NC-PDP battle shifts to central Kashmir
Both parties intensify poll campaign in Srinagar, Ganderbal and Budgam districts

The three central Kashmir districts, which constitute the Srinagar constituency, are the new focal point of electioneering, a boycott campaign and militant threats after the voting in south Kashmir’s Anantnag constituency ended on a low key yesterday.

The polling in the Srinagar constituency — comprising Srinagar, Ganderbal and Budgam districts — is scheduled on April 30 and it will be the second Kashmir constituency to go for voting.

After the campaigning ended in Anantnag district, the key political parties shifted their focus to the three districts here.

Fourteen candidates are in the fray for the Srinagar constituency but the major fight is between National Conference’s (NC) Farooq Abdullah and Peoples Democratic Party’s (PDP) Tariq Hameed Karra.

The other 12 candidates, which include Aam Aadmi Party’s Raja Muzaffar Bhat and eight Independent candidates, are little known in the political mainstream.

In south Kashmir, the voter turnout was largely hit by a string of militant attacks before the voting day. Such a situation seems unlikely in the Srinagar constituency, where militant presence is marginal and many former protesters have been placed under preventive detention.

Besides separatist groups campaigning for poll boycott in the Srinagar constituency, handwritten posters published in the name of Lashkar-e-Toiba appeared at two locations on Friday morning in Ganderbal district, warning against participation in polls, local residents said.

The police, confirming the appearance of posters, said they were investigating their authenticity. A senior official in Ganderbal district hinted that it might be the handiwork of some local elements.

Deputy Inspector General (DIG) of Police (central Kashmir) Afadul Mujtaba said: “Adequate security arrangements are being made in the three districts ahead of the polls. We will keep on carrying out searches to keep the constituency safe,” Mujtaba said.

Another security official said securing the Srinagar constituency would be a “challenge” as militants last year demonstrated that they still had the capability to hit targets in the summer capital. “The two main challenges on which we are focusing are militancy and disruptions to the law and order situation by way of protests or stone-throwing,” the official said, requesting not to be named.

The latest worry for some political parties is that the low voter turnout (28 per cent) in south Kashmir may impact the electoral mood in the Srinagar constituency.

“Our only hope is people, the voters… we are trying to convince people that how harmful it has been for them to get a government that hasn’t got popular support,” said PDP spokesman Naeem Akhtar.

Peoples Democratic Party (PDP) patron Mufti Mohammad Sayeed today cautioned the National Conference (NC) against pushing Kashmir again into a quagmire of death and destruction for petty political gains.

"I am sure the emancipated voters of Srinagar won't allow the NC to re-enact the gory gambit of orchestrating reckless violence and using various devious means to ensure poll boycott, as it tried to do in south Kashmir," Sayeed said while addressing a series of election meetings in Zadibal and Kangan Assembly segments of Srinagar parliamentary constituency.

Sayeed said, "The NC's very presence on the political landscape of J&K has now become a permanent threat to the state's peace and stability as the party has developed vested interest in violence and bloodshed."

The PDP patron said despite all their violent machinations, the NC leaders failed to suppress the people's yearning for change in south Kashmir. It is now for the voters of Srinagar to carry forward this movement for change in the interest of peace and economic prosperity.

"The efforts that had gone into creating a new atmosphere of peace, reconciliation and resolution in and around J&K seems at a risk of going waste due to violent machinations of the NC," he said.

Meanwhile, PDP president Mehbooba Mufti said central and north Kashmir would complete the NC's whitewash in the state as the voters of Anantanag parliamentary constituency had set a trend for change in yesterday's polling, braving all odds. She said this while addressing various roadside meetings in Charar-e-Sharif segment of the Srinagar parliamentary constituency.

Stop the march of communal forces, says Omar Abdullah

Chief Minister Omar Abdullah today said there was a need to restrict the “march of communal and deceptive forces towards New Delhi” and appealed to the people to re-elect the National Conference-Congress candidate for the Srinagar constituency Farooq Abdullah.

