No liquor vends on highways: SC
New Delhi, March 14 In its order, an apex court Bench comprising Justices KS Radhakrishnan and Vikramajit Sen noted that Punjab had felt the necessity of following a circular issued by the Road Safety Cell of the Union Ministry of Transport and Highways and framed its policy, under which no licences were issued for setting up such shops on highways. The HC had directed Punjab and Haryana to explicitly mention in their excise policies that liquor shops would not be allowed along national and state highways. The Haryana Government had come to the SC, contending that it stood to lose Rs 945 crore a year by way
of revenue. The state had sought a stay of the HC order, arguing that it would not be proper to allow one public interest at the cost of another. The SC told the HC to dispose of expeditiously the NGO’s petition filed through advocate Arun Kumar Jain. Haryana had drafted the excise policy for two years (2013-15), allowing such shops. In its order passed on March 10, the SC noted that the HC had “prima facie expressed the view that the policy was framed in order to get out of possible rigour of the orders to be passed” by the HC. |
SC notice on plea for NCR development plan
New Delhi, March 14 A Bench comprising Chief Justice P Sathasivam and Justice NV Ramana also sought response of the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), the Department of Town and Country Planning and the Sonepat administration, besides that of the NCR Planning Board. Rejecting the plea against land acquisition, the Bench told advocate Jasbir Singh Malik that his client, Bhoomi Bachao Sangarsh Samiti, could not challenge the government’s April 1, 2010, notification after so many years. According to the petition, the land acquisition officer had rejected the samiti’s objection to the setting up of IMT comprising industrial, residential, commercial and institutional areas, despite acknowledging that the fertile land was under cultivation. The NCR development plan should be strictly in compliance with the Planning Board Act, 1985, to avoid haphazard growth ignoring the need for water, food security and protection of the environment, the PIL said. |
SAD to lose lone MLA in Assembly
Sirsa, March 14 Following the SAD (B) MLA’s selection as an INLD candidate, political circles are agog with speculation that Rori will have to resign from the his party as well as his membership in the Assembly. Randhir Singh, Fatehabad district president of the Congress, said that Rori could not be member of two political parties at a given time. “Once, he has been nominated by the INLD, it is presumed that he has resigned from the SAD (B) and hence he must resign as an MLA as otherwise he will attract the provisions of anti-defection laws,” Randhir Singh added. “I have no idea about the rules in this regard. I will consult Bhai Sahib (Abhay Singh Chautala) and ask him what to do. If he directs me so, I will send my resignation from the SAD (B) I have been representing till today,” Charanjit Singh told The Tribune today. Haryana Speaker Kuldeep Sharma said the he would take cognizance of the matter only if someone sent a written complaint to him. Sharma said that the anti-defection law was silent on such issues but nothing prevented Charanjit Singh Rori from resigning on moral grounds if he has ceased to be a member of the party he represented in the Assembly. Charanjit Singh, a former sarpanch of Rori village, was first fielded by the INLD as its candidate in the 2009 assembly poll from Kalanwali.However, the party gave this seat to the SAD (B) within a day of the announcement of his candidature. The Akalis, however, did not change the candidate and Rori won the election on the SAD (B) ticket. |
Lalu lobbies to get Gurgaon Cong ticket for son-in-law
Rewari, March 14 Sources in the Congress said Lalu had talked to Congress general secretary in charge of Haryana affairs Shakeel Ahmed in this connection . Ahmed belongs to Bihar where he has served twice as an MP. The RJD chief is also approaching other influential Congress leaders to get ticket for his son-in-law. Notably, the RJD is the alliance partner of the Congress in Bihar. On being asked about rising trend of dynastic politics in Haryana, Capt Ajay Yadav replied if Deepender Hooda, Naveen Jindal and Shruti Choudhry could be allotted the Congress ticket, then why not Chiranjeev ? added. Dharambir was allegedly nursing a grudge ever since he was denied a ticket from

