Youth killed in police firing at Bandipora

Srinagar, March 14
A youth was killed in police firing at Naidkhai village in Bandipora district during Friday protests in the area today.

The locals alleged Farhat Ahmad was killed after the police fired on the protesting youth in the village this afternoon. Farhat was rushed to the sub-district hospital at Pattan, but he was declared brought dead.

“Farhat was brought dead to the hospital around 7.30pm today. The deceased had a fire arm injury on the left side of the chest,” said Deputy Medical Superintendent, District Hospital, Baramulla, who was present at the Pattan hospital when Farhat was brought there.

Meanwhile, the police said the youth died in a retaliatory fire after a mob attacked the security vehicle and tried to set it ablaze.

“In the evening today an unruly mob in Naidkhai, Sumbal, attacked a security personnel vehicle and tried to set it ablaze. The security personnel boarding the vehicle fired in air to disperse the mob in which one person got injured, who later succumbed to his injuries,” the police said in a statement.

“Farhat Ahmad Dar, a resident of Shahgund, Sumbal, died on way to the hospital,” the police said, adding that appropriate action was being taken in this regard.

DIG, north Kashmir, Ghulam Hassan Bhat had earlier told The Tribune that one youth had died in the area and the police was looking into the circumstances.

The locals had alleged that Farhat was fired upon by the personnel of the 8th Battalion of the Indian Reserve Police, a subsidiary of the J&K Police, guarding the residence of Minister for Higher Education Mohammad Akbar Lone.

Meanwhile, the CRPF, which was also deployed in the area, denied any type of involvement in the incident.

“Two of our companies were on duty in the area today, but our men did not open the fire,” CRPF spokesman Kishore Prasan said.

Following the incident, more protests broke out in the village and adjoining areas. Reports suggested that protests also broke out in the Pattan area as the news about the death of the youth spread. A magisterial probe has been ordered into the incident.

Don’t want to contest from Udhampur: Azad
Says can’t concentrate on one segment, has to campaign across country

Union Health Minister Ghulam Nabi Azad today said he did not want to contest the Lok Sabha elections from the Udhampur-Doda segment despite the fact that Congress workers were exerting pressure on the party leadership to field him for this prestigious seat.

He, however, said he would abide by the decision of the high command.

“I express my heartfelt gratitude to the Congress workers who have been urging the high command to field me on the Udhampur-Doda Lok Sabha seat,” Azad said while interacting with mediapersons on the sidelines of a function organised to formally kick-start the election campaign for the coalition in the Jammu-Poonch Lok Sabha constituency.

Azad said he had to campaign for more than 100 Lok Sabha seats across the country so it was “impossible for me to spare time for any particular segment”.

“I know that with the support of party workers I can comfortably win the election from the Udhampur-Doda seat, but for me the party is more important,” he said.

“I can contribute my 38 years of political experience for the party in different parts of the country and the party is my priority.”

With this statement of Ghulam Nabi Azad, suspense over the Udhampur seat has deepened. Congress workers and leaders from Udhampur, Doda, Ramban, Kishtwar, Kathua and Reasi had recently written to the high command to field Azad from Udhampur.

Choudhary Lal Singh is sitting Lok Sabha member from this segment and he has won this prestigious seat twice in succession.

Due to the suspense over the seat, the campaign by the Congress had virtually stopped.

Azad, who began the campaign for party candidate Madan Lal Sharma, claimed that there was no Modi wave in Jammu and Kashmir. “I can only see National Conference-Congress wave in the state. With the support and cooperation of the workers of both parties, we can easily win all six Lok Sabha seats of Jammu and Kashmir,” he said.

Azad said the National Conference-Congress coalition government had done a commendable job in the state during the last five and a half years and the people would reciprocate in a positive manner.

BJP’s national vice president of the Minority Cell Ishtiaq Wani today urged Muslims to support the party in the coming General Election, saying that people should keep in mind that they are not voting for electing a “Khalifa (a Muslim ruler)” rather they are exercising their right to form a “stable and just government” which would work for their betterment.

“Elections are not a religious battle where voting for Sonia Gandhi or Akhilesh Yadav or others by Muslims would be considered a step towards establishing Khilafat (the Islamic rule),” Wani told The Tribune.

“…it is not like electing a Khalifa. All these parties have exploited Muslims. They have never worked for their welfare. Whatever happened in Muzaffarnagar in Uttar Pradesh is an example of what these secular parties, who claim to be the messiah of Muslims, did to common poor and helpless people from the minority community,” he said.

