New Delhi, March 28 “The case was last considered by the (Punjab) state-level expert appraisal committee in its 74th meeting on August 14, 2013, which recommended environmental clearance to the project. Thereafter, the state Environmental Impact Assessment Authority (SEIAA), Punjab, issued environmental clearance on September 17, 2013,” the MoEF said in an affidavit filed through Additional Solicitor General Mohan Jain. The brief four-page affidavit said the SC “may be pleased to pass order as may be deemed just and proper in the circumstances of the case”. The litigation arises from three petitions against the project. Two of these were filed by the Sarin Memorial Legal Aid Foundation while the third was by Aalok Jagga, a PIL petitioner, in the Punjab and Haryana High Court. When the case came up for hearing today before a Bench of Justices RM Lodha and Kurian Joseph, the petitioners said the MoEF was yet to file its response. At this, ASG Mohan Jain said it would be done later in the day, upon which the Bench posted the case for final hearing on April 22. On October 7, 2013, the SC had issued a notice, returnable in eight weeks, to Punjab, Haryana and Chandigarh, besides the Centre, on the plea against the proposed construction of 1,794 residential flats. The company had then agreed to “maintain status quo”, which the SC recorded in its order. The petitioners have challenged the HC’s August 21, 2013, order, giving the green signal to the Tata project subject to the company getting all necessary clearances. According to the petitioners, the proposed project would destroy fragile ecology of the region, comprising Sukhna Lake, Shivalik range and a wildlife sanctuary. The Bench has clarified that status quo will cover even processing of the company’s applications for clearances. |

Balasore (Odisha), March 28 Integrated Test Range (ITR) Director MVKV Prasad said the missile was capable of carrying 500 kg to 1,000 kg of warheads. "It was a perfect launch and all mission objectives were met," he said, adding the missile was test-fired from a mobile launcher in salvo mode from launch complex-3 at Chandipur at about 9.45 am. "The missile trajectory was tracked by DRDO radars, electro-optical tracking systems and telemetry stations located along the coast of Odisha," a defence source said. "The downrange teams onboard the ship deployed near the designated impact point in the Bay of Bengal monitored the terminal events and splashdown," he said. Defence sources said the training launch of Prithvi II, which was inducted into Strategic Force Command (SFC) in 2003, clearly indicate the country's operational readiness to meet any eventuality besides establishing the reliability of this deterrent component of India's strategic arsenal. Prithvi-II is the first missile to be developed by Defence Research and Development Organisation (DRDO) under the country's prestigious Integrated Guided Missile Development Programme and is now a proven technology.

Lanka frees Indian fishermen
New Delhi, March 28 Sri Lanka has informed India that 98 fishermen and 23 boats were being released, MEA spokesman Syed Akbaruddin tweeted. In Colombo, a spokesman for the Lankan President said the fishermen were being released as a gesture of goodwill in response to India’s stance at the UNHRC meeting in Geneva yesterday. The frequent arrest of Indian fishermen by the Sri Lankan navy has become a major irritant in bilateral ties. The two countries have been trying to find a permanent solution to the issue. Yesterday, India was one of the 12 nations that abstained at the UNHRC vote on the resolution which has prescribed an international probe into Lanka's alleged rights abuses. The resolution, however, was adopted with 23 votes in favour. Rajapaksa hailed India's abstention as a very welcome and significant development. India had supported both previous US-moved resolutions in 2012 and 2013. Sri Lankan External Affairs Minister GL Peiris also hailed India's stand. Finance Minister P Chidambaram (in pic) on Friday said New Delhi should have supported it. "It is my personal opinion. Twenty three countries had supported it and we also should have supported even if it was a watered-down one,” he told reporters.

New Delhi, March 28 “We will put up formidable candidates in Amethi and Rae Bareli," BJP spokesperson Sudhanshu Trivedi said. As far as Uma Bharti is concerned, it now appears unlikely that she could be fielded against Sonia Gandhi in Rae Bareli. Putting to rest the speculation that the firebrand Hindutva icon could be fielded against the Congress president, Trivedi said that she would stay put in Jhansi. Bharti today clarified that she could not leave Jhansi from where she has already been nominated. According to Trivedi, candidates for Rae Bareli and Amethi were yet to be finalised. There was a speculation that the party was considering fielding Bharti, former Chief Minister of Madhya Pradesh, from Rae Bareli against Sonia. The speculation gathered momentum after yoga guru Ramdev suggested it two days back. But sources said that the party ideologue RSS did not want Bharti to shift base from Jhansi. “I am thankful to Baba Ramdev for the proposal. But I cannot leave my Jhansi,” she was quoted as saying. She said she had conveyed the decision to party chief Rajnath Singh. Delhi’s Red Fort on IM terror radar New Delhi, March 28 Ansari who was arrested from Jodhpur on Sunday had allegedly surveyed Red Fort and clicked photographs, said a senior police officer. Ansari was arrested with Mahruf and Waqar Azhar, alias Haneef, both from Rajasthan, belonging to Indian Mujahideen's "Rajasthan module". The officer said they told interrogators that they allegedly planned to target tourist destinations such as Agra, Jodhpur, Bharatpur and Gopalgarh. They had also surveyed these areas. "They had two things on their mind - to target tourist hotspots and places where communal riots took place or where they felt atrocities were meted out to Muslims," the officer said. Gopalgarh in Rajasthan was under the radar of these men since communal violence had taken place in that area in 2009. After their arrest, 10 more men from Rajasthan have been apprehended. "Mahruf, Waqar and Shaquib had shared their ideas with five persons in Jodhpur and six in Sikar. Although the youths from the two places were not actively involved, they had a meeting in which members of the Rajasthan module told them that they were in touch with some 'jehadi' elements with pro-Taliban stance," the officer said. The Delhi Police shared this information with the Rajasthan police and five persons each from Sikar and Jodhpur were arrested.