Sohna, allegedly due to pressure exerted by Haryana minister and his bête noire Kiran
Chaudhary. He is considered to be a popular leader. Hence, his exit from the Congress is a substantive loss to the
party. Bahadur Singh is also from Bhiwani district and had won from Loharu Assembly segment. According to many, the
BJP, which was a marginal force in Bhiwani, was expected to gain on account of the two leaders. After Sultanipuria, Ratia residents announce poll boycott
Ratia (Fatehabad), March 14 Over 7,000 voters residing in these wards alongside the Ghaggar river in Ratia town have announced that they would neither vote, nor allow any political leader to come to their wards till the authorities accepted their longstanding demand for checking pollution in the river. A majority of residents affected by pollution have pasted notices outside their houses, asking political parties not to visit them during the elections. Residents have been sitting on a dharna round the clock outside the administrative complex under the aegis of the Shaheed Bhagat Singh Youth Federation, Punjab and Haryana. “The discharge of industrial waste into the river is causing foul smell in the area. The stench has made our lives hell,” alleged Mandeep Singh Nathwan, state secretary of the federation. Kamaldeep Sharma, tehsil secretary of the federation, alleged that the boulders put under the bridge by the authorities had retarded the flow of the river. “It had led to stagnation of river water near our houses,” he said. Residents Harvinder Singh, Sukhvinder Singh and Kamlesh Rani alleged that the groundwater
in the area was also getting polluted, resulting in an increase in the number of cases of
hepatitis, cancer and other diseases. The residents alleged that leaders of political parties came to them at the time of the elections and assured support. Ratia SDM Umed Singh Mohan said as far as
pollution in the Ghaggar was concerned, it was an issue concerning three states and he could not do anything on the issue. He said as far as the stagnation of water due to boulders was concerned, he had taken up the matter with the executive engineers of the department concerned. He said he had been told that the boulders had been put to save the bridge which could otherwise collapse. |
'Voters Awareness Van' flagged off
Sonepat, March 14 Election Commission’s awareness observer Pallavi Chinya was also present on the occasion. The DC said the van would go to every village in the district to make the people aware about the importance of their votes with the help of posters, slogans, audio cassettes etc. “In the last Lok Sabha elections, around 64 per cent polling was witnessed in Sonepat constituency. Now it is our aim to take the voting to more than 70 per cent in the ensuing election,” he said. |
Nominations for LS poll begin today
Chandigarh, March 14 Shrikant Walgad, Chief Electoral Officer, said nominations could be filed only at the designated places between 11 am
and 3 pm. Walgad said all contesting candidates would have to deposit Rs 25,000 as security. The security deposit for SC / ST candidates (even in general constituencies) would be
Rs 12,500 . Security would have to be deposited in cash with the Returning Officer or the Assistant Returning Officer or in the Treasury. Security would not be accepted by cheque or bank draft, Walgad said. Polling would take place between 7 am and 6 pm. He urged the people to to exercise their constitutional right and cast their votes to strengthen democracy. Walgad said the Deputy Commissioners and SPs concerned had identified sensitive and hyper-sensitive polling stations. There are 3,200 hyper-sensitive and 3,100 sensitive polling stations where central forces would be deployed. The state had got

Hisar, March 14 He is locked in a tough fight against Congress nominee Sampat Singh and AAP debutant Yudhbir Singh Khyalia, with sitting MP Kuldeep Bishnoi the likely HJC-BJP candidate. Party general secretary Ajay Singh Chautala’s son is the only member of the Chautala family to take the field in this General Election. Dushyant gave up his plan to return to the US for higher studies after his father and grandfather Om Prakash Chautala were convicted and jailed in the JBT recruitment scam 11 days before his scheduled departure. Experience party workers have been deployed in all nine Assembly segments in the constituency to take charge of Dushyant’s campaign. Satish Beniwal, a campaign manager of the party, said Dushyant had visited 85 of the 425 villages in the constituency and would visit every village before campaigning ended. “A team of senior party leaders have chalked out the canvassing strategy, which will help Dushyant and his younger brother Digvijay,” he said. |
Car impounded for poll code violation
Kurukshetra, March 14 Sources said Krishan, the driver, reached Parikit in Kurukshetra to receive a guest. SDM Rajesh Kumar noticed the car and called the flying squad, following which the car was impounded. Jindal’s media adviser Kalyan Kumar said it was a private car and did not belong to Jindal. Some supporter might have pasted stickers on it, he added. |
HC relief to CPS Fauji
Chandigarh, March 14 The directions on Fauji's petition came after Justice Ritu Bahri asked the state to clarify its stand on the issue. Facing allegations of corruption, he had moved the High court against the Haryana Lokayukta's order to register a case against him. The directions come as a major relief to Fauji as case against him will now be registered only if something incriminating crops up during the inquiry. Fauji's counsel SK Garg Narwana has, in fact, all along been demanding an inquiry into the allegations before further proceedings. In January, Haryana Lokayukta Pritam Pal had recommended the registration of a case after the release of a video footage allegedly showing Fauji demanding Rs 5 crore for change of land use for a plot along the NH-8 in Gurgaon. As the case came up for resumed hearing this morning, Narwana alleged that the CD was doctored. He also referred to a report by a Bangalore laboratory, which suggested that the CD was not authentic. Narwana also referred to a five-Judge Supreme Court judgment in the Lalita Kumari case to buttress the need for holding an inquiry into certain category of cases, including corruption, before registering a case. In the petition, Narwana had earlier pleaded that the directions for the registration of a case were otherwise beyond the Lokayukta's jurisdiction. Elaborating, he added the Lokayukta's office was not empowered to issue directives for registration of an FIR. |
Juvenile Justice Board incurs HC ire for denying bail
Chandigarh, March 14 Justice Bharat Bhushan Parsoon has also asked the board’s Principal Magistrate to complete the proceedings within a month. Justice Parsoon also granted bail to the juvenile after asserting: “If we go by the statutory mandate, bail in the case of a juvenile in conflict with law is a general rule whereas refusal is an exception…” Justice Parsoon also took note of the fact that the alleged victim in her statement before a Judicial Magistrate under Section 164, CrPC, had considerably diluted the allegations by saying that she went on her own and the juvenile had “not done anything wrong”. The reprimand came after Justice Parsoon observed that the juvenile had been in custody since July 18, 2013, but the inquiry was yet not over. The inquiry is required to be completed within four months. The period is extendable up to six months if there are a large number of witnesses. The juvenile was currently in protective custody in Ambala Observation Home after an FIR was registered against him on July 3, 2013, for kidnapping, rape and other offences . The case was registered in Panipat. The prosecution claimed that the juvenile had taken away the victim by enticing her and raped her. The matter was placed before Justice Parsoon, after the bail plea furnished by the juvenile was rejected by the Principal Magistrate of the Panipat Juvenile Justice Board and the appeal dismissed by the Additional Sessions Judge, Panipat. Taking up the matter, Justice Parsoon asserted: “The Juvenile Justice Board not only failed to regulate its business in such a way so as to complete each and every inquiry within the stipulated time but also made the petitioner to continue in avoidable protective custody.The impugned orders by the courts below are neither sustainable on facts nor in law and thus, the same are liable to be set aside”. |