Omar was addressing an election rally in central Kashmir’s Budgam district.

The Chief Minister, who is also the working president of the National Conference, said: “It is necessary for the people of Jammu and Kashmir to blunt the attempt of parties like the BJP, possessing harsh attitude and nurturing a particular agenda against the state.” He also accused the Peoples Democratic Party of acting as the “B-team of the BJP”.

“The PDP is engaged in deceitful propaganda in the state to create gulf between various regions and various sections of society to provide tactical support to the BJP,” Omar said.

The Chief Minister appealed to the people to ensure the return of his father and party president Farooq Abdullah to Lok Sabha when the constituency goes to polls on April 30.

He also expressed confidence that the National Conference candidate from the Anantnag constituency, where voting was held yesterday, would emerge as “clear” winner.

Autonomy practical solution to K-issue: Farooq

Union Minister and National Conference president Farooq Abdullah, who is seeking re-election to Lok Sabha from the Srinagar constituency, on Friday termed autonomy as a “practical and viable solution” to Kashmir issue.

Farooq said his party will keep demanding the “restoration of complete autonomy and the restoration of the pre-1953 status till this goal is achieved”.

“We passed the autonomy resolution in the state Assembly in 2000 and forwarded it to the NDA government in New Delhi. The same people, who are conspiring to abrogate the Article 370 now, sabotaged the resolution and ensured that it is not adopted,” Farooq added. The National Conference has been talking about its demand for the restoration of autonomy, a pre-1953 arrangement with the Union of India when the state had its own Prime Minister and Constitution, during the past several elections.

“It (autonomy) would usher the state into an era of greater and sustainable peace,” Farooq said addressing a rally in central Kashmir’s Budgam district. The National Conference president also lashed out the lead opposition party, PDP, saying it has been rejected by the voters of south Kashmir’s Anantnag constituency.

While there was a drastic fall in voter turnout in south Kashmir’s militancy infested Pulwama and Shopian districts, many Assembly segments, including Dooru and Kokernag represented by Congress ministers, witnessed a high voter turnout as compared to 2009.

The Anantnag constituency is a stronghold of the Peoples Democratic Party (PDP) with the party representing 12 out of 16 seats in the state Assembly. The two Assembly segments of Dooru and Kokernag are being represented by Congress leaders Ghulam Ahmed Mir and Peerzada Mohammad Sayeed. Both of them are senior ministers in the J&K government led by Omar Abdullah.

In Dooru, the home constituency of Ghulam Ahmad Mir, who headed the party’s poll campaign for the coalition candidate Mehboob Beg, the poll percentage increased drastically as compared to the last parliamentary polls. In 2009, the segment witnessed 29 per cent votes and this time the turnout was about 45 per cent, an increase of 55 per cent.

Similarly, in the Kokernag Assembly segment, voter percentage increased by about 34 per cent.

In the Congress represented Assembly segments, there were complaints that some Congress voter didn’t vote for NC candidate. “Many Congress voters did not turn up,” said an NC polling agent at Zolangaam polling station in Kokernag on Thursday. There were also many such complaints from the Dooru segment.

Mir, who was camping in the constituency for nearly three weeks canvassing for Beg, said it was difficult at the first stage to convince party workers to vote for the NC candidate. “But as the poll campaign progressed, they understood that we have to elect Mehboob Beg for Parliament where he would support Rahul Gandhi,” Mir told The Tribune.

“We were able to convince our party men in the later part of our campaigning to vote for the NC,” he added.

In the Dooru Assembly segment, Union Minister Ghulam Nabi Azad, Congress president Saifuddin Soz and Chief Minister Omar Abdullah had held election rally for garnering support for Beg.

Three Assembly segments in the Anantnag constituency witnessed less than 10 per cent voter turnout.

Tral, where four persons were killed since Monday, witnessed the lowest voter turnout of 1.34 per cent.

Pulwama, April 25
Mohammad Zia-ul-Haq will never return to see his four-month-old daughter Maria. Zia was killed when the bus ferrying the polling staff was attacked by militants at Nagbal village in Shopian district yesterday.

