Consumer Affairs Dept fails to notify rates of bread
Rate of bread increased from Rs 7 to Rs 28 in eight years

The Department of Consumer Affairs and Public Distribution (CAPD) has not notified the rates of bread in the city for the last eight years, which has led to the increase in the rates by four times.

In reply to an RTI application filed by Darvinder Singh ‘Musafir’, an RTI activist, the CAPD Department stated that the department fixes the price of the essential commodities, including bread. However, during 2006, rates were notified in the Jammu municipal limits. “There is a direction from the High Court under which bread maker, namely Aagam Food Industries, Gangyal, was allowed to charge the rates at par with the neighbouring states. After that the CAPD Department has not initiated any further action for notifying the rates of bread,” the reply states.

The department also informed, “Though a meeting was convened vide notice No DCAPDJ/EC/2009/521-531 on December 15, 2009, but no decision was taken. The department may take into consideration the fixing of rates of bread shortly.”

Darvinder Singh alleged that the bread industries were looting the people of Jammu and the administration was mum on the issue.

“I was shocked to see that the price of bread before 2006 was Rs 7 per 400 gm and after January, 2006, the price of bread remained the same, but the quantity of bread was reduced from 400 gm to 300 gm. It was done just to please the private companies and to fool the consumers and now it costs up to Rs 28 for 400 gm bread,” said Darvinder Singh.

“I have also filed my complaint in the CM Grievance Cell. I have also filed a complaint in the CAPD Department regarding sale of bread in the black market on April 3, 2014, but I did not get any answer from the CAPD Department and when I visited the office, they assured me that they will take action in the matter,” he added.

He said, "Why no action has been taken against private companies, like BONN, and is there any nexus between the CAPD Department and private companies?

He alleged that these private companies, which are based outside J&K, were purchasing bread from local manufacturers at cheap rates and selling them at high prices. These private companies with their money power had done their promotion and incurred huge lose to local manufacturers. Due to which the local bread industry was suffering a lot.

MC takes food samples

The Municipal Corporation (MC) has intensified its drive against the adulteration in commonly used food items.

Health Officer Dr Mohammad Saleem Khan along with a team of Food Safety Officers inspected various food establishments, including restaurants, dhabas, tea stalls, meat shops, halwai shops and fruit juice corners, today in Prem Nagar, Bahu Plaza, Green Belt park, Gandhi Nagar, Narwal, Upper Bazaar, Karan Nagar and Vikram Chowk.

During the drive four food samples - turmeric powder from Madan Lal & Sons, Karan Nagar, baking powder from Ahuja General Store, Upper Bazaar, garam masala (Kanwal brand) and homogenised toned milk (Amul Taaza brand) from Manhas Provision Store, Narwal - were sealed and sent to the Food Analyst, Jammu, for ascertaining their standard of purity.

During the drive about 5 kg of polythene was also seized and a fine of Rs 3,300 was collected from 16 traders.

Art academy releases special issue of ‘Sheerza’ on Ramnath Shastri’s life

The Jammu and Kashmir Academy of Art, Culture and Languages (JKAACL) today released a special issue of its publication "Sheerza" on the life and works of Padma Shri Ramnath Shastri on the occasion of his birth centenary.

The publication, containing around 800 pages, was released by Padma Shri Ved Kumri Ghai and Padma Shri Mohamamd Yusuf Taing.

Taing in his speech highlighted the multidimensional personality of Prof Shastri with particular reference to his outstanding contribution towards bringing out first-ever Dogri-Dogri dictionary and long-drawn struggle for inclusion of Dogri language in the Eighth Schedule of the Constitution of India.

He demanded that the Union Government should release a special postal stamp on Prof Shastri on his centenary celebration.

He asked the academy to organise various programmes highlighting his contribution towards the promotion of Dogri language and culture throughout the state as he was the writer of the state and not of a particular region or language.

Ved Ghai also spoke on the occasion along with noted Dogri writer Prof Nilamber Dev Sharma and Prof Lalit Magotra.

Family members of late Prof Shastri were also present, besides a large number of writers, poets, intellectuals and family friends.

Backward Classes press for 27 per cent quota

The All India Backward Classes Union today demanded implementation of 27 per cent reservation in the jobs and employment as per the recommendations of the Mandal Commission.

Union members held a demonstration against the state government and alleged that during the past six-year rule of the National Conference (NC)-Congress coalition in Jammu and Kashmir, weaker sections had been deprived of their rights.

Addressing the protesters, chief organiser of the union Puran Chargotra alleged that under the garb of Article 370, which was otherwise for the uplift of the state subjects, the state OBCs were deprived of their share.

Chargotra also lashed out at the new recruitment policy terming it anti-youth and anti-weaker sections. “The policy is mockery of the educated youth who are forced to work for mere Rs 3,000 and Rs 5,000. They are playing with the careers of the future generations as the policy will keep the people poor,” he alleged.

Amid a spurt in terror activities in Jammu and Kashmir, the police and the paramilitary forces have beefed up security across the state as the Udhampur-Doda constituency is scheduled to go to the polls tomorrow.

“The police and paramilitary forces have been deployed in all 2,051 polling stations,” Deputy Chief Electoral Officer of J&K Rashpal Singh told The Tribune.

The constituency comprises six districts —Kathua, Udhampur, Reasi, Ramban, Kishtwar and Doda — having a total of 14,68,886 voters.

Singh said most of the polling staff along with election material have reached their respective stations and the remaining staff would reach their assigned destinations tonight.

Meanwhile, the road opening party of the Army today recovered two Chinese grenades, one suspected IED (Improvised Explosive Device) planted in a pressure cooker and one Pathani suit (kurta salwar) in Pul Doda, 6 km from Doda town.

“This morning around 9.30, some suspected persons were moving near Pul Doda when they were challenged by some civilians. The persons in Pathani suits ran away and left behind some stuff,” said Jammu-based Defence spokesperson Lt Col Manish Mehta.

