Chief Parliamentary Secretary (CPS) Prahlad Singh Gillankhera today launched the Mukhyamantri Muft Ilaaj Yojna at the General Hospital here. Gillankhera said under the scheme launched across the state from today, all kinds of surgeries would be conducted free of cost.

Kutel youth’s body recovered from canal after 18 days

Youth held for abducting, raping minor

The police have arrested 23-year-old Amit Kumar, a resident of Bhiwani, for allegedly abducting and raping a 16-year-old girl from Bawal town of the district. The police have also recovered the girl who was allegedly abducted on June 27 last year. Amit was today produced before the Duty Magistrate, who remanded him in 14-day judicial custody. Man held for murdering wife
Ambala, January 1
The city police have arrested a resident of the Motinagar area in Ambala City for allegedly murdering his wife. Kulwant Kaur, a Yashoda worker (nurse) at a local civil hospital, was married to Jagmal Singh in 2006 and had a daughter. Kulwant was found dead in her room on Sunday. She was taken to the civil hospital here where she was declared brought dead. The parents of the deceased alleged that Kulwant's in-laws had been humiliating her for not having a boy and bringing insufficient dowry. The police said the deceased was an expectant mother. Dispose of representations in a week: Govt

The government has issued instructions to ensure that whenever a representation is received regarding a tender as to why a particular party was disqualified or why the tender was awarded to the successful party, it should be disposed of within a week. Hooda announces slew of incentives ahead of polls
Facing flak for bias in development, CM vows inclusive growth in 2014

At the receiving end of allegations of regional bias in development from the Opposition and his detractors within the Congress, Chief Minister Bhupinder Singh Hooda today vowed to observe the year 2014 as the “year of inclusive growth” in a bid to silence his critics ahead of the parliamentary and Assembly elections this year.

Besides, in an attempt to contain the growing influence of the Aam Aadmi Party (AAP) in Haryana, Hooda rolled out an ambitious plan of providing nearly two lakh jobs to the youth in addition to the 65,000 government jobs and Rs 200 subsidy to the electricity consumers.

In fact, Hooda, facing a strong anti-incumbency in the twin elections later this year on account of his government’s alleged acts of omission and commission, went on a populist mode and announced a slew of incentives for different sections of society besides already-announced decisions at the November 10 Gohana rally.

Hooda said the state government had already started implementing the Gohana rally announcements from today. “The state government has started the process of providing 65,000 jobs to the youth in the state. As many as 15,041 posts would soon be filled up to clear the backlog of the posts meant for the scheduled castes and backward classes,” he asserted.

The Chief Minister announced an honorarium of Rs 500 per month to the ASHA workers besides an increase of 50 per cent in the incentive money for their performance. The interim relief of Rs 2,000 per month for the state government employees would now be admissible to the employees working in the boards and corporations, he stated.

Meanwhile, in a clear bid to woo over 40 lakh power consumers, Hooda announced a subsidy of Rs 200 for up to 1,600 units every two months. There would be no increase in the power tariff in the current year, he added.

Flags of yatra

Hooda today flagged off the ‘Haryana Vikas Sandesh Rath Yatra’ from his residence here. The aim of the yatra is to apprise the people about the welfare policies and programmes of the state government implemented during the past nearly nine years and also about the benefits of various announcements made by the Chief Minister during the Gohana Shakti Rally. The yatra after passing through various districts of the state would conclude at the Chief Minister’s residence in Delhi on January 8.

Chief Minister of Haryana Bhupinder Singh Hooda has described AICC vice-president Rahul Gandhi as a strong candidate for Prime Minister's post and said in his personal opinion, Rahul would be the prime ministerial candidate of Congress for the ensuing Lok Sabha elections, slated to be held this year.

Hooda was replying to the queries of mediapersons here today.

On being asked to comment on the possibilities of holding simultaneous state assembly and Lok Sabha elections, Hooda said the present state government would complete its full tenure and the elections for the assembly would be held on the scheduled time.

Free medical treatment scheme launched

Fatehabad, January 1
Chief Parliamentary Secretary (CPS) Prahlad Singh Gillankhera today launched the Mukhyamantri Muft Ilaaj Yojna at the General Hospital here. Gillankhera said under the scheme launched across the state from today, all kinds of surgeries would be conducted free of cost.

Patients would get medicines free of cost and all kinds of laboratory tests and indoor facilities would be free, he added.

