Court: Dowry law can’t be a harassment tool
New Delhi, March 23 The man's wife in July 2012 filed a first information report (FIR) against him in a South Delhi police station, alleging that he demanded dowry and subjected her to cruelty, which resulted in her miscarriage. The police investigated the complaint and filed a cancellation report, giving a clean chit to the accused. Metropolitan Magistrate Shivani Chauhan, accepting the cancellation report of Delhi Police, said Sections 498A (subjecting woman to cruelty) and 406 (criminal breach of trust) and Dowry Prohibition Act are special legislations enacted for the "protection of women" and have serious penal consequence for the offender. "Under no circumstances can it be permitted to become a tool for harassment of innocent persons," the magistrate said. "There is a enough material on record to show that the complaint was false and fabricated." During the investigation it was revealed that it was the woman's second marriage and there was no evidence of dissolution of the first. The woman alleged cruelty by the man which had resulted in her miscarriage. But the court noted that the investigation report showed she had voluntarily got the medical termination of her pregnancy. It was observed the woman had mentioned the name of the other man in the medical report. The bills of hospital were cleared by the other man. — PTI

Lucknow, March 23 "You just see the map of the country...The Third front is the strongest and the Congress the weakest due to its autocratic functioning. After the elections, the Third Front will emerge victorious and form the next government at the Centre," Yadav said. He was talking to reporters after garlanding the statue of Dr Ram Manohar Lohia on his 104th birth anniversary at Lohia Park here. Asked about contesting election from the Azamgarh seat, he said the decision was taken on the demand of the party workers. "I am contesting from Azamgarh on the demand of party workers...It's not due to Muslim vote bank or any other factor," he said. On Narendera Modi contesting from Varanasi, he chief said he would have to return to his state (Gujarat) after the elections. Uttar Pradesh Chief Minister and SP state president Akhilesh Yadav was also present on the occasion. — PTI

WhatsApp, BBM fox poll officials
Lucknow, March 23 Having pronounced a strict code of conduct on use and misuse of social media during the Lok Sabha elections, the Election Commission (EC) is now faced with an unprecedented situation. This, officials say, is because the poll panel has not found ways to stop and prevent hate speeches, promotional campaigns or inflammatory videos from finding its way into public discourse through applications like WhatsApp and on BBM. Senior poll panel officials confirmed the threat this poses to peaceful conduct and level playing field to all political players. They say they are in talks with the Intelligence Bureau (IB) and other security agencies to "figure out on what can be done best and swiftly". "This is a situation we have at hand and we are trying to deal with it," confided a senior election commission official. He, however, added that the commission is working to find a solution. For now, the police in Uttar Pradesh, has found a new way. Deputy Inspector General of Police (Public grievances), Satish Ganesh, says people found in possession of such clips would be hauled up and booked under various sections of the Indian penal Code (IPC). The holder of such inflammatory clips, jokes, messages, campaigns on these modules may invite serious charges as holding them will be tantamount to disruption of public peace and harmony, Ganesh told IANS. He added they will be dividing the cases in which such complaints are received in two categories. The first category is one whose mobile phones carry such video clips and the second category is one who forwards it to others. Tanker tragedy toll reaches 10
Thane, March 23 Fourteen-year-old Anjali Bobha and Sunil Umbarsada, 30, who had been admitted to the Thane Civil Hospital, succumbed to injuries this morning, the police said. The third deceased was yet to be identified. Anjali had suffered 90 per cent burns in the incident. The tanker, said to be carrying petrol, had gone up in flames after overturning and exploding near Chaori check-post on the Mumbai-Ahmedabad highway around 3 pm on Saturday. Seven persons were charred to death on the spot, while 13 were injured. A policeman, who saved the lives of many people in the incident, is undergoing treatment at a hospital. Police constable Bhushan S Shanke, 33, attached to the Thane district rural police, who was at the site when the incident occurred, sprung into action and saved the lives of many people around. "However, he himself suffered burns in the act and is now being treated at the National Burns Hospital, Airoli, in Navi Mumbai," Inspector of the local crime branch (LCB) of Thane police Kishore Khairnar said. — PTI

Indian aircraft join search
New Delhi, March 23 The two aircraft -- P8-I of the Indian Navy and C-130J of the Indian Air Force -- reached Malaysia on March 21 to assist the country in locating the missing plane. "After extensive briefings at the Aeronautical Rescue Coordination Centre (ARCC) established by Malaysia, both Indian aircraft took off this morning (Sunday) for the search areas," said a statement from the External Affairs Ministry. It said that captains of the two aircraft skirted the bad weather areas to reach the search sectors allotted by the ARCC. The two aircraft were likely to undertake 10-hour sorties today. The two aircraft have long endurance capabilities coupled with state-of-the-art reconnaissance equipment. The P8-I has the added advantage of onboard radars and especially designed search and rescue kits. India has been participating in search and rescue missions for the missing plane since March 11 in the Andaman Sea and the Bay of Bengal.