A Defence Ministry release issued late in the evening stated that a major incident was averted when a bag containing ammunition was recovered from near Pul Doda today.

Based on an input from the locals, the Rashtriya Rifles battalion based at Arnora and the Jammu and Kashmir Police, launched a joint search operation in the area between Pul Doda and Doda, the release stated.

After an intense search, the security forces recovered a bag hidden in bushes next to the Pul Doda-Doda road. The items recovered from the bag included one closed pressure cooker (a likely Improvised Explosive Device), two live Chinese grenades, approximately 5 Kg of urea (high explosive content) and one Pathani suit, it added.

The Defence spokesperson, meanwhile, said: “The grenades have been taken by the police, while the pressure cooker has been covered with sand bags. It will be defused tomorrow after the polling.”

Although no terrorists were found in the near vicinity, the joint team of the Army and police continue to comb the entire area, the release added.

While the IGP, Jammu Zone, Rajesh Kumar told this correspondent to verify the incident from Superintendent of Police (SP), Doda, Mohammed Sharif Chouhan, the latter refused to make any comment.

To ensure peaceful polling in all six districts, especially in the mountainous belt of Doda, Kishtwar and Ramban, which once remained the hotbed of militancy, the Army has been assisting the police and the paramilitary forces.

“The Army is already present in the erstwhile Doda district and it is performing road opening duties on the highway as well. However, for the polling, it has been extending assistance to the police and the paramilitary forces,” an Army source said.

“Apart from highways, the Army is also dominating the upper reaches in the region to maintain pressure on few residual militants and keep them on the run,” the source said.

A senior BSF officer, meanwhile, said the BSF has deployed two battalions (1,400 personnel) in the poll-bound Udhampur-Doda seat.

“While the CRPF and the Jammu and Kashmir Police have major share of deployment on 2,051 polling stations, the BSF has deployed two battalions in the constituency for polls,” the officer said.

The Sashastra Seema Bal is also contributing in the election process.

Arms, ammo seized in Bandipora

Srinagar: The Army on Wednesday claimed to have seized a huge cache of weapons, ammunition, equipment and other administrative stores from the Lampathari forest in north Kashmir’s Bandipora district. A defence spokesman said the recovery was made after an intelligence input about the presence of a hideout in the Lampathari forest. “An operation was launched by the Army after the input,” he said.

Army foils intrusion bids in Poonch

Jammu: The Army foiled two infiltration bids on Wednesday in the Bhimber Gali (BG) sector along the Line of Control in Poonch district. “Around 2.45 am on Wednesday, an infiltration bid was foiled by troops of Gambhir Battalion in the BG sector after a sentry on duty saw suspicious movement,” said Jammu-based defence spokesperson Lt Col Manish Mehta. Colonel Mehta said troops opened fire and foiled the infiltration attempt. Around 4 am, another attempt was made by infiltrators, which was also foiled, he said.

Farooq apologises to Agriculture Minister

National Conference (NC) president and Union Minister for New and Renewable Energy Farooq Abdullah today apologised to Agriculture Minister Ghulam Hassan Mir for any mistake, if committed by the NC in the past.

“Mir Sahib should leave his annoyance. I apologise to him if we have done any mistake in the past,” Farooq said in his address to party workers after NC-Congress coalition candidate for the Baramulla parliamentary constituency Shariefuddin Shariq filed his nomination.

While pointing towards Mir, who was also present at the meeting, the Union Minister told him to join hands and help in ensuring the victory of the coalition candidate.

In September last year, NC had demanded Mir’s resignation on moral grounds after former Army Chief General VK Singh said politicians in Jammu and Kashmir were paid for getting some jobs done. Farooq’s brother, Mustafa Kamal, had levelled charges against the Agriculture Minister.

However, Mir, who had been denying allegations, had the support of the Congress.

14.6 lakh voters to decide fate of 13 candidates

As the Udhampur-Doda parliamentary segment goes to polls tomorrow, the administration is busy arranging election material and moving polling staff to 2,051 polling stations established in the constituency.

As per records, around 2,051 polling stations have been put in place across the parliamentary constituency for which more than 22,516 polling staff, along with security personnel, have been moved to their respective destinations.

The fate of 13 candidates, including Congress leader and Union Health Minister Ghulam Nabi Azad, would be decided in tomorrow’s polls.

The Udhampur-Doda segment is one of the biggest parliamentary constituencies in the country and is spread over Kishtwar, Doda, Ramban, Reasi, Udhampur and Kathua districts, on the south of Pir Panjal range. The constituency comprises 17 Assembly segments, out of which the Congress represents eight seats, while the BJP has got four MLAs from the area.

Around 14,68,886 electorate, including 6,77,850 female voters, would exercise their right to franchise. The segment has also around 64,091 new voters.

However, the weather might play a dampener as the Meteorological Department has predicted rain in most of the areas in the Udhampur-Doda Lok Sabha segment.

The Udhampur-Doda segment is going to witness a triangular fight between the Congress, the BJP and the Peoples Democratic Party (PDP). The Jammu and Kashmir National Panthers Party (JKNPP), which is also in the fray, might play a spoilsport for both the Congress and the BJP, particularly in the Udhampur area where the party has a significant following.

Kathua district has got 4,16,705 voters, most of them Hindus, and the BJP would be particularly banking on this area of the segment to pip the Congress, which enjoys a healthy support in the hilly belt of Doda, Kishtwar and Ramban.

Udhampur has got 2,95,687 votes, while Reasi district has 2,38,113 electorate.

Doda, Ramban and Kishtwar have got 1,82,694, 1,59,872 and 1,54,374 voters respectively and the Congress would be eyeing a huge voting percentage in this belt to counter the BJP.

