HC orders eviction of illegal occupants from historical gates
Chandigarh, June 2 The directions are significant as the illegal occupants were running their business from vacant spaces in the historical monuments, including Khazana Gate, Hathi Gate, Lahori Gate, Hakim Gate and Sultanwind Gate. The directions came on the petition filed by Rakesh Kumar Jaswal and other petitioners against the State of Punjab and other respondents. The petitioners were seeking directions for quashing orders issued in February and September 2011, whereby their eviction had been ordered. They were being proceeded against by Amritsar Municipal Corporation under the Punjab Public Premises (Eviction and Rent Recovery) Act, 1973, for being in unauthorised possession of the shop. The petitioners pleaded that the premises were allotted to them by the corporation on lease basis. Thereafter, they had been regularly paying rent, evident from receipts. The petitioners added they were never declared unauthorised occupants. As such, proceedings under the Act were not maintainable against them. The corporation, on the other hand, refuted its stand while claiming that the petitioners had in an unauthorised manner occupied certain spaces in historical monuments. They told the court that the Department of Tourism had taken a decision to evict at the earliest unauthorised occupants of historical gates at Amritsar vide letter dated July 14, 2009; and the authorities under the Public Premises Act directed their eviction after considering the rival contentions. Taking up the matter, Justice Gupta asserted: “I find no merit in the stand of the petitioners. According to their own stand, they are occupying certain vacant spaces in historical monuments in Amritsar, such as Khazana Gate, Hathi Gate, Lahori Gate, Hakim Gate and Sultanwind Gate. “It appears, with the passage of time, they converted these vacant spaces into shops as officials of the Corporation issued certain receipts for use/occupation of such spaces…. There can be no doubt, however, that eviction of the petitioners has been ordered after following due process of law…. “There is nothing on record to show that vacant spaces in historical gates could be leased out to private individuals.” |
‘Govt should add ROBs in city’s development plan’
Neeraj Bagga Tribune News Service
Amritsar, June 2 "Construction of the ROB at Jodda Phatak has been a matter of discussion for the residents of the area for long. Come elections and the leaders of all parties do not mince word in assuring one. During all these years, the density of population has increased with the setting up of various localities and the situation at the railway barrier has only worsened during its closure. Traffic comes to a standstill whether the train passes on the Amritsar-Jammu railway track or the Amritsar-Delhi railway line as both barriers are situated parallel," said Gurpreet Kaur, a local resident. Deploy sufficient number of traffic cops
"My house is situated on the Tarn Taran road which is also an inter-state highway. The railway crossing on the road without the ROB has been a long pending demand of its residents. Besides, many populous villages are situated around the highway. Traffic jams on the road are regular while two to three hours long traffic jams are also witnessed twice a week. Many people have raised the issue several times. Politicians have also issued statements over construction of an ROB there but nothing concrete has come out so far. Several accidents and road rage cases take place daily. There is need for a divider in the middle of the road on each side of the railway crossing. Deploying traffic policemen could help in administering the flow of traffic." said Inder Singh Maan, a resident of Tarn Taran road. Only one ROB constructed after independence
"Since independence, the holy city has been given only one ROB at Hukam Singh Road, while the other two ROBs at Bhandari Bridge and Bhagwan Mahavir Bridge near the Chief Khalsa Diwan office were built during the British rule. Commuters have to wait for many hours to get the passage cleared. In the absence of ROBs, people risk their life by forcing their way under the closed railway barrier. Many a time, precious life has been lost in this way. The government must add these ROBs in the development of the holy city," said Gurdev Singh Mehlanwala, a social worker. ROBs at Tarn Taran and the Verka railway crossing have been approved. The ROB at the Verka crossing will be in the shape of an elevated road on which Metro buses will run. The ROBs at phatak number 22, Jodda Phatak, Shivala Baiyyan and Ram Bagh will be constructed under the JNNURM as per the instructions of CM Parkash Singh Badal. The authorities were aware of the traffic problems being faced by the public and ways are being found to solve them at the earliest. A multi-lane ROB already existed on the Bhandari Bridge but efforts are underway to construct an alternate ROB there keeping in view the huge flow of
traffic. Bakshi Ram Arora, Mayor |
MC Commissioner Sabharwal faces a daunting task
