Srinagar, June 7 A policeman was injured when militants attacked him with an iron rod and later decamped with three SLRs from
Pakharpora, 45 km from here. "There were five policemen deployed at the shrine and out of them three were absent from their duties and one had gone to the local market. When two to three militants attacked, only one policeman was on duty and militants took advantage of that and after injuring him they decamped with three rifles," said a police officer in
Budgam. "The four policemen have been suspended and they are being questioned," he added. The police suspect that a local militant group was behind the attack and they were trying to ascertain whether the militants knew that only one policeman was on duty. "We are looking into all the angles and the suspended policemen are also being questioned," the officer said. Deputy Inspector General, central Kashmir, Afhad-ul-Mujtaba said action was being taken against the policemen who were not on duty when the militant attack took place. He said the investigation in the case was going on. "We have got some clues in the case and are working on them," Mujtaba said. Meanwhile, militant outfit Hizbul Mujahideen owned the responsibility for the attack. On Friday evening, two to three militants appeared near a shrine in Pakharpora and one of them hit the sentry, Shabir Ahmed, on head with a rod. Ahmed fell unconscious and they decamped with three SLRs and a Carbine rifle. Immediately, after the militants decamped with rifles, a massive search was launched in the area jointly by the Army, police and
CRPF. However, no militant was found. |
HC directs police to complete probe in 2002 torture killing
Srinagar, June 7 The court, in its directions, has also directed the state government to pay an ex gratia of Rs 1 lakh to the next of kin of the victim, who in their petition before the High Court, have sought Rs 30 lakh as damages. As submitted by petitioner Mrs Raja Begum before the High Court, her husband, Ghulam Nabi Bhat, hailing from the Maqdoom Sahab area of Srinagar, was arrested and taken into custody by personnel of the 42nd Battalion of the BSF on June 26, 2002, when he had gone to market to buy groceries. “However, in custody, the husband of the petitioner was tortured and hospitalised by the BSF authorities. He, however, succumbed to his injuries on June 30, 2002, which he received due to torture on June 27, 2002,” the victim’s wife has alleged in her petition before the High Court, filed through her counsel, GA Lone. The deceased is survived by his wife (36) and son Owais Ahmad Bhat (12). As submitted before the court, Raja Begum, after failing to get a case registered against the BSF into the killing of her husband, filed a compliant with the State Human Rights Commission on August 9, 2002. “The complaint was inquired by the Commission, holding that Ghulam Nabi Bhat was tortured after his arrest on June 26, 2002, and was shifted to a hospital in a critical condition, where he succumbed to his injuries on June 30, 2002,” she said in her petition. The SHRC decision announced on February 15, 2007, also held the BSF guilty of custodial torture, observing that “the killing of (Bhat) was deliberate and intentional” and, therefore, the petitioner (victim’s wife) should also be given a government job on compassionate grounds for survival. The Commission had also recommended to the government to register a case against the 42nd Battalion of the BSF. Subsequently, on the basis of the SHRC decision, a case under Section 302 was registered at the Lal Bazaar police station on December 5, 2008, and investigation started. However, in her plea before the High Court, the victim’s wife has submitted that “due to non-cooperation of the BSF authorities, the case has not been brought to any logical conclusion and that she has not been given any ex gratia on compassionate grounds as was recommended by the SHRC”. As the case came up for hearing this week, the High Court directed the Investigation Officer of the case to complete the investigation and file a status report by or before August 6, 2014, said the petitioner counsel. What the BSF said
In its report before the SHRC, the BSF authorities, while accepting Bhat’s arrest and custody, had alleged that he sustained injuries while trying to escape as he jumped into a nullah. This explanation was, however, not acceded to by the SHRC, observing that the alleged injuries had not been established to have been received by the victim while jumping in the nullah. The senior superintendent of police, Srinagar, in his letter/report dated March 8, 2012, addressed to the additional deputy commissioner, Srinagar, had submitted that Ghulam Nabi Bhat was picked up by the BSF on mere suspicion, which was not later confirmed and that there was “nothing adverse” against the deceased in police records. |