speech at the two-day national seminar on the ‘Changing dynamics of India's neighbourhood policy’ at the Senate Hall of Kurukshetra University, Gupta stressed the importance of China as a determining factor in India’s foreign policy and emphasised closer ties with the country. Denying the ‘Big
Brother policy’ and ‘hegemony’, Gupta said the small countries in the neighbourhood should consider India a friend. He further said regionalism and institutionalism could be effective for strengthening the relationship between India and its neighbours. Police book cleric on rape charge
Yamunanagar, March 14 In his complaint to the Farakpur police, the victim’s brother said his sister had gone to study at a religious place in the village of her elder sister during her stay there. He alleged that the suspect, who is also a leader of a political party, raped her repeatedly following which she became pregnant. She came back to her home about two months ago. A few days ago, she complained of stomach ache and was rushed to a private hospital. The doctor informed them that the girl was six months pregnant, he added. In an ultrasound examination, it was revealed that the foetus had died in her womb. He said she was rushed to the PGI, Chandigarh, on Wednesday where a surgery was performed to remove the dead foetus. A Police team, headed by lady sub-inspector Sheela, was sent to PGI, Chandigarh, to record the victim's statement today. Hisar, March 14 The unseasonal rain accompanied by hailstorms occurred on March 11 and 12, causing damage to standing crops, especially mustard, which was at the ripening stage. District revenue officer Vijender Bhardwaj said the preliminary survey revealed that the mustard crop was the worst hit while wheat and other rabi crops were affected across the district as well. “The damage ranges from 10 per cent to 90 per cent in various villages. The initial report found that crops on around 2.5 lakh acres was damaged. The exact damage can be assessed after special ‘girdawari’ is conducted,” he said. He added that the administration had submitted the preliminary report and requested the government to allow it to conduct a special ‘girdawari’. |

Brick-kiln workers take out march
Kaithal, March 14 The Executive Magistrate-cum-Tehsildar warned them of strict action if they violated the prohibitory orders. The protesters later held a meeting at Hanuman Vatika and their representatives were invited for talks by the Deputy Commissioner. They were demanding action against the brick-kiln owner of Baata village and his staff, who had allegedly attacked some of their colleagues and had used derogatory remarks against them few days ago. They said they had been demanding raise in the wages, but the owners were not agreeing. They insisted that the persons against whom a case had been registered be arrested. |

Two-month-old crushed to death
Sirsa, March 14 Vijay Nath, a resident of Panniwala Mota village, was walking towards the bus stand with his wife Gita, a
relative Sanmita and his two-month-old child Raman in the morning when a speeding car
hit them. The child was crushed under the car and died on the spot while
the others were injured seriously. Investigations are on in the case. |
Buses to remain off road on Holi
Faridabad, March 14 “The buses will remain off road between 10 am and 4 pm on March 17,” claimed department sources. Mahipal Singh, General Manager, Haryana Roadways, said bus services were usually affected during festivals due to obvious reasons. He said the services would be in place after 3 pm. |
Charges framed against Tunda
Rohtak, March 14 Tunda was produced in the court of Additional Sessions Judge Rajesh Sharma and charges under Sections 4, 5 and 7 of the Explosives Act and Section 307 (attempt to murder) and 120-B (criminal conspiracy) of the IPC were framed against him. The next date for evidence has been fixed for May 2. Tunda was brought to the town by Delhi Police amid tight security. |
