, we will adopt the same for the remaining areas in the city,” he added. The survey form designed by the company is divided in three columns, including personal details, municipal services being used and grievances. A separate column has been earmarked for suggestions. |

Power supply hit even as incessant rain brings respite
Dehradun, June 16 Certain areas across Dehradun were innundated with rain water. The Meteorological Department has predicted rainfall in the higher reaches of Uttarakhand on Tuesday. A cleanliness drive launched by the Municipal Corporation of Dehradun raised several questions as problem of waterlogging was noticed at Dharampur, Araghar, Haridwar Road, EC Road, Dilaram Chowk, Karanpur, Survey Chowk, Darshan Lal Chowk, Subhash Road, Lansdowne Chowk, Dalanwala and Raipur. The supply of potable water was also disrupted in many colonies due to erratic power supply. Meanwhile, different localities went without power for hours after rains were experienced in Dehradun. Among the worst affected areas in terms of power outage were Dandalakhund, Pant Mohalla, Marota, DL Road, Sewak Ashram Road, Old Dalanwala, Salawala, Jhanda Bazaar, Subhash Nagar, Macchi Bazaar,
Moti Bazaar, Chukkhu Mohalla, Dandipur Mohalla, Mannu Ganj, Nehru Colony, Azad Colony, Defence Colony, Patel Nagar and Rajpur Road. Department officials said technical snags were immediately overcome, and power supply was resumed to most areas. They added that inclement weather always has an adverse affect on transmission lines and transformers and said removing technical snags, including tightening of loose connections, was
the only solution for ensuring round-the-clock power to consumers. Speaking to The Tribune, Director of Meteorological Department, Anand Sharma, said higher areas might experience heavy thundershowers, whereas the plains may experience moderate rainfall on Tuesday. |

SSP tells unions to streamline plying of city buses
Dehradun, June 16 In the past few days, a number of road accidents involving local buses have been reported from various parts of the city. Besides SSP Rautela, SP (Traffic) Pradeep Rai, SP (City) Navneet Singh Bhullar and president of the Dehradun City Bus Association Vijay Dandriyal were also present at the meeting. During the meeting, SSP Rautela raised the issue of rash driving and haphazard parking of city buses in no-parking zones, causing traffic jams in the city. He said due to the tourist reason, the city was already facing traffic jams on a regular basis. He told the representatives of the city bus unions that they were receiving complaints of overloading and misbehavior with passengers by bus drivers and conductors on a regular
basis. The issue of rampant use of pressure horns was also discussed. He directed the union representatives to streamline the plying of city buses, failing which strict action would be taken against errant bus drivers. |

Contractual polytechnic teachers stage protest
Dehradun, June 16 The contractual employees gathered under the banner of the Uttarakhand Polytechnic Contractual Teachers Society at Parade Ground. The agitators took out a rally and staged protest in front of the residence of the State Technical Education Minister, Yashpal Arya. Addressing the gathering, Sarvesh Chowdhury, state president of the Uttarakhand Polytechnic Contractual Teachers Society, said the members have been demanding from the state government to regularise the contractual polytechnic teachers, who have been working for more than five years. He also demanded to exclude posts of
the teaching staff, while issuing notification for government jobs in polytechnic
colleges from the Uttarakhand Board of Technical Education. Chowdhury said the salaries of lecturers, laboratory instructors and computer operators should be revised. A memorandum highlighting their eight-year long pending demands was submitted to the officials. The agitators lamented that the memorandum highlighting their demands was

Delhi based company constructs ropeway at Bagwan village
Dehradun, June 16 “It is at the site of the foot bridge which was washed away during the floods. This is connected to the traditional trekking route to Badrinath on
the far bank, before the highway came up. It connects Rudraprayag and Tehri (Garhwal)
districts. Schoolchildren also require it urgently,” said KK Kapila, chairman and managing director
of the ICT. He said the ICT took the initiative of addressing this by designing an ‘in house’, for a 100 metre crossing at Bagwan
village. He said the ICT has also planed to sponsor more trolleys in a bid to supplement
government efforts and enable rehab activities to speed up. He said the ropeway trolley erected with improved and relevant technology will not only provide an access to the inaccessible, but also help in handling goods material in the area. |