He said all kinds of surgical packages that were performed against nominal charges earlier would now be free for the patients.

Gillankhera said the government now intends to widen the scope of the scheme. There would be a provision of all types of surgeries under the surgery package programme, as a total of 229 surgeries would be provided free of cost under this scheme now, the CPS added. Civil Surgeon Suraj Bhan Kamboj and Medical Superintendent Mukta Kumar were also present on the occasion. Meanwhile, Deputy Commissioner J Ganesan launched the scheme in Sirsa.

As many as 220 patients availed benefit of the scheme in the OPD while 24 others were admitted to the indoor on the first day of the scheme. Ganesan said the government employees would also be offered free surgeries according to the proposed programme, but they would have to pay for the implants (both orthopaedic and surgical), which may be reimbursed by their respective departments as per the policy of the government. The implants if and when required for the surgery will be free for the BPL, residents of the notified urban slums, patients receiving handicap allowance from the state government, poor patients who do not belongs to any free category, patients belonging to the scheduled castes and economically weaker sections, as per the state government’s reservation policy and unattended victims of roadside accident.

Special arrangements were made today at the BPS Government Women Medical College, Khanpur Kalan, to make aware the patients about the free medical facilities being provided to them at the college hospital under the ‘Mukhayamantri Muft Ilaaj Yojna’.

These included display of all kinds of information about the scheme on the notice boards, OPD sections and in different wards for indoor patients as well as in other wings of the hospital.

Talking to mediapersons, Dr R C Siwach, director of the medical college, said all types of medicines had been purchased through the National Rural Health Mission (NRHM) and had been supplied in OPDs for free distribution among the patients.

He said the head of departments had been directed that the doctors should stamp the OPD cards and also ensure that no medicine is purchased by the patient from outside.

Besides free referral facility to some categories of patients, as many as 88 types of tests, x-ray, ultra sound, ECG, surgeries etc were free of cost, he said.

Earlier, while launching the scheme, Dr Siwach urged the patients to convey the information about the free treatment 
among other people in their villages.

State govt abolishes Form VAT D3
Looks for alternatives to discourage tax evasion

The Haryana Government has abolished Form VAT D3 (commonly known Form 38) from today, fulfilling the long-pending demand of the business community of the state. However, it has started looking for alternatives to discourage tax evasion.

Sources said the government had held a meeting of officials, including deputy excise and taxation officials (sales tax) at Delhi recently. Besides discussing other issues, suggestions on possible ways to stop the theft of tax after the abolishment of Form VAT D 3 were sought from the officials.

The officials suggested several alternatives, including providing tablets to its officials, setting up of the information collection centres on Punjab pattern and widening the checking area of the teams of the enforcement wings. It is said the government may implement some of the said suggestions in future.

“The officials may be armed with tablets, so that they can scan the copy of bills and receipts during the wayside checking of loaded vehicles and e-mail them from the spot to the officials concerned ,” said a senior department official.

Interestingly, in order to enforce the tax policy effectively, the department may extend the area of operation of the enforcement wings to range level, whereby enabling them to operate the checking work of vehicles within all districts falling in the range. There are five districts in the Ambala range, including Panchkula, Ambala, Yamunanagar, Kurukshetra and Karnal.

Besides, the state government is also planning to provide the facilities of e-registration, e-payments, e-filling of returns, e-refund and facility of issuing of e-forms to dealers.

The business community has welcomed the decision of the Haryana Government of omitting the Form VAT D3 (challan-inward and outward).

“The move of the government will help to provide relief to traders from the inspector raj. There was no need of VAT D3 as a majority of the traders believe in doing fair work,” said Devender Chawala, president, Haryana Plywood Manufacturers’ Association.

On the other hand, Ashok Bhadu, Additional Excise and Taxation Commissioner, said, “The enforcement wing is working properly. Some steps will be taken to discourage tax evasion, if the need be.”

HAFED to provide urea directly to farmers

Giving relief to thousands of farmers who were crying for fertilisers in the wake of the strike of salesmen of Primary Agricultural Co-operative Societies (PACS), HAFED will now directly sell urea to farmers at the respective PACSs.

Aditya Pratap Dabas, Deputy Director Agriculture (DDA), Yamunanagar, has directed the district manager of HAFED to make the arrangement after a delegation of aggrieved farmers, led by progressive farmer and Congress leader Satpal Kaushik, met DDA Dabas today.

Kaushik told the DDA that the farmers of the district were facing an acute shortage of urea as the employees of the PACS had been on a strike for several months.

