Rash driving: Police initiative falls flat

The Punjab police initiative to curb rash driving received a severe jolt when the District Transport Office Jalandhar refused to cancel driving licences of the persons responsible for deaths in road accidents.

GNDU to waive MA Pbi tuition fee

In order to promote the Punjabi language, the Guru Nanak Dev University (GNDU) has decided that the university will not charge tuition fee from students who undertake a course in MA Punjabi and M Phil in Punjabi.

Training programme on industrial safety

High temperature, humidity coupled with power cuts added to the woes of people across the region on Saturday. As heat wave continued to lash the region with again temperature crossing 46 degree Celsius mark in the city today, residents were forced to remain inside and left them high and dry.

As per the agri-met department of the PAU regional station, Bathinda, the maximum temperature on Saturday was recorded at 46 degree Celsius; the minimum was recorded at 28 degree Celsius.

Respite from the heat wave is unlikely for the residents of the region in the near future as the conditions prevailing for the last three-four days and temperature is go more high in next 3-4 days.

The heat wave coupled with the scorching sun made people's lives miserable and many chose to remain indoors, leaving the roads deserted during the day, due to which all leading roads wear deserted look.

Meanwhile, the city residents are also suffering with the problem of unscheduled electricity cut and voltage fluctuation.

As the city is facing unscheduled power cut for four to six hours in the city daily due to widening gap between the use and supply, which has also added woes to the suffering of the residents in the summer.

The long unscheduled power cuts across the city throughout the city, makes hot and humid condition unbearable especially for children and elder people.

It is pertinent to mention that this intensified heat wave has also taken five lives of the people in the city so far.

Sahil Goyal, an owner of the bakery shop, said the heat wave is taking its toll on the business as every time sales dip during this hot and humid condition, but this unscheduled long power cuts are affecting their business hard as their food stuff can’t be stored without power for much time.

Krishna Devi, a resident of Model Town Phase-II, had ‘died’ waiting for water to reach her residence in low lying locality. She ran from pillar to post at government offices, but to no avail. She died three months ago and now, her other family members are fighting the same battle for water.

Despite her house situated in one of the most planned and posh area of the city, developed by the Bathinda Development Authority (BDA), the family along with more than a dozen other houses is yet to get the water supply.

Reason-illegal water supply given to the other unplanned nearby areas.

“Our house, among more than a dozen others, is situated at the tail-end of the planned locality. The water pipe meant to supply water from Bhagu Road water works has been extended to the unplanned low lying area,” said Krishna Devi’s son, Ajitesh Kumar Garg.

The tale of a family, bereft of water for last seven years, in one of the posh localities of the city is heart rendering and portrays sorry state of affairs in this VVIP area, which is also considered as close to the heart of Badal family.

Garg, an engineer, accused the faulty government system, its servants and policy makers who have extended the water pipe, meant for their houses, to those, from where politicians have their vote banks.

“My mother sent written complaints to all the officials concerned and met the SDO, the XEN, the BDA’s Chief Administrator and also brought the matter into the notice of the Deputy Commissioner and approached few local politicians too but to no avail,” Garg said.

He added that once the family had also sent an online complaint, launched with much fanfare by the government, which directly went to the secretary of the concerned department. But again, nothing was done.

An RTI query replied by the Punjab Water Supply and Sanitation Department revealed that the department have snapped the illegal water connections. “But the illegal connection still exists and they are yet to get the water supply ever since they have built the house, seven years ago”, he said.

He pointed out that their family, along with many others in the vicinity, draws water from groundwater using electric motors.

Executive Engineer (XEN) Jagjit Aujla admitting the problem in the area said: “We are trying to execute a project worth nearly Rs 32 lakh wherein a separate pipeline is being laid to bring water for the area. We are likely to resolve the issue of these families within this season.”

Aujla denied extending of any illegal water pipe in unplanned area and said those connections are seven to eight years old. He added that though the low lying locality is getting water supply but not with a requisite pressure of water.

Villagers beat up man for fraud; handed over to cops

Residents of Sangat Kalan village today nabbed a man who had duped the many residents of the village by stating himself as an agent of the khadi board. Villagers beat him up badly in full public view and later handed over the accused to the police station of the village.

As per information, Gurmail Singh, a resident of Mansa Kalan, stated himself as an agent of the khadi board and promised the village residents that he would provide them with loan from thousands thousand to lakh rupees without interest on subsidy. The accused cheated three families of the Sangat Kalan village.

Ganga Singh, a victim, said Gurmail had promised him that he would provide Rs 6 lakh loan without any interest on subsidy and had taken Rs 60,000 from him.

When villagers got information that he was coming to some other house in the village today, they gathered and went there. The villagers then gheraod the accused and started beating him. Later, they handed over the accused to the police at the Sangat Police Station.

Police official Daljit Singh said on the statement of Ganga Singh a case has been registered against the accused Gurmail Singh and his other associate Gurtej Singh, who was absconding.

He added that the police have started further investigation.

