Traders protest new traffic plan in Clock Tower area
Dehradun, December 26 The police have implemented the one-way traffic plan on trial basis today. This created severe traffic congestion at Rajpur Road. President of the Dehradun Traders' Association Umesh Aggarwal, while opposing the police move, said: “The police officials are working with an autocratic attitude. They seem to be working with a motive of destroying our business. We will oppose this new traffic plan at all levels.” Notwithstanding the problems faced by the people, arising due to the new plan, the police seem to be adamant at implementing the new traffic plan, which has become a nightmare for the motorists in the city. The traffic on Rajpur Road moved at snail’s pace causing inconvenience to the commuters. “The plan is actually good for everybody and we are trying our best to clear the confusion about it among the residents,” said SP (City) Navneet Bhullar. “We will close our shops and hold a protest against the police if they continue with their plan to implementing this destructive traffic plan,” Sunil Chabra, vice-president, Rajpur Road Traders Association, told The Tribune. A shopkeeper said, “Making Rajpur Road from Clock Tower one-way will affect our business in a big way and police do not understand our point of view.” On Thursday, the Congress party also opposed the plan and threatened to launch a protest if police conitinues with the new traffic plan. State Congress Vice-President, Suryakant Dhasmana, said: “The police must understand that not only the traders but even the common man of Dehradun is getting troubled by this traffic plan and police should stop such experiments. I have even spoken to the DGP and requested him to direct
the SSP to stop causing trouble to the commuters and traders.” “The entire city police force is being used to implement one-way traffic plan by compromising with law and order duties,”
said Dhasmana. The Dehradun police is also planning to create awareness among the people about its new plan before fully implementing it. “We are getting 5,000 CDs and 10,000 pamphlets made so that we can distribute them to create awareness,” said SP City. The Dehradun police is also making a website for the Dehradun traffic police, which will have all necessary information about the city’s traffic. The Dehradun police, led by the Senior Superintendent of Police (SSP), introduced one-way system on Rajpur Road from the Orient chowk till Clock Tower and two-wheelers and four-wheelers going towards Clock Tower were diverted through Darshan Lal Chowk via Doon Club Road. While the traffic going towards Rajpur Road from Clock Tower were allowed to ply on both sides of road till Orient Chowk, putting the motorists at the receiving end. Moreover, the traffic at Darshal Lal Chowk, which used to get diverted to three roads namely Gandhi Road, Cross Road and Clock Tower, were diverted on one road towards Clock Tower causing more traffic pressure there and creating
traffic snarls. |

Minister underlines role of science in state’s all-round development
Dehradun, December 26 Inaugurating the three-day 8th Uttarakhand Science Congress organised
by the Uttarakhand Council of Science and Technology (UCOST) at Doon University today, Negi said science and technology could play an important role in making the life of a common man in hills easy, who faced
constant challenges in the form of tough geographical conditions. “In fact, all the scientific achievements are intended towards facilitating mankind. So, the science researches must be developed as per the language and lifestyle of the common man,” he added. He appreciated the scientists of the
UCOST, who have been working on many significant projects with a view to connecting science to the common man. Referring to natural disasters, he said they were
very frequent in Uttarakhand, owing to its peculiar geographical situations and exhorted the scientists’ to work intensively and seriously towards mitigating the disasters. “Such annual scientific conferences provide an opportunity to the young researchers to take inspiration and guidance from the renowned scientists from across the country. Govt mulls merger of general, specialist doctors
Dehradun, December 26 The state department of health and medical believes that by merging these cadres, the government will be able to fill up vacant posts and also bring together cadres at equal levels, so that both the cadres are provided equal promotion opportunities. With this stroke, the government wants to nullify the demand of implementation of Dynamic Assured Career Progression (DACP) which the doctors say has been designed especially for their counterparts whose nature of work is different from other A senior government officer requesting anonymity said, “We have worked out a better plan for the doctors. According to the provisions of the DACP as envisaged in the Tickoo Commission report, promotions would be granted after 4, 9, 13 and 20 years. In the event of the merger of cadres all doctors will be promoted after 4, 8, 13 and 20 years.” Beside the promotions, the doctors would also be due for extra increment after serving for 3, 5 and 7 years. In order to relieve the fears of the specialists about the dilution in the cadre as specialists are considered to be the backbone of medical services, the government says that those with specialist degree would be preferred over the general cadre medical officers during the
recruitments. Effectively, the government has failed miserably in attracting medical professional on contractual basis even after announcing manifold increase in their honorariums. Even the contractual doctors at competitive pay packets are not ready to serve in the hills, where the shortage of manpower is acute. Om Prakash, principal secretary health and medical, said, “The posts of specialists are lying vacant. After merging the cadres we can post MBBS doctors against vacant posts. With this move, people in remote areas will have the services of qualified doctor.” While the proposal is expected to come up at the next Cabinet meeting, it remains to be seen if the governments gamble would pay off.

