Police fail to nab DAV lecturer’s assailants

PIMS to aid cancer patients of all stages

With the Punjab Institute of Medical Sciences (PIMS) coming back to its normal functioning recently, it has announced that it would treat cancer patient of all stages. With the presence of a well equipped state-of-the-art infrastructure and best oncologists, it can treat around 12 cancers at an advance stage also. To make the people aware about these facilities, the hospital has organised a free cancer detection camp which is presently running on the hospital premises till February 10.

Taking cognizance of the report published in the Jalandhar Tribune on Thursday regarding the sale of unhygienic and stale junk food by unregistered canteens inside government schools, the Education and Health Department swung into action within 24 hours and issued directions to all the government and aided school authorities to stop the sale of such food on their premises with immediate effect.

MC hurries to clear tenders, gives extension to defaulters

After a gap of four months, the Jalandhar Municipal Corporation has scheduled its Finance and Contracts Committee (F&CC) meeting on coming Monday to quickly clear the tenders for development works, worth several crores, for road relaying, sewer work, development of parks and installation of tubewells and streetlights.

4th accused in suicide case still at large
Phagwara, February 7
Even after 17 days of suicide committed by Jalandhar woman Neha Jalota (24), the Phagwara police are unable to arrest Hemant Jalota, brother-in-law of the deceased and one of the four alleged accused responsible for the incident. It is alleged that Neha took this extreme step due to harassment by her in-laws.

Computer teachers to protest on Feb 10
Jalandhar, February 7
The Computer Teachers’ Union today decided to go for a state-level agitation on February 10. A four-member committee of the union was constituted by Chief Minister Parkash Singh Badal at Punjab Bhawan on January 8 and it was assured that their issues would be solved within three weeks. But even after four weeks, no action has been initiated on the issue.

Dental health fortnight begins
Phagwara, February 7
The Department of Health and Family Welfare organised a dental health fortnight, which began at the Community Health Centre, Bara Pind. The fortnight was inaugurated by Senior Medical Officer Dr Balwinder Singh Kahlon. It will continue till February 21. Dr Avinash Mangotra and Dr Satinder Kaur will operate the patients during this period. Free dentures would be given to poor patients during this fortnight. — OC

MC team faces protest
Phagwara, February 7
Tension prevailed in the Shivpuri and Shaheed Bhagat Singh Nagar localities here today as the Municipal Corporation and Sewerage Board teams who went to connect sewerage lines of a mill with these localities were forced to return. Hundreds of residents sat on a dharna and raised slogans against the administration. They expressed their apprehension that the sewage might overflow if these lines were connected. Executive Officer Adarsh Sharma said the act was undertaken as per the instructions of technical advisor BK Dutt. —TNS

Seminar on thalassaemia organised
Phagwara, February 7
MLU DAV College organised a seminar in collaboration with Hindustan Welfare Blood Donor Club on thalassaemia here today. General secretary, Lok Sewa Society, Kotkapura, Sukh Brar, was the chief guest on this occasion. She made the students aware of this disease. She said around 29,000 children die every year because of this disease. Thalassaemia is inherited blood characterised by less hemoglobin and fewer red blood cells than normal. Principal Suman Tandon thanked the chief guest and encouraged the students to spread awareness about this disease. — OC

Police fail to nab DAV lecturer’s assailants

Just when everyone was thinking that the trouble on DAV Road had begun to subside, another gruesome attack on a college lecturer, who was actually trying to rescue students, has left the district traumatised. For a road, regarding which at least five to six complaints have been made to the district administration, the fresh onslaught of violence has spelled trouble.

The DAV College, Jalandhar, and the Punjab and Chandigarh College Teachers Union have taken strong note of the attack on the DAV College lecturers, Karanvir Singh and Amanpreet Singh, last evening and have demanded immediate arrest of the students/assailants responsible for the attack.

A staff council meeting of the DAV College was held today in which this demand was aired by teachers and staff members. The college authorities said, "If the security is not substantially increased this time, then they might even take to the streets."

Members of the Punjab and Chandigarh College Teachers Union have also condemned the incident and rallied on the road outside the college, to protest against the police inaction.

BB Sharma, principal, DAV College, said, "After various institutions collectively asked for either a police post or heavy deployment of the PCR teams last time. The police personnel were deployed in the area and patrolling had become a regular affair. But lately it became lax following which such an incident occurred. Earlier, police personnel were making regular rounds but now they have stopped doing that. Even the women police personnel have become lethargic. During the entire incident no police teams were around."

Prof Jagroop Singh, principal of the Mehr Chand Polytechnic College, said, "The deputations of police personnel have certainly increased on the roads but still there are certain things which have not been addressed. The tea vend outside our college has not been removed and while we have installed plenty of the CCTV cameras on the campus, there are none outside. Installation of cameras on the road is very important to nab culprits of such incidents."