AIPMT results: City boys bag 10th, 27th ranks

The CBSE All-India Pre-Medical Test (AIPMT) results were declared today afternoon. It was a dazzling moment for Mohak and his parents. Mohak Gupta brought laurels to the city by securing the 10th rank in the AIPMT and second rank in the state. Earlier, Mohak had also secured 16th rank in Safdarjung Hospital entrance exam.

Mohak Gupta did his schooling from Saint Joseph’s Convent School, while he passed his Class XII from Saint Kabir Convent School. He was also taking tuitions from individual teachers for various subjects in the city.

Mohak, whose father is a doctor and mother a homemaker always had dreamt of becoming a doctor like his father. He believes that the competition atmosphere of the institute gave him an advantage over others. He has also taken AIIMS entrance test and is confident of securing a good rank.

Dr Ajay Gupta, Mohak’s father, said he was extremely happy with his son’s result. I was very confident that he will do well and get the admission in one of the best medical colleges in Delhi.

Another student of the city, Manraj Singh Bhullar has got 27th rank in the AIPMT. He said: “I went to different institutes for different subjects which helped me a lot. The mock tests conducted by the Institute were of immense help.

Manraj attributed his success to his parents, his father is working in National Fertiliser Limited, Bathinda, and mother is a teacher.

He also stated that he wanted to become a neurologist and he will surely achieve his goal now.

GNM nursing school students protest, demand basic amenities at hostel

GNM nursing training school students today staged protest outside the civil surgeon office against the school principal and management demanding basic amenities in hostel situated on the Civil Hospital premises.

Students also raised slogan against the school management and threatened that if their demands will not be fulfilled then they will plan bigger agitation.

Students staging protest alleged that there are no proper facilities available for them in the hostel. They said as June was was going and there was a quite high and humid condition but no air coolers have been provided to them. Even there is no proper drinking facility for them at hostel, due to which they are quite fed up with school management.

They further stated that if we see towards the cleanliness of the hostel, then also condition are quite bad as around the hostel huge grass have come up, from where sometimes snake and other wild animals had come to their rooms in the past. Due to which they always live in the fear inside the rooms. There is even no warden in the hostel and road leading to the hostel inside the civil hospital premises is worst, due to which they had pass through dust while going towards the civil hospital for duty.

They also told that they are not even allowed to keep mobile phones with them, whereas hostel phone remains out of order mostly. Due to which when they have to call home to talk with their parents, they are not able to do so.

Many times we have put forwards our problems in front of our principal, but always she ignores our demands. When principal of the school Anjali was contacted on the issue she said there are some problems in the hostel which are in her notice, very soon these issue will be resolved and better facilities would be given to the students.

Rash driving: Police initiative falls flat

The Punjab police initiative to curb rash driving received a severe jolt when the District Transport Office Jalandhar refused to cancel driving licences of the persons responsible for deaths in road accidents.

The Transport Department, which was committed to act against such drivers, has backtracked citing various reasons. Department sources confirmed that the initiative of the police did not exist for them.

Following a spurt in road accidents, mainly after the school bus accident in which 13 students were killed at Gohir village in Nakodar, the Punjab police had recommended the cancellation licences of 250 rash drivers against whom charge sheets were filed for causing deaths or injuring others.The police had submitted the copies of the FIRs to the transport office for this.

Jalandhar was the first city that has adopted stern measures to tackle rash driving. The then Commissioner of Police, Gaurav Yadav, was the force behind the police project. Under the pilot project, rash drivers were to lose the right of driving for a specified period.

Initially, the Jalandhar DTO had initiated the process by issuing show-cause notices to such drivers but later the process was halted on the pretext that licence details of the rash drivers were missing in the FIRs. To track the accused, the department had also issued summons, but a few appeared for hearing.

After the department told the city police that they were finding it hard to get licence details of the rash drivers, the police then issued a circular, making it mandatory to mention the details in FIRs.

Paramjit Singh from District Transport Authority office said, "It is not possible to cancel licences of rash drivers on the basis of FIRs without proper case details. Until the accused are not convicted, we cannot cancel their licences. The police initiative has certain loopholes, which need to be addressed if the police is serious in acting against rash drivers." "For us, the initiative no longer exists. We have already closed the cases," he said.

The initiative

As per the Punjab police project, persons booked under Sections 304 A (causing death by negligence), 279 (rash driving or riding on a public way), 337 (causing hurt by act endangering life or personal safety of others), 338 (causing grievous hurt by act endangering life or personal safety of others) of the IPC were to lose the right of driving for a specified period.

Seven black spots identified

Seven black spots or the most accident-prone areas have been identified by the police in Jalandhar. The spots identified by the police included Y-Point, Bhagat Singh Colony, Focal Point Chowk, Transport Nagar Chowk, Choghtti Chowk, Rama Mandi Chowk and T-Point, Sadar. In 2012, 86 people had died in accidents. However, in 2013, the number came down to 65.

Transfer of officials fails project

The transfer of officers handling the project is responsible for the failure of the project. When the project was launched, Dalwinder Jit was the DTO and Gaurav Yadav was the Police Commissioner. Later, the charge of Transport Department was taken by Kehar Singh, Jaswant Singh and now Paramjit Singh (SDM). Many police chiefs have served the city since the beginning of the project.