The 27-year-old primary school teacher was deputed as a polling officer at Nagbal village in the Anantnag parliamentary constituency.

Zia is survived by wife Sumaira and daughter Maria. The two got married three years ago. “Come and see your child, she has been deprived of your affection,” cried Sumaira.

Zia was one the two sons of Mohammad Yousuf, who was recruited as a Rehbar-e-Taleem in 2005.

“I have lost a caring son. He was so concerned about my health…,” Zia's father said, sobbingly. Scores of people participated in the funeral prayers of Zia at his native village today.

“We cannot express how tender-hearted Zia was. He was one of the most generous persons and would never refuse whenever asked for help,” said Mudasir Ahmad Bhat, Zia’s friend.

Meanwhile, Chief Minister Omar Abdullah on Friday condemned the killing of Mohammad Zia-ul-Haq and expressed his condolence to the aggrieved family.

“My condolences to the family of the deceased polling officer Zia-ul-Haq Wani,” Omar wrote on micro-blogging site Twitter.

“I can’t condemn strongly enough this dastardly attack,” he wrote.

“The deceased was a teacher in a Government Primary School in Shopian whose only crime was that he was doing his job,” Omar added.

He was killed when the bus ferrying the polling staff was attacked by militants at Nagbal village in Shopian district yesterday.

The Employees Joint Action Committee said employees could not afford to risk their lives. The employees’ body threatened to boycott poll duties during the forthcoming phases of Lok Sabha elections in the state if the government as well as the Election Commission failed to reassure employees of adequate security arrangements. — TNS

Two militants killed, Major injured in Shopian encounter

A day after the polling, two militants of Hizbul Mujahideen including a local commander, were killed in an ongoing encounter in south Kashmir's Shopian district on Friday. An Army Major and soldier were also injured in the gunfight.

Shopian is one of the four districts of Anantnag Lok Sabha seat that went to the polls on Thursday. The voting ended on a violent note in the district when militants ambushed a vehicle carrying the polling staff and security men, which left a poll official Zia-ul-Haq of Shopian dead and five others, including three security men, injured.

Deputy Inspector-General of Police in South Kashmir Vijay Kumar said the police were ascertaining whether the slain militants were involved in the attack on the polling staff.

"At this point, we cannot say the slain militants were part of the group involved in the attack on the polling staff at Nagbal," Kumar told The Tribune.

Sources said the attack on the polling staff at Nagabal was carried out by a separate militant module that was active in Yaripora, Shopian.

Police sources said the encounter started around 4 pm in Sheikh Pathri Karewa in Shopian, about 60 km from Srinagar. The sources said a joint operation was launched by a unit of the Rashtriya Rifles' 44 Battalion and elite Special Operation Group (SOG) of the J&K Police after specific information about the presence of three Hizbul militants in the area.

"The search was launched around 2.30 pm and when the joint team cordoned a house, militants opened fire triggering an encounter," he said. As the encounter erupted one of the militants jumped from the window and tried to break the cordon. He was killed outside the house.

"Two militants have been killed so far in the encounter," the police said.

The house where the militants were hiding was blasted and when security men were clearing the debris, the lone militant opened indiscriminate firing resulting in injuries to an Army Major and a soldier.

A fierce gunfight is on and the injured soldiers have been shifted to Srinagar.

One of slain militant was identified as Asif Wani of Drubgam Pulwama and was heading the militant activities of the group in Kellar Shopian belt. He was formerly associated with Jaish-e-Mohammad and had joined Hizbul last year along with many JeM cadres.

The killing of militants sparked protests in the area. There were reports of clashes between police and youth at several places.

More than an hour after the polling was over on Thursday, militants had ambushed a vehicle at Nagbal, 55 km on Shopian-Zainpora road carrying the polling staff and security men, which left a poll official dead and five others including three security men injured.

