Computer teachers plan to gherao CM

Computer teachers decided to hold a state-level rally on February 23 at a meeting held here today. Leaders of the Computer Teachers’ Union said despite being regularised, they were not being given many benefits and allowances received by the other regular teachers. The union leaders demanded that they should be brought under the Education Department.

Clerical staff up in arms against state government
Jalandhar, February 19
Clerical staff of the state government offices today held a rally on Garha Road and later gheroed the residence of Minister for Jails Sarwan Singh Phillaur at Urban Estate. The members of the Punjab State Ministerial Staff Union came in private buses to participate in the rally. The rally went on for more than four hours with the employees lambasting the government for not fulfilling their demands.

Under-construction house had collapsed near Ladhewali on Tuesday

Even as it was a providential escape for the labourers who were working at an illegal under-construction house that collapsed at Sunshine Enclave in Ladhewali area yesterday, no lessons seem to have been learnt by the civic authorities.

The lackadaisical attitude of the Municipal Corporation in not properly overseeing the construction work in the area could have cost the labourers their precious lives. The MC officials have washed their hands off the incident saying they had already issued notices to the builder.

MC Commissioner Manpreet Singh Chattwal said he found out from his staff that the owner had not got the building plan approved, which was a violation of norms. "The inspector has served him a notice,” he said.

Asked if he had reported the matter to the police, Chattwal said he was in Delhi and would be back tomorrow after which he would do the needful.

The Rama Mandi police today said it had booked the owner of the property, DS Sethi of SNM Property Linkers, under Sections 336 and 337 of the IPC. "We are awaiting a report by the Municipal Corporation in the matter but the person concerned is absconding," said the SHO.

Past incidents of negligence

On 26 July, 2007, four labourers died after being buried at an illegal under-construction building at Civil Lines. Since no scaffolding had been erected properly by the contractor and it was the rainy season, the labourers got buried and could not be saved despite seeking Army’s help.

On June 27, 2008, at least 10 shops and six houses near Nakodar Road suffered a massive damage after torrential rain flooded an adjacent site nearly 40-foot in size, meant for constructing a double-basement shopping complex.

Attack on DAV COLLEGE PROFESSOR

Thirteen days after he was first hit by a bunch of hooligans, just because he prevented them from beating up some school students, Karanvir Singh was in for a rude shock today when he attended the college for the first day after recuperating from serious injuries which he had suffered.

The family of Karanvir as well as the college authorities of the city-based DAV College blamed the police for its inaction in nabbing the culprits who attacked a teacher of physical education Karanvir Singh, and his friend Amanpreet, on the evening of February 6.

Karanvir said of the 12 to 13 people who attacked him with sharp weapons, sticks and rods, three to four were students of the DAV College while the rest were outsiders.

"I saw one standing at the college gate today while another was roaming outside. It feels unsafe and shameful while entering the college and watching the assailants who caused me such grievous harm, walk free," he said.

His father Revathinandan said, "Today, these children are roaming free. Tomorrow, they can attack anyone and even my son again. The fact that they have the gall to walk around the college free speaks volumes about police inaction and the victimisation of the well meaning citizens in society. Such an incident will strengthen the resolve of the criminals and create fear among the teachers willing to reprimand the rowdy students even if they watch them doing something wrong."

A few days ago, the police had rounded up three to four youths but they were let off on bail within days. Now, they all walk free. This, even as the college principal was told by the Deputy Commissioner of Police that theirs was a non-bailable offence. An FIR was registered under Sections 324 and 325 of the IPC on February 9, two days after the incident.

"While the police have been telling the family that they are raiding the students' homes, their parents, when called to the college, told the authorities that no police official had raided their home,” sources said.

College principal BB Sharma told The Tribune that the three college students involved in the incident have been suspended. He expressed surprise at the lax manner in which the police proceedings have been progressing.

"In a conversation with me, the Deputy Commissioner of Police said if the offence is ‘grievous’ (section 325 of the IPC), it is non-bailable. But the two youths arrested were let off. It was a serious attack. The police should have booked them under a non-bailable section. I had been trying to reach the Deputy Commissioner of Police today as well but couldn't speak to him. Our demand is that police action should be swift and all the youths should be arrested immediately," 
he said.

The principal said, "An inquiry committee of the college is further looking into the case. They have been instructed to submit a report in the matter."

ASI Jassa Singh from Police Station Number 1, when asked why no youth had been arrested, said, "We arrested them but they got bail. What can we do if the offence is bailable? We have been conducting raids at all the places and they will not be spared. All of them will be arrested soon."