“After 20 days of sowing the wheat crop farmers have to spray urea. Now the time is to give second doze of urea. However, they are unable to get urea from PACS due to the strike,” said Kaushik.

He added that a majority of the farmers could not put urea in their crop and its lack was affecting their wheat crop adversely.

He demanded that the urea be made available to farmers as early as possible so that they could save their crop. The district has an area of about 1 lakh hectare under wheat crop.

On the other hand, Dabas said there were about 90,000 bags of urea lying in the stock of HAFED. The HAFED would start its distribution from Thursday.

“Fertilisers, including urea, are sold through PACS. HAFED has no power to sell these directly. But I have directed its DM to sell urea under the Essential Commodity Act directly. They will start the sale at all 134 points of PACS from Thursday,” said DDA Dabas.

Inflated power bills proving to be Achilles’ heel for state govt

Notwithstanding the government’s decision to provide relief of Rs 200 per bill to people with bi-monthly consumption up to 1600 units, protests against ‘inflated’ power bills continued in Sirsa today.

Hundreds of farmers assembled in a Gurdwara at Sahuwala Pratham village of Sirsa today and raised slogans against the Dakshin Haryana Bijli Vitran Nigam (DHBVN) for inflated bills.

The villagers threatened to boycott payment of their bills if the DHBVN did not correct the bills immediately.

Meanwhile, the All-India Students Federation (AISF) that has been carrying out a drive against inflated bills, went door-to-door in the Kirti Nagar area of Sirsa and urged residents not to pay their power bills.

AISF district convener Harbans Lal Sharma said their agitation would continue till the power tariff, which he alleged was Rs 8 per unit now, was not brought down to Rs 2.50 per unit.

Power complaints to be heard for 11 days in Jan

Chandigarh: Members of the Consumer Grievances Redressal Forum (CGRF) of the UHBVN will hear grievances of consumers for 11 days in January.

A spokesman said the proceedings of the CGRF would be held at Karnal on January 2, Ambala (January 6), Sonepat (January 10), Kaithal (January 13), Rohtak (January 16, 23 and 31)Yamunanagar(January 17),

Panipat (January 24), Kurukshetra (January 27) and Jhajjar (January 29). The consumers would not have to go to the forum office at Panchkula for redressal of their grievances.

The CGRF would entertain all grievances/complaints like billing problem, voltage complaints, problems in metering, disconnection and reconnection of power supply, interruptions, failure of power supply, non-compliance of Haryana Electricity Regulatory Commission orders etc. Meanwhile, Anurag Agarwal, Managing Director, UHBVN and DHBVN, said the consumers would get the facility of registering all types of complaints, including relating to power supply, billing and connections via SMS from tomorrow. The consumers will also be given information about status of their complaints via SMS.

Agarwal said the consumers could register their complaints to the respective discom, via SMS at 51969 by typing hr space uhbvn space account number contents of complaint or hr space dhbvn space account number contents of complaint. As and when the system will receive a complaint of a consumer it will send it to the official concerned.

The consumers can lodge their complaints through e-mail also at uhbvncgrs@gmail.co and dhbvncgrs@gmail.com.

All officers of the ranks of Superintending Engineer, Executive Engineer and SDO in the operations wing of the discoms would remain present in their offices from 9 am to 12 noon daily to attend the complaints relating to bills

Unable to make their ends meet, a family of five blind persons has sought permission for mercy killing. They wrote a letter to the President and Prime Minister and urged them to help them find suitable jobs. Following this, the President and the Prime Minister have written to the Haryana Chief Secretary to find a suitable solution to their problem.

The Chief Secretary directed the Deputy Commissioner to settle the matter. Today, the family met the Deputy Commissioner and demanded a job and warned that if their demand was not met by January 20, they will commit suicide.

Tarshem Lal, a resident of Ram Nagar, said he and his wife Sunita, brother-in-laws Naresh and Ramesh, sister-in-law Rajni were blind. Their financial condition was not good. The disabled pension was their only source of income (Rs 750 per head a month), which was a meagre amount and inapt for survival. He said the pension was not enough for them and they could afford only one meal a day.

Naresh said he had completed his matric and Tarshem had passed his middle, while others members were illiterates. His mother and niece had been taking care of them. They said they had been demanding job from the President, Prime Minister, Chief Minister, MP and MLA from the quota for the disabled, but their demand was yet to be fulfilled.