Wani, who belongs to a small village in Doda, is in Jammu to campaign for the party candidates for Jammu-Poonch and Udhampur-Doda parliamentary seats.

The party leader alleged that across the country these parties were exploiting Muslims in the name of religion.

“I have traveled to interiors in almost every part of the country and what I found was that Muslims were being exploited in the name of religion by these parties,” he said. Wani, however, added that the acceptability for the BJP has increased and hoped that Muslims would vote for the party in coming elections.

“Muslims for the past more than 60 years have voted for the Congress and other parties, but in return got nothing. Muslims, who are a deciding factor in 173 Lok Sabha constituencies across the country, should vote for the BJP for development, eradicating corruption and providing employment opportunities to one and all,” he said.

“If they have any ideological difference with the BJP, they should keep that aside and vote for development. At present development and eradicating corruption are bigger issues then communalism,” Wani said.

No-trust motion against LAHDC chairman submitted

Leader of the Opposition in the Ladakh Autonomous Hill Development Council (LAHDC), Kargil, Kacho Ahmad Ali Khan today submitted a no-confidence motion against the council’s chairman, Asghar Ali Karbalie, which pits the National Conference against its coalition partner Congress in a major tussle before the parliamentary elections.

The motion was filed this afternoon in the office of Kargil Deputy Commissioner Mohammad Sadiq Sheikh, who is also the Chief Executive Officer of the council.

The Deputy Commissioner, however, was not present in the office.

“I have submitted the motion in the office of the Deputy Commissioner, who has to take decision in 10 days,” said Khan, who was elected as an Independent councillor and is allied with the National Conference.

Khan said he needed nine members to pass the motion and he had the support of 13.

If the motion is passed, the Deputy Commissioner will have to order a fresh vote to elect the new chairman.

The 30-member council, elected last year, has 10 members from the Congress, eight from the National Conference and eight are Independent. Four others are nominated members.

The council chairman said he had no information about the submission of the motion. “It is a drama being played by the National Conference before the elections,” said Karbalie.

Mohammad Aamir, an Independent councillor who is allied with the Congress and is an executive councillor, said there had been no defection from their side in favour of the National Conference and remained confident that the motion would be defeated.

However, a senior National Conference leader and councillor, Hassan Khan, said the numbers were in their favour as they only needed one-third of the votes to pass the motion.

The National Conference councillors allege that Karbalie has a discriminatory attitude and has failed to deliver.

The crisis in remote Kargil district of Ladakh region is a latest challenge to the coalition partners - National Conference and Congress, which recently decided on seat-sharing arrangement for the Lok Sabha election.

National Conference General Secretary Mustafa Kamal, however, delinked the motion against the Congress-led council chairman from the coalition with the Congress. “LAHDC-Kargil is an autonomous body and they have a democratic right to decide on their functioning. It should not be construed in any way with the National Conference-Congress alliance,” he said.

Homage paid to slain cop

A wreath-laying ceremony was organised by the police at Manjeet Memorial, Poonch, to pay homage to Manjeet Singh, Deputy Superintendent of Police, Poonch, who sacrificed his life while fighting terrorists at Poonch Bus stand on March 14, 2003.

Shamsheer Hussain, Superintendent of Police (SP), Poonch, laid a wreath and paid homage to the slain police officer.

“Deputy Superintendent of Police Manjeet Singh is still alive in the hearts of the people and is a source of inspiration for the youth of Poonch district, especially for the security personnel,” the Poonch SP said.

“He was a honest, brave and dedicated officer. His sincerity towards his duty was his identity and our youths, especially security personnel, should follow his footsteps while performing their duty,” he said.

A similar ceremony was also organised at police martyrs’ memorial at District Police Headquarters, Poonch, where police officers laid wreaths and paid homage to Manjeet Singh.

Additional Superintendent of Police Amit Gupta, Deputy Superintendent of Police (DSP), Headquarters, Deepak Digra, DSP, Auxiliary Reserve, Khalid Amin, DSP, Operations, Javid Naz, and Inspector Sanjeev Singh, Poonch Station House Officer, were present.

“I really don’t get the AAP and Arvind Kejriwal’s criticism of the media. But for the blanket coverage he has received, the AAP wouldn’t exist today,” Omar wrote on micro-blogging site Twitter.