Deputy Commissioner of Police, Rahul S, said about the offence being bailable, "I had spoken to the principal based on the medical report and haven't kept a tab on the current status f the case since I am out of station. However, I will be looking into the case and review what action is being initiated against the offenders."

Rregularisation charges

Even after the Local Bodies Department had ordered levying of 20 per cent penalty on residential plot owners and 50 per cent on colonisers for regularisation of their buildings, the Jalandhar Development Authority (JDA) and the MC office daily continue to receive applications for the same.

Till now, the JDA has received 17,562 applications from the plot owners, including 9,812 from Jalandhar, 3,727 from Hoshiarpur and 4,023 from Kapurthala. The JDA has also received 654 applications from the colonisers. These include 235 from Jalandhar, 302 from Hoshiarpur and 117 from Kapurthala.

In all, the Authority has earned an income of Rs 38 crore from the residents and colonisers. While no NOC has been given to any coloniser so far, a total of 5,840 plot owners have got regularisation certificates from the MC. These include 3,837 from Jalandhar, 492 from Hoshiarpur and 1,511 from Kapurthala.

On the other hand, the Municipal Corporation has received nearly Rs 40 crore as regularisation charges from 28,000 applicants so far. It has issued NOCs to 18,000 applicants.

Both the JDA and the MC are, however, going extremely slow on returning the refunds to the applicants.

The state government had reduced the construction charges from 12.5 per cent imposed earlier at 2.5 per cent to the owners of houses. It had also exempted the buyers of properties prior to 1995 from applying for regularisation. However, hundreds of such applicants who had paid the dues before exemption are yet to get refunds even after three to four months. Municipal Town Planner Tejpreet Singh said the process of giving refunds to the claimants had begun.

Following the recent directions received from the Election Commission of India to all the state governments, the district administration is gearing up to provide a ‘joyous’ experience to the voters. For this, various initiatives have been planned by the district administration that would attract the maximum number of voters to the polling booth this time.

Besides, upgrading basic facilities like water, sanitation, including chairs and ramp for the handicapped people, the administration is also planning to reward some youths who would be casting their votes for the first time.

Most importantly, the administration is planning to declare some 'model booths' on the basis of their upkeep and facilities provided to the voters.

"The polling officers of various constituencies have been directed to upgrade certain facilities in their respective polling booths. Apart from that, to add the 'joyous' aspect, we have decided to honour young voters who would cast their votes for the first time. Also, we plan to declare some "model booths' on the basis of their upkeep and maintenance," said Varun Roojam, Deputy Commissioner-cum-Returning Officer.

Also, the district administration is through with the initial preparation for the coming Lok Sabha Elections 2014. A first level checking (FLC) of the Electronic Voting machines (EVMs) is almost over. Out of the 1931 ballot units (BUs) and 2161 controlling units (CUs), 31 BUs and 9 CUs have been found in non-working condition and sent for repair to Hyderabad.

In all, around 1,804 polling booths have been set up in the nine assembly constituencies of the district. A total of 15, 13,668 persons including 7, 89,488 men and 7, 24,180 women would be voting this year from the nine assembly constituencies of Jalandhar. Around 18,385 youths, including 10, 952 male and 7,433 females, would be casting their votes for the first time in the forthcoming Lok Sabha elections.

Annual ‘One India Fair’ concludes at LPU

The team from Nagaland won the overall trophy for the best performance at the annual "One India Fair", held at Lovely Professional University (LPU), here today. Kerala and Maharashtra got the second place. The concluding day of the event witnessed a fusion of varied cultural show and expo. Thousands of students from 28 states displayed their cultural heritage.

The theme of the year was “Dharohar- The Folk Arts". Different student groups worked together to highlight the heritage of the 28 states of India. The students availed the opportunity to work together and paid respect to each other’s culture. Various stalls were set up to exhibit culture, monuments in miniature forms, festivals, dresses, demons, deities, natural products, eatables, etc. During the closing ceremony, Chancellor Ashok Mittal honoured the students with prizes and certificates for participation.

Addressing the gathering, Mittal said when students work closely, they indeed represent the real strength of the country. "In fact, we want to instill this among our students besides the learning spirit through which they come forward to respect and understand each other's culture and customs. This celebration of oneness proves Indian students are moving in the right direction," he said.