Year on, disaster-hit families in Kumaon still homeless
Pithoragarh, June 16 According to information, the houses for the 97 disaster-hit families of Bageshwar are being constructed at Chaurdip, Bhatgaon, Ghetti Chatina and Gargaon. The construction work would take couple of months. “We have allotted land to 41 families and the remaining families are constructing their houses on their own land,” said BS Manral, District Magistrate of Bageshwar. In Pithoragarh, more than 600 families living in the Darma valley and the Madkot region were rendered homeless after the natural disaster. The victims are yet to get the possession of the houses promised by the local administration and the government. According to villagers, some of the victims are constructing their houses at Gothi village near Dharchula town with the assistance provided by the government. However, they are still a worried lot as the government had failed to complete flood safety works in the area. “The water level in the Kali, Gori and Dhauli rivers start rising in July. In the absence of flood-control measures, we could lose our under constructuion establishments as well,” said Dan Singh Bonal, a former Gram pradhan of Gothi village. According to sources, people living in the border subdivision of Dharchula have been facing the disaster-like situation since 1977, when 44 persons were killed due to landslides at Tawaghat. “In the past 37 years, over 300 persons of the area have lost their lives due to landslides. The administration has failed to take any step in this regard,” said Bonal. Villagers complained that the successive governments have failed to construct suspension bridges over the rivers. Small bridges over local rivulets on way to the Darma and Johar valleys are also yet to be constructed. “Even the international bridge which links India with Nepal at Jauljibi town was swept away in the disaster. It is yet to be constructed,” said Lila bangyal, a social worker, Jauljibi town.

Ill-planned construction in state led to natural disaster, claims report
Dehradun, June 16 The report was released at a function organised by Oxfam India, here today. It was stated that the report calls for long-term measures to create a development model that is environmentally sustainable and not just focused on construction and commercialisation along the river banks. “With a well-researched insight into the state’s development approach and its vulnerability to climate change, especially from the viewpoint of the community, the report provides detailed recommendations, which include
focusing on equitable livelihood development, sustainable infrastructure and disaster preparedness,” said Nisha Agrawal, CEO of Oxfam India. “Oxfam India endorses the findings of the report, which calls for a more people-centered green development path that is based on a holistic understanding of the state’s environmental reality as a hill state. We believe that while disasters might be natural, the scale and severity of their impact on communities’ lives and livelihoods depend on how well we
prepare and respond to them,” she said. |

‘Recovering bodies from Kedarnath halted due to snow’
Mussoorie, June 16 The officials have taken the DNA samples and performed the last rituals after that, said that Chief Secretary Subash Kumar. Explaining the reasons for the recovery of skeletons in Kedarnath even after one year of disaster, he said that the work of recovering the bodies from Kedarnath was
halted due to the heavy snow and such bodies are coming out in form of skeletons due to the melting snow. He further said that teams from Indo-Tibetan Border Police (ITBP) and State Disaster Response Force have been given instructions to look for more such bodies or skeletons in the area of I kilometre in the jungle and perform the last rituals after collecting DNA samples from them. Speaking further he said that around Rs 250 crore has been distributed as compensation amount in the state and people who are left out still will be distributed the relief amount by the committee being constituted under Disaster Management minister. Speaking on the frequent traffic jams in Mussoorie, he said that the government was making an effort to find a permanent solution by constructing new parking areas in the town to remove the bottleneck permanently. Mussoorie. 20 human skeletons recovered since June 11 Dehradun: The joint team of Rudraprayag police and State Disaster Response Force (SDRF) has recovered 25 human skeletons from the hills of Jungle Chatti between June 11 and 15. The skeletons were cremated after collecting their DNA samples after sending these to the forensic laboratory in Dehradun. Notably, the joint operation of SDRF and local district police started after the revelation that a large number of human skeletal remains were still lying in the jungles and hills nearby Kedarnath shrine. The joint operation took place under the leadership of SDRF team commander Bhupal Singh Rawat. The head of the 22-member task force, which is undertaking a combing operation at Kedarnath valley to recover the skeletons, Deputy Inspector General of Police (DIG) GS Martolia, told The Tribune: "We are carrying out a combing operation between the 5-km stretch of Gaurikund and Rambara and till date we have recovered a total of 36 skeletons from the nearby areas.” It is not certain how long it will take to comb the whole area and recover all the human skeletons of people who died during the Kedarnath tragedy in June last year. It is to be noted that the task force comprises personnel from police, SDRF and Nehru Institute of Mountaineering, Uttarkashi. It is worth mentioning that last week, DIG Sanjay Gunjyal was made the head of the task force but now according to the sources in the police department, DIG GS Martolia will continue heading the task force. — TNS |