“We met the Deputy Commissioner and sought a job. If our demand is not met by January 20, we would commit suicide,” said the family members. They will meet Chief Minister Bhupinder Singh Hooda on January 8, said Tarshem Lal.

Married 12 years ago, Tarshem said due to financial crises, he could not pay for his daughter’s education.

The January 20 ultimatum

Kutel youth’s body recovered from canal after 18 days

The body of Ravinder, who was allegedly killed and thrown into the Awardhan canal on December 13, was recovered last night from the canal near Sirsi village. After conducting the post-mortem at the PGI, Rohtak, the police handed over the body to the victim’s family members.

Demanding job for a family member of the victim, villagers held a protest by keeping the body in the village.

Sub-Divisional Magistrate (SDM) Mukul Kumar and tehsildar Hari Om Attri assured the protesters to arrange a meeting with the Chief Minister, who had to come to Karnal to condole the demise of former minister Chanda Singh. However, the family members waited for the Chief Minister but he did not come. On the assurance of the administration, the body was cremated in the afternoon.

Aman Kumar, in-charge, CIA-2, said main accused Hafiz had admitted that he along with his brother and son killed Ravinder and threw his body into the canal on the night of December 13.

The police had arrested all three accused in the case. Aman said Hafiz had alleged that Ravinder was killed as the victim was harassing his daughter for the past more than a year.

Following the killing, members of the majority community had damaged a place of worship and three houses of the minority community.

“A case under Section 365 and 302 of IPC has been registered against the accused,” said Joginder Rathi, Deputy Superintendent of Police, Headquarters.

Residents of Bisaan village are in a jubilant mood over the elevation of their co-villager, Lt Gen Dalbir Singh Suhag, as the Vice-Chief of the Indian Army in Delhi today. This is for the first that any person from this village has risen to such a high position. Moreover, the villagers are eagerly waiting for his next visit to the village.

“Not only our family, but the entire village is proud of Dalbir. He has toiled hard to achieve this position. He is an inspiration to the youngsters of the village,” said Rajbir Singh, Dalbir Singh’s cousin, a sub-inspector with the Haryana Police, while talking to The Tribune.

Dalbir Singh belongs to an Army family and is the eldest among four siblings. His father, Ramphal Suhag, is a retired Army personnel while his younger brother, Dharmbir Singh, is serving as a Colonel in the Army.

Rajbir said the family had left for Delhi this morning to be a part of the historical moment.

“Dalbir has brought laurels to the village and the state by getting such a prestigious designation. We also hope one day he rises to the position of the Army Chief,” said Surajbhan Singh, a 60-year-old farmer from the village.

Karnal sarpanch associations boycott government works
Abetment to suicide case

The sarpanch associations of different blocks of the district and panch associations of the state came forward in support of the Gharonda Sarpanch Association today in a case registered against Rajinder Kumar, sarpanch of Chora village.

The sarpanch associations of different blocks said they would boycott the government works and will not distribute pensions till their demands were not met. If their demands would not be fulfilled till January 2, they would decide on their next step.

A delegation of the sarpanch association had sat on a hunger strike again outside the BDPO’s office and a protest march by different associations, political parties, panch associations and villagers was held at Gharonda, demanding withdrawal of case against the sarpanch and transfer of the Karnal SP.

Surinder Kumar, president of the Karnal sarpanch association, said along with his association, Indri, Nilokehri and Assandh sarpanch associations had given their support to the sarpanch association of Gharonda.

The police had booked sarpanch Rajinder for abetment to suicide after Shivam, a native of Chora village, had committed suicide on December 17.

Kin of missing women block road for 3 hours

The failure of the Jind police to trace two women, who went missing more than a month ago from the Bhiwani road here, troubled hundreds of commuters on the Rohtak road here. Family members of the missing women, along with their supporters, blocked the road for three hours to protest the inefficiency of the police. They also raised slogans against the Jind police.

“We don’t have faith in the Jind police and demand a CBI inquiry. Had the police acted in time, my mother and other woman could have been traced. We have waited for almost two months, but now we would not wait any further and intensify our agitation against the Jind police,” said Rajinder, Brahami Devi, son of one of the missing women.

Five days ago, family members of the women had announced that they would organise a mahapanchayat on December 30. But instead of mahapanchayat, they blocked the road.

The protesters lifted the blockade only after DSP Dharvir Punia assured the family members of quick action.