Amritsar, June 2 On being queried about his approach towards illegal hotels, guest houses mushrooming around the Golden Temple, especially when the high court has directed the MC to initiate action in this matter and the role of several MTP officials, too, has come under the scanner, the civic body head said, "Let me update myself before commenting on the issue." About the problem of tackling black sheep in the MC, Sabharwal said, "There is absolutely no room for corruption. I am aware of the ins and outs of each department and vigilant enough to nail the erring officials." Can he assure a quality life to the residents? The new MC Commissioner replied, "I am committed to doing my utmost to supply the basic necessities of people besides expediting other development works underway. Due to an old set-up, the city needs urgent augmentation of the existing infrastructure such as better drinking water supply or sewerage or rainwater disposal system. Though the MC has started revamping these important lifelines, I will expedite these projects as canal-based water supply scheme was there for providing safe and adequate water supply to homes. Similarly, the sewerage revamping project undertaken by the Japan International Corporation Agency, too, needs to be speeded up. The other most prominent Department of Birth and Death Certification also needs to be reorganised." Another problem that the holy city is facing is the problem of encroachments and the traffic mess on the roads. "Encroachments and traffic mess are interwoven. I know that there are massive encroachments on roadsides. The key areas will be identified on a weekly basis and special anti-encroachment drives could be planned," said Sabharwal. On ways to address the problem of faulty garbage-lifting and disposing it of, the MC Commissioner said, "The answer to this problem is the proposed Solid Waste Management Plant. Once it is put up here, the problem of garbage handling will be solved to a large extent. Let me study its status; the next course of action will be adopted accordingly. Before that, as an instant measure, I will ensure that garbage-lifting is done in a professional and efficient manner." |
Joshi carries out snap checking at MC’s Town Hall Complex
Amritsar, June 2 This is the second time in a week that the minister has conducted a raid. In the earlier raid at the Municipal Town and Planning Department, he found all top level officials missing from duty. Following suit, Deputy Commissioner Ravi Bhagat too raided several departments only to find several employees missing during office hours, which included district education officer (primary), controller of district food and supply, superintendent of the Drainage Department, superintendent of the Public Works Department and assistant commissioner of the Excise and Taxation Department (Amritsar 1 and 2). Joshi paid a visit to the Birth and Death Certificate Department and discovered several lacunae in its functioning. The minister not only listened to the grievances of the applicants but also issued instructions to improve the functioning. Several applicants said despite the implementation of Right to Service Act, they were unable to procure certificates within the stipulated time period. Even as the MC had introduced several changes to revamp the procedure of issuing birth and death certificates, the absence of proper infrastructure and manpower could not yield desired results. The minister also gave instructions to the newly appointed MC Commissioner Pradeep Sabharwal to establish separate branches of birth and death certification. The minister also directed to open up a help desk to assist those applicants who were unable to fill up the requisite forms. Giving stern warnings, the minister said if any applicant failed to get certificates within a span of seven days, the official concerned would be liable to face disciplinary action. On the other hand, the Deputy Commissioner said besides top level officials, he found several employees missing at the Suwidha Centre. They included Geetu Sharma, Harpreet Singh, Harmanjit Singh, Suba Singh and Jagdip Singh. “Dereliction of duty will not be tolerated at any cost. The erring officials will face stern action. We will not hesitate to report the matter to the administrative secretary,” said the Deputy Commissioner. |
Farmers protest move to hike power tariff
Amritsar, June 2 They were protesting against the proposed increase in the power tariff. They demanded reduction in prevailing electricity rates along with cancellation of all types of agreements with the private power companies which would lead to the exploitation of marginal farmers. Bearing the scorching heat, the farmers continued their protest for a couple of hours. The agitators raised slogans against the state government and the PSPCL authorities. Dr Satnam Singh Ajnala, state president, Jamhoori Kisan Sabha, while addressing the farmers, said the PSPCL authorities have proposed to increase the power rates by at least 12 per cent in the current financial year. This would affect the common man who is already reeling under huge inflation. He said, “Power is costliest in Punjab as compared to other parts of the country.” Rattan Singh Randhawa, state vice-president of the farmers union, said the PSPCL has earned a profit of Rs 950 crore after it enhanced the power tariff in the last financial year. He said instead of increasing the power rates, the PSPCL authorities should decrease the rate to Rs 2 per unit. The farmers also sought tube well connections for the marginal farmers at the government’s expense as promised. They also demanded separate electricity feeders in border areas in order to provide power to farmers having their lands across the barbed fence. The dharna was lifted after the PSPCL authorities assured the farmers that a meeting would be arranged with the higher-ups on June 6. |

Eco Amritsar invited to Japan for week-long
programme, sessions