Sunanda case: Viscera report hints at drug overdose
New Delhi, March 23 “The CFSL report has not been able to give much headway into the probe. It rules out poisoning and hints toward drug poisoning,” said a senior police official associated with the probe. It was expected that the nature of the poison and the quantity could be established after viscera tests at CFSL but the report has failed to do so. Police sources said investigators would now take the opinion from the panel of doctors from AIIMS which had carried out an autopsy to shed light into findings of the Central Forensic Science Laboratory (CFSL) report. The findings in the CFSL report, which was handed over to the Delhi Police on Friday, are still inconclusive for the police to file an FIR in the case, they said. On January 21, a sub-divisional magistrate had directed the Delhi Police to investigate the murder or suicide angle in the case after autopsy report has cited the death as "sudden and unnatural" while the cause of death was mentioned as poisoning. The SDM has also been informed about the CFSL report. Sunanda, 52, was found dead in a 5-star hotel in South Delhi on the night of January 17, a day after her twitter spat with Pakistani journalist Mehr Tarar over an alleged affair with Tharoor. In a report to the police, the SDM, who had recorded the statements of Sunanda’s brother, son, Tharoor and his staff, had said no family member suspected any foul play in the death. The autopsy report had mentioned more than a dozen injury marks on Sunanda’s both hands and an abrasion on her cheek which suggests a “use of blunt force”, besides a “deep teeth bite” on the edge of her left palm. Viscera samples were preserved after the autopsy at AIIMS and were sent to CFSL for further tests. The probe into the case was handed over to the Crime Branch on January 23. However, the case was transferred back to the South District police two days later on January 25. — PTI

Pimp brutalises woman in Thane
Thane, March 23 “The victim, who had been trafficked from Gujarat to the powerloom town (Bhiwandi) and was sold to a brothel, was forced into flesh trade,” Inspector Rajan Saste of Kumbharwada-Bhiwandi city police station said. However, when she refused to follow the orders of the woman brothel operator, her breasts were chopped off, he said. According to him, the woman was even branded and several of her teeth were broken by the accused. She was later rescued by some people and taken to IGM Hospital in Bhiwandi, but was later shifted to Thane District Civil Hospital. Police said that the woman is not in a position to speak. The 34-year-old brothel operator identified as Ruby, was arrested on Saturday, while two men —Alam and Afraz — who were also part of the diabolical crime that took place on March 19, are still at large, the police said. The police have booked the trio under various sections of the IPC, including section 325 (punishment for voluntarily causing grievous hurt) and 370 (buying or disposing of any person as a slave). The arrested brothel keeper was produced before the local magistrate, who remanded her into police custody till March 25, police said adding that further investigation into the case is on. — PTI

No threat to Modi; security upgraded, says Shinde
Mumbai, March 23 "A delegation of BJP leaders met me. I told them that there is no threat to them. After the Patna blasts during Narendra Modi rally, I myself upgraded his security cover," Shinde said in response to a query about possible threat to BJP leaders. "There is no threat to Modi. We have made all the (security) arrangements. Whether it be from BJP or from the BSP or from the Congress, those who are facing threat we have provided the security (cover)," he said. — PTI

Mumbai, March 23 In a first-of-its-kind for Mumbaikars, non-profit group Vandana Foundation has started “AQUATM”, a water-vending machine. “The ATM can vend up to 1,000 litre per day... The water from AQUATM will be available to consumers at Re 1 per litre,” the foundation said in a statement. Vandana Foundation and another non-profit group Aquakraft have come together for the project. The vending machine has been set up at Mankhurd. It can be operated through prepaid cards. — PTI

India still home to quarter of global TB cases
New Delhi, March 23 Experts said measures which can help strengthen the fight against the disease include involvement of the private sector, more political commitment to create awareness and containing risk factors like malnutrition. "TB is still a cause for concern. It is the sheer numbers in India and the associated problems like poverty which are responsible for this," Soumya Swaminathan, director, National Institute for Research in Tuberculosis, an organisation under the health ministry, told IANS. According to the World Health Organization (WHO), there are 2.2 million tuberculosis patients in India, which makes it the world's highest TB-burden country. TB killed 1.3 million people worldwide in 2012 and India alone accounted for 26 per cent of the total cases. She said that China and Brazil have done better in controlling TB in their respective countries and India needs to do more. "In eight years, India has made tremendous progress as far as containing TB. But it needs to do much more," she added. But R. S. Gupta, deputy director general (TB) in the health and family welfare ministry, said: "Treatment success rates have been above 85 percent for several years in the country." — IANS

Bodo militant outfit threatens candidates
Guwahati, March 23 In a statement e-mailed to the media, the outfit has termed the Congress candidate from Tezpur constituency, Bhupen Bora as ‘anti-Bodo’ and called upon the Bodo people not to vote for him, alleging he was promoting anti-Bodo and anti-tribal organisations in the state. Apart from Bora, the NDFB also issued threat to Asom Gana Parishad (AGP) MLA Padma Hazarika accusing him of dividing the Bodo community. Meanwhile, the Assam police have made additional arrangements to augment security of Bora. However, Bora has dismissed the threat saying he would not be cowed by the threat from an anti-national and outlawed organisaton. Earlier this month, the NDFB (S) released a video clip to announce the launch of an operation to target politicians, Assam DGP and Superintendents of Police. The video clip revealed that NDFB(S) sent its 35-member “Iragdao Brigade” to launch the second “Urailang Operation” in the state.