Brahami Devi (72) and Santosh Devi (42) had gone missing on November 8 from Santosh's house on the Bhiwani road. Santosh, an aganwadi worker, stayed alone at her residence since her husband stayed with his second wife. On her request, Brahman Devi, her neighbour, used to come to her house for the night. The police have arrested Ram Daya, Santosh’s husband, and Monu, a village youth under Section 364 of the IPC.

After voluntary retirement, ex-IPS officer to join politics

A senior Indian Police Service (IPS) officer of the Haryana cadre has taken voluntary retirement and is all set to jump into active politics. Ranbir Sharma, son-in-law of Bharatiya Janata Party leader and former Central minister ID Swami, is in the process of converting his social platform Lok Swaraj Manch (LSM) into a political outfit.

He is looking forward to fielding candidates throughout Haryana in the forthcoming Lok Sabha and state Assembly elections.

“I was granted voluntary retirement on my request by the government on December 24. My retirement party will be held at Sunario under Rohtak district tomorrow,” Ranbir Sharma said over the telephone.

Sources said Ranbir Sharma, an IPS officer of the 1990 batch, was associated with the social organisation LSM since 2004.

Office-bearers of the LSM were planning to form a trust under which the Lok Swaraj Manch and a political party would be run. The political outfit might be given the name Lok Swaraj Party.

“I have retired from service. Now I am free. I will actively take part in politics to make the state corruption-free and crime-free. We will form a political party if we feel the need,” he said.

Ranbir Sharma, who was scheduled to retire in November 2015, had decided to quit service by seeking voluntary retirement some time ago.

The sources said Ranbir Sharma had no plan to contest any election for the time being, but would field candidates in the forthcoming Lok Sabha and Assembly elections on all seats in Haryana.

The former IPS officer said they would go to every village of the state and hold panchayats of villagers to seek their opinion on what kind of candidates they wanted to field in the elections.

“We will field panchayati (consensus) candidates whose names will be suggested by the public. The candidates will be with clean image and we have started going to the public in search of candidates,” Ranbir Sharma said.

“We can bring about a change in society, ensuring the maximum participation of the public. We can decrease the crime rate by associating with the people closely rather than by wielding the stick,” he added.

Education, determination key to success, says Miss India USA

Acquiring good education is a must in the today. But along with education, one needs to follow his passion to achieve an everlasting success. Luck may play its role in life, but we can create our own destiny if we are educated and determined.

This was stated by Priyam Bhargava, an India-born lawyer-cum-model based in the USA. Born in Indore and raised in the USA, Priyam was crowned Miss India USA 2012-2013. She is an associate at a law firm in Washington DC.

Having roots in Haryana, Priyam came to the state recently.

Priyam was a law student at George Washington University when her journey in pageantry began. When she was interning for a judge at the DC Superior Court, a fellow intern encouraged her to enter the Miss India Washington DC contest.

“In fact, this friend of mine picked up the phone of the local pageant coordinator, pretending she was Priyam. That call was the beginning of my journey in the Miss India Worldwide pageants,” she recalls.

Though it began with a joke, Priyam went on to win the Miss India Washington DC/Maryland/Virginia contest in September 2012.

She represented Miss India DC in the Miss India USA Pageant. In February 2013, she was crowned Miss India USA 2012-2013 and was also placed among the top 10 contestants at the Miss India Worldwide contest held in Malaysia recently.

Priyam has a penchant for Bollywood and says if given a chance, she would like to work with Aamir Khan, Vidya Balan and Shahid Kapoor.

“I would also like to be directed by Karan Johar,” she concedes, revealing that Hindi flicks like Dil Chahta Hai, Zindagi Na Milegi Dobara, Ye Jawani Hai Diwani, Dilwale Dulhaniya Le Jayenge and Kuch Kuch Hota Hai are her favourite movies.

A foodie, Priyam likes to surprise her relatives in India by cooking ‘dal’, vegetables and chapatis. She also likes to play tennis like her sister Anamika, who is a noted tennis player.

Priyam has worked in various occupations in different parts of the world. She served as a US representative at a public school in Spain and taught English to primary students. She has also worked at the City of Atlanta as a council member.

Despite having a career in entertainment, her top priority is to obtain the bar licence for an independent practise in law.

Surajkund gears up for 28th International Crafts Mela

With less than a month to go for the Surajkund Crafts Mela, the authorities here are busy giving final touches to this year's edition of the international event, to be held between February 1 and 15.

