Jeep owners' strike continues for day 2
Dehradun, January 5 There are 500 small passenger vehicle owners who ply to various places across Garhwal from Dehradun. Under the aegis of the Doon Garhwal Jeep Commander Operators’ Association, the small passenger vehicle owners staged a dharna at the Rispana Bridge. Led by association president Rajan Mamgain, the protesters alleged a large number of youths had been rendered jobless as the state transport authorities had failed to renew their licences. The authorities were now forcing them to install the ABS in their vehicles. Mamgain added there was no company in Uttarakhand that could install the ABS. The protesters also sought a proper transport policy for the state. They also demanded waiver of taxes on passenger vehicles for one year as the region had suffered immense losses due to the natural disaster in June last year. A protester, Pramod Nautiyal, said, “The government is doing great injustice to us by making mandatory the installation of the ABS, which is not easily available. The ABS is expensive and we cannot afford it immediately because we have suffered huge losses in the natural disaster last year.” Satyadev Uniyal, YS Rawat, Anup Aswal and Sanjay Chauhan participated in the
dharna.

Stranded passengers bear the brunt
Dehradun, January 5 The Doon Garhwal Jeep Commander Operators’ Association office at the Rispana Brige in Dehradun was the venue of the protest. Passengers were stranded as the jeeps leave for various places across Garhwal from the capital’s Rispana Bridge. One such hassled passenger Ashish Joshi, who had come to catch a taxi from Dehradun to Srinagar, rued, “As the strike continues we are facing a lot of trouble to commute as jeeps are much more comfortable and reliable as compared to government buses. The stir has hit the common man the hardest.” An elderly resident of Srinagar in Pauri Garhwal, Vinod Hatwal, said, “Due to our age, my wife and I cannot travel in state-run buses. Therefore, we have been stuck in Dehradun for the last two days.” Rekha Kumari, who belongs to Kotdwar, sought prompt action from the state transport authorities to sort out the mess that was affecting both commuters and taxi union alike. |

Traders protest order to limit stocks
Dehradun, January 5 Under the banner of the Pradesh Udhyog Vyapar Samiti, the agitated traders burnt an effigy of the new licence system that limits their stocks at Saharanpur Chowk in the city. They also held a protest march that criss-crossed the Arhat Bazaar. |
||
Compulsory licence system opposed
Dehradun, Janaury 5 He added with the introduction of the new system, a small-time trader could not stock more than 10 quintals of goods at a particular time. This would adversely affect the business of traders in far-flung areas, particularly in hills. “Shopkeepers in hill areas keep large stocks of goods for the winter and the monsoon and now they will be forced to reduce their stocks, which will increase their costs,” Goyal said. The shopkeepers would now be forced to take goods in small consignments, thus increasing their costs, he added. Goyal said the Uttarakhand government wanted to reintroduce the draconian inspector raj. He threatened that the traders would launch an agitation in the state if the licence system was not immediately withdrawn. Umesh Agarwal, Naveen Verma and other office-bearers of the Pranteeya Udhyog Vyapaar Mandal were present at the news conference. |

Ganga Sagar, Jitendra and Vikas were prominent among the protesters. |

POLITICAL DIARY
Dehradun, January 5 Congress sources confirm that many senior party leaders and state ministers, who had orchestrated a campaign to oust Vijay Bahuguna, are crestfallen and have now reconciled to the ground reality. Most of these leaders, who had been camping in the National Capital, have returned to Dehradun or to their hometowns. It is believed that the warring leaders had started the oust-Bahuguna campaign in New Delhi following the defeat of the Congress in the Assembly elections in four states last month. They had assumed that the pressure mounted by them would prompt the party high command to change the Chief Minister of the state. But their hope was misplaced as the party high command instead denied there was any possibility of replacing Bahuguna. Moreover, the party high command was more focused on the political developments at the national level following the emergence of the Aam Aadmi Party (AAP) and the happenings in Himachal Pradesh where Chief Minister Virbhadra Singh had come under fire from the BJP on the charges of corruption and had little time to spare for the Uttarakhand affairs. Interestingly, while the party high command took keen interest in forming committees in some states, including Punjab, it took no decision about the new president of the Uttarakhand Congress. State Congress president Yashpal Arya, who is also state Revenue Minister, had resigned from the party post in December last year on the principle of ‘one man, one post’. However, he has been asked to continue till a new president is announced. The party sources say the new state Congress president could be announced after the session of the All India Congress Committee (AICC) scheduled for January 17. With speculation about the removal of Vijay Bahuguna from the post of Chief Minister laid to rest, all eyes are now set on the post of state Congress president. Interestingly, with a tough Lok Sabha elections nearing, most of the state Congress leaders, except Satpal Maharaj, MP from Pauri Garhwal, have kept their cards close to their chests. Union Water Resources Minister Harish Rawat has not announced his choice of the candidate for the post of state Congress president while his close associate and Almora MP Pradeep Tamta has opted out of the race. Congress insiders say besides Satpal Maharaj, who has already thrown his hat in the ring, there are not many contenders for the post of state party chief. No leader would like to lead the party in a tough electoral battle ahead. Even Yashpal Arya faced criticism for resigning from the post of party president before the crucial Lok Sabha polls. His critics say while he did not relinquish the post after becoming a minister in March 2012, he resigned to escape responsibility for the Lok Sabha elections. |