On Monday evening three persons, including a Panchayat member and his son, were killed by suspected militants in Pulwama district that neighbours Shopian. The Monday killing had hit the voter turnout in both Pulwama and Shopian districts which witnessed lesser percentage of votes as compared to 2009 Lok Sabha polls.

It was a day of chaos and confusion for some pilgrims of Shri Mata Vaishno Devi shrine, who got stuck at Gulshan Ground, Jammu, for more than four hours, as their bus was impounded by the traffic police.

The traffic police today impounded a bus, carrying 50 passengers, including women, children and infants, and send it to Gulshan Ground as the bus driver didn’t have the documents of the bus.

The bus, bearing registration number UP-83-T-5310, which belongs to Awadh Travels, was on its way to Katra from New Delhi carrying 50 passengers. But as the bus driver didn’t have the required documents with him, the traffic police challaned him and impounded the bus.

When the passengers were asked to vacate the bus, they refused to come out of the bus and the traffic policemen sent the bus to Gulshan Ground along with the passengers.

Rakesh Kumar, a passenger said, “ The driver didn’t have the documents, so the traffic police challaned and impounded the bus. When we asked the driver to arrange something transport for us, he said he would get the bus released from the court within an hour and asked us to wait here at Gulshan Ground.”

“There are some children and infants with us and everybody is hungry and there is nothing to eat. How can the traffic police impound a bus with passengers? ” he asked.

Shalu Pandey, an 18-year-old girl, said, “We are waiting for the release of the vehicle in this scorching heat, There is nothing to eat and no washroom is there.”

“It is like we have been detained by the police. I don’t know when we the bus will be released from here,” she added.

Later the traffic police arranged another bus for the pilgrims.

Pawan Parihar, Senior Superintendent of Police (SSP), Traffic, said, “Only the bus was impounded. The driver didn’t have required documents, so the DSP challaned him and impounded the vehicle. But the driver misguided the passengers saying that he will get the vehicle released within an hour.”

“We have arranged another vehicle for the passengers and sent them to Katra,” he added.

The group of pilgrims from RP Bagh, Delhi, had booked the complete package with Awadh Travel for the pilgrimage of Mata Vaisnho Devi.

The Akhil Bharatiya Vidyarthi Parishad (ABVP) today staged a demonstration outside the main gate of the University of Jammu and burnt an effigy of Vice Chancellor Prof Mohan Paul Singh Ishar in protest against the steep hike in hostel fee.

The protesters also accused the university administration of turning a blind eye to the problems being faced by the students and demanded that it (administration) should immediately withdraw the notification regarding the hike in hostel fee.

The protesters, including students, were led by Ashwani Sharma, president of the Jammu University unit of the ABVP.

Addressing the protesters, Sharma said they had been raising the issue for the past one month but the university administration, particularly the Vice Chancellor, was least concerned about the issues of students.

“We are disappointed with the attitude of the Vice Chancellor. It reflects the complete dictatorship and arrogance of the university administration. We have been forced to restart our suspended agitation,” he said.

Amit Kumar, vice president, Jammu University unit of the ABVP, in his address condemned the alleged adamant behaviour of the Vice Chancellor towards the issues of students.

He demanded immediate rollback of the steep hike in hostel fee and said they would approach the Chancellor of the university, NN Vohra, who is the Governor of the state, if their demands were not fulfilled.

According to students, the university has effected nearly 80 per cent hike in hostel fee, which, they alleged, was an absurd decision to put an economic burden on students, particularly those belonging to economically weaker section.

They said the university had earlier been charging Rs 2,200 as annual hostel fee from the students, but the revised annual hostel fee was Rs 3,480. The room rent had been increased from Rs 300 to Rs 600, while electricity charges from Rs 240 to Rs 720.

Building used for fitting high-security number plates unsafe

The building given to Real Mazon India Ltd, which installs high-security number plates (HSNP) on vehicles, is posing threat to the lives of staff of the company as it is in a dilapidated condition.

The building in the warehouse is more than 70-year-old and no repair work have been done by any of the agencies which have used it as their offices.