While Goa has been chosen as the theme state, Sri Lanka will showcase its cultural life by being the partner country this time. It is the second time that a foreign country has been selected as a partner. Around 1,500 artisans and craftsmen are likely to take part in the two-week art and cultural extravaganza.

“The officials of Sri Lanka, which is the partner country this time, are likley to arrive here next week to take stock of the arrangements and finalise the list of artisans and the detailed programme of the fair”, said Rajesh Joon, the official in charge of the fair here.

He said five countries from Africa had took part as partner countries last year and the concept proved quite a rage among the visitors. He said while the fair saw participation of around 20 countries last time, craftsmen from various countries, including Eurasia, Africa, Asia and South America, were likely to showcase their art and craft this year.

The fair showcases the handlooms, handicrafts and authentic fragrances and flavours of rich Indian cuisines. National and state awardee craftspersons showcase their ethnic art and crafts at Surajkund. The participation of craftspersons from SAARC nations has become a prominent and permanent feature of the event.

This year, Thailand and Peru will represent Asia and South America, respectively, in the event.

The Mela ground, the venue for the fair, is spread over 40 acres and houses about 800 work huts that host the craftspersons and weavers. The scintillating folk performances at the two ‘chaupals’ and the mesmerising evening recitals at ‘natyashala’ rev up the entertainment quotient.

There are designated places for amusement, adventure sports and joy rides to make it a must visit event for a large number of youth. The fair, which was started way back in 1987, has never looked back as the number of visitors and tourists has gone up considerably over the past 26 years and this was perhaps the first-of-its-kind event that was hosted jointly by Haryana Tourism and Union Ministry of Tourism.

“The focus this time is on the creation of proper ambience and provision 
of top class infrastructure and amenities, both 
for the craftsmen and 
the visitors”, said the Managing Director of Haryana Tourism.

Global corridor mooted along KMP Expressway

The state government has decided to develop a global corridor along the Kundli-Manesar-Pawal-Pawal (KMP) Expressway with different theme cities. Sources said among the cities to be developed included education city, the cyber city, bio-science city, medicity, fashion city, entertainment city, world trade city, sports city and leisure city.

Two sports cities in the Sonepat-Kundli urban complex and Sohna had already been approved along the KMP expressway, being developed by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC).

Meanwhile, the Haryana Town and Country Planning Department has notified 32 draft plans and 18 final plans for 2021 AD whereas 16 development plans have been notified with revised density for 2025/2031 AD.

Sources said the department had framed a policy for stilt parking in licenced colonies and CLU granted plots to address the parking problem.

On the issue of EDC recovery and relief policy for low potential towns, he said that it aimed at encouraging and accelerating the development of small and medium towns

Metro link to Faridabad by September

The Rs 2,494-crore project of extension of Delhi Metro from Badarpur to YMCA Chowk, Faridabad, is expected to be completed by September, 2014, and that of extension of Delhi Metro from Mundka to Bahadurgarh by March, 2016, an official spokesman said here.

There was a proposal to develop Airport Express Link to connect Gurgaon with the Indira Gandhi International Airport. The state government had approved the extension of Airport Express Link from Sector 21, Dwarka, to IFFCO Chowk, Gurgaon.

Animal care centre to come up on land freed from encroachers

Panipat, January 1
Following directions from the state government to check illegal business of taking cows from Haryana to UP for slaughtering, the Panipat district administration has made a comprehensive programme of initiating strict action against those involved in the practice.

Samirpal Sarow, Panipat DC, said “Apart from giving directions to the district police to nab the persons involved in the illegal trade, we have made a plan to develop an animal care centre on the 24 acres out of the total 750 acres of land recently freed from encroachments at Aasan Kalan village on Assandh road.”

Sarow said stray cows would be kept there and be provided a natural atmosphere, including development of proper grazing area for them. Besides, a veterinary hospital would also be set up at the centre itself, he added.

An estimated Rs 50 lakh would be spent on the construction of the centre and the entire money would be arranged from district funds.

The Deputy Commissioner also sought suggestions for the centre from the representatives of about a dozen Gaushala Committees active in the district.

Meanwhile, SP Parul Kush said she had constituted a special team of 13 policemen, headed by an inspector, to check the illegal business of carrying cows from Panipat to adjacent villages in Uttar Pradesh. The police team would move in plain clothes to nab them, she said, adding that strict action would be taken against the persons found indulging in it.