Shantikunj spiritual ideologue Shail Jiji gave assurance that Shantikunj will continue to provide assistance to the affected people in the Garhwal Himalayas as they had been doing for the last one year. She said that already Shantikunj has been making pre-fabricated houses for the affected families and rebuilding schools, which will continue in the near future too. As per Dr Pranav Pandya more than 250 houses and 150 schools have been rebuilt by Shantikunj under its disaster management cell. Both Dr Pandya and Shail Jiji had last month paid visit to the villages where Shantikunj foundation volunteers are providing rehabilitation and relief works in the affected areas. Under the guidance of Dr Chandra Prakash Tripathi a delegation of Dev Sanskriti University students also offered yagna at Gauri Kund, the major stoppage place prior to reaching the holy shrine of Shri Kedarnath. A mass prayer was held to deity ‘Maha Kaal’, pleading with the deity to give power to the affected family members. Darpan Lal Arya and Gauri Kund police post in-charge Ashok Rathore also offered lighted a ‘diya’ in remembrance of the victims. A candlelight march and offering of ‘earthen lighted lamps’ at Ganga ghats to holy Ganga river for peace to the deceased flash flood victims were also carried out by various groups.

Mussoorie, June 16 Parodi village that falls under the Jaunpur development region of Thatyur block in district Tehri Garhwal suffered immense damage during the flash floods that ruined around 35 houses along with irrigation fields, rendering the villagers homeless and without any work. The villagers are still living in makeshift tents and at the houses of their relatives amid immense suffering, and are finding it difficult to sustain their lives due to the lackadaisical approach of
the government. The government officials and the public representatives from various political parties did visit the village and assured the villagers of immediate relief and rehabilitation of the village but no action has been initiated so far. The primary school that was completely razed to the ground due to the natural disaster is yet to be constructed even seven months after the disaster and is running from a makeshift tent,
inviting ire of the affected villagers. The former gram pradhan of Parodi village,Ramkrishan Badani, when contacted informed the media that around 16 families had been affected while 12 families had been partially affected due to the disaster. Apart from that, the irrigated fields of most of the villagers had suffered immense damage, forcing many villagers to live in the houses of their relatives at Thatyur and other nearby villages. He further said that the government had announced Rs 2 lakh as compensatory relief and had also announced individual compensation for the head member of each individual family living in separate rooms in the same house but they have not received
compensation as yet. When contacted the Chief Secretary Subash Kumar said that he was not aware of any such situation and assured to look into the matter soon.

Rs 2 lakh each for victims’ families
Dehradun, June 16 Addressing media persons here today, state spokesman of Uttarakhand Pradesh Congress Committee Surendra Kumar said state government had decided to give government jobs to next of kin depending on their education qualification and calibre to those villagers who had lost their lives in the natural disaster that struck Uttarakhand in the month of June in last year. He said that different blocks of proposed secretariat campus at Bharadisain, Gairsain, would be named after the name of disaster-hit victims in order to pay homage to those villagers who had lost their lives. Kumar said that the state government is committed to reconstruct damaged infrastructure in the disaster-hit areas of Uttarakhand. He said that stern instructions were given to officials to address grievances of disaster-hit victims of the state. Kumar said that funds were sanctioned to different departments to reconstruct damaged infrastructure in the disaster-hit areas of

Candlelight programme organised at Secretariat
Dehradun, June 16 Addressing the gathering, Finance Minister Indira Hridayesh said it has been a year since the tragedy struck the state, but the images of the tragedy were still afresh. “It was perhaps for the first time that the state witnessed such a massive scale of destruction that affected a lot of areas. A large part of the state was destroyed besides thousands of innocent lives being lost. Several people were rendered homeless. The teams from the Indian Army, police administration and paramilitary forces rescued those who were trapped,” she added. “The state government provided 10 times compensation to the victims and the family members of the deceased. Though, we can never bring back the lives that have been lost, but the state government is making every effort to help the family members,” she added. Forest Minister Dinesh Aggaral said they have offered full support to the disaster affected families. “The work is in full swing for the repair and the rehabilitation works in the affected areas. We are making every effort to bring back normalcy in the areas and lives of those affected in the tragedy,” he added. Rajkumar, Surender Kumar Aggarwal, Subhash Kumar and Rakesh Sharma were also present on the occasion. Meanwhile, activists of the Uttarakhand Kranti Dal (UKD) here today paid homage to the 2013 natural disaster victims at the state martyrs’ memorial. Speaking on the occasion, central president of the UKD Trivendra Singh Rawat said the state government was yet to take effective steps to address the grievances of victims. He said roads and potable water pipes were still damaged at
various places. The party activists demanded that the state government should take effective steps to rebuild damaged infrastructure in the disaster-hit areas. They also threatened to launch an agitation if the state government failed to take effective steps in
this regard. Jaideep Bhatt, Latafat Hussain, Rajkishore Singh Rawat, Manoj Kumar, Nagendra Prasad, Geeta Bisht, Manmohan Lakhera, Vasudev Sati, Chattur Singh and Ashok Negi were also present. |