Section 144 in Bhagwanpur after communal tension
Haridwar, January 5 A large number of people participated in the rally. The district authorities imposed Section 144 seeing the situation getting out of control. Around 100 persons were arrested, including the family members and relatives of the girl. Protesters led by BJP legislator Suresh Chand Jain tried to gherao Bhagwanpur police station, forcing the district administration to deploy a heavy police force. The jawans of the Provincial Armed Constabulary also held a flag march. Legislators from nearby Assembly segments, including Sanjay Gupta (Lakshar), Swami Yatishwaranand (Haridwar rural) and Aadesh Chauhan (Ranipur-BHEL) too reached the rally
venue with their supporters and questioned the role of the police in the
incident. Jain alleged that while the girl was forced to change her religion the police was trying to hush up the matter. He said instead of arresting the culprits, the police
arrested them. Legislators Sanjay Gupta, Swami Yatishwaranand and Aadesh Chauhan sat on a dharna outside the Roshanabad prison in protest against the incident and the role of
the police. However, the protesters relented after higher police officials assured them of necessary action. They also brought the incident to the notice of the SSP, Haridwar. Talking to The Tribune, SP, Haridwar, Rajeev Swarup, said the situation was under control and the police had intensified vigil in the area. Swarup warned anti-social elements of strict legal action if they
tried to disturb the communal harmony in the area. Meanwhile, the police provided protection to the married couple and their
family members. |

The government had released Rs 55 crore of the total Rs 150 crore sanctioned for carrying out development works on the yatra route, he added. “We have urged the government to release the remaining amount so that repair works could be carried out on the yatra route,” he said. The central government had also sanctioned Rs 20 crore for the purpose. On the other hand, Kunwar Rakesh Singh, president of the samiti, ruled out any change in the yatra route. “Though the yatra route was extensively damaged in the natural calamity last year, we would not like to change it as it would lead to interference in the age-old tradition,” he said. Meanwhile, a meeting of the yatra parishad under the chairmanship of the Chief Minister would be held on January 26 to take stock of the situation. |

his office could be investigated if corruption charges were levelled against them. Khanduri said a Lokpal could probe the Prime Minister after consent of two-thirds of members of the Lokpal bench. |

Taxi unions urge govt to roll back ABS order
Haridwar, January 5 The Sumo Max jeep-taxi union, Haridwar, today submitted a memorandum to Agriculture Minister Harak Singh Rawat today urging him to get the ABS decision rolled back. Convener of the union Sanjay Chopra said the new directive should not be imposed on old vehicles. He added if the state government was adamant
on the issue, it should get the system fitted in the new vehicles. Chopra said due to flash floods last year the jeep-taxi unions suffered huge losses and the cost of the ABS, which was about Rs 40,000 to Rs 60, 000, would only add to their misery. Chopra also sought extension of the permit period to at least 15 years and an insurance cover for the jeeps and taxis operating in the state. The union members said they were already facing problems in feeding their families and they won’t be able to meet their expenses following the suspension of the Char Dham yatra due to the natural disaster and the onset of the winter. Chopra said the new government directive had aggravated their woes. Uday Ram Semwal, central secretary of the Uttarakhand Kranti Dal labour cell, said the Congress and the BJP had failed to provide better transport services in hill districts. As a result, commuting in the hill districts was still an arduous task. |