Kejriwal had earlier accused some news channels of being “desperate for a pro-Modi story”.

Central tribal funds not properly monitored in J&K: Minister

Minister for Forests, Environment and Ecology Mian Altaf Ahmed today said the Central funds meant for the welfare of the tribal communities in the state were not being properly monitored.

The minister held the state government responsible for ills plaguing the tribal welfare funds vis-ą-vis implementation of schemes.

“Firstly, the funds are not released in time and, secondly, there is no proper mechanism to monitor their utilisation,” said the Forest Minister. On the ground, they (tribal communities) don’t get anything, he said.

He said though from the state’s annual plan, the government released funds for them (tribals) but the decision didn’t get implemented.

When asked whether the state government should mull a legislation to check diversion of funds meant for the welfare of the Scheduled Castes and the Scheduled Tribes, he said no law was required.

“It is more of an administrative matter and we don’t need another piece of legislation but will,” Mian Altaf said.

Various organisations of the Gujjars and the Bakerwals alleged embezzlement of around Rs 5,000 crore in J&K in schemes meant for them under the Tribal Sub Plan since 1991.

Demanding implementation of the Tribal Sub Plan, the Bhartiya Gujjar Mahasabha — a frontal organisation of the Gujjars and Bakerwals — staged a protest outside Raj Bhawan here in December last year, alleging misappropriation of tribal funds by the successive state governments since 1991.

“Even the Planning Commission of India had expressed its reservations over the diversion of tribal welfare funds to other projects by the state government,” said a state Planning Department official.

The Planning Commission of India was dissatisfied with the diversion of funds meant for the tribal and weaker sections, particularly Gujjars, Bakerwals and Scheduled Castes, he said.

The Comptroller and Auditor General of India, in its report ending March 2013, has detected unauthorised/irregular payment of scholarship by the Social Welfare Department while implementing post-matric scholarship to ST students for unrecognised courses and to unaccredited computer centres to the tune of Rs 9.24 crore.

The department also made payment of scholarship directly to the private computer centres in contravention to the scheme guidelines while the Director of Tribal Affairs, who had received 44,453 applications from ST students from 2008 to 2012, sanctioned scholarships to 37,322 students, leaving 7,131 uncovered.

IAF airlifts 695 stranded passengers

The Indian Air Force (IAF) today airlifted 695 stranded passengers, mostly of Kargil, from Jammu and Srinagar.

It operated sorties of IL-76 cargo aircraft and AN-32 courier service between Leh-Srinagar-Jammu and Kargil-Srinagar-Jammu.

A total of 225 of passengers were flown to Leh from Jammu, 240 from Srinagar to Leh in IL-76 Cargo Aircraft, while 100 from Jammu to Kargil, 55 from Kargil to Jammu, 34 from Kargil to Srinagar and 41 from Srinagar to Kargil.

In March, a total of 1,935 stranded passengers have been airlifted to their respective destinations so far.

Geelani has not named successor, says Hurriyat

Putting speculations to rest, the hardline faction of the Hurriyat Conference today said its ailing chairman Syed Ali Shah Geelani had not nominated any successor to lead the movement after him.

Geelani, who has been ailing since past over a week, underwent a check-up at Medanta-The Medicity in Gurgaon yesterday.

“Hurriyat Conference chairman Syed Ali Geelani has neither appointed his son nor anyone else as his successor. There is no such possibility in the near future,” Hurriyat spokesman Ayaz Akbar said here in a statement.

Ayaz said, “The Tehreek-e-Hurriyat, one of the constituents of the Hurriyat Conference headed by Geelani, is an ideological organisation and in its constitution there is no provision for appointing the successor to the leader.”

Without naming Geelani’s son Dr Naeem Geelani, who returned from Pakistan a few years ago, the spokesman said “he is neither the basic member of the Tehreek-e-Hurriyat nor is interested in it.”

NC, Cong have failed on all fronts, says BJP

State BJP president and party candidate for the Jammu-Poonch Lok Sabha seat Jugal Kishore Sharma today said the National Conference-Congress coalition had failed on all fronts and derailed all peace initiatives taken between India and Pakistan during former Prime Minister Atal Bihari Vajpayee’s tenure.

Jugal Kishore was addressing a rally at Parade Park in Poonch.

The state BJP chief was welcomed with drum beats. BJP workers who had gathered at the park raised slogans in his favour.