Demand for UT status to Ladakh takes centre-stage

As the election fever grips Ladakh, the demand for a union territory status to the mountainous region has taken centre-stage with the Congress and the BJP including the issue in their local poll manifestos.

The Congress, which had been quietly supporting the demand till now, is now openly backing the demand and has even endorsed the call for a separate Assembly for Ladakh.

“We all are united on the demand for a UT status to Ladakh. After the Ladakh Buddhist Association (LBA), the Congress had made this demand. The BJP has been demanding only a UT status for the region but we have been asking for a UT status with legislature (separate Assembly) for the region,” Phuntsog Namgyal, veteran Congress leader and four-time winner of the Ladakh parliamentary seat, told The Tribune over phone from Leh.

In 1980, Namgyal had won the seat as an Independent candidate for the first time. Thereafter, he won the seat as a Congress candidate in 1984, 1989 and 1996 parliamentary elections.

Namgyal said, “When we demand a UT status with legislature for Ladakh, we want to a similar Assembly which exists in union territories such as Delhi and Puducherry.”

He, however, said the National Conference had always attempted to scuttle their demand by “communalising” the situation in Kargil, which is predominately inhabited by Shia Muslims.

“We will approach the representatives of Kargil people and will take them into confidence. We want a UT status for the entire Ladakh region, comprising Leh and Kargil districts, as it will benefit the people of both districts. After the region becomes a UT, there will be an equal number of members in the Assembly from both districts,” Namgyal said.

Yesterday, the Congress, while releasing its 29-point manifesto for Ladakh, said it “stood for the struggle for a UT status to Ladakh.” The manifesto was released after the party candidate for Ladakh seat Tsering Samphel filed his nomination papers.

The demand for a UT status has been a long-pending issue with Ladakh, which had witnessed the Buddhist community coming together under the Ladakh Union Territory Front (LUTF) banner in 2002. The LUTF won uncontested two seats in 2002 Assembly polls. Though the Front disintegrated later, the demand continued to dominate the politics of the region.

Thupstan Chhewang, the BJP nominee for the Ladakh seat, said: “The Congress is trying to deceive the people by making the demand for a UT status as well as a separate Assembly for Ladakh. The party has made the demand at the local level. If it was sincere towards the people of Ladakh, let the All India Congress Committee (AICC) announce its support to the demand. The BJP stand is quite clear on the issue as it has already adopted a resolution in this regard in its national executive as well as the state executive meeting.”

He said the Congress had incorporated some “petty issues” in its manifesto for parliamentary elections which created a doubt about its intentions. 

Demand a poll gimmick: Mufti

Srinagar: The Peoples Democratic Party (PDP) patron Mufti Mohammad Sayeed on Wednesday said “The Congress promise of a union territory status to Ladakh in its local manifesto is an election time gimmick, which has been introduced only for votes and without realising that it is constitutionally impossible,” Mufti said.

National Conference president Farooq Abdullah and state Congress chief Saifuddin Soz and some ministers accompanied him Shariq at the time of submission of papers.

Shariq submitted an affidavit before Returning Officer, in which he has mentioned his bank balance Rs 13,90,421, Rs 50,000 as cash and Scorpio vehicle worth Rs 7,35,000.

National Panthers Party (NPP) candidate and state president Syed Mohammad Rafiq Shah also filed his nomination papers today.

The NPP candidate submitted an affidavit which mentions Rs 14 lakh as immovable property and Rs 30,000 as cash in hand and no movable property.

Bharatiya Janata Party candidate Ghulam Mohammad Mir filed his papers before the Returning Officer in the afternoon session.

People's Conference Candidate and former Deputy Director, Doordarshan, Srinagar, Salamudin Bajad was accompanied by the party chief, Sajad Gani lone, when he filed his nomination papers before the Returning officer.

He mentioned Rs 42, 45,188 bank balance and Rs 30,000 as cash in his affidavit.

People's Conference covering candidate Khursheed Ahmad Khan also filed his nomination papers in defence if the nominated candidate's candidature gets rejected during scrutiny. He will have to withdraw his nomination when the nomination papers of Bajad will get accepted after scrutiny which will be held on 21 April.

The Returning officer, also the Deputy Commissioner, Baramulla, has issued notification for the polls. The last date for filing of the nomination is 19 April while scrutiny will take place on 21 April. The last date of nomination withdrawal is 23 April. The constituency is going to the polls on May 7.

Around 23 forms have been issued so far, out of which five were filed today.

Meanwhile, Peoples Democratic Party candidate and Baramulla MLA Muzaffar Hussian Beigh is likely to file his nomination papers tomorrow before the Returning Officer.

There are 11,51,744 lakh voters in the Baramulla parliamentary constituency which includes 60,6,506 males and 5,45,219 females.

Mufti is Modi’s Amit Shah in JK, says Omar

Chief Minister Omar Abdullah today accused the Peoples Democratic Party (PDP) of forging a secret alliance with the BJP. He said PDP patron Mufti Mohammad Sayeed was the BJP’s ‘Amit Shah’ in Kashmir.

“Mufti and his daughter are doing the same kind of work for the BJP in Jammu and Kashmir as Amit Shah is doing for it in Uttar Pradesh,” Omar said while addressing a public gathering at Town Hall in Kulgam.

The Chief Minister today addressed three public gatherings in Kulgam district’s Qaimoh, Kulgam town and Devsar areas.

Omar was campaigning for the National Conference-Congress coalition candidate for the south Kashmir parliamentary seat. The coalition has fielded sitting National Conference (NC) parliamentarian Mehboob Beg from the south Kashmir seat.

He was accompanied by NC and Congress leaders, including Mehboob Beg, Sakina Itoo and Ghulam Ahmad Mir.

While taking a dig at the PDP, he said it had fielded candidates in Poonch and the Chenab valley region in the Jammu division with the sole aim of cutting the NC-Congress vote.

“This is being done to help the BJP and elevate Narendra Modi as the Prime Minister,” said Omar. “The same Narendra Modi, who has got blood of thousands of Muslims on his hands.”