Secretary Tejinder Virli said, "If the attacks do not stop we will be take up the issue at state level.

Meanwhile, Karanvir will need surgery to get plates fixed on his left arm, which is badly fractured at three places; so far, police has not been able to arrest anyone. Talking to The Tribune, Karanvir said when he saw the assailants beating two- three students; he intervened to save them, following which they left the students. But, later they came back and attacked us," he said.

"All of them were carrying weapons and two or three of them started saying that he is a college teacher. This indicates that they were college students. If they hadn't asked the rest to stop, they would have continued to beat me," he said.

While college principal BB Sharma had made a complaint yesterday, so far no person has been arrested. SHO Balbir Singh said, "We had taken one person for identification to Prof Karanvir but he told us he wasn't involved. He will be giving us a formal statement on the issue tomorrow."

Speaking about the age old grouse of academicians in the area, Ishwar Singh, Police Commissioner, Jalandhar, said, "We will make sure that the response time of the police teams from now is not more than five minutes. As far as the CCTV cameras are concerned, the police do not have funds for the same but we will still send proposals regarding it."

  • On September 13, 2011, principal of the Mehr Chand Polytechnic College wrote to the SHO of the police station number 1 to close vend selling tobacco and alleged addictive substances to students. But after several raids, police officials said they found nothing illegal at vend.
  • On June 11, 2013, a group of miscreants armed with sharp-edged weapons attacked a student while he was appearing for an exam at the local Mehr Chand Polytechnic College in Jalandhar. The institute authorities raised an alarm. A case was registered and six miscreants were booked, out of which two were nabbed. One of these two was later let off.
  • On August 8, 2013, as many as 10 colleges on DAV Road wrote to the Commissioner of Police for the removal of the tea shop near the Mehr Chand College and the setting up of a permanent police post near DAV College railway halt.
  • On February 6, 2014, group of youngsters brandishing weapons and sticks; attacked a college professor who had intervened to rescue some students from the group earlier.

PIMS to aid cancer patients of all stages

With the presence of a well equipped state-of-the-art infrastructure and best oncologists, it can treat around 12 cancers at an advance stage also. To make the people aware about these facilities, the hospital has organised a free cancer detection camp which is presently running on the hospital premises till February 10.

"We have the state-of-the-art infrastructure with the best oncologists available in the region. As the local Civil hospital does not have a cancer treatment facility for the general public, they were becoming scapegoats to most of the private nursing homes with little infrastructure and non-experienced specialists. Also, the same treatment that they are offering in lakhs of rupees is being offered here at nominal government rates," said Dr Archana Dutta, Oncologist, PIMS.

She also revealed that last year, the hospital had screened 400 patients for various cancers and conducted 134 successful surgeries.

"Our rates are same like the PGI or Civil Hospital with an OPD slip of six months validity costing only Rs 10. Most of the tests that are being conducted here are also at government rates. Surprisingly, it is not the poor who are coming here but people from the high society are also visiting the hospital for various tests and follow up treatment," said Sunish Tangri, head, Sales and PR, PIMS. But he also showed concern that most of the destitute people are not being able to make use of their treatment due to lack of awareness. "This is why we have organised a free cancer screening camp on the hospital premises for which we are also doing free examination for more than 12 types of cancer," said Tangri. He has revealed that the camp would be on till February 10 with Sunday being an off day.

Although, the hospital is well equipped to provide the multi-modality treatment to the cancer patients at all stages, it does not have a radiation machine which is preventing them to treat some specified types of cancer at advance stages.

"The state government has recently provided SGRT to the hospital. Since, we run on the public-private partnership mode, we are not eligible to any grant by the state government. However, the management is planning to buy one shortly to provide a complete package treatment to the cancer patients of the Doaba region at competitive rates at par with the government rates," said Dr Dutta.

Schools told to get canteen food samples tested

Taking cognizance of the report published in the Jalandhar Tribune on Thursday regarding the sale of unhygienic and stale junk food by unregistered canteens inside government schools, the Education and Health Department swung into action within 24 hours and issued directions to all the government and aided school authorities to stop the sale of such food on their premises with immediate effect.

In a letter issued yesterday, the DEO has directed all the principals to get the food samples tested from the Health Department before they were put on sales counters of their respective school canteens.

The Health Department has also initiated an independent enquiry into the illegal running of such unregistered canteens.

“These canteens cannot run as full-fledged eating joints but to be operated as small time tea stalls for teachers or can offer candies and biscuits to students. But without informing us, most of them have started running as full-time eating joints. I have sought information on this and issued directions in this regard. Now, the principals would first get the food samples tested before they are sold at canteens,” said Neelam Kumari, District Education Officer.

She added her department would also write to the Health Department to conduct sample checking in all the schools of the district.

