Cabinet approves amendment to Panchayati Raj Act

Jammu, February 8
The state Cabinet today approved some provisions of the 73rd amendment to the Panchayati Raj Act.

These important provisions include three-tier reservation for Scheduled Caste (SC), Scheduled Tribe (ST) and women, separate election commission, separate finance commission and much more.

"We already have the Panchayati Raj Act in the state and all good provisions of the 73rd amendment have been incorporated in the Act, which is a major decision by the Cabinet," said a senior Congress minister.

It was the Congress, who had been pressing hard for five years to implement the 73rd amendment but its alliance partner National Conference (NC) had some sort of reservations on it.

"It was after the Cabinet gave go ahead to creation of new administrative units in the state, that NC agreed to incorporate the major provisions of the 73rd amendment," said sources in the government.

During the post-Cabinet press conference on February 1, the Chief Minister Omar Abdullah, while replying to a question from The Tribune reporter on agreeing to implement the 73rd amendment in the state, had said, "All good provisions will be incorporated in the state Panchayati Raj Act and the Act will be amended in upcoming Assembly session."

On Saturday, the Cabinet gave a go-ahead to the proposal and now an amendment would be introduced in the upcoming Budget session of state legislature in which these provisions would be incorporated in the Act.

2 ADGPs promoted to DGP rank

Jammu: The J&K Government on Saturday promoted two Additional Directors General of Police (ADGP) to the rank of the Director General of Police (DGP). The state cabinet which on Saturday met under the chairmanship of Omar Abdullah at the civil secretariat here also transferred a few deputy commissioners. ADGP, Prisons, K Rajendra and ADGP, Personnel, PL Gupta were promoted to the rank of DGP. Kishtwar Deputy Commissioner Basser Ahmad Khan was transferred and posted as the Secretary, Consumer Affairs and Public Distribution, whereas Director, geology and mining, Jawed Ahmad was posted as the Kishtwar DC. Anantnag Deputy Commissioner Farooq Ahmad Lone has been transferred and posted as the Baramulla DC, while Shah Faesal has been posted as the Bandipora DC. — TNS

Akhnoor, February 8
The Congress today kickstarted the campaign for the coming Lok Sabha elections from Akhnoor, located on the banks of the Chenab.

Akhnoor, which is the native place of three Congress stalwarts, got the lion’s share when the new administrative units in the state were announced recently. Now, the party is all out to reap the political benefits of the decision.

Minister for Public Health Engineering, Flood Control and Irrigation and Akhnoor MLA Sham Lal Sharma was instrumental in getting a good number of administrative units for the region, situated on the international border.

The sitting Congress Lok Sabha member, Madan Lal Sharma, is a native of Akhnoor tehsil so the party leaders vociferously raked up “son of the soil” sentiment to get the maximum number of votes from two Assembly segments of the tehsil.

Riding on the wave of new administrative units, speakers repeatedly told the gathering that sitting MP Madan Lal Sharma was a “tested and trusted” leader so there was no reason for the Akhnoor residents to vote in favour of any outsider in the Lok Sabha elections.

Jammu and Kashmir Pradesh Congress Committee (JKPCC) chief Saifuddin Soz, who had especially come to launch the election campaign, said the tehsil had to lay the foundation for the victory of the party candidate from the Jammu-Poonch Lok Sabha seat.

Sham Lal Sharma, younger brother of Madan Lal Sharma, also sought support for his elder brother. “I alone would not be in a position to accelerate development activities in this border tehsil so people should again repose their faith in Madan Lal Sharma to accomplish some incomplete projects,” he said.

As Akhnoor tehsil is considered a citadel of the Congress, speakers today exhorted the people to cast the maximum number of votes for the party candidate in the coming Lok Sabha elections.

The Congress has a reason to pin hopes on this tehsil which is the native place of Madan Lal Sharma, Sham Lal Sharma and Deputy Chief Minister Tara Chand, who represents the adjoining Chamb Assembly segment.

The Congress’ decision to kick-start the campaign from Akhnoor is considered a part of a well-thought strategy because the party has realised that further strengthening the base in the tehsil would give it an edge over its rivals.

Soz today said the registration of a case against party minister Shabir Ahmed Khan was not a setback to the Congress. “The law will take its course,” said Soz when asked about the case.

The Congress has decided to organise All India Congress Committee vice-president Rahul Gandhi’s rally to show its strength. JKPCC chief Saifuddin Soz today said the date of Rahul’s rally would be announced soon.

Court allows Crime Branch plea for pardon to Peer’s accomplice Itoo

A special anti-corruption court today allowed the application of the Crime Branch to grant pardon and approver status to one of the key accused, Farooq Ahmad Itoo, in the Common Entrance Test (CET-2012) scam.

The accused were involved in selling question papers for selection to medical colleges in the state.