Foreign students who are studying at the university, were also happy to see different cultures on the campus. They felt as if they have visited the whole of India on the LPU campus itself. Fu Jia Qi from China, said, “One India has given me an elaborate insight into the great strength of India. I wonder how India stands united in spite of so much diversity— in dress, language and customs. I am lucky to learn about famous folk dances, songs and important products of India only in two days. Perhaps this knowledge could only have been gathered by spending a huge amount on long travels for many days.”

At the Tamil Nadu stall, students from the School of Polytechnic demonstrated jewellery, metal works and sculptures. School of Hospitality represented Kerala for its world renowned spices, ayurveda, boats, silk sarees and mundu.

The Department of Distance Education worked for Karnataka to inform about Yaksha Gaan, Chitra Arts and Mud Painting.

The rice bowl of India, Andhra Pradesh, was depicted by the Department of Physical Education. The Odisha stall was raised by the School of Fashion Designing and forwarded information about Pippli and sand art, Jagannath Temple and Chhau dance.

The School of Architecture was for Tripura stall and it displayed lavish bamboo sticks work in many formations and designs. The School of Pharmaceutical Sciences represented Sikkim and it informed about handloom, bracelets and knitting etc.

In the evening, folk dances of various states were performed under the programme, “Jhoomo Re”.

Inter-college competition

Jalandhar: The department of journalism and mass communication of Kanya Maha Vidyalaya had organised an inter-college competition wherein students from colleges from all over Punjab participated with zeal and enthusiasm. There were six events organised, which included quiz, spelling bee, news reading, still photography, radio jockeying and caption contest. Almost 100 students participated in these events. Gurjeet Singh, a famous radio jockey and video jockey, and Mamta, a senior producer at a private radio channel, adjudged the radio jockey event.

Arvinder Singh Bhatti, prominent news reader, adjudged the news reading competition. Karamveer Sandhu and Malkeet Singh, photojournalists of renowned newspapers, judged the still photography event. Dr Madhumeet, dean, students welfare, and Dr Vinod Kalra, head, Hindi department, Kanya Maha Vidyalaya, also judged the spelling bee and caption contest events. Principal of the college, Dr Atima Sharma, extended floral felicitations to all the dignitaries and distributed prizes to the winners of the events. The students of Doaba College, Jalandhar, won the overall trophy by winning maximum prizes in all events. Robin Gupta, Manveen Kaur and Arjun Malhotra, students of Doaba College, bagged the first prize in quiz competition. The second and third prize was won by the team of HMV College and GNDU Regional Campus, Ladhewali, Jalandhar. In spelling bee competition, Diksha of HMV College stood first while Tanisha (Doaba College) and Rashminder (Guru Nanak Khalsa College for Women, Ludhiana) stood second and third, respectively. Caption contest contest was won by Manveen Kaur of Doaba College while Diksha (HMV College) and Mandeep Singh (GNDU Regional Campus, Ladhewali) bagged the second and third positions. In the news reading competition, Shopita (GNDU Regional Campus, Ladhewali) was declared first followed by Harpreet (Doaba College, Jalandhar) and Sandeep (Guru Nanak Khalsa College for Women, Ludhiana) who bagged the second and third positions, respectively. Gaurav Maini from Doaba College won the radio jockey competition while Vanita ( HMV College) and Jasjeet (Guru Nanak Khalsa College, Ludhiana) came second and third. Param from Doaba College won the photography competition while Sandeep (GNDU Regional Campus, Ladhewali) and Inayat (HMV College) bagged the second and third prize. The principal of the college also congratulated the faculty members of the department of journalism and mass communication for successfully organising the event.

Seminar on traffic rules

To curb road accidents, Lyallpur Khalsa College organised a seminar on traffic rules and safety measures to educate and motivate the students to follow traffic rules. S Dalbir Singh Buttar, ACP (Traffic), was the chief guest. He gave a detailed talk on traffic rules. S Ranjit Singh, ASI (Traffic), and S Shamsher Singh, Head Constable, educated the students on traffic rules by using audio-video aids. Principal Dr Gurpinder Singh Samra motivated the students to follow rules and safety measures. Stylish trends in fashion to attract youngsters this season

As the winter is coming to an end, innovative and stylish trends in fashion are on their way to amuse and attract youngsters in the upcoming spring and summer season. Teenagers and college-goers are all set to experiment with the new arrivals of various branded garments that have already hit the market.

Teeming up printed trousers with plain uppers, making combinations, using floral pastel shades and picking wide-legged trousers, the city’s girls are set to create their own fashion statement.

