Dowry case: Husband, in-laws booked for murder
Jalandhar, November 18
Jaswinder Married for about two years, a young woman was allegedly done to death by her husband and in-laws at the Abadpura locality here this morning. While the four accused in the case claim that Jaswinder had committed suicide, the police have booked her husband Bhupinder, brother-in-law Giani, father-in-law Roshan Lal and mother-in-law Banso under Section 302 of the IPC. Bhupinder has been arrested, while the other three are missing.

Shopkeepers observe protest against overflowing sewer

Hundreds of shopkeepers on Railway Road and New Railway Road observed a bandh to protest today against an overflowing sewer in the area. The agitated shopkeepers also staged a dharna on the road under the aegis of the Railway Road Shop Keepers Association and New Railway Road Shopkeepers Association.

Killing of stray cattle
VHP, Gau Sewa members submit letter to admn

Voicing their concern over an incident wherein about 15 stray cattle were poisoned and carried away by certain unknown people in Pathankot, activists of the Vishwa Hindu Parishad today submitted a demand letter to the authorities demanding the arrest of the people who killed the cattle.

An HR conclave was organised jointly by the GNA-IMT, Phagwara, and the Yi Ludhiana chapter on the theme “Capable HR for capable business”. The conclave, which was attended by delegates from the industry, was inaugurated by chief guest IMJS Sidhu, president and director in charge, Vardhmaan Textiles Ltd, Hoshiarpur, along with Gurdeep Sihra, president GNA group, and guest of honour JS Wahid, chairman Markfed.

GNDU campus excels
The Department of Journalism and Mass Communication, Guru Nanak Dev University Regional Campus, Ladhewali, won three prizes at the Media and Art Fest, organised by DAV College, Amritsar, in collaboration with the Amercian India Foundation on Sunday in Jalandhar. Sukhmanjot Singh of MA (Hons) Journalism and Mass Communication-I, won first prizes in still photography and film-making. Mandeep Singh Tutt of the same class won the first prize in poem recitation. Six colleges and various schools participated in the fest. Dr Kamlesh Singh Duggal, head of the department, congratulated the students and encouraged them to develop their personalities through such competitions.

Aided school staff to hold protest
Jalandhar, November 18
Employees of government-aided schools will be holding a protest demonstration here tomorrow against the non-clearance of their pending bills and salaries by the Treasury Department. They said while the pending salary bills of aided school employees had not been cleared by the Treasury Department, their salary grants since September had also not been cleared either.

School coaches to get training

In its initiative intended to provide a major boost to sports, telecom service provider Idea will be training school coaches by roping in experts from the Punjab Sports Department. Having recently announced the launch of ‘Idea Junior Champions League’ to identify and recognise the best sporting talent in schools of Jalandhar, senior national-level coaches from the Punjab Sports Department will now train school coaches as per international rules, strategies, equipment and techniques for major sporting categories.

Compensation amount fixed
Rs 5.1 lakh a marla will be given to acquire land for RUB project

The District Land Price Fixation Committee that met here today finalised Rs 5.1 lakh a marla as the compensation amount for the acquisition of land for starting the construction of the long-pending Railway Underbridge (RUB) project at Chandan Nagar here.

While the amount fixed for the purpose about two years ago was Rs 5 lakh a marla, the committee, headed by Deputy Commissioner Varun Roojam, revised it to Rs 5.1 lakh per marla today. The meeting was attended by Mayor Sunil Jyoti, SDM-1 Iqbal Singh Sandhu and XEN MC Gurcharan Singh.

There are three properties falling in the stretch of 10 kanal 19 marla land to be acquired for the purpose, which include two godowns and the playground of Sanatan Dharam Devi Sahai School.

The administration is rushing with the case perhaps just to cover it in compulsory acquisition in accordance with the old Land Acquisition Act 1984. Under the Act, there is no need to hear the owners of property and after 80 per cent of the award amount is tendered, possession is considered to be taken of the entire land.

The DC said the proceedings of the meeting had been sent to the Local Bodies Department for confirmation today. “Once we get the award money, which will be close to Rs 21 crore from the government, the Land Acquisition Officer (LAC) will disburse this amount and property will be handed over to the MC for construction work,” he added.