Jugal kishore said, “Both Central and state governments have given step-motherly treatment to Poonch and Rajouri districts, never worked for the betterment of the backward districts and always exploited the sentiments of the masses.”

Highlighting local issues, he said, “The sitting MP Madan Lal did nothing for the Poonch district. There is delay in the start of Poonch-Jammu railway project and no medical college for Poonch district which deserves the same.”

He made a scathing attack on the state government for its failure to maintain the Jammu-Poonch highway which is in a bad condition.

He said, “The district has been deliberately neglected on all fronts. The emergency block of Poonch Hospital on which construction work was started in 2010 has not been completed.”

He also expressed concern over the poor power and water supply in the district. The BJP leader appealed to the people present to vote out the Congress from the Centre for their better future. He said the nation had decided to form a BJP-led NDA government at the Centre and people of Poonch should vote in favour of the BJP.

Later, a procession was taken out from Parade Park which passed through the main market and culminated at the bus stand in Poonch.

Army: People’s security top priority

While the Army is gearing up for the 2014 security challenges, it continues to extend a “helping hand” to the civilians in different areas of the Valley.

Several people were rescued by the Army during the recent snowfall, which caused heavy damage to property and life.

These initiatives, the Army says, are part of the Sadhbhavana project.

“While we are engaged in a battle against militants both along the borders and in the hinterland, we continue to extend all possible assistance as and when required,” said Lt General Gurmit Singh, GOC of the Srinagar-based 15 Corps.

“Besides fighting militants, the Army’s top priority remains safety of the people, by dint of which there has been no report of any human rights violations in the past more than a year,” he added.

“Since I took over in June last year, I have been emphasising on better approach towards people in the Valley. I have spoken to 43,000 jawans….My message to a soldier is to be a good human being and to an officer to be a good gentleman,” he said. — TNS

The Army has refused to furnish certified copies of the court martial judgment to the family of one of the victim’s of the Pathribal fake encounter case.

In its objections filed before the Srinagar Chief Judicial Magistrate (CJM) today, the Army said Nazir Ahmad Dalal’s family had no “locus standi” for demanding certified copies of the court martial judgment. The magistrate had already been informed about the conduct of effectual proceedings against the five accused Armymen in the case, it said.

The Army had on January 23 announced the closure of the Pathribal case and given a clean chit to five of its officials accused of killing an equal number of civilians during a “staged encounter” in south Kashmir on March 25, 2000. It had cited lack of evidence for closing the court martial proceedings.

“The present applicant has no locus standi to obtain a copy of the above-said effectual proceedings conducted by the Commanding Officer in respect of the accused (Army) persons as he (applicant) is not a party thereto,” the Brigadier Adjutant of Jammu-based 16 Corps told the Srinagar CJM.

He stated that as required under Rule 7 (i) of the Criminal Courts and Court martial (Adjustment of Jurisdiction) Rules, 1983, the competent military authority had already informed the court of the Srinagar CJM that “effectual proceedings have been taken against the accused”.

“It is humbly prayed that the application filed by the applicant in the instant case be dismissed as being legally untenable,” the Army said.

The competent military authorities had informed about the dismissal of charges and closure of the Pathribal case to the Srinagar CJM vide a letter dated January 20. After family members of one of the victim's, Nazir Ahmad Dalal, approached the court with an application, the Srinagar CJM had on January 31 directed the Brigadier Adjutant of the Jammu-based 16 Corps to furnish copies of the documents related to the Pathribal encounter case and file a compliance report.

However, on February 13, the Army had moved an application, seeking time to file its reply to the motion.

A local court has issued non-bailable warrants against the two policemen after the police failed to produce them in the Wamiq Farooq killing case here.

The court directed the Inspector General of Police (IGP) (Kashmir) to execute the warrants against the accused policemen and warned him of “coercive means” if he fails to execute the same.

Wamiq, a Class VII student, was killed by a teargas shell allegedly fired by the police on January 31, 2010, near Gani Memorial Stadium in the old Srinagar city. Following his killing, over 100 civilians were killed in security forces firings.

“The complainant (Wamiq’s father) is present along with the counsel. The accused are not present. A report has been filed by the SSP Srinagar on behalf of the IGP, Kashmir, and the SSP reported that the ASI Abdul Khaliq is on earned leave and Special Police Officer Mohammad Akram is under going training at Talwara and the warrant was forwarded to his unit for the execution,” the CJM observed in its orders today while quoting a police report.