Ritu, a lecturer at the Inter National Institute of Fashion Designing (INIFD), while talking about the latest fashion trends, said, "Bright colours will soon be wiped out. Pastel colours, such as sky blue, baby pink and light green will rule the wardrobes of chic girls. If we talk about Western outfits, midi skirts, wide-legged trousers, athletic-striped trousers and linen cotton jackets are definitely going to become popular among youngsters".

While talking about the Indian wear, she said ankle-length suits continue to be liked by all girls and would remain in fashion for a long time. “The flared suits makes a girl look pretty and attractive,” she added.

Not only girls but young boys are also very particular about the fashion trends. While it was earlier believed that no innovation is done with the fashion style of the boys, things are set to change. "Last year, you saw boys in red, yellow, green and purple colour trousers. This time, you will see them further break from the monotony and rigidity. Floral prints and polka dot style attire, usually identified with the fairer sex, will replace the boring, routine and simple designs for boys," said Ritu.

Military-print trousers and more brightly coloured sneakers, including those in orange and neon green colours, are likely to be in fashion accompanied by chic-leather bags.

More and more youngsters like to don designer-wears but Jalandhar city has fewer designers. Getting more brand conscious, they like to purchase stuff from multi-brand showrooms or exclusive designer stores.

Harpreet Kaur, Head of the Department, Fashion Designing in KMV College, said, "Digital prints are very common. Coloured lowers are loved by girls. Teenagers are experimenting with geometrical pattern.” She further added that craze among the youngsters to opt for fashion designing field has increased sharply as teenagers find it glamorous only to realise it later that it requires a lot of hard work.

Dakshi, a student of Fashion Designing at the KMV College, said, "I want to make career in fashion designing as there is a good scope in the city which is in need of a good designer. I am sure I will become an established fashion expert".

Laxity in various road safety projects flayed

After repeated accidents in the city and the recent one involving two buses of educational institutions in Phagwara, city-based NGOs, Jalandhar Citizens Welfare Council (JCWC) and Chitra today condemned the traffic police and the Health Department, along with the state police for the deplorable state of traffic safety in the region.

Suirnder Saini, president of the JCWC, said, “The state government has lost important projects which have gone to other states and has also misquoted important data on ambulances.”

“While the data cited by a Mumbai-based health care company, Ziqitza Healthcare (leading ambulance provider), claimed in 2012 that there had been 17,000 accidents of 108 ambulances in the state, the Punjab police claimed there were only 10,000. We demand an audit of the records and a look into how many of these cases were referred to the private hospitals and trauma centres,” he said.

SK Kapoor and Kulwant Nagra from the Chitra also took a dig at the road safety project which was shifted to Hyderabad by the WHO from Punjab because the transport, police and health departments could not run it properly.

Saini also said that a project for which the Prime Minister had given the go ahead – regarding setting up of pickets and committees on the Amritsar- Pathankot highway– for the prompt hospitalisation of the injured in accidents also went to Jaipur eventually because the state departments were not responsive enough.

The trio also took a dig at the running of trauma centres and victimisation of the people who took accident victims to the hospital.

They also demanded that speed governors be immediately installed in schools, private and other buses which is not being done despite instructions from the Supreme Court.

Hoshiarpur enter soccer final

Displaying excellent footwork, the teams of Jalandhar and Hoshiarpur have stormed into the finals of the 66th Punjab State Football Championship, here today. Kapurthala and Shaheed Bhagat Singh Nagar will compete for the second and third place.

Earlier, the results of the two semifinals between Jalandhar versus Kapurthala and Hoshiarpur versus Shaheed Bhagat Singh were decided through penalty shootouts. In the first match, Hoshiarpur beat Shaheed Bhagat Singh Nagar 7-6, while Jalandhar beat Kapurthala 4-2. The presentation ceremony will be held tomorrow after the final match. Pawan Kumar Tinnu, Chief Parliamentary Secretary, Sports, will give away the prizes.

Computer teachers plan to gherao CM

The leaders planned to air their long-pending demands at the rally. They are also planning to gherao Chief Minister Parkash Singh Badal.

The teachers across the state have gone on mass leave in protest even as the annual examinations are to begin in March.

The teachers said the government’s recently constituted committee had denied them their rights. Rather than implementing the CSR Rules, there was a talk of new rules being formulated in the case of computer teachers. They had also denied other benefits to them, they said.