The Deputy Commissioner said Gau Sewak volunteers, on the recommendations of the Gaushala Committees, would also be selected in each of the five blocks of the district to involve general in the efforts.

Seven held for looting, lifting vehicles

The police have arrested seven persons for allegedly looting and lifting vehicles from Gurgaon and adjoining districts. The police said Amir and Aamin, both residents of Ghaseda village in Mewat district, and Mazid, a resident of Bharatpur district in Rajasthan, were arrested for allegedly looting and lifting eight motorcycles and two three-wheelers from Gurgaon, Rewari and Mewat districts.

Joint Commissioner, Crime, Vivek Sharma, said a local unit of the CID arrested the accused when they were planning to loot a vehicle on the Bilaspur-Pataudi road. They were waiting in a three-wheeler, which they had lifted sometime ago, to commit the crime, he added.

He said a country-made pistol had been recovered from their possession.

In another incident, four persons were arrested for allegedly looting two cars. They have been identified as Praveen, Vikas, Manny and Maneesh. They were planning to loot passersby on the Vatika road near Hayatpur village.

Sharma said the accused were arrested due to intensified night patrolling on the New-Year eve.

Four armed men arrested in Kaithal

The CIA cell of the Kaithal police have arrested three members of a gang, who armed with weapons were making preparations to loot vehicles on the Padla road here yesterday.

The police have also seized two pistols, two live cartridges, two iron rods and a knife from the gangsters.

The accused have confessed to committing burglaries in Kaithal town. Those arrested have been identified as Sonu of Odanawali Gamri, Govind of Khurana road, Vikas of Arjan Nagar and Sunny of Panipat. All the accused were produced in a local court today and were sent in police custody for further interrogation.

SP, Kuldeep Singh Yadav, told mediapersons here today that a CIA party, led by Satyavan, Sub-Inspector in charge CIA, got information about the presence of some armed criminals on the Padla road drain today.The police party reached the spot and they were signalled to stop by the armed criminals. However, as the criminals sensed the presence of the police they tried to flee, but were overpowered by the police team, SP added.

CNG cheaper by Rs 9 in state

Gas Authority of India Ltd (GAIL) has given a special New Year gift to owners of the CNG fitted vehicles by reducing the rates by Rs 9 per kg from today. With this decrease, the prices had come down to Rs 54 from Rs 63 per kg.

Raj Singh Dahiya, former chairman of zila parishad and owner of the only CNG filling station in Sonepat, said there was resentment among the CNG users about the price variation of Rs 12 per kg between two CNG filling stations, one near Kundli in Delhi and other at Sonepat at a distance of hardly 23 km between the two filling stations.

“Still, there is a difference of Rs 3 per kg and it has to be reduced by Rs 1.50 more to bring the prices on a par,” he said and added that if this demand was not accepted, he would move the Punjab and Haryana High Court.

He also explained that the remaining price difference of around Rs 1.50 per kg was due to imposition of five per cent VAT in Haryana, whereas there was no VAT on CNG in Delhi.

Agri society staff stage dharna

Hundreds of Primary Agricultural Cooperative Society (PACS) employees took out a procession to Mini-Secretariat where they sat on dharna here today. They have sent memorandum of demands to the Chief Minister through the Deputy Commissioner.

The protesting employees were addressed by their union leaders Jarnail Singh and Jasbir Singh, who expressed their concern over the indifferent attitude of the state government to accept their long-pending demands. They said despite assurances by the government, their grievances were not addressed. They have been demanding removal of disparity in pay scales, regularisation of services, and framing of service rules and jobs in cooperative banks according to seniority. They issued a warning that if their demands were not met, the government would have to face the consequences in the coming Lok Sabha and Assembly elections.

Road damaged within days of its completion

The newly constructed road of Model Town was damaged within days of its completion. Residents of Model Town had given a memorandum to Vikas Yadav, Deputy Commissioner, demanding action against the concerned officers.

Anju Choudhary, a resident of Model Town alleged that the Municipal Corporation(MC) had carpeted a road in the Parnami Mandir area in the second week of December, but it was damaged shortly.

The condition of road has become poor and stones were coming out, resulting in spreading of dust all round.

TP Singh, another resident said the stones scattered on the road had resulted in skidding of motor vehicles.

Inderpreet alleged that the old road before carpetting was better and safe. They do not want a patchwork on the road and asked the administration to ensure full carpeting of the road.

