Gang of highway robbers busted, 2 held
Jalandhar January 3 The accused were identified as Gursahab Singh of Algo Kothi village in Taran Taran and Gurpreet Singh of Amritsar. The tipper trucks were robbed off by the accused from Rohini and Noida, while the car was stolen from Punjabi Bagh in New Delhi. The accused revealed to the police that they, in connivance with Ranjit Singh, alias Rana of Amritsar, had also stolen an Indica car from Batala, two Indica cars from Moga and an Indigo car from Zira. Two more cars from Jalandhar and Hoshiarpur were stolen by the accused. Since Rana was mainly dealing in selling off the robbed off vehicles, the police had already launched a manhunt to nab Rana to recover the aforesaid stolen cars, the police said, adding that the accused were running an inter-state gang of over eight members and efforts were on to nab them. The police said that the accused Gurpreet had links with Surjit Singh of Delhi, from whom the police had already recovered 10 and 30 stolen luxury cars from Mansa and Patiala, respectively, adding that cases of robbery and theft were registered against the accused at Kapurthala, Delhi, Patiala and Mansa. The police further said that Gursahab was a proclaimed offender in the aforesaid cases and had led the gang when they robbed a loaded truck from the Cheheru area near here, adding that his accomplices in this robbery, including Gurpreet, alias Bittu, Manga of Baba Bakala and Karam Singh of Thathgarh were still at large. |

Jalandhar January 3 Assistant Commissioner of Police Jasbir Singh Rai said the ATM episode mystery unfolded when the police watched the CCTV footage and found that Gurpreet Singh, alias Rinku, of Santokhpura, who pretended to be the complainant, was, in fact, attempting to open the ATM cash box. Rai said when Singh broke open the cash box and found the same empty, he, to escape blame, shrewdly informed the police that the cash box of the ATM was lying open. The ACP said that after watching the CCTV footage, the police interrogated Singh who, later also confessed that he deliberately attempted to open the cash box, but in vain. The accused also conceded that he was a history-sheeter and he, along
with his friend Sunil, of Dyalpur village, had duped people across the state on the pretext of taking space on rent to install bank ATMs. "We have now received complaints from over 30 persons across the state, including Ludhiana, Jalandhar, Amritsar and even from Hisar, who deposited contract payments to rent their place for installing bank ATMs," Rai said, adding that the accused had duped the aforesaid victims of over Rs 5 lakh. About his modus operandi, the police said that the accused used to give advertisements in newspapers regarding the requirement of space for installing bank ATMs and after taking initial contract payment from the people, he used to sever further contact with the victims. The police remand of the accused was being taken to recover the duped cash and to solve other ATM fraud cases. |