According to residents of the locality, the building was constructed before 1947 and it was the guest house of the Railways as trains used to go to Sialkot via Jammu Cantonment. After that the building was taken over by the Jammu and Kashmir Police and later it was handed over to the Regional Transport Office (RTO), Jammu.

But due to its dilapidated condition the RTO office was shifted to a new building constructed at Narwal in February, 2011. After that on June 11, 2012, the building was handed over to Real Mazon Pvt Ltd, which was given the task of fitting high-security number plates on the vehicles of the Jammu region, but no repair work was done in the building till date.

“The employees of the company are working under dangerous conditions as the building is unsafe and a mishap can occur anytime,” said Subash Sharma, a shopkeeper at the warehouse.

Looking at the safety of the men and machinery, the company has shifted its plate-making unit to some other place taken on rent, but all the public dealing and fitting work is being done in the same building.

A representative of Real Mazon India Ltd said, “There were some issues of power cuts, power fluctuation, internet connectivity and safety in this building because of which we have shifted the plate-making unit to some other place.”

“Only the fitting staff is there in the building and they too work in the open area only, while two/three people sits inside the building,” he added.

The office of the Chief Inspector, RTO, Jammu, is also there in the other portion of the building. About 800 people visit this building daily to get high-security number plates fitted on their vehicles.

Cattle on roads pose traffic hazard

The menace of stray cattle roaming on roads is creating major traffic hazard in the busy markets of the city. This has now become a routine and can lead to accidents. The honking of horns generally doesn't bother or stop them. They keep standing in between the road and baffle the drivers.

Residents of the city expressed resentment over the menace.

"The problem of traffic is already grave here. The congested roads are often packed with vehicles and the menace of cattle makes the scene more miserable," said Minal Gupta, a resident of Residency Road.

"The cattle keep standing in between the roads causing traffic jams. Commuters suffer as it also leads to delay in reaching their destinations. One has to push them off the road to move ahead," she added.

Another resident, Kajal Vema from Rehari, expressed concern for the innocent stray cattle. "There is no one to look after these animals and hence they are not at fault. Besides this, there are some cruel people who are careless and sometimes hit them in a hurry. The authorities concerned should help those innocent animals."

Municipal Veterinary Officer Zafar Iqbal when asked about the impounding of the cattle, he said, "We have a cattle pound for the stray cattle at Dogra Hall, but at present it is under renovation for its expansion as the existing place is not sufficient. On a daily basis, we lift about 10 stray animals and keep them under regular check."

According to new rules of the Jammu Municipal Corporation (JMC), those found guilty of releasing their animals on roads will be penalised.

Chandigarh University offers quota to JK students in engineering courses

Chandigarh University (CU), Gharuan, Punjab, has offered 300 engineering seats to the students belonging to Jammu and Kashmir and has announced dates for its national-level scholarship-cum-admission test (CU-SAT 2014).

These seats will be offered in the field of computer science, mechanical, electronics and communication, civil, electrical, petroleum and automobile engineering to the students having passed their 10+2 examination with non-medical stream.

Giving details during a press conference at the regional office of Chandigarh University in Jammu, Dr RS Bawa, Vice Chancellor, CU, Gharuan, said a scholarship of Rs 9 crore would be offered to the meritorious students qualifying in the national-level scholarship test, which would be conducted by Chandigarh University at 58 centres all over India from June 1 onwards.

Dr Bawa, said a national merit list would be announced on June 15 in which all-India rank of the students would be generated based upon their performance in CU-SAT 2014 and an equal weight-age would be given to 10+2 board examination results. The online registration process for CU-SAT 2014 had already begun on the official website of Chandigarh University.

Dr Bawa said any 10+2 student of non-medical stream could register online for the national-level scholarship test, for which the last date is May 25, 2014.

Investigations into the killing of a teenager boy, Tufail Mattoo, in 2010 unrest has been reopened by the crime branch, Kashmir, after it was closed as untraced by a special investigation team of the J&K Police over a year ago in March 2013.