Terming the elections for the seat a battle between Beg and Mehbooba Mufti, Peoples Democratic Party (PDP) president, Omar urged people not to vote for the PDP.

“Voting for the PDP will mean that you are voting for Narendra Modi,” Omar told the gathering, adding that Mehbooba’s performance during her tenure in Parliament has been dismal to say the least.

“I did not see her speaking even once during our five years in Parliament. Not even asking any questions,” said Omar while hailing Beg for being outspoken and fearless during his five years in the Lok Sabha.

Meanwhile, clashes erupted in the Qaimoh and Kulgam areas of Kulgam district. A partial shutdown was witnessed in Kulgam town.

In Qaimoh, clashes erupted after the departure of the Chief Minister, while in Kulgam town, clashes erupted before his visit.

Youths in Kulgam also tore banners, welcoming the Chief Minister.

However, no untoward incident was witnessed during the public rally.

A CRPF personnel was injured during clashes in the Qaimoh area. He was rushed to Emergency and Trauma Hospital in Qazigund.

Omar to continue as CM: Congress

Senior Congress leader and Tourism Minister Ghulam Ahmad Mir today said the NC-Congress coalition would form the government in J&K for the second time. “Omar Sahib will continue to be the Chief Minister for the next six and a half years,” Mir said while addressing a gathering in Paanzath village of the Devsar Assembly constituency in Kulgam district.

He, however, told Omar in front of people to guarantee that his party would continue to support the Congress, no matter what.

NC wants violence during polls: Mehbooba

The Peoples Democratic Party today alleged that the National Conference wants that there should be “violence” in the Valley during the ongoing elections so that people don’t come out to vote.

“The NC wants violence during the ongoing elections so that people don’t come out to vote,” said PDP president and party’s candidate for the Anantnag parliamentary constituency Mehbooba Mufti said during a roadshow in Shopian district.

She alleged that like in the past, the NC wants to reap the benefit of poll boycott.

The leader while pointing out at the “mysterious death” of NC worker Haji Yousuf, said: “The National conference can treat people, especially its workers, the way it treated Haji Yousuf.”

Mehbooba said NC lacked agenda and had nothing to highlight in its report card. She added that the party has brought “devastation” to the state.

Mehbooba also questioned the essence of NC’s alliance with the Congress and questioned the coalition partners’ stand on the Article 370.

She said the NC should know that the Congress has plans to give Ladakh a union territory status.

“The Congress is vowing to give union territory status to Ladakh, which will disintegrate the state into three parts…the Article 370 will get revoked automatically,” Mehbooba said.

Mehbooba also questioned Chief Minister Omar Abdullah’s stand when during the 2002 Gujrat riots. “What did Omar do when the riots were taking place in Gujrat?” she asked.

“He could also not do anything when autonomy resolution was thrown away by the NDA government,” Mehbooba said.

She further said: “It was Farooq (Abdullah) who had ‘seen god in Modi’.”

Security beefed up in Reasi

The police here have intensified the vigil ahead of the polls to the Udhampur-Doda Lok Sabha seat tomorrow.

Thirteen candidates, including Union Health Minister Ghulam Nabi Azad, are in the fray for the seat.

Senior Superintendent of Police (SSP), Reasi, Vivek Gupta said the police was put on “extra alert” to ensure smooth and peaceful elections.

Gupta added that police officers throughout the district have been told to be alert.

He also sought the cooperation of public in making elections a success.

Officials said many rallies were organised under the Systematic Voters’ Education and Electoral Participation to educate people regarding maximum participation in the polls.

Meanwhile, the SSP stressed the need to ensure maximum participation in elections to make democracy meaningful. “As a responsible citizen everyone has to contribute towards forming the government. Voting is the political right and one should remember that each and every vote has a value. Only this can make the electoral process in our country valid,” the SSP said.

He also urged young voters to cast their votes irrespective of caste, creed, religion and regional influences.

Hizb posters warn people to boycott elections

A day after Chief Minister Omar Abdullah held rallies in Pulwama and Shopian districts, posters reportedly of the Hizbul Mujahideen surfaced today in many villages of Pulwama, appealing people to boycott the polls on April 24.

In the posters, the Hizb has warned people, especially sarpanches and panches, not to participate in election rallies.

“Those who participate in election rallies would be responsible for any untoward incident takes place during election rallies,” a poster read.

Eyewitnesses said the posters were pasted on shop shutters, electricity poles and public places during the night.

“When I was returning home after offering morning prayers at a mosque, I saw a poster pasted on an electric pole,” said Ghulam Mohammad, a resident of Wasoora in Pulwama, where Omar Abdullah addressed a rally yesterday.

The police said they were investigating the matter and were yet to trace miscreants who pasted the posters.

The police questioned the credibility of posters and said it seemed some miscreants were trying to disturb atmosphere during the elections. They said the posters were not written on any letter head, lessening the chances that the posters belonged to the Hizb.

Talwara migrants ferried to their native places ahead of polls

To facilitate maximum participation in the elections to the Udhapur-Doda seat tomorrow, the district administration here today ran special buses to ferry the migrant and poor population to their native places.

It is for the first time in the last 16 years that special arrangements have been made to take over 900 migrant families living at Talwara, Gran Morh and other locations, to their native places in Arnas, Prankote, Tulibana-Mahore and Chassna.

“I never got an opportunity to cast my vote since we migrated 16 years back. But since the administration has arranged for the transport there is no question of being sluggish and not stepping out to vote,” said 81-year-old Mohammad Akram.

While waiting for a vehicle to ferry her to her native place a day ahead of the polls, Jyoti said: “I am going to vote for the first time. I am thankful to the Election Commission for providing the transport and other facilities to the voters.”