On March 3, the CJM court had issued fresh non-bailable arrest warrants against two policemen and directed the IGP Kashmir to execute the warrants.

“The report filed by the SSP is not satisfactory. The office is directed to issue non-bailable warrants against the accused and the same be sent to the IGP Kashmir for the execution without any dealy, the CJM directed in his orders.

The case has been listed for further proceedings on April 2.

As several areas of the city continue to remain waterlogged for the fourth consecutive day, the Srinagar Municipal Corporation (SMC) today said it had learnt lessons and would be better prepared next time.

However, SMC Commissioner GN Qasba said the corporation had cleared snow and dewatered most parts of the city in record time and would invite experts from outside the state for better water-logging management.

“We rolled out the machinery at 5.30 am only (after a heavy snowfall on Monday night) and completed the work in record time….we have also learnt many lessons and will be better prepared next time,” the Srinagar Municipal Corporation commissioner said while addressing a press conference here.

The conference was called to brief the media about dewatering and snow-clearance exercises as the SMC has been in the eye of the storm when the people in the city faced waterlogging woes following the heavy snow and rainfall in the region.

Qasba said the Srinagar Municipal Corporation had also invited experts from the Kirloskar group so that the corporation could manage water-logging problems in a better manner.

He said bad weather disrupted normal life in developed countries as well and despite limited resources, the SMC workers had done a commendable job.

On the areas that continue to remain waterlogged, he said areas such as Jehangir Chowk, Sarai Bala and Magarmal Bagh would dry up by tomorrow.

He said 50 per cent of the Samandar Bagh area had been dewatered and the corporation was on job to complete the rest. Qasba said the Srinagar Municipal Corporation had pressed over 2,700 sanitary workers, 75 dewatering pumps, 64 caterpillar machines, 20 loaders, four JCBs, two robots and several hoppers into service to ensure that there would no inconvenience to the public.

Earlier, the mediapersons were taken on a tour to the dewatering station at Daresh Kadal to apprise them of the work being done by the SMC.

Power Dept needs more days to fully restore supply

The electricity supply is yet to be restored in various areas of Srinagar despite the assurance of district administration officials to timely restore all essential services, including power supply.

The Power Development Department (PDD) said the repair work would take a few more days. The PDD has deputed its men at various city junctions for repairing transformers and lines.

“The entire city is yet to receive continuous power supply, but we have been able to fix the problems in many areas. We are supplying power at regular intervals to all residential areas if not consistently,” a PDD official said.

For four days since the snowfall, many areas of the city were reeling under darkness due to glitches in transformers.

People have been protesting the PDD’s failure in restoring power supply to their localities.

The disruptions in power supply have also affected the work at offices, colleges and commercial establishments in and around the city.

The Lal Chowk area has been without power since Tuesday night.

Power supply has been restored to Haba Kadal, Fateh Kadal, and Zaina Kadal while other areas, including Safa Kadal, Eidgah, Hawal, and Alamgiri Bazar, are still reeling under darkness.

Frequent power cuts have irked the residents of Peer Bagh, Chadoora, Baghi-Mehtab, Nowgam, and Kanipora.

Govt slammed for failure to address problems after snow

Moderate Hurriyat chairman Mirwaiz Umar Farooq today criticised the state government for its failure to address the situation that arose after a heavy snowfall.

He said the administration woke up from its deep slumber after the disaster struck.

“Despite the warnings and weather predictions in Kashmir, the government remained in deep slumber and it woke up only after the situation went out of control,” Mirwaiz said in a statement here today.

“The government does not seem to redress grievances of the local populace, who have been facing difficulties owing to the heavy snowfall,” he said.

Flaying the government for its failure to address the water-logging problems in various areas of Kashmir, particularly Srinagar, the Awami Ittehad Party (AIP) has termed the government’s preparedness “dismal”.

“The state government is in coma and has miserably failed on all fronts, particularly in its response to natural calamities,” the AIP said in a separate statement.

“The situation in Srinagar, especially in downtown and rural areas, shows the plight of our infrastructure and administrative preparedness in dealing with natural disasters,” said Zeeshan Pandith,district president for Srinagar, Awami Ittehad Party.

Depute teams to assess losses : CPM

The J&K State Committee of CPM has urged the state government and the Centre to immediately depute teams of officials for assessing the losses caused by the snowfall so that adequate compensation can be given to the affected people, especially to fruit growers of the Valley.