Dehradun, June 16 The party also slammed the state government for its alleged failure to complete repair and rehabilitation works even after a year of the natural disaster in the state. Party’s Garhwal unit secretary Indresh Maikhuri alleged that the tall claims being made by the state government had fallen flat. The state government had failed to chalk out a proper plan to carry out relief and rehabilitation works. No policy had been drafted to ensure that such tragedies did not happen in the future, he alleged. “The state government has spent Rs 7,000 crore on repair works. The funds were given by the Central Government. A detailed account of the expenditure incurred till date should be made public,”
he demanded.

Polling parties to travel long distance to reach booths
Pithoragarh, June 16 According to the election office sources, polling booths made at Kuti village in Byans valley was far from motor road in order to reach Kuti polling booth. The polling party will have to travel over 62 km on foot. “Besides Kuti polling booth, the polling booth at Burfu village in Darma valley is also 43 km from motor road and the polling parties,” said HC Semwal, district election officer. According to the information, Dungri in Bin block, Chama in Didihat and Bankot in Gangolihat blocks are most distant polling booths as the polling parties will have to travel over 10 km on foot. A total of 3,13,452 voters, including 1,55,058 women voters, will cast their vote in panchayat elections in the district. The highest number of voters is in Gangolihat, where over 52,795 voters will cast their votes, while the lowest number of voters is in Didihat block, where only 26,290 voters will cast their vote in panchayat elections.

Seminar on kitchen garden farming
Dehradun, June 16 The presentation showed the visuals of how one can grow various vegetables in a pot in a bag, in a tin or any kind of containers, including half cut plastic bottles and even on rooftops. The horticulture expert Sanjay Garg, who himself is an agro-product grower since the last many years, addressed the queries of the participants. Talking on the impact of the programme, the state convener and founder of Maitri Manthan, Vishal Sharma, said that kitchen gardens would not only help in curbing the price rise of essential vegetables in the coming season but also ensure that the food thus produced is free from ill-effects of pesticides and insecticides, as it will only be produced using organic manure. In the seminar, experts and many participants mentioned that the government seems to be apathetic towards such initiatives by social activists. The Maitri Manthan is planning to have presentations at the level of resident welfare associations conducted so that more people take to kitchen gardening in the coming times. Six die in Kumaon in different incidents
Pithoragarh, June 16 According to police sources, from various districts, two of the deaths were due to
murder, one by suicide and two by sinking in water bodies. “BJP leader Rakesh Rastogi was brutally murdered by unidentified killers. Another youth, Bablu, was killed in Kiccha town after a brawl with his partner. Bablu succumbed to injuries on way to Bareilly hospital. The body of BJP leader Rakesh Rastogi was found in his Santro car near a school at Baheri town of Bareilly district,” said Ramswaroop Singh, SP (rural) in Udham Singh Nagar district. A utensil businessman Harnamdas, 75, was found dead in his hotel room in Haldwani. Two bodies were recovered from Nini lake and Kosi river at Garjia respectively today, according to police. The body found in Kosi river
was identified as that of Sharif, resident of Moradabad, while the body found in Naini lake has not yet

Dalit body to open 5 schools
Pithoragarh, June 16 This was announced by the national president of the organisation Sulesh Chand, here today. Chand, who was adressing the workers of the orgnisation and that of other Dalit orgnisations at Ambedkar park, said the schools would be opened in the name of Dr Ambedakar and Gautam Buddha. “The schools will imbibe the teachings of Dalit leaders into the students besides teaching them state of the art academic curriculum,” said the BAMCEF leader. Dehradun, June 16 After winning the toss, HCC elected to bat first and made 100 runs in 20 overs. Shushil scored highest 17 runs followed by Nirmal who made 12 runs. Dobhal, the thieves broke inside his bedroom and took away the cash Rs 50,000, which was kept inside the double bed. The police have registered a case and started the investigations in the matter.