GNDU to waive MA Pbi tuition fee

In order to promote the Punjabi language, the Guru Nanak Dev University (GNDU) has decided that the university will not charge tuition fee from students who undertake a course in MA Punjabi and M Phil in Punjabi. This way, the students can save around Rs 12,000 per year.

Dr SS Sangha, professor of Punjabi at Maharaja Ranjit Singh Regional Campus of the GNDU, said the decision was taken by Vice-Chancellor Dr Ajaib Singh Brar keeping in view the declining number of students in Punjabi language course.

He said the colleges affiliated to the GNDU have been included for waiving the tuition fee. However, the students on all three campuses, including the GNDU main campus in Amritsar and the GNDU regional campuses at Jalandhar and Gurdaspur, can benefit from the move.

He said interested students can fill online admission forms from June 6 to June 30 for MA Punjabi (Honours) at the website www.gnduadmissions.org The date for the entrance test is July 9 whereas counselling will be held on July 12 at 10 am. — TNS

Bathinda, June 7
Railway officials seem to have locked horns with the Government Railway Police (GRP) officials over possession of room in which close circuit television (CCTV) cameras control room have been set up to keep a close look on the bad element at railway junction.

As per information, railway officials are now trying to vacate the room in which the GRP officials are running the CCTV cameras control room.

But, the GRP officials do not seem to be in a mood to leave the room. The issue between both the departments over control room is increasing day-by-day. To evacuate the room railway officials are stating their problems, while the GRP states that to keep a tab on bad elements through the CCTV cameras on station control room is must.

It’s worth mentioning that the GRP had installed four CCTV cameras to keep close tab on the anti-social elements movement on the station. Due to which room number 16 near waiting hall at the station had been given to the GRP as the CCTV camera control room.

Constable Jagsir Singh, deputed at the GRP control room, said the room had been given to him to keep computers and keep watching the movements of the station through four CCTV cameras installed at various points at the station. He also told that he took over this room two years ago and now railway authorities are asking him to vacate the room.

He added that earlier, he was given a room on the first floor, but as he was handicapped and was not able to climb stairs upstairs, he was given room here. But now, the railway officials are making excuses that they have to open a TMC branch in this room, for which they are trying to vacate it.

He said if he has to vacate the room then they should give him the Railway Police Force (RPF) assistant booth which is lying defunct and locked at the station as he needs to keep the vigil from a control room. He also said that railway officials had always some or the other problem with GRP officials.

Station Superintendent Pardip Sharma, when contacted on the issue, said the room is of training branch and the railway authorities are opening a TMC branch there. Even the room of deputy SO is also very congested, due to which we have told the GRP to vacate that room.

BKU activists detained outside IGP office

Many activists of the Bharatiya Kisan Union (BKU) Ekta-Ugaraha were detained by the police outside the office-cum- residence of the Inspector General of Police (IGP), Bathinda zone, Paramjit Singh Umranagal today. They were staging a protest demanding the release of their leaders and workers arrested by then police while protesting against the rape of a minor girl on May 26 in the city.

From May 26 workers of the BKU Ekta-Ugraha had been staging a protest outside the IGP office and were giving arrest daily.

These protesters accuse both the state government and the IGP of patronising the drug smugglers, rapist and bad elements in the society.

Stating further the protesters said, in Faridkot Shruti kidnapping case, the police threatened the activists that cases would be filed against them if they came out and protest against the government. But in this incident, going two steps further the police had arrested the activists who had come to demand justice.

They said from the past four days the Chief Minister, Parkash Singh Badal, was in the city and holding sangat arshan in Talwandi Sabo but he did not see a large number of protesters been taken away by the police everyday.

Training programme on industrial safety

HPCL, a unit of Mittal Energy Limited, held a training programme in collaboration with the Punjab Industrial Safety Council from June 6 to 7 on the premises of Guru Gobind Singh Refinery, Bathinda. The programme was inaugurated by Martin Hawkins, COO, HMEL.

As many as 56 trainees interacted with the select faculty from the Directorate of Factories and Industry to devise ways and means of promoting industrial safety and prevention of accidents.

Vishal Singla, Assistant Director of Factories, Bathinda, welcomed the chief guest, faculty and the participants. He emphasised on the need to create safety awareness among workers, supervisors and managers to prevent industrial accidents.

Sodhi Mall, Additional Director of Factories, Punjab, and MP Beri, Joint Director of Factories, gave tips on accident prevention and electrical hazards respectively.

Beri exhorted the management representatives to implement the suggestions discussed in the training programme and help their respective units to move in the direction of achieving zero accident goal.

BJP leader seeks exemption from property tax

In a letter written to the Local Bodies Minister Anil Joshi, BJP state executive member Mohal Lal Garg has urged to exempt Property Tax on the vacant plots.

Stating that the Property Tax had been a matter of concern in the recently- held Lok Sabha poll, he urged that Property Tax on commercial property should also be reduced from 10 to 7 per cent and on rented property from 7.5 to 5 percent.

Garg also urged the minister to make necessary amendments in the property tax.