Jammu, June 7 Addressing a gathering of party workers at the BJP headquarters on his arrival in the city after being inducted into the Union Cabinet, Dr Jitendra Singh said problems of the people would be solved on priority. On development issues, Dr Jitendra Singh said the Central Government was working on new projects for the Jammu province, which included an employment mela for Kathua district, 100 emergency ambulances for Jammu, thermal hydro projects and road connectivity. The MoS, said the government was also working on a power project to
provide uninterrupted supply to the people of the border state. Earlier on his first visit to the home state after being inducted as an MoS, Dr Jitendra Singh was given a rousing reception at the Jammu airport by party senior leaders and Bharatiya Janata Yuva Morcha (BJYM) activists. Later , he was taken to party headquarters in a rally from airport by BJYM state president Ravinder Raina and other functionaries of the party. Dr Jitendra Singh was received and felicitated at the party headquarters by leader of BJP Legislative Party Ashok Khajuria, state vice-presidents Chander Prakash Ganga, Sakina Bano, Ramesh Arora and Col Uttam Singh, state general secretaries Ashok Koul, Kavinder Gupta and Rajeev Jasrotia and other leaders. Expressing gratitude to party workers for working very hard during the recently concluded elections, Dr Jitendra Singh gave full credit to the party and ground-level workers for hos victory. Udhampur, June 7 Jitendra Singh was welcomed by party workers by organising a road show which passed through the city here. After the road show, when senior BJP leaders, including Nirmal Singh and Jitendra Singh, reached the DN Palace, a heated argument started between district president, Udhampur, Dina Nath Bhagat and Pawan Gupta’s supporter Raju Chandail. Thereafter, Gupta’s supporter allegedly attacked Pawan Khajuria when he tried to pacify them. In no time, more than two hundred workers from both factions were seen manhandling each other. Meanwhile, the police have taken three workers into custody. |

Rajouri, June 7 Supervisor pharmacist Vijay Kumar, store keeper Mohinder Singh and ambulance driver Sanjeev Kumar were reportedly present on duty on May 31 when the victim was denied medical treatment in the hospital. “These employees were on duty at that ,” BMO Dr Shamim Ahmed said. Mohinder Singh has been attached with Public Health Centre (PHC) at Androot, while Vijay Kumar was attached with PHC, Lamberi. Following the directive of Director, Health Services, Dr Suresh Kapahi, Consultant Gynaecologist, District Hospital, Rajouri, and Dr Naresh Khajuria, Consultant Gynaecologist at Nowshera, were attached to the Directorate yesterday. The 12-year-old girl, who was raped in Nowshera area of Rajouri on May 31, was allegedly denied the medical aid in three government hospitals: Sub-district Hospital, Nowshera; District Hospital, Rajouri; and Shri Maharaja Gulab Singh Hospital, Jammu. Sub-divisional Magistrate, Nowshera, Deepti Uppal, meanwhile, said the probe report was expected within next two days. |

Molestation case: Nurse accuses police of harassment
Srinagar, June 7 "The police are harassing me and asked me whether I am ready for any compromise,” said the nurse while talking to mediapersons here. The nurse, who had
covered her face, said she was not expecting any justice from even the Health Minister. “I have been making rounds of his office for the last three months and he did nothing. That was the reason I was exploited by the officials,” she said. The police had on Thursday received a written complaint from the nurse of the Health Department in which she has levelled charges of attempt to molest against the four senior officials. The police had already registered a case on Friday and they said the initial investigation "negates the allegations" levelled by the nurse. |

Teacher arrested for molesting Class X student
Kulgam, June 7 Muzaffar Ahmad Mir, who teaches at Government Girls Higher Secondary School, Yaripora, has been suspended following the complaint. Reports said the victim had alleged that the accused tried to molest her on way back to home from the day-long picnic. “As per the girl, the teacher touched her inappropriately and made indecent expressions while they were in the bus back home,” said Station House Officer (SHO), Yaripora, Tariq Ahmad Tak. “The girl, along with her parents, reported the incident this morning,” the officer added. “Taking cognisance of the matter, the police arrested the accused and booked him under sections 342 and 294 of the RPC,” Tak said, adding further investigations were going on. Following the incident, the people in the area observed a shutdown and demanded that the teacher be suspended. They also demanded transfer of some other teachers, alleging that there have been complaints of indecency against them as well. Chief Education Officer, Kulgam, Bashir Ahmad, meanwhile, has put the accused teacher under suspension. “A departmental inquiry has also been ordered into the matter,” the official said. |

Srinagar, June 7 The Chief Executive Officer urged health secretaries to consider nominating more doctors, wherever problems were being faced by the intending pilgrims. Following the 2012 Supreme Court directive, the Shri Amarnathji Shrine Board has put in place a mechanism to ensure that every intending pilgrim procures a compulsory health certificate from a doctor/medical institute authorised by the state government before he/she proceeds to obtain a yatra permit to undertake the arduous pilgrimage. |

CET gets underway amid tight security
Srinagar, June 7 The physics and chemistry exam was held today while the biology and math exam will be held tomorrow. Special security arrangements have been put in place to ensure fair examination after the infamous paper scam came to the fore last year. More than 26,000 candidates appeared in the entrance exam held at 37 centres in Jammu and Srinagar today. “Special flying squad teams have been constituted for keeping a close eye on the whole process,” a BOPEE official said. Srinagar Deputy Commissioner Farooq Ahmad Shah said tight security arrangements had been put in place to maintain law and order across centres in city.

2 cops among seven hurt as engine of vehicle explodes
Anantnag, June 7 Panic gripped the General Bus Stand area of Anantnag town after the engine of a Tata Sumo exploded. “Three people were onboard the vehicle and all of them were injured. Besides, two policemen on duty nearby and two pedestrians were also injured in the blast,” a police officer from the area said.
