Hospital told to refund Rs 61,000 to complainant
Jalandhar, December 28 He took the treatment after getting approval from the Army authorities under the Ex-Servicemen Contributory Health Scheme (ECHS). Rajinder Parshad Sharma, a resident of Hoshiarpur, had filed a complaint in August last year against the hospital, its Medical Superintendent, the Military Hospital, Jalandhar Cantonment, and the Station Commander, Jalandhar Cantonment. He had alleged that his father Rameshwar Sharma, an ex-serviceman, was entitled to free treatment at the Army Hospital. He said he was referred to Patel Hospital by the Military Hospital for treatment where he was admitted on March 3, 2011. As per the agreement signed between the two hospitals, the entire cost of treatment was to be paid by the Military Hospital to Patel Hospital and a sum of Rs 4 lakh was received by them from the military authorities for the treatment. He said a case had been sent for approval of Rs 1.5 lakh more for the treatment of the patient to the military authorities, which directed to process the case as per the policy, but the patient expired on April 5, 2011, and he was charged Rs 61,050. He wrote, “A sum of Rs 30,000 was got deposited from me on the pretext that a sum of Rs 4 lakh already received from the military authorities had been spent on the treatment of the patient. After my father’s death, the authorities refused to hand over the body unless Rs 31,050 spent more on his treatment was paid. The hospital authorities charged Rs 61,050 from me being the excess amount of bill dated April 4, 2011. It was settled that the amount of Rs 61,050 would be claimed from the Military Hospital and refunded to me, but till date, I have got no refund.” Upon getting a notice, the Patel Hospital authorities appeared and filed a written reply, “If the treatment expenses go beyond the referral amount, then a further approval from the ECHS is required. If the referral is not approved by the ECHS, the expenses for further treatment are to be borne by the patient himself. It is the insured who has to get his case approved. Till today, the hospital has not received even the referred amount of Rs 4 lakh from the ECHS. So, the question of refunding any money does not arise.” The forum said it was justified to receive the excess amount of treatment from the complainant, but it will have to refund Rs 61,050. |

The illegal and unauthorised barriers at many entry roads to villages have been erected by the Army authorities in Jalandhar Cantt in total violation of Cantt Act, 2006, and in utter disregard of the apex court pronouncements in this connection. These barriers remain open during the day, but are closed at night from 11 pm to 5 am despite the fact that there are no alternate roads and no entry is allowed either way. Residents of surrounding villages are forced to make a long detour during the night on an unmetalled track and unsafe village outskirts to reach one of those three entry points that are kept open for entire
Jalandhar Cantt from outside. This is causing an undue harassment to night travellers, including patients, residents and relatives. The Army authorities are
behaving like dictators while the civil administration has failed to redress this problem of the helpless people. Are we the citizens of a free India? Is
somebody listening? Subhash Chander Thapar, Khusropur village Bad roads
Think twice about issuing the Nakodar road for travelling as the road is in bad shape. Potholes, pools of stagnant water and mud accumulated at various places dot the Nakodar road. It is nothing less than an ordeal for commuters to travel along this road. To make matters worse, one finds gravel scattered at places on the road, which can be risky for two-wheelers. The bad condition of the road forces two and four-wheelers to move at a snail’s pace. Sometimes, the road remains unlit with streetlights not functioning. A traffic jam is also witnessed frequently due to potholes. Last Sunday, an MBA student sustained injuries after her scooter skidded on the road. She was going to appear in an exam. The road has not been reconstructed over the years. The civic authorities should re-carpet it soon. Shikha