In a statement issued here today, the CPM said the upper reaches of the Kashmir valley, where fruit cultivation is the main source of livelihood, had been worst affected. Scores of houses and hutments had been destroyed and washed away by the heavy snow and torrential rains.

“The heavy and untimely snowfall is not new to Kashmir and the weathermen had already predicted such a situation, but the administration had not prepared itself for the eventuality. The successive state governments have failed to chalk out a comprehensive strategy for tackling the emergency situations,” the statement said. — TNS

Met predicts more snow, rain

The Meteorological Department today issued an advisory, warning of heavy snowfall and rain in the region for four days from tomorrow, even as the state is still recovering from the previous snowfall, which triggered avalanches and claimed lives of 17 people.

A fresh western disturbance over Jammu and Kashmir and adjoining areas is likely to affect the state from Saturday to Tuesday,€¯ said Farooq Ahmad Khan, Director of the state Meteorological Department.

Moderate to rather heavy rain and snow would occur at many places on Saturday and Sunday and most places on Monday and Tuesday in the state, the official added.

Snowfall is likely to occur at a few places in Ladakh region, particularly Zojila, Drass and Kargil hilly areas,€¯ the official said.

Heavy to very heavy rain and snowfall would occur at isolated places over the state during this period and thunder squall accompanied by hailstorm was also likely at isolated places, the advisory warned.

Holi celebrations begin

With just two days left for Holi, celebrations have started in Jammu and Kashmir. Several social and educational institutions celebrated the festival of colour.

In the city students greeted each other with colours and at several places people could be seen purchasing colours and other articles related to the day.

“Holi falls on March 17 and it will be holiday so we celebrated it with friends today,” said Surbi Sharma, a university student. Several institutions organised a rangoli competition.

Action sought against invigilators in ‘missing’ answer sheet case

Days after an answer sheet of a Class XII student goes "missing" from an examination centre at Bari Brahmana, the Jammu & Kashmir Public Rights Forum today requested the state Board of School Education (BOSE) to take strict action against the invigilators and other staff deployed there.

The forum alleged that the school authorities, where the examination centre was established, in connivance with the invigilator had tried to spoil the future of the Class XII student after he refused to grease their palms.

On March 10, confusion had prevailed at Sher-e-Kashmir Higher Secondary School at Bari-Brahmana in Samba district over the issue of handing over of an answer sheet by a student, Avinash Jamwal to the invigilator in the ongoing Class XII annual examination. The student had claimed that he had given his answer sheet to the teacher concerned, but the school authorities alleged that he run away with the answer sheet from the examination hall.

“A staff member of the school, where one of the examination centres has been set up for the ongoing Class XII examination, demanded money from the student on behalf of the owner of the school and Superintendent for copying in the hall. Jamwal, however, refused to pay him the amount,” Adarsh Kumar, one of the members of the forum told mediapersons here.

Flanked by other members of the forum, comprising Amit Datta, Abhimanyu and Pratap Singh, Jamwal and the aggrieved student, Adarsh Kumar said staff member Dheeraj Kumar allegedly threatened Avinash of implicating him in a false case and spoil his future.

He said the student had submitted the answer sheet with the invigilators inside the hall, but the latter accused him of running away with the answer sheet from the hall.

“Later, the invigilators lodged a complaint against the student at the Bari Brahmana police station. We have also lodged a complaint against the staff for harassing the student and subjecting him to great mental harassment,” the forum member said.

He said the student had also written a letter to the Secretary, BOSE, for appropriate action against the invigilators and other staff, who were allegedly bent upon spoiling his future.

“The forum demands that the police register a case against the persons involved in the racket of spoiling the future of youngsters by facilitating cheating and copying during exams,” he said, adding that the BOSE must also initiate action against its employees involved in the case who had not performed their duty diligently and honestly.

He also demanded that the board must cancel the affiliation of Sher-e-Kashmir Higher Secondary School for allegedly involved in facilitating copying and cheating during exams.

Talking to The Tribune, a senior official of BOSE admitted that they had received the complaint from the student. “We will look into the veracity of the allegations and if necessary, we may order a separate inquiry into the case”.

Support nationalist parties in LS polls: Panun Kashmir

The Panun Kashmir (PK), a frontal organisation of displaced Kashmiri Hindus, today called upon the community to vote for nationalist parties in the upcoming Parliamentary elections and those who support their cause.