As an effort to widen the scope of investigation, the crime branch has already summoned the woman, who was an eyewitness to the crime. The branch investigators have also sought the log books of the vehicles operating on the date of incident from the police station concerned as well as the adjacent police posts.

On June 11, 2010, Mattoo was returning home from tuition when the police fired a teargas shell near Gani Memorial College in Old City, which allegedly hit him. He was killed on the spot.

Mattoo’s death had triggered unrest in the Valley. More than 120 persons were killed in subsequent incidents of firing by the police and security forces.

“During further investigations by the crime branch, the circumstances which led to the unfortunate death of Mattoo were revisited so as to find out whether any link that would have led to the logical conclusion of the case has remained unexplored by the SIT,” the Investigation Officer (IO) of the case submitted in his status report before the High Court, which had on February 14, 2014, ordered re-opening of the case investigation and directed the Director General of the J&K Police to hand over the investigation to the Crime Branch, Kashmir.

After the High Court ordered re-opening of the case, the DGP had entrusted the investigation to the crime branch vide an order dated March 10 and subsequently a case file was received in the Crime Branch on March 15 for further investigation, the IO has revealed to the court.

In his report to the High Court, the Crime Branch IO has further revealed that he has perused afresh the Case Diary (CD file) and other related documents and also examined the medical examination report of the deceased youth, which is suggestive of the cause of death (of the teenager) due to high velocity projectile.

Besides, after re-opening of the case, the CBK has also summoned some police officers/officials privy to the initial investigation of the case for re-examination.

“The woman, Mst Atiqa, who had witnessed the police official allegedly firing at the deceased (boy) on the fateful day was again summoned to the CBK on April 7, 2014, and her version of events was heard,” the Crime Branch has further revealed in its report, adding that “further efforts are being made afresh to correlate the woman’s version of events with the records that are maintained in the police stations/post for issue of arms and ammunition.

The CBK has also sought the log book of the vehicles which were operating on the day of the occurrence of the incident from the police station concerned and other adjoining police stations/posts.

Seeking extension of 12 weeks for completing the investigation, the Crime Branch also told the court that certain other witnesses already examined by the SIT have been summoned afresh.

The High Court, which heard the matter this week, after taking the status report on record, has asked the petitioners to file the response before issuing further orders.

The case was earlier investigated by the SIT headed by SP, City north, which has closed the investigation of the case as “untraced”.

The police station concerned had filed the closure report before the Special Mobile Magistrate (PT&E), Srinagar, on March 1, 2013, which was accepted by the court and later challenged by the victim’s family.

  • On 11 June 2010, Tufail Mattoo, 17, of Saida Kadal in downtown Srinagar was killed when a teargas shell fired by the police allegedly hit him while he was returning home from a tuition centre
  • Initially, the police claimed Mattoo died after being hit by a protester’s stone, but later accused those who took him to hospital of murdering him
  • The killing had triggered a five-month unrest in Kashmir. Two years later, the Special Investigation Team (SIT) set up by the state government to probe the killing filed a closure report in the J&K High Court, declaring its failure to reach any conclusion
  • The closure report filed by the SIT has upset the relatives of Mattoo as well as Kashmir-based human rights activists. Many of them had been hoping that justice in Mattoo’s case would help in ensuring progress in the investigations into other deaths allegedly due to police excesses during the 2010 unrest.

Waterlogging: Residents protest against SMC

Inhabitants of Magarmal Bagh near city centre Lal Chowk, a locality where many Sikh families reside, staged a protest against the Srinagar Municipal Corporation (SMC) here today for not providing dewatering pumps to the area as the locality is inundated for the past three months.

The residents alleged that the SMC had started the drainage work three months ago in the area, but later they left it midway without any reason.

"The situation has turned from bad to worse. Water has entered our houses too. We have to wear long shoes to move out. This is a shame on the government who claim everything is going fine in the city," said Gurmeet, a local.

"We went to the authorities concerned many a time, but they came and gave cosmetic treatment to the main road and ignored the waterlogged lawns and bylanes," he added.