Flagging-off special buses from Talwara, Additional Deputy Commissioner, Reasi, Rajinder Singh Tara said: “For the first time, these migrants are being provided with all possible assistance so that they exercise their right to franchise on the poll day.”

Geelani back in Srinagar

Hardline Hurriyat chief Syed Ali Shah Geelani, who was in Delhi for his treatment, arrived here today.

Addressing a gathering of his supporters soon after his arrival, Geelani reiterated his five demands for initiating talks over Kashmir.

He hailed people for showing their resentment towards election rallies in their areas.

“Any party which comes into power at New Delhi should adopt a realistic approach for resolving the long pending Kashmir issues,” Geelani said, adding that solution to the problems lies in dialogue.

In his address to the gathering at Hyderpora, Geelani, however, added that India should accept his five demands made in 2010 for preparing a conducive atmosphere for the talks.

“These demands include declaration of Kashmir as a disputed territory, demilitarisation, revocation of black laws such as Armed Forces Special Powers Act (AFSPA) and release of political prisoners and perpetrators involved in the killing of youth during 2010 summer agitation,” Geelani said.

Geelani, who was recuperating in Delhi following illness, arrived at the Srinagar airport this afternoon, where he was welcomed by a large number of his supporters, a statement from the Hurriyat said here.

Geelani was flown to Delhi on March 13 after he had complained of severe chest pain.

Training programme organised for poll staff

District Election Officer, Srinagar, Farooq Ahmad Shah today conducted a daylong training programme for assistant electoral registration officers (AEROs), booth-level officers (BLOs) and other officers concerned with the Lok Sabha Elections for Srinagar parliamentary constituency.

“The training was aimed at acquainting them with various aspects of elections, including handling of electronic voting machines (EVMs) and distribution of voter slips among the electorate, besides other measures for conducting free, fair and smooth Lok Sabha elections in the district,” an official spokesman said.

As many as 700 AEROs, BLOs and officials associated with the conduct of the Lok Sabha polls participated in the training programme.

“The booth-level officers were asked to collect voter slips by or before April 17 from the District Election Office, Srinagar, and deliver the voter slips to electorates in their respective areas at their doorsteps by or before April 25 to enable them to cast their votes for Srinagar constituency comprising Srinagar, Budgam and Ganderbal districts,” he said.

The voters have been asked to bring along Electoral Photo Identity Cards (EPIC) on the polling day and in case the voter is unable to produce EPIC, passport, bank/post office pass book with photo, driving licence or ID cards issued by the government departments/PSUs could be produced as their identity proof.

Meanwhile, General Election Observers Harbhupinder Singh Nanda and Ashok Kumar Singh convened a meeting of returning officers, assistant returning officers, booth-level officers and other officers concerned with the Lok Sabha elections at Sher-i-Kashmir International Conference Centre (SKICC) here today to review poll preparedness. Police observer Sanjay Srivastav was also present on the occasion.

An activist of the Anna Hazare Movement against Corruption, Om Parkash Sharma, alleged that the politicians and bureaucrats were hand in glove when it comes to corruption and misusing the public money.

Forum appeals to Sikhs to vote for Azad

The All J&K Sikh Unity Forum has appealed to the Sikh community of the Kathua-Udhampur-Doda Lok Sabha constituency to vote and support National Conference-Congress candidate Ghulam Nabi Azad in the upcoming elections on April 17.

A meeting of the forum was held under the chairmanship of Rajinder Singh, wherein he said Azad had made great contributions for the development of J&K by giving two super-speciality hospitals like AIIMS, one each for Jammu and the Kashmir valley.

He added that a compensation of Rs 1.5 lakh was sanctioned to refugees of 1947 when Ghulam Nabi Azad was the chief minister. He claimed that during the framing of new administrative units, new eight districts in J&K, Roshni Act and many more were the brainchild of the Union Health Minister. — TNS

State govt yet to take decision on Tosa Maidan lease extension

The state government has yet to arrive on a decision on Tosa Maidan, leased out to the Army in 1964 for 50 years to establish an artillery firing range.

A meeting held at the civil secretariat today did not arrive at a decision whether to extend the lease.

In November last year, the Jammu and Kashmir Government had constituted a committee under the chairmanship of Chief Secretary Mohammad Iqbal Khanday and members from the Army and the administration to arrive at a decision on the issue.

Today, the committee met for the second time but remained undecided about the matter.

“The committee is holding deliberations and I can’t comment on what will be the outcome of the meeting,” said the Chief Secretary.

Tosa Maidan is situated in Budgam district. Around 11,000 hectares of the forest and meadow land is with the Army which has established an artillery firing range on it.

The Tosa Maidan lease ends on April 18.

Sources in the government said there was no habitation around Tosa Maidan.

“It is not that the firing is a continuous process in the area. The government is not insensitive that it will allow establishment of a firing range in the area which proves fatal for people,” a source said.

People of the area have alleged that due to firing, around 150 people have lost their lives so far, but the government believes 63 people have died since the meadow was leased out.

The issue is also being exploited by the separatists who are demanding withdrawal of the Army from the area.

Ruling National Conference leader and Finance Minister Abdul Rahim Rather yesterday said the government would not extend the lease to the Army.

“It could be a long-drawn process as well and one doesn’t know when the decision is taken,”a source said.

Hurriyat for total demilitarisation of J&K

The moderate faction of the Hurriyat Conference on Wednesday toughened its stand on the Tosa Maidan lease extension and pitched for complete demilitarisation of the state. The amalgam said the Army should vacate the Tosa Maidan firing range. It also opposed any move by the government aimed at offering an alternative site to the Army in J&K in lieu of the firing range.

Take up research projects related to state’s issues, Guv tells VCs

Governor NN Vohra, who is also the Chancellor of Kashmir University, has urged Vice Chancellors of the universities of Kashmir and Jammu to take up research projects on subjects which are related to the problems being faced by the people of the state.

He said this at the meeting of the University Council held today while reviewing the ongoing research projects of the university.