Jalandhar, January 3 Mintu, who had been managing to dodge the police for more than 25 years, had fallen into the Batala police net in November in a 4-kg heroin haul case at Batala. Mintu had also reportedly murdered Kanpur Congress MLA Walyati Ram Katyal. Jalandhar Police Commissioner Ishwar Singh, while confirming the development on Friday, said the accused was wanted in the high-profile murder case and police would soon bring him on production warrant. The police had already initiated the process and in 10 days, the accused would be brought to Jalandhar and the police would interrogate him to inquire about his other accomplices. Changing his names and switching between his Hindu-Sikh identity, the 50-year-old Babbar Khalsa outfit activist, having involvement in as many as 11 criminal cases, could not be nabbed by the Punjab Police despite the fact that a three-member SIT had been formed on the matter by the DGP even last year under ADCP (Crime) Harpreet Singh Mander. The SIT members had even gone to Kanpur in the case and found that the police had been proceeding against him under another name Bau. They had then reportedly tried to track him near the Indo-Nepal border, knowing that he was now engaged in drug smuggling business, but could not crack his nexus or get any further clues. A resident of Sheikhan Bazaar here, Mintu's family had submitted before the police that he was no more. Kapurthala District Planning Committee chairman Sarabjit Makkar had recently said that Mintu's arrest was a big relief to his family, but they feared for their lives from other members of his huge gang. Mintu had moved to Kanpur, where on April 8, 1988, he had reportedly killed the Kanpur MLA. He had surrendered there, but later jumped bail. He had come to Ludhiana and with his nexus of UP-based drug smugglers, started drug trade. Sources said two of the accused Vicky and Kulwinder Kaka of Harnamdaspura were later killed in a police encounter. The incident: It was on the foggy morning of January 22, 1987, that Surinder Makkar, who was gaining ground in politics of the SAD, was gunned down at his house in Guru Gobind Singh Nagar. Jalandhar, January 3 He said, “Different states have differences in the style of functioning. In Punjab, there are written orders of the state government to the DCs regarding sitting in office on Tuesdays, Wednesdays and Thursdays for meeting the public. We interact with public more to get into the depth of various problems they are facing.” He said, “Generally meeting time is 11am to 1pm but you cannot stop public from meeting you till you are there in office. They will keep coming till the time you are there in office, maybe even beyond 5pm. For the same reason, I prefer to work from my camp office on any report or any other matter which requires application of mind. In Punjab, the DCs have been given a proper provision of office even at work place”. The lecture of the DC was followed by an interactive round in which the trainees asked a question on the need to have two ADCs. Roojam replied, “Unlike other states, we have a provision of two ADCs in Punjab. The ADC (G) is like my shadow and takes care of the entire functioning of my office in my absence. He is also the full fledged incharge of some departments. The ADC (D) primarily handles the village development issues. While in Maharashtra Zila Parishad Chairman is a big shot but not here as the DDPOs and ADC (D) are more powerful”. After this, the IAS trainees went around to meet other officers in the compound. Sonia, an officer from Rajasthan, said that the best part of her ongoing training has been the sojourn in army camp at Rajouri. “Equally interesting, however, was getting into the fighter aircrafts at Adampur airforce base. We saw Sukhois and MIG 29 aircrafts as well,” he said. The officers have completed a year of training and have another year of training to follow and are yet to get cadres. |
Defaulters to pay Rs 550 more for LPG cylinder
Jalandhar, January 3 "Those who have linked their gas connections with Aadhaar number will only get cylinders at subsidised rates. The rest of the customers have to give Rs 550 more to get an LPG cylinder," said Lalitest
Bhasin, an LPG distributor. The decision has already created lot of hue and cry amongst the consumers as the gas agencies have already started charging them per cylinder. Presently, only 45 per cent of the people in the district have so far linked their Aadhaar cards to their gas connections and bank account. "Earlier, we used to get only 5 to 10 applications for linking the Aadhaar cards to the gas connections. But since January 1, we are getting around 250 applications every day," said Harsimarjeet Kaur, another LPG distributor. All the oil companies are advertising on their websites and leading dailies, asking people to avail of LPG subsidy through
Aadhar. Drop boxes to collect bank-Aadhaar linking forms have been placed at all distributor offices and emails and phone messages are being sent. Besides, cash memos are also being stamped to communicate need for Aadhaar linkage to get subsidy in bank account. Following this, the administration has also fastened their seat belts to facilitate the general public in making their Aadhaar cards. A special counter has been installed inside the Suvidha centre where people can get their
e-Aadhaar by showing the enrolment slip at the counter. "We have to follow the government instruction and since there is no announcement about date extension, non-subsidized charges have come into effect from January 1 but we are helping the public to get their accounts linked through
e-Aadhaar," said Varun Roojam, Deputy Commissioner, Jalandhar. He has also announced a cash incentive of 100 rupees to the people below poverty line as a little reimbursement of their time spent while making Aadhaar card.The administration has also directed all the concerning block development officers and panchayat officers to facilitate the making of Aadhaar cards in their areas on priority basis. Aadhaar-linked domestic LPG consumers are getting an advance in their bank account as soon as they book their first subsidised cylinder before delivery. On the delivery of the first subsidised cylinder, the next subsidy gets transferred to their bank account, which is available for the purchase of the next subsidized cylinder at market rate. |

Education Dept holds up inquiry

Jalandhar, January 3 Deputy DEO Harinder Pal Singh in his answer to an RTI query has yet again quoted the same old court case, which isn't even about the mid-day meal, and denied to give information to the complainant. The suit, filed by complainant Ajay Jagota reads - 'Suit for declaration that plaintiff is the joint secretary of the Management Committee Fenton Ganj Girls Senior Secondary School Jalandhar and is life member of the said committee as per the rules and regulations formed by the members of the committee. 'This case however is being made into a pretext by the Education Department to prevent the enquiry. While the Deputy DEO in his answer to the DC's report (sought about the mid-day meals of the school), had cited this ongoing court case as the reason for the enquiry not to be conducted, the complainant's RTI had sought 'the basis of the report that the dispute regarding id day meal for past five years is pending in court' and 'the document which shows the pending mid day meal dispute'.The Deputy DEO, in his answer, has simply reiterated his former reply by attaching a copy of the previous report (sent to the DC) reading - "As long as the court decision on the issue remains pending, conducting a departmental enquiry would not be appropriate. "Even as the DC had announced that action will be initiated against an officer evading RTI information, the Deputy DEO's blatant disregard to rules goes unpunished. Complainant Ajay Jagota has said since efforts to get a reply through the education department have proved inconclusive, he will proceed to take further action on the issue through other channels. |
PIMS strike: Cheques bounce again, doctors plan legal recourse
Jalandhar, January 3 Doctors at the institute said the cheques issued to us on November 20 by the management bounced yet again. The cheques bore the signatures of Director (Principal) and the managing director. All had problems regarding the signatures, so were not encashed. The doctors on strike said while today was another day when we were told that our salaries would be issued, it resulted in bounced cheques. We are now planning to issue a legal notice to the management. If cheques are still not encashed, we will
have to lodge criminal complaints. Meanwhile, the clerical staff, class IV employees and technical staff of PIMS shall be holding a protest dharna tomorrow from PIMS. The employees putting up at the hostels (including nurses and clerical staff) have been going without electricity for about a month now, but even as the management members met parents yesterday, there has been no assurance to clerical staff for electricity till date. This staff will be holding agitation from PIMS and will be marching on city streets. Staff members shall also be issuing a detailed plan of action regarding the moves they will be initiating to protest in favour of their demands. Meanwhile, the parents had been assured by the management that the classes of PIMS students will be resuming on January 6. |