Hydropower
Dehradun, December 26 A new opinion emerged among those backing the hydropower project that dams helped in curbing speedy flow of large quantities of water in the rivers, across the Garhwal region in mid-June due to excess rainfall, thus preventing large scale death and destruction in towns around downstream. Hydropower projects have always been a debatable issue in the revenue-starved state of Uttarakhand. Policy planners from day one have believed that hydropower along with tourism are the two key revenue earners for the state. While efforts to promote tourism are on track, the hydropower sector has often been a debatable issue with a range of opinions on the subject. While some support exploiting the state’s hydro-potential to the fullest, others tread cautiously and argue that rampant construction of ill-planned hydropower projects is proving detrimental to the region’s diverse environment. The issue once again came into limelight, discussing the pros and
cons of hydropower projects during the floods
in Garhwal hills early
this year. Those backing these projects asserted that big projects such as Tehri Dam project controlled the flow of large volume of water on river Bhagirathi thereby preventing death and destruction in Rishikesh and Haridwar that fall on the downstream. However, conservationists put the onus of aggravation of disaster on these dams. Citing an example of Vishnuprayag dam, they assert that initially when the flood started in higher reaches of Chamoli, the gates of Vishnuprayag dam were opened and the reservoir was subsequently emptied before closing the gates again. But when the flood water continued flowing and started to fill up the reservoir again, they failed to open the gates this time as there was a heavy inflow of sediments and huge boulders that damaged the gate system, resulting in formation of a lake. This huge lake measuring 1.5 kilometres in length, took a ferocious form and started with the destruction of the dam broke everything on its way resulting in large scale destruction in towns of Lambagarh, Vinayak Chatti, Pandukeshwar, Govindghat and Pinoli. However, amidst this raging debate, Uttarakhand Jal Vidhyut Nigam Limited - the state-governed body responsible for the hydropower sector - generated around 3,414 million units of power for the financial year 2013-14, till November end, through this project, against the annual target of 3,709 million power units from its hydropower projects across the state. As far as construction of these projects was concerned, the work continued towards construction of hydropower projects both big and small that kept a total potential of 174 mega watt of power. As part of the renovation of old projects, upgradation and renovation of 9.3 mega watt Mohammadpur hydropower project in Haridwar district was also undertaken. Construction of a 120 mega watt Vyasi hydropower project on Yamuna river in Dehradun also commenced this year. Chief minister Vijay Bahuguna performed the ‘bhumi pujan’ of the project
this year. The year also saw the speedy construction of a 300 mega watt Lakwar multipurpose project. With an aim to augment its man power, Uttarakhand Jal Vidhyut Nigam Limited recruited 296 posts to facilitate its hydropower project.

‘Domestic Violence Act poorly implemented across state’
Dehradun, December 26 While releasing the said report at a workshop on Thursday, Smriti Singh of Oxfam, said, “The ignorance on part of the police needs to be addressed urgently. The functioning of the police in the state clearly reveals that laws pertaining to domestic violence are being poorly implemented.” Social activist Jhanvi Tiwari pointed out that not only was the police ignorant, even the government had failed to appoint trained officials at the block level. Instead of trained officers, government had given dual responsibility to Integrated Child Development Scheme (ICDS) officers to look into cases pertaining to domestic violence, Tiwari added. Renu Thakur of Arpan said that lack of interest by the government had made the Domestic Violence Act redundant. The report also castigates the slow process of justice in case the hearing took place in the court. According to the Act, a domestic violence case should be sorted out in 60 days, but there are deliberate delays due to which justice eludes the victims of domestic violence. |

KMVN trains 5,200 youths in adventure sports
Pithoragarh, December 26 “We have now decided to organise annual rafting competitions in the district from next year as we have established the bases for the sports camp,” said Dinesh Gururani, manager of adventure sports. Gururani said the on going training programmes also facilitated tandem rafting for over 500 national and international tourists this Year. “The training program began eight years ago by Tarakendra Vasnav, the then Managing Director of the
nigam. It has now caught a momentum as the president of the nigam administration is promoting
it,” he added. He said a total of 52 training programmes were organised this year and most of the programmes were organised under the border development fund assisted by the Central Government to the sub divisions situated at Indo-Nepal or Indo-China border of the district. “We have trained over 4,000 youth in river rafting sports, 1,000 youth in rock climbing and 200 youth in paragliding and 300 youth in snow skiing,” said Gururani. “Besides providing adventure training to youth in the district, we provide jobs to youth who earlier obtained training from us,” he added. |