The university said the major ongoing research projects included establishment of an apple germplasm repository and developing an action plan for strengthening the ecological integrity of the Dal Lake.

The Governor urged the Vice Chancellor to consider involving SKUAST-K for implementing a project for the conservation of germplasm of all indigenous fruit plants in the state.

Prof Talat Ahmad, Vice Chancellor, Kashmir University, told the council that the university had signed an MoU with the Geological Survey of India (GSI), which would enable students of earth sciences to receive training with GSI’s institutions.

He told the council about the university’s participation in a number of research projects which included “India-based Neutrino Observatory” project to study atmospheric neutrinos in a 1,300-m deep underground laboratory near Theni in Tamil Nadu.

While reviewing the ongoing infrastructure development projects in different campuses of the Kashmir University, the Governor asked the VC to ensure that all these buildings provided for differently abled persons.

He also urged the VCs of both the Kashmir and Jammu universities to develop sports and other extra-curricular activities-related infrastructure in the universities.

The council approved 5 per cent supernumerary admissions for foreign nationals to pursue undergraduate and postgraduate studies in Kashmir University. The Governor urged the VC to introduce peer review and refresher courses for teachers under the faculty development programme.

Lt Gen KH Singh assumes command of 16 Corps

Lt General KH Singh today assumed the command of the Nagrota-based 16 Corps, also called the White Knight Corps, from Lt General DS Hooda, who moves on posting after 18 months of command.

In his farewell message, General Hooda complimented all ranks of the White Knight Corps for their professionalism and dedication and thanked the civil administration for the excellent synergy with the armed forces.

Lt General Singh was commissioned into the Rajput Regiment in 1978 and is an infantry soldier with vast operational experience.

He has commanded a battalion in the Siachen Glacier and a division on the Line of Control, including staff and instructional appointments.

Srinagar SSP told to initiate inquiry against Nowgam SHO

Taking strong note of non-execution of arrest warrants against the accused police personnel in the Wamiq Farooq killing case, a local court here today directed the Srinagar SSP to initiate an inquiry against the Station House Officer (SHO) concerned for failing to execute the warrants and submit the inquiry report for court’s perusal.

Issuing fresh non-bailable arrest warrants against the two accused cops, the Srinagar Chief Judicial Magistrate (CJM) further directed the SSP to ensure execution of the warrants.

Wamiq, a Class VII student, was killed by a teargas shell allegedly fired by the police on January 31, 2010, near Gani Memorial Stadium in old Srinagar city. Following his death, over 100 civilians were killed in security forces firing.

Earlier on March 14, the CJM had directed the Inspector General of Police (IGP), Kashmir, to execute the non-bailable arrest warrants against the accused policemen by the next date and had also warned of “coercive means” if he (IGP) failed to execute the same.

The Srinagar SSP in his earlier report to the court had said that one of the accused - ASI Abdul Khaliq - is on earned leave and the other accused, Special Police Officer Mohammad Akram, is undergoing training at Subsidiary Training Centre (STC), Talwara, in Punjab.

However, as the matter came up before the court today, the police failed to produce both the accused cops. Offering an explanation for the lapse, the Srinagar SSP in his report to the court submitted that the Nowgam SHO has failed to execute the warrants against the accused ASI.

The prosecution, however, contradicted and controverted Ajaz’s submissions, even as the IGP today moved an application before the CJM seeking exemption from personal appearance.

The counsel representing the complainant family, advocate Ajaz Dar, in his submissions before the court argued, “The Kashmir IGP has not complied with the court directions issued from time to time and has failed to get the arrest warrants executed against the accused cops.”

“It is not the IGP who can always be hauled up for not complying with the directions of the court for executing process, when there is a large number of subordinates under him to do the needful,” the court observed in its orders.

“In this background, the Srinagar SSP is directed to ensure execution of warrants against both the accused persons, because the report filed by SSP Srinagar is indicative of the fact that the SHO concerned has not executed the warrants, nor the Principal concerned (of the training centre) has executed the warrants”, the CJM observed in its orders.

“The Srinagar SSP will conduct an inquiry against the Nowgam SHO as to why the SHO failed to execute the warrants against the accused ASI, Abdul Khaliq. The Principal of STC, Talwara, shall also tender an explanation for his lapse to execute the warrants against accused constable Mohd Akram,” the court directed while asking the Srinagar SSP to submit the inquiry report by next hearing.

Issuing fresh non-bailable warrants against both the accused cops, the court further directed the Srinagar SSP to get these executed through the SHO concerned and the STC Principal. The matter has been fixed for further consideration on May 10.

100 encroachments removed from Brari Nambal lagoon

The Srinagar Municipal Corporation (SMC) today launched a sanitation drive in and around the Brari Nambal lagoon and also removed around 100 encroachments from the area.

An SMC official said around 250 workers, including sweepers and other officials, started work to clear the debris and restore the old glory of Brari Nambal.

“The SMC also removed 100 encroachments/shanties and evacuated 500 ragpickers, who had illegally occupied a huge patch of the lagoon land measuring more than 60 kanals. These illegal encroachments and the occupants were posing a grave threat to the lagoon,” the official added.

While a large quantity of solid waste lying on the periphery of the area has been removed during the drive as per the official, the SMC has also requested the Lakes and Waterways Development Authority (LAWDA) to assist in removing other dry material which was not accessible through land and needed dredging with the machines available with the waterways authority.

The drive was overseen by SMC commissioner GN Qasba and also monitored by Chief Encroachment Officer Nissar Ahmad Shah and Chief Sanitation Officer Manzoor Ahmad Tarray.

A team of academics from the University of Poland and Norway today interacted with the faculty and students of the Department of Education at the Zainakote academic block of Central University of Kashmir (CUK).