“We were not aware of any such canteen being run inside the schools as none of them have been registered with us. Since the matter has been brought to light, I have directed the District Health Officer to investigate the matter. Besides checking samples, we will also register the canteens with immediate effect. Nobody is allowed to sell eatables at a public place without getting registered with the Health Department. Since the matter concerns thousands of children, we will take it on priority basis,” said Dr RL Bassan, Civil Surgeon, Jalandhar.

The Jalandhar Tribune highlighted that many illegal canteens had been selling unhygienic and stale food inside various government schools for the past many years. The report also revealed that no checking had ever been done by the Health Department so far.

MC hurries to clear tenders, gives extension to defaulters

After a gap of four months, the Jalandhar Municipal Corporation has scheduled its Finance and Contracts Committee (F&CC) meeting on coming Monday to quickly clear the tenders for development works, worth several crores, for road relaying, sewer work, development of parks and installation of tubewells and streetlights.

Among the 142 items on the agenda is the extension of contract given to Chandigarh-based RR Electronics for maintenance of traffic lights in the city, by another two years.

While the eight-year contract with the company on the BOT basis had lapsed on July 22, 2013, the MC officials did not bother to extend it in the past six months.

The MC officials have also decided to extend the streetlights contracts to three of its defaulting contractors for another three months. A year-long contract for the seven zones had lapsed on January 7.

The councillors of the ruling as well as the Opposition parties have been raising their voice over the poor maintenance of streetlights by all the three contractors, installation of spare parts that were of inferior quality, cleaning of bulbs and painting of poles.

Though, a committee had been formed after regular complaints by councillors of all wards for imposition of penalties on the contractors, the MC officials have proposed that they be allowed to continue for another three months.

The three contractors include Inderjit Bajaj, Jagdish Electrical Works and Luthra Enterprises.

The other works, which would be taken up include removal of ‘malba’ and cleaning of central verges for Rs 14.23 lakh, maintenance of park at Urban Estate Phase-2 for Rs 16.44 lakh, development of park at Partap Bagh for Rs 4.27 lakh, painting of central verge and finishing of footpath for Rs 27.35 lakh, repair of Corporation House at Sat Nagar for Rs 3.15 lakh and tree plantation in the city for Rs 18.75 lakh.

Jalandhar, February 7
In an effort to bifurcate the increasing rush of applicants at the Suwidha Centre, the district administration has separated three services from here and shifted them to an adjoining new building of the sub-registrar's office.

Five new counters have been started at the new building. One of the counters is for issuing of issuing of tokens for marriage certificate, two for issuing marriage certificates and one each for caste certificate and residence certificate.

Since the submission and checking of documents for marriage certificates is a long and a tedious process, two counters have been set up so that the work could be handled at double the speed. Also, since the token counter for the work has been separated from token counters of all other works, the applicants for the purpose can heave a sigh of relief.

DC Varun Roojam had held a meeting in this regard with the Suwidha Centre staff on Saturday and issued the directions. The visit of Principal Secretary Governance Reforms C Roul about three weeks back has also had an impact on improving the functioning of the centre.

4th accused in suicide case still at large

Even after 17 days of suicide committed by Jalandhar woman Neha Jalota (24), the Phagwara police are unable to arrest Hemant Jalota, brother-in-law of the deceased and one of the four alleged accused responsible for the incident. It is alleged that Neha took this extreme step due to harassment by her in-laws.

The police have booked former president of the district BJP NGO Cell Rakesh Jalota, his wife Poonam Jalota, two sons Vivek and Hemant under Section 304-B of the IPC on the charges of torturing Vivek’s wife Neha for dowry.

The police arrested Rakesh Jalota, Poonam and son Vivek while Hemant was still at large.

All the three arrested are now under judicial custody.

The deceased reportedly committed suicide by hanging herself from the ceiling fan at her in-laws house in Vishawkarma Nagar on January 21.

Krishan Kumar Arora, a Jalandhar resident and father of the deceased had alleged that his daughter, who was married to Vivek on December 4, 2011, was being tortured by her-in-laws.

A suicide note was also found in which the deceased had made several allegations of harassment and torture by her in-laws.

Some of the family members of the deceased ransacked her in-laws house in a fit of anger.

The deceased’s father had also alleged that his daughter was murdered by her-in-laws as they saw scars on her dead body.

Computer teachers to protest on Feb 10

The Computer Teachers’ Union today decided to go for a state-level agitation on February 10. A four-member committee of the union was constituted by Chief Minister Parkash Singh Badal at Punjab Bhawan on January 8 and it was assured that their issues would be solved within three weeks. But even after four weeks, no action has been initiated on the issue.

Union leaders condemned the step-motherly treatment being meted out to computer teachers. They alleged that computer teachers were not given some major benefits even after their regularisation.

Union members demanded that the 7,000 teachers in the union be brought under the Education Department.

They said all of them would be present on the rally on February 10 along with their families and would go on a mass casual leave on that day.

They said if the issues of the teachers were not addressed, then a series of dharnas would be held outside the DGSE office from February 11. — TNS