Eco-Task Force pushes for green cover in Jaunsar-Bhabar areas
Dehradun, December 26 In a proposal sent to the Ministry of Environment and Forest and the Uttarakhand Forest Department, the 127 Eco-Task Force stated that the Jaunsar-Bhabar water shed project area was in critical need of a tree cover to prevent the area from frequent land slides and soil erosion, which it had been witnessing from past several years. Located in the Kalsi forest division, the area with boundaries spread in the forest divisions, including Chakrata, Yamuna, Nahan and Dehradun. It has a forest cover of only 3.4 per cent. Speaking to The Tribune, Colonel KS Jaggi, Commanding Officer of the ETF, said the main aim behind the project was ecological development of the area, which in turn would improve its economic condition. “The indiscriminate cutting and felling of the forest in the past and also due to constant increase in human and animal population beyond carrying capacity of the ecological system, has resulted in the depletion of forests and degradation of the ecological system. Also, the exploitation of forest for timber, fuel and fodder has resulted in heavy soil erosion,” added Colonel Jaggi. Under the proposed 15-year plan, the unit would be covering 400 hectare of land in a year that would include plantation, soil conservation and development of grasslands. In the first phase of the project, the plantation drive would be carried out in the Bansu area. The reserve forest areas are already having some forest cover and the ETF would be carrying out its project in the civil and gram panchayat land which are totally denuded. The proposed species of trees and shrubs include Bhimal, Kharik, Baken, Tun, Siras, Gurial, Semal, Semela Amaltas, Khair, Shisham, Sagwan, Dhaula, Tungla, Gentis, Tushara, Sheori, Sandan, Bamboo, Kharik, Akhrot, Chulu Walnut, Banj, Qak, Tushara, Pangar, Kaphal, Deodar, Poplar and Ringal along with several others. “Before undertaking the plantation drive in the area, it is very important to have the confidence of the locals. We are stressing more on “social forestry”. Under the project we also plan to organise meetings with the villagers before taking over the areas to dispel their fears and apprehensions and also to make them understand the benefits coming to them in future due to afforestation,” said Colonel
Jaggi.
A green move The Ecological Task Forces (ETFs) Scheme was initiated by the Ministry of Defence in 1982 with an aim of involving ex-servicemen in the Afforestation and Eco-development Department, especially in the remote and difficult terrains of the country. The scheme also leads to the rehabilitation of the ex-servicemen along with creating employment for retired Army personnel, mainly in the rural areas. |

Committee proposes tourism plan for Champawat
Pithoragarh, December 26 At a meeting held here, District Tourism Officer SS Yadav said these projects would be assisted by the Central Government under the central financial assistance scheme for tourism development. He said the committee members who attended the meeting today had been asked to submit their proposals with regard to the development of tourism infrastructure in Champawat within a week. The panel members had suggested the development of the Ritha Sahib-Chorgalia trek route, the Manch-Chuka-Tanakpur route, the Syamlatal-Tanakpur route and the Mayawati-Champawat route. Besides this, six helipads would be developed at Mach, Tamli, Madlak, Rithsahib, Champawat and Rithakhal. He said the committee had also recommended the construction of taxi stands at Tanakpur, Champawat and Lohaghat and the beautification of the ancient tourist destinations of Devidhura, Syamlatal, Purnagiri
and Mayawati. He said facilities would be created at Pancheswar Vanasur Fort and the Guru Gorakhnath temple. The committee has also proposed to develop locations from the shooting point of view.

Crackdown on illegal miners continues
Dehradun, December 26 The task force team, led by DIG Sanjay Gunjyal, raided the crushing unit of one Prakash Bhatt and seized illegally mined material in a large quantity. The team has started the process of recovering Rs 6.25-crore revenue from the stone crushing unit. The team also impounded four trucks from a mining site, as the vehicles had the same registration number. The mining site has reportedly been According to anti-mining task force officials, illegally mined material is being stored in the godowns of Uttarakhand Stone Product Private Limited, which is the largest mining firm in the area. The records of the firm are being checked to ascertain any forgery in the paper work. The team will continue its raids in the Haldwani belt, which is known for illegal mining activities. |