The team comprising Maria Walczak, Director, Institute of Pedagogy, Szczecin University, Poland; Elzbieta Perzyka, International Coordinator, SIT Project, Poland; Aneta Makowska, Research Officer, Poland; Raffaele Tumino, Stefano Polenta and local coordinator MH Zaffar is conducting a study titled “Stimulators and Inhibitors of Culture of Trust in Educational Interaction assisted by Modern Information and Communication Technology.”

The project is being sponsored by the European Union. The experts held threadbare discussions with CUK Vice Chancellor Meraj-ud-Din Mir, Dean School of Education NA Nadeem, Dean School of Management Studies Abdul Gani, Dean School of Social Science GM Bhat, Head of Department, Tourism Management, S Fayyaz, Librarian Reyaz Rufai, Dean, Faculty of Education, University of Kashmir, Nighat Basu and Principal of Government College of Education, MA Road, Prof Parveen Pandit. The team members also interacted with the students and received their feedback on the research project.

Earlier, the CUK VC briefed the guests about the university functioning and the programmes offered by the university. The Vice Chancellor also shared the plans of the university with the experts.

Language implementation panel to propagate Hindi in Central offices

A meeting of the Town Official Language Implementation Committee (TOLIC), Srinagar, was held here today to give “due priority” to Hindi language in the central government offices.

Secretary, Official Language, GoI, Neeta Choudhary, who chaired the meeting, urged the heads of the central government offices working in Kashmir to come forward with suggestions so that the national language - Hindi - could be given due priority in the functioning of the official system.

Choudhary assured all possible help for propagation and modernisation of the tools and kits needed for the implementation of the language in the times of IT revolution.

Earlier in his welcome address, Chander Prakash, Chief Post Master General and Chairman, TOLIC, Srinagar, presented the blueprint on the activities of the committee in Srinagar. The meeting among others was attended by Harinder Kumar, Director, Official Language, and all members of the TOLIC.

Diplomas, degrees conferred on 3,940 IGNOU students

The Jammu Regional Centre of Indira Gandhi National Open University (IGNOU) held its 27th convocation ceremony at the Government College for Women (GCW) auditorium, Gandhi Nagar, today.

Kiran Wattal, Commissioner, Municipal Corporation (MC), was the chief guest. A total of 3,940 candidates of the Regional Centre received degrees and diplomas in various courses being offered by the varsity at the convocation. However, only those who were to be awarded Master's degree were invited for the function.

Kiran Wattal in his address congratulated the students for receiving degrees and diplomas. He added that the efforts of the varsity to take higher education to the doorsteps of the aspirants were laudable.

While speaking on the occasion, KK Bhat, Regional Director, Jammu, said the centre had registered a sustainable growth of student enrolment consistently for the 14th admission cycle without a break.

He said more than 27,000 students had enrolled for the year 2013.

The Regional Director disclosed that in the recently concluded January, 2014, admission session, the centre had already crossed 12,500 mark.

Out of 3,940 students, who received degrees and diplomas, 386 got Master's degree. One of the students of Jammu Regional Centre, Harmeer Kour of MA (philosophy), has bagged a gold medal for her meritorious performance in the programme throughout the country.

“From this platform, I would like to appeal to the intellectuals of the Jammu region in general and to the academics and educational managers in particular to come out of the ivory towers to democratise higher education,” KK Bhat said.

Pertinently, the Jammu Regional Centre has a network of 66 Learning Study Centres across the region, including 16 Regular Study Centres, 22 Programme Study Centres, 24 Special Study Centres and four Jail Study Centres.

IGNOU land woes likely to end
Srinagar DC promises to allot land for varsity campus in 15 days

The land woes of Indira Gandhi National Open University (IGNOU), Regional Centre, Srinagar seem to have finally end with the district administration agreeing to give an allotted space to the university within next 15 days.

Presiding over the 27th convocation of IGNOU at the Government College of Education, MA Road today, Srinagar Deputy Commissioner Farooq Ahmad Shah said, “IGNOU’s concern of functioning from a rented space is genuine and a speedy process will be initiated to give the required space to the university management.”

Earlier, Regional Director, IGNOU, Regional Centre, Srinagar, Noorul Hassan urged the Srinagar DC to look into the grievances of the university.

“We have made several representations before the DC for allotting 8 to 10 kanals to the university so that it could set up its main campus there,” Hassan said, adding that the state government had also stopped paying the university’s rent since last year.

IGNOU has 39 support centres where the students are taught 228 programmes through open-learning mode. The university has also set up a centre in Central Jail, Srinagar.

The convocation was attended by bureaucrats, academicians and students. As many as 6,500 people studying across various centres in Kashmir division were awarded at the convocation.

Tarqi Ahmad Bhat, MA political science student from Amar Singh College, Srinagar regional centre, was the lone gold medal recipient.

Meraj-ud-Din Mir, Vice Chancellor, Central University, Kashmir, who was the guest of honour, said IGNOU should try and reach out to students of peripheral areas in remote districts where he felt that the quality of education and awareness was low.

“The higher education sector in J&K still has many lacunas and we suffer on the quality front. Various educational institutions should join hands to promote the quality of education we offer,” the VC, CUK, said.

Recent advances in treatment of schizophrenia discussed

The J&K Psychiatry Society (JKPS) organised its first continuing medical education (CME) here.

During the CME, which was inaugurated by Dr UK Mehta, senior psychiatrist from Jammu, a scientific session was held wherein doctors delivered lecturers on recent advances in treatment of schizophrenia.

Dr Abhishek Chowhan delivered lecture on schizophrenia, especially its genetics, treatment associated with cannabis use and other substances. Dr Mansoor Ahmad delivered lecture on sleep and sleep disorders. He gave a detailed account of sleep disorders leading to psychiatric problems.

During the session, junior doctors, especially postgraduate students in psychiatry, interacted with the speakers. The scientific session was chaired by Dr Maqbool, HoD, Psychiatry, GMC, Srinagar, Dr HU Shah, Dr Jagdish Thappa, Dr Mohammad Aslam and Dr Manu Arora. Dr Rakesh Band presented a formal vote of thanks.