The residents said the authorities have always failed to provide drainage facilities in the area that could facilitate the free flow of rainwater. "During the monsoon, the situation turns worst," said another resident. "The walls of our houses have developed cracks. Some old houses are close to collapse," he added.

With rainwater still in the lanes and bylanes of the locality, they said it was now emanating stinking smell due to rise in temperature and had spread infections in the area.

"Our children cannot go outside as we fear they may fall ill. Some of them have already been infected," said Pavandeep Singh, a local.

"It has become difficult for us to pray inside the mosque. It stinks wherever you go. We cannot pray properly. Roads are also lying waterlogged. Bad smell has spread in the whole area," said a local.

Commissioner of the Srinagar Municipal Corporation GN Qasba said the drainage work would start in the area soon.

Pandits to intensify stir against neglect of temples

Non-migrant Pandits today said they would intensify their protests against the government’s failure to protect the shrines and temples in the Valley after the conclusion of the parliamentary elections.

“After the elections, we will take to streets to ensure that the government comes up with a clear policy to safeguard our religious places,” said Chunni Lal, spokesman for the Hindu Welfare Society Kashmir (HWSK).

He said they had decided to stage protests after the elections as no progress was being made vis-à-vis their demands due to the code of conduct in place.

Alleging that some big players with vested interests had hatched a conspiracy to ‘scuttle’ the Bill to protect temples in the last Budget session, Lal alleged that the Bill was deliberately placed in the House towards the end of the session to prevent its passage.

Stating that the shrine Bill would prevent the neglect of temples and shrines, Lal said the passage of the Bill would make all trusts accountable and keep a tab on funds they receive.

He said the HWSK would soon announce a detailed plan of action that would include protest programmes to safeguard their religious places.

Other Pandit bodies too have been pressing for the passage of the Bill as it would bring their temples and shrines under a single management on the lines of the Muslim Auqaf Board and the Sikh Gurdwara Parbandhak Committee.

The annual Urs of Hazrat Sheikh Dawood, popularly known as Batamaloo Sahib celebrations, was observed here today where thousands of devotees from different parts of the Valley participated in special prayers held in the shrine.

The shrine hosted the prayers and also organised a fair in which hundreds of children participated. The Urs celebrations will continue for three days. The area wore a festive look on the occasion.

Hundreds of people thronged the shrine of the Mughal era saint, who as per the historians and elderly people of the area was lauded as "food father" (bata mool), from where the place is believed to have derived the name.

As per the locals and historians, Srinagar used to be frequently hit by famines.

However, Batamaloo sahib started praying and used to cook food in a big vessel which would be enough to feed scores of people who would throng the area from far-off areas. The tradition of Batamaloo sahib continues in the area till today as locals cook food for people who throng the shrine to participate in special prayers, says a historian in Srinagar.

The day has a unique relevance for the locals as they invite their relatives for the feast and prepare special food for the day. "This day comes as a blessing for us, we feel very happy on the occasion," said Munawara, a local.

Army sends 16,000 kg milk cartons for recycling

Under its eco-friendly project in Rajouri district, the Army has collected and sent more than 16,000 kg of used tetra pack cartons for recycling. The Rajouri-based Ace of Spades Division in its endeavour to promote waste management practices has undertaken a pioneering eco-friendly project for the collection and transportation of empty tetra pack milk cartons for recycling.

The Ace of Spades Division in collaboration with Tetra Pak has established a compacting plant for compression of empty milk cartons and the compressed cartons, which are made of paper and are 100 per cent recyclable, are transported to a recycling plant in Khatima, Himachal Pradesh.

The project, which started in December 2013, has sent more than 16,000 kg of compressed cartons, which after recycling were used to make valuable assets such as stationery and furniture.

“Over 32,00,000 tetra pack milk cartons get accumulated every year as part of entitled rations to the troops and the Army wanted these cartons to be put to good use. In the absence of proper collection and disposal mechanisms, the cartons end up in landfills and harm the environment, said an Army spokesman.