Crackdown on quacks continues

Under its ongoing crackdown against quacks, a team of Food and Drug Administration (FDA) today raided a private clinic at Shah Satnam Chowk on Begu road, Sirsa, and recovered large quantities of drugs and equipments allegedly used in illegal abortions. The clinic was being run by a quack couple Parveen Kaur and her husband Gurjeet Singh.

GL Singal, State Drug Controller and Joint Commissioner in the FDA, said after a tip off, Naripen Goyal, Senior Drug Controller of the FDA at Hisar, checked on the clinic for a few days and conducted the raid today. Later, civil surgeon Surender Nain and some other senior doctors from his office also went to the clinic to assist in the raid.

“An FIR under Sections 2, 3 and 4 of the Medical Termination of Pregnancy (MTP) Act is being lodged against the doctor couple and a case under the Drugs and Cosmetic Act will also be registered against them,” Singal said.

Two bogies of goods train derail in Sirsa

Two bogies of a goods train derailed near a warehouse of the Food Corporation of India on the Kanganpur road of Sirsa last night. A shop, transformer, motorcycle and a few trees were damaged in the incident.

The goods train had come o the warehouse for loading of wheat at 2am when two rear bogies of the train derailed when the driver was reversing the train.

The bogies hit against and damaged a truck body manufacturer’s shop, an electric transformer, a wall of the warehouse and some trees.

A motorcycle parked near the rails also came under the bogies and was badly damaged. The shopkeeper said he had suffered loss of several thousand rupees due to the accident. Since the accident occurred in the night, there were a very few people in the area and hence there was no causality.

Kaithal deprived of direct rail link to Delhi

A long-standing demand of people of Kaithal, to have a direct Kaithal- Delhi train service, has remained unfilled. The residents blame the Railways Minister and other officials for the delay in implementing the announcements made in the past.

This historic town, having the status of district headquarters and housing grain markets and rice export units remains deprived of a direct rail link with the country's capital.

After great pursuasion by local MP Naveen Jindal and MLA Randeep Singh Surjewala, the then Railways minister Pawan Bansal had announced the train service in the last railway budget, but since then no follow up has been done by the authorities in Delhi.

Naveen Jindal had called on Railways Minister Mallikarjun Kharge in New Delhi recently and urged him to start the Kaithal-Delhi direct train service with immediate effect.

Now, no affidavit needed in govt departments

Chandigarh, January 1
The Haryana Government has decided that henceforth no applicant would be required to file affidavits to the government departments or organisations for delivery of services, except in the cases where an affidavit was required by the law or under the statutory rules. In other cases, a self-declaration would be accepted.

While giving this information today, an official spokesman said application forms would be drafted so as to contain an undertaking or declaration by the applicant that the facts stated in the application were correct to the best of his or her knowledge and that nothing had been concealed therein. In case of any concealment or misrepresentation, legal action would be taken against the culprits under various sections of the Indian Penal Code (IPC), he added.

The administrative secretaries, head of departments, all deputy commissioners in the state, managing directors and chief administrators of all boards and corporations had been asked to ensure strict compliance of these instructions and send a report to the effect that a self-declaration was being taken from the applicants instead of affidavits, he added. — TNS

Ambala farmers oppose land acquisition

Farmers of four villages adjoining Ambala City have protested the acquisition of 256 acres of land in their villages for the setting up of a HUDA sector. The Revenue Department had recently issued a notice on farmers under the Land Acquisition Act of Section 4. The farmers also burnt an effigy of state government.

Farmers of Mattheri Jattan, Kaulan, Saunda and Sarai Madud village gathered on the Jalbera road and raised slogans against the government. They said they would not allow the government to acquire their fertile land.

The farmers said the Centre had amended the Land Acquisition Act in which it made it mandatory that the government should take the consent of the farmers of the village before acquiring the land.

They alleged that the government had not taken them into confidence before issuing the notice. — OC

CDL varsity launches smart ID cards

Dr Radhey Sham Sharma, vice-chancellor of Chaudhary Devi Lal University, today launched the process of issuing smart identity cards to all teaching and non-teaching employees as well as students of the university.

Sharma said the smart identity cards would be helpful in generating better and safe atmosphere in the campus. To accelerate research facilities on the campus, joint ventures in collaboration with other state and central universities would be started soon, the VC said.

The university would be developed as a centre of excellence and each and every type of research facility would be facilitated to students and teachers of the university. Many job-oriented courses and short-term certificate courses would also be introduced from the next academic session, he added. — TNS