Ringside view AAM Aadmi Party (AAP) leader and Delhi Chief Minister Arvind Kejriwal’s refusal to have a big accommodation, an official vehicle and other government goodies have started an unsavoury debate about the facilities being enjoyed by senior politicians of the state. Former Uttarakhand Chief Minister Ramesh Pokhriyal Nishank had removed the red lights from atop his two cars following the Supreme Court order and the decision of the AAP politicians not to use red lights on their vehicles.
But this prompted Uttarakhand Agriculture Minister Harak Singh Rawat to take pot shots at Nishank, his long time friend-turned political foe. Harak Singh said the removal of red lights by Nishank from his cars was a farce and he should quit the Raj Bhawan annexe, which he was still occupying after he was removed as Chief Minister in September 2011 and despite having a government accommodation. The BJP has replied saying that Harak Singh should first focus on his own conduct since there are allegations of land grabbing and favouritism against him. Interestingly, there are many politicians, including present and former legislators and MPs, who are occupying government houses without entitlement. The Rural Litigation and Entitlement Kendra (RLEK), a Dehradun-based voluntary group, had already filed a public interest litigation (PIL) in the Nainital High Court challenging the facilities being enjoyed by former Chief Ministers of
the state. The petition says that these former Chief Ministers are using government houses, government vehicles, security and other facilities at the expense of the public exchequer and the practice should be stopped. The high court has admitted the petition and served notices on the state government. Govt turns a blind eye
to sacked cops Sacked policemen have been protesting for the last more than 100 days in support of their demand for reinstatement in service but the government and the Police Department seem disinterested. It is to be noted that in a surprise move, the Police Department had terminated the services of more than 200 constables for filing applications for job from more than one district. The sacked cops, who had already served for more than one year, are blaming the government and the Police Department for intentionally targeting them. They alleged that some of their colleagues, who had also submitted applications from more than one district, are still in service due to their proximity to senior police officials. Even a senior police officer accepted that the protesting sacked cops were a victim of prejudice, as there were other constables also who had flouted the norms but were still in service. Hotels forget disaster, celebrate New Year While Uttarakhand faced its worst tragedy in the form of the Kedarnath natural disaster last year, hotels in Dehradun showed little sensitivity and lavishly organized New Year celebrations. Interestingly, while the badly-hit hotel industry in the state is seeking concessions from the government in the aftermath of the natural disaster, many hotels in Dehradun keenly hosted New Year parties and made special arrangements for the occasion to make quick money. Statehood agitators mull forming party on AAP lines
Mussoorie, January 5 At a meeting held under the banner of the Andolankari Manch
here today, statehood agitators accused both the Congress and the BJP of failing to live up to the aspirations of the agitators who sacrificed their lives for the creation of a separate state of
Uttarakhand. They underlined the need for the creation of another political force that would work for the welfare of the state. Jaiprakash Uttarakhandi, a senior statehood agitator, said by issuing specific guidelines for the identification of statehood agitators, the government was trying to create a division among them to serve its political. He alleged the government had failed to give due respect to andolankaris. State secretary of the manch Ramlal Khanduri said the government had promised according the freedom fighter status to state andolankaris, but it had failed to do so. He said andolankaris were still forced to run from pillar to post for their identification. They asked the government to speed up the identification process and also demanded a stop on new recruitments till a decision on reservation in jobs for andolankaris is not taken. The andolankaris appealed to all their colleagues to join hands in their efforts towards the true development of
the state. Subhasini Barthwal, a nominated ward member of the Congress, who had faced a CBI case during the separate statehood agitation, said the government should address the issues of andolankaris on a priority basis. Ved Prakash Sharma, Pradeep Kukreti, Jabbar Singh Powel, Gambhir Singh Mewad, Balbir Singh Negi, Sudesh Singh Negi, Devi Prasad Godiyal and Pradeep Kukreti were present at the meeting. |

Dehradun, January 5 The SFI workers staged a dharna at Parade Ground along with the candidates who had cleared TET and B.Ed. They demanded filling vacant primary teachers posts in the state. The SFI workers led by Lekhraj, state vice-president of the party, blamed the state government for its apathetic attitude towards the educated unemployed youth of the state. In a reply to an RTI query, the government had revealed that there were 6,500 vacant posts of teachers of basic education. “The validity of the TET certificate is going to expire in March, which will put the future of these young educated youths in dark,” added Lekhraj. Child rights commission resents Haridwar DM’s report on beggars