He added that the Ace of Spades Division had always been cognisant of the environment and through this initiative, the Army wanted to spread the message of waste management practices to make Rajouri a cleaner and greener place.

Anti-election rally held in Old City

An anti-poll rally, in which participants raised slogans against the elections, was held in Old City here after the Friday prayers ended at Jamia Masjid today. The demonstration, in which several people took part, began immediately after the prayers ended at Jamia Masjid, where moderate separatist chief Mirwaiz Umar Farooq delivered the sermon.

The demonstrators raised slogans as they marched in the area around Nowhatta before dispersing off peacefully.

Earlier, while addressing a gathering inside the mosque, Mirwaiz said, “People have rejected the elections and praised the people of south Kashmir for boycotting the polls.”

“I hope the next phase of the elections in Srinagar will also be rejected by the pro-movement people of Srinagar like they did in the past,” he said.

Haji is NSSO Director of regional office

Altaf Hussain Haji joined as Director, National Sample Survey Organisation (Field Operations Division), regional office, Sonwar, here on Friday. The order to this effect was issued by the Ministry of Statistics and Programme Implementation, Government of India, on April 24. Haji is the only Indian Statistical Services Officer from Kashmir region.

“He joined the service in 2001 after qualifying the ISS Examination in 2000 conducted by the Union Public Service Commission. He is also the first Director who joined the National Sample Survey Organisation (Field Operations Division), Srinagar, since the office has been established,” an official spokesman said.

Haji has made significant contributions in the capacity of Regional Assistant Director, Deputy Director and Joint Director towards the smooth conduct of various types of surveys. — TNS

The workshop attended by research scholars, students and faculty brought together various social scientists and academicians for deliberations over the concepts and theories of research methodology.

The workshop aimed at creating a scientific orientation among the participants about different tools and techniques of social science research and linking them with their ongoing research.

Coordinator, MERC, Faruq Masudi in his concluding remarks said, "Besides teaching, it is essential to strengthen the research practices at MERC and this workshop is a beginning in this direction."

He added, "I hope this kind of research orientation will augment the academic output of this Centre."

4 killed as truck falls into Chenab

Batote, April 25
Four nomads were killed when a Srinagar-bound vehicle, a mini-truck (9286-JK 14C), in which they were travelling rolled down about 800 ft and fell into the Chenab from the National Highway 44 at Devsool, near Khooni Nallah, in Ramban this morning.

According to the SHO, Ramban, Dharminder Singh, all the deceased were returning to their native places after completing their seasonal winter stay in the Jammu planes along with their cattle in a hired truck.

Before submerging into the Chenab, the truck was broken into pieces and the bodies fell from it on the hill slope.

The deceased have been identified as Pervez Ahmedof Passpora Kokernag, Mohammad Abbas of Gund Banihal, Mohammad Fisha of Balli Nallah, Udhampur, and Mohammad Rafiq of Khaliwadi, Anantnag.

After postmortem at the District Hospital, Ramban, the bodies of the deceased were handed over to their kin. — OC

5 students injured in police action

Kupwara, April 25
At least five people, including two girls, were injured when the police allegedly canecharged a group of protesting students at Wavoora in the Lolab valley of Kupwara district on Wednesday.

The students of Government Higher Secondary School, Sogam, were protesting lack of transport facility.

Shazia Aziz of class XII suffered injury to her right foot, while Owais Farooq was hit on right arm.

Shazia alleged that policemen abused girl students and even tore her Abaya (cloak). “They abused girl students…they resorted to heavy lathicharge and kicked girls, who had blocked the road. They even dragged me and tore my Abaya,” she said.

Students from Dooniwari, Khumriyal, Warnow, Maidanpora and Charkote, who are enrolled in the school, earlier blocked the Lolab-Kupwara road near Wavoora in support of their demand.

Students alleged that the authorities were playing with their career by denying them proper facilities.

Police and civil administration officials led by Additional Deputy Commissioner, Kupwara, Abdul Aziz Bhat reached the spot and assured students that their demand will be considered and action would be initiated against the SHO, Sogam. — OC