Addressing the core committee, Panun Kashmir president Ashwani Kumar Chrungoo said the organisation would continue to remain on the nationalist forces' side in the state and across the country in view of the upcoming elections to the Lok Sabha.

"These elections have assumed very serious political dimensions since they are supposed to change the political dialogue in the country in favour of the nationalist forces. A large segment of the Indian populace, comprising the youth and the first-time voters, is enthusiastically looking for the positive change," Chrangoo said.

Virender Raina, national spokesperson for the organisation, in his speech said the recommendations of the latest report of the Parliamentary Standing Committee on Home Affairs showing concern and eagerness to mitigate the sufferings of the displaced community need to be taken seriously by the state and Central governments.

Prof ML Raina, chairman, Political Affairs Committee, said the the temples' Bill was a big test for the government and the political class of the state. There had been enough discussion on the subject and in case anybody would like to seriously debate the issue, the Kashmiri Hindu leadership would welcome it.

Dogra Front protests erratic water, power supply

Activists of the Dogra Front today staged a demonstration against erratic supply of drinking water and electricity and shortage of ration in the city.

The protesters, led by front chairman Ashok Gupta, held a demonstration against the Consumer Affairs and Public Distribution (CAPD), Public Health Engineering (PHE) and Electricity departments and chanted slogans against these departments.

“Presently, the consumers in the Kashmir valley are being given 35-kg ration by the CAPD Department under political pressure for securing votes in the Lok Sabha elections, while the people of Jammu are being deprived of the basic quota of their ration,” Gupta said.

He alleged that the people of the Jammu region were being subjected to great hardships in view of shortage of drinking water and electricity.

“At least 279 transformers in Jammu have been damaged due to which the supply of drinking water in Jammu city and rural areas have been affected. The state government has not taken any initiative to repair the damaged transformers,” Gupta said.

He warned the government that if the power and water supply was not improved in the city soon, they would be forced to intensify their agitation.

Health officials inspect restaurants

The Municipal Corporation (MC) started a campaign to check markets ahead of festival of colours, Holi. Inspections were carried out in several markets of the city.

A team of food safety officers along with other field staff under the supervision of Health Officer Dr Mohammad Saleem Khan inspected various food establishments, including sweet shops selling milk, restaurants, dhabas and tea stalls, in the Gandhi Nagar, Trikuta Nagar, Digiana, Talab Tillo, Bohri, Anand Nagar, Barnai and Bantalab area.

Four samples of milk and other food products were taken from various food establishments and sent to the Food Analyst, Public Health Lab, for ascertaining their standard of purity.

Dr Khan said the drive would continue and shopkeepers selling food items were directed to ensure supply of good quality of food, especially milk and milk products, to the general public and obtain licence from the Municipal Corporation.

3 carpenters found dead

Three carpenters have been found dead in a shed of an under-construction house at Friends Enclave near Srinagar airport, the police said today.

They have been identified as Fayaz Ahmad Najar, his brother Nisaar Ahmad Najar, and Jamsheed Ahmad Dar, all residents of central Kashmir’s Budgam district, a police spokesman said.

The police have initiated inquest proceedings under Section 174 of the CrPC to ascertain the cause of their death.

They were working at the under-construction house and putting up in the shed.

“They reportedly died of suffocation caused by emission of gases from a firewood heater during the night,” the spokesman said.

22 domestic LPG cylinders seized

Rajouri, March 14
The police yesterday seized 22 domestic LPG cylinders being stored for the sale on the black market from a shop at Thanamandi.

Police sources said a Thanamandi police team raided the shop of Mohammad Yassir and during the search, it recovered 22 LPG cylinders.

They said LPG distributors or their employees might be involved in this network.

Yassir was today produced in a court which remanded him in four-day police custody,” said probationer DSP Mehraj Raina. — OC

Training programme for farmers held

The Agriculture Department organised a training programme for the state farmers under the Centre-sponsored ATMA (Agricultural Technology Management Agency) scheme at the New Community Hall here today.

District Development Commissioner (DDC), Udhampur, Yasha Mudgal, who was the chief guest on the occasion, inaugurated the training programme.

“Such programmes go a long way in making farmers aware about the latest technology,” Mudgal said.

She advised farmers to employ latest machinery and technology to uplift their socio-economic status.

“You (farmers) should utilise resources in effective way to get maximum benefit. You should take benefit of schemes,” she said.