Amritsar, June 2 Chairman of Eco Amritsar, Gunbir Singh, left for Osaka, Japan. The visit has been facilitated by Alliance of Religions and Conservation (ARC), and will include a series of meetings and sessions at Ise and Kyoto over the next one week. A total of 50 people from 12 different faiths have been invited to deliberate on how culture, tradition and faith can work towards environmental conservation. A special session will also be held under the UN charter for faiths to help shape Sustainable Development Goals (SDG) for 2015-2030. Amritsar, a signatory to the Green Pilgrim Network (GPN), is a recognised frontrunner in faith-based environmental programmes. During the course of deliberations, best practices would be shared and plans put forth to take the GPN to the next level. Working on the concept of people-targeted projects, Eco Amritsar’s activities in the city have been significant in conservation of heritage and environment. Tarundeep Singh, project administrator, Eco Amritsar, said, “We are not working as an NGO, but as an idea, to encourage, involve and empower citizens for sustainable development. We have been involved in various activities such as The Amritsar Foundation campaign, celebrating foundation day last year and local environmental issues related to pollution, cleanliness and promoting green culture.” Involving faith to encourage people to act has been an innovative concept. “We believe that religion has more power to motivate and involve people than anything else,” said Tarundeep. Eco Amritsar is also a part of the Amritsar Project, a joint collaboration of Lahore Conservation Society and Dilbir Foundation, to take up preservation of heritage and cultural assets, eco-conservation and sustainable living and adoption of best global practices to develop a city conscious of its values and responsibilities. “All the projects aim at individual effort. We cannot do anything if the people do not come together for the cause. The concept of ‘think global, act local’ is the only possible solution towards eco-conservation,” added Tarundeep. Before leaving for Japan, Gunbir Singh said, “One is humbled by this invitation from the grand Shinto shrines. An endeavour would be made to contribute meaningfully to the United Nations SDG programme for the next 15 years and to learn from the wisdom of other faiths and cultures.” |
Dowry death: In-laws file counter complaint
Amritsar, June 2 Darbir Kaur, who was three months pregnant, had committed suicide by consuming some poisonous substance on May 24. Following this, a complaint was lodged by her father Surjit Singh and the police had booked her husband Nanak Singh, besides other members of her in-law’s family, including Ajit Kaur, Nirmal Kaur and Babu Singh, on charges of dowry death. Surjit had stated to the police that he had married his daughter Dalbir Kaur to Nanak Singh around six months ago and she was three months pregnant. He said Nanak Singh used to live with her maternal grandparents at Bhootanpura village. He was brought up by his maternal grandmother Ajit Kaur, who also performed his marriage with Dalbir Kaur. He said they had given enough dowry, including a motorcycle and other household items. However, her in-laws started harassing her and demanded a car. A number of times, their relatives had intervened to resolve their differences. However, he alleged that they continued to harass her. On the other hand, Nanak Singh’s family, in their complaint submitted to the Ajnala police, alleged that the accused attacked their house and thrashed the family members. Jagjit Singh, SHO, Ajnala police station, confirmed that the incident occurred soon after Dalbir Kaur’s family reached home after her death. Seeing her dead, they lost their temper and attacked Nanak Singh’s family. He said investigations were in progress while no case has been registered in this connection so far. |
Social media a marketing platform for young talent
Amritsar, June 2 A trained musician, Yadoo has written and composed the song as well. "I used to learn music as a hobby and later won many awards at national youth festivals. But with limited means and no professional knowledge about the industry, I struggled to find a stable career option. With this single, I hope to gain attention and appreciation from my audience," he said. Yadoo has worked with singer Sukhjinder on his song Pendu, which was written by Yadoo. "The video for my single will be launched in a few days," he said. Shot in Punjab, the video will be presented by Lovees, from HMV records, and has been directed by a team from the Screenz Production. Working on more singles, Yadoo is coming up with 'Rab Na Kare' directed by Jeetendra Jeetu and 'Classfellow'. Averse to the idea of launching an album, Yadoo is happy with the singles, "It keeps things interesting and entertaining. In an album, one needs to have at least six to eight tracks, which can be time consuming and money consuming affair for a debutant with limited resources. Singles, on the other hand, allow creative entertainment and target specific marketing." Yadoo is in talks with a film production, for playback singing, "I want to take one step at a time and wait to see the response to my single," he said. |

4 chowkis to be merged with police stations
Amritsar, June 2 The reason behind the move was that either these police posts are located very close to their police stations concerned or the area of jurisdiction under these chowkis is very small after the commissionerate was launched four years ago. Confirming the move, Jatinder Singh Aulakh said this would also help in strengthening the force at the police stations concerned. The circuit house police chowki falling under the Civil Lines police station is situated in the same building. The Civil Lines police station was shifted to this place in view of the construction of the administrative complex. The police station was earlier located near the Deputy Commissioner's office. Similarly, the Kabir Park police chowki, Sadar bazaar police post and Tara Wala bridge police post would be disbanded. The Tara wala bridge police post caters to the New Amritsar area only while the Kabir Park police chowki caters to Kabir Park and areas near Guru Nanak Dev University. The staff of these police chowkis have been merged with the Civil Lines, Chheharta, Cantonment and B-division police stations. Each chowki contained a staff of at least 20 police officials headed by an SI or ASI-rank official. The Police Commissioner said, "The city police are planning to shift the traffic police headquarters at the Tara Wala bridge building while the PCR teams will be stationed in place of Kabir Park police chowki." |