Later, in the evening, eminent professional artistes Shivmani and his troupe will be entertaining the audience with their performance.” He said, “Adventure activities like mountain biking, rock climbing, mountain heritage walks, a photography competition and run-for-Mussoorie marathon have been arranged for the tourists.” He said, “Apart from various political dignitaries, a surprise visitor will also be gracing the occasion.” The District Magistrate appealed to the residents of the town to extend their support as the carnival aimed at instilling confidence in the tourists and spread the message that the state was a safe
travel destination. “The police have made arrangements to ensure free flow of traffic. Several parking areas have been earmarked for accommodating tourist vehicles,” said Mussoorie SDM Monika. Dehradun, December 26 Addressing a meeting of the Uttar Pradesh Nirman Nigam and Public Works Department, he said action would be taken against the contractors of using inferior quality material in the construction of the national highway in the state. Pulling up the officers responsible for the delay in the construction of flyover near ISBT on the Saharanpur road, Aggarwal warned the concerned contractors to start the construction work by January 3. He said a site visit would be undertaken on January 4 to assess the work. Lambasting the UP Nagar Nigam for the delayed completion of the tasks allotted to them, he said they cannot delay the completion of work by making an excuse of delayed payments and reimbursements. Asking the officials of the Engineering Projects India Limited to start the work on four flyovers allotted to them, Aggarwal said bhoomi pujan would be done by the Chief Minister soon. Female leopard found dead
Dehradun, December 26 According to officials, excessive cold could have led to the death of
the leopard. However, the Dehradun forest authorities are tight-lipped over one of its
missing paws. The Survey of India campus in Hathibarkala has been prone to leopard movement due to its thick foliage and there have been leopard sightings on earlier occasion too. Man-animal conflicts are also very frequent in the region. On October 24, a girl was killed in the Chandmari area not far off from Hathibarkala, in one such attack. Meanwhile, Sanjay Kumar, a resident of Survey of India, Hathibarkala campus, while talking to The Tribune, alleged large scale intrusion of outsiders into the campus was
taking place. He said government accommodations inside the Survey of India had been rented out to
outsiders, who were not even Central government employees. Their role in such anti-wildlife activities could not be ruled out, he said. |

on December 28 and December 29 at the Garhi Cantonement-based Mahindra ground. The main aim of the rally is to stay connected with the ex-servicemen and to aware them about various welfare schemes being initiated by the state and the Central Government. The rally would also provide a joint forum of the defence and civil agencies for the ex-servicemen and veer naaris. The rally would also include assistance stalls of various departments, including the record offices, Ex-Servicemen Health Contributory Scheme, Army Welfare Placement Organisation, Army Welfare Housing Organisation, Directorate General Resettlement and several others. A free medical check-up would also be part of the rally. The Dehradun Military Hospital along with other medical units of Dehradun station would be organising the health camp. Screening of various diseases, including diabetes, hypertension, heart problems, cancer screening, ECG and ENT would also be undertaken at the rally. A financial assistance would be given to the needy persons and the veer naaris would also be awarded on the occasion. Sonepat lad Sunil hopeful of making it to national hockey team
Haridwar, December 26 He is serving as an Assistant Sub Inspector (ASI) in the Haryana police. He is in Uttarakhand to play for the Haryana hockey team in the ongoing Swami Shraddhanand National Hockey Tournament at Gurukul Kangri University. Talking to The Tribune, Sunil said he won silver medal twice in the All-India Police Games in Ranchi and Guwahati and won various national senior and junior level trophies, apart from several state, university and college level medals. He is quite optimistic about making it to the national team. “Toiling hard in the hockey field to raise skills and fitness level is of paramount importance,” he said. “There is no dearth of talent among the players playing in the tournament. But, lack of expertise in playing on field hampers their timely selection in the national team,” said Rahul Kumar, Haryana team coach. Citing examples of Holland’s football team, which has several World Cup, Olympic and European Hockey titles to its credit, Rahul said there are more than 300 astroturf hockey grounds in Holland. But, in India there are only a dozen of such play grounds. “In the early decades of the 20th century, we ruled in hockey with hockey wizard Major Dhyan Chand accompanied by Roop Chand, Leslie Claudius among others. But as soon as the hockey game shifted to astroturf, Indians lagged behind as it is quite a different ball game when played on grass field,” said Rahul. Dr Ajay Malik, sub coordinator of the All-India Swami Shraddhanand Hockey Tournament, said every year the tournament springs up with many talented players and this year Sunil Kumar was one of them. “I am glad that I will be playing at this very play ground where legendary Major Dhyan Chand also played. Dehradun, December 26 Reportedly, the two women came to Amit Verma’s jewellery shop in the afternoon and asked him to show gold jewellery to them. After spending an hour in the shop, both of them left the shop saying that they will come some other day. Meanwhile, while putting the jewellery back, Amit found that a gold chain along with a ring and earring were missing from
the stock. He immediately rushed towards the two women, who were waiting for a bus and tried to flee after seeing Amit. Both were held and during their checking, the stolen jewelleries were recovered from their handbags. The police reached the spot and arrested the women. The culprits were identified as Sheela
and Sudesh.