The CME was organised by Dr Jagdish Thappa, senior psychiatrist, along with organising committee, comprising Dr Manu Arora, Dr Rakesh Banal and Dr Abhishek Chowhan.

After the scientific session, a general body meeting of the JKPS was held to discuss various issues regarding mental health in J&K.

Campaigning in sunroof vehicles, politicians exposed to risk

On December 27, 2007, two-time Prime Minister of Pakistan and head of the Pakistan People’s Party Benazir Bhutto was assassinated in Rawalpindi while cheering her supporters from the sunroof of her vehicle ahead of the January 2008 elections.

And, amid poll frenzy in Jammu and Kashmir, which witnessed three militant attacks on March 28 in Kathua district, in Kupwara district on April 8 and on April 12 in Pulwama district, politicians, including ministers of the National Conference-Congress alliance, UPA government and former chief ministers, have been putting themselves to grave risk. 

Like Benazir, they travel in sunroof vehicles and some of them even travel in roofless vehicles when holding roadshows across the state.

Though the first phase of the polls in the Jammu-Poonch constituency, which saw a 70 per cent turnout, passed off peacefully, the possibility of terror attacks on politicians holding roadshows cannot be ruled out, said an Intelligence source.

“Just yesterday, militants attacked the residence of a National Conference leader and killed two policemen. It was the first terror attack targeting election activities in the state this year. Therefore, the possibility of attacks on politicians during their roadshows cannot be ruled out,” he said.

“We have alerted the Jammu and Kashmir Police and other security agencies,” he said.

Director General of Police (DGP) Ashok Prasad said: “There is a proper and elaborate security system in place. To be more precise, there is a clear, elaborate, laid down procedure in place for political rallies and roadshows.”

“The police along with the CRPF and other forces are there. A lot of effort is going into these rallies and roadshows that can’t be discussed in public domain,” said the DGP.

“There is no compromise whatsoever with the security and it is not that we have made some ad hoc arrangements. Our effort is to ensure that no incident happens with the candidates contesting the elections in the state. We will ensure zero incident,” he said.

To a query, the DGP said, advisories in the form of do’s and don’ts have been issued to the candidates.

Those who have been holding roadshows in sunroof and roofless vehicles are Chief Minister Omar Abdullah, former Chief Minister Mufti Mohammed Sayeed, Union Health Minister Ghulam Nabi Azad, Jammu and Kashmir Pradesh Congress Committee president Saifuddin Soz and Congress MP Madan Lal Sharma.

Guv felicitates young achievers

Governor NN Vohra gave certificates to students of Jodhamal Public School, who had won prizes in different competitions in the ‘Inter-State Junior Red Cross Training Camp’.

The camp was organised by the Indian Red Cross Society, Punjab, at Amritsar. The prize distribution function was held at Raj Bhawan here today. The Governor interacted with the students and the accompanying staff.

The students presented a brief profile of the curricular and co-curricular activities of their school. They also shared their experiences of the camp at Amritsar.

The Governor appreciated the school’s initiative in involving students in varied community-based programmes and said such exposures laid a strong foundation for developing positive attitude in youth in dealing with challenges later in life.

The Governor presented citations to students who had won prizes in declamation contest, poster-making, group song, group dance, etc.

The prize winners were Akanksha Sharma, Pratiksha Langer, Muskan Gupta, Sheikh Snober, Vaishnavi Mahajan, Manav Koul, Arya Abrol, Chraiyu Surana, Aman Anand, Mayank Mahajan and Sonia Mahajan.

The Governor congratulated the students on their success and wished them a bright future.

Hostel Warriors win Abhishek Memorial Cricket Tournament

Hostel Warriors defeated Hostel Daredevils by 34 runs in the final of the Abhishek Memorial Cricket Tournament.

Hostel Warriors scored 148 runs in the allotted 12 overs. While Hostel Daredevils could manage only 114 runs in 12 overs for the loss of six wickets. Gurpreet Singh was declared man of the match, while Rajinder Singh of Hostel Warriors was declared man of the series for his outstanding and all-round performance during the tournament.

Amandeep Singh acted as match referee. Anuj Tidyal under the supervision of Prof BR Moza officiated the entire tournament. Vidhi S Singh Jamwal, chairman, Tawi Technical Campus, was the chief guest and awarded prizes to the winners.

In his address, Amandeep Singh lauded the zeal and performance of the participating teams and announced installation of a gymnasium at Abhishek Hostel. Renu Bangroo, managing director of Tawi Technical Campus, was the guest of honour. The tournament was organised by the Sports Club of Tawi Technical Campus.

Annual sports meet of lawyers commences

The annual sports meet of lawyers, being organised by the J&K High Court Bar Association, Jammu, commenced with the inaugural function.

The meet was declared open by the president of the association, MK Bhardwaj, in the presence of other office-bearers, players, senior members and advocates.

The event witnessed an overwhelming participation of the members of the association, who from their hectic schedule and stressful professional routine were seen physically and mentally enthusiastic and charged on the ground.

The sports meet, which which will conclude on April 20, would feature 18 cricket and six volleyball teams. Other sports events to be held in the meet include chess, athletics and tug-of-war.

In cricket, Royal Warriors rode on a splendid performance by Surinder Singh Jamwal to beat Arrogant Tigers with consummate ease. Royal Warriors chased the target of 87 runs set by Arrogant Tigers with Jamwal scoring 63 runs.

In another match, Legal Luminaries scored 58 runs in 10 overs, which was chased by Sachin XI in 5.4 overs by losing just one wicket. Gagan Kohli contributed 27 runs off just 15 balls.

The third match of the day was won by Dabang Eleven by chasing the target of 50 runs in 4.5 overs by losing one wicket.