Interestingly, the grant of pardon to Itoo had been opposed by his patron and former head of Board of Professional Entrance Examination (BOPEE) Mushtaq Ahmad Peer, who is the prime accused in the case.

While allowing the application today, the Special Judge, Anti-Corruption (Kashmir), Mohan Lal Manhas, in his orders upheld the contentions of the chief prosecuting officer representing the Crime Branch that the other accused, who opposed the pardon to Itoo, had no say in the decisions arrived at by the investigating agency, an official connected with the case said.

After granting pardon and making Itoo an approver, the anti-corruption court is also to record his statement on Monday. Currently, both Peer and Itoo are under judicial remand at Central Jail, Srinagar.

An approver is an accomplice to a criminal act who confesses his or her guilt and gives evidence against his or her associates.

Before making any accused an approver, the investigation agency concerned has to take permission from the trial court. But till the court decision, the accused has to remain in custody.

Itoo’s earlier confession

  • In his confessional statement recorded earlier before the CJM, Srinagar, on November 7, 2013, Itoo had said he had given Rs 60 lakh to Peer after receiving CET-2012 papers from him. Itoo later sold these papers to eight candidates.
  • In his objections, while opposing the approver status to Itoo, Peer had submitted that there was no evidence against him and the case had not been properly investigated by the Crime Branch.
  • The Crime Branch prosecutor had submitted that Peer, being an accused, had no right to oppose the approver status to Itoo.

Fourth Convocation of Shri Mata Vaishno Devi University

Vice-President M Hamid Ansari today said, “The Constitution of India, if followed in letter and spirit, has answers to almost all vexing questions confronting the nation at present.”

This solution assumes the existence of an “educated and enlightened citizenry” which could also hold its elected representatives in governments and Parliament accountable, he added.

“Creating a responsible citizenry is a task which cannot be left only to the government. It needs to begin at the school level. Education should reaffirm our commitment to the concept of equality amid diversity. It must promote values that foster justice, peace, humaneness and tolerance in a multi-cultural society,” the Vice-President said while addressing the fourth convocation ceremony of Shri Mata Vaishno Devi University here today.

A total of 751 students were awarded degrees.

Eighteen students were awarded with the Chancellor’s Gold Medal, Vice Chancellor’s Gold Medal, Shri Mata Vaishno Devi Shrine Board Award for Excellence and the University Silver Medal.

Assembly Speaker calls on Governor

Jammu: Speaker of the Jammu and Kashmir Legislative Assembly Mubarak Gul called on Governor NN Vohra at Raj Bhawan here this evening. Gul briefed the Governor about the arrangements made for the Governor's Address to the Joint Session of both Houses and the significant items of business likely to be taken up in the forthcoming session of the state legislature, which is scheduled to commence on February 10. — TNS

Governor NN Vohra today said there was an urgent need for equipping the youth with sound knowledge and skills to secure maximum advantage of the demographic dividend so that they could contribute in a big way towards the economic advancement of the country.

He said by 2020 two-third population of the country would comprise persons of an average age of 29. This vast human resource could be a great opportunity and makes a large difference in addressing varied challenges, generating wealth and placing the country on the path of rapid economic development.

Vohra was speaking at the 4th convocation of Shri Mata Vaishno Devi University (SMVDU) on the university campus here today.

Recalling the aims and objectives of the establishment of SMVDU, the Governor said quality research in the new and emerging areas with a sharp focus on innovations could lead to sustained economic growth.

He observed that the university, set up in the shadow of Shri Mata Vaishno Devi shrine, aimed at achieving excellence in teaching and research along with nurturing sound moral, ethical and spiritual values among the students. — TNS

Jandrah protest turns violent

The protest, demanding sub-divisional status for Jandrah, took a violent turn today, when the state police and the CRPF personnel lathi-charged the protesters. Ten people, including women, got injured in the incident.

The residents resented giving of tehsil status to Dansal and ignoring Jandrah.

At least 700 people from Domel-Manwal gathered at Jandrah and started their march towards Jammu, demanding sub-divisional status to Jandrah. When they reached near Darsoo village, 12 km from Jandrah, the state police and CRPF stopped them and later resorted to lathi-charge, when the mob refused to stop.

“We were moving peacefully towards Jammu to protest against the government, but the police and the CRPF used force to stop us and beat up the protesters, including women,” said Raj Kumar, a resident of Jandrah.

Later, the cops allowed the protesters to move up to Dansal, where 40 protesters courted arrest. They were later released in the evening.

6 kg cannabis seized in Doda

Doda, February 8
The police today arrested a person from Doda district and seized about 6 kg of cannabis from his possession.

The police, during a routine checking of vehicles near the Dak Bungalow, Doda, observed a suspicious person hiding something in a bag. They searched his bag and found 6 kg of cannabis in three packets.

The person arrested has been identified as Hans Raj, a resident of Kastigarh.

A case has been registered. — OC