The SDM-1-cum-LAC Iqbal Singh Sandhu had earlier claimed that the three-year time period for land acquisition for Chandan Nagar RUB had lapsed on August 23 for want of award money. Soon after, Jalandhar (North) MLA KD Bhandari had started making all out efforts to get it reverted. It was then found that a public notice, which was to be given, had not been issued and, thus, the lapsed time period was again declared open in the wake of a pending formality.

Bhandari, Sunil Jyoti, Commissioner MC Manpreet Singh Chhatwal and officials from the department had met Principal Secretary Local Government Ashok Gupta, PIDB MD Anurag Aggarwal and Special Principal Secretary Deputy CM Manvesh Sidhu in this regard last week. The residents of nearly 50 colonies, including Sodal Area, Industrial Area, Preet Nagar, Dada Colony, Globe Colony and Shiv Nagar, which fall on the other side of the crossing, had been hoping that their daily woes would end with the RUB coming in place. Their passage gets closed as many as 120 times a day owing to the passage of trains between Jalandhar and Amritsar.

The students of Shiv Joti Public School, Seth Hukum Chand School and SD School, which fall on the either side of the tracks, are also much affected. Quite a few accidents have taken place at the crossing in the recent past, especially around Sodal Mela during which there is much rush across the crossing site.

Irregularities in financial aid

Tightening its noose around government-aided schools for allegedly violating the Right to Education (RTE) Act, besides being involved in various irregularities for getting financial assistance from the government, the district education department has gathered information from 53 such schools in the district.

Teams of the district education department conducted visits to different schools, getting 95 per cent financial assistance from the state government, in all districts and gathered documents relating to the strength of teachers and students, besides certain other documentary evidences on Friday.

The exercise, however, proved futile, as the authorities of various such schools had reportedly managed to prepare "bogus" records.

Sources in the department revealed that the Punjab Education Department had swung into action following a court case relating to irregularities on a large scale by government-aided schools to get financial assistance.

The department had sent a form to all aided-schools, seeking details like strengths of teachers and students, their salaries and fee, sanctioned staff strength, teachers employed against aided posts, other sources of income of the school, if an aided school is running any other branch and its details and other information relating to the functioning of the educational institution.

The teams of the education department also gathered copies of annual balance sheets of the schools, records pertaining to the students for the past three academic sessions, cash books of the fee paid by the students, a teacher said.

Educationists were of the view that the education department instead of issuing a form to the schools for furnishing the required details must have conducted surprise visits and personally prepared the lists, besides taking documents in possession.

Moreover, completing the entire exercise in just two days was just an eyewash, city based teachers pointed out.

“We were asked to gather the information from the government-aided schools by the education department. The schools were given a form to furnish the details in advance. Jalandhar district has 53 aided secondary schools,” said Neelam Kumar, district education officer, (secondary), Jalandhar.

A former principal of a government-aided school said that a majority of the government-aided schools had been indulging in various irregularities to get aid from the government every year.

The irregularities included dummy admissions of students in different classes, anomalies with teachers and other staff in salaries, charging of exorbitant fee from students (even donations), fake time-tables, running parallel schools, presenting fabricated records to schools before the government.

Expressing his ignorance on the issue, Director General of School Education (DGSE) Kumar Rahul claimed that Director Public Instructions (Secondary) Dr Kamal Garg was handling the case and would be able to brief on it. Garg, however, was not available for comments.

The police said that while the incident occurred at 11 am, they were informed about the same at 4 pm. “The victim's husband claimed that she had hung herself in bathroom with an iron rod meant for fitting of geyser. He claimed to have removed her body from the rod and brought her in room. But we found that there was nothing as such with which she could hang herself. So prima facie, it appears to be a case of murder,” the police said.

The postmortem could not be done today, as investigations went on till late today. The autopsy report will reveal the actual cause of death, the police said.

A police official Dalbir Singh said the woman's husband was working in a Gulf country and had returned just about two months ago.

He said the victim's father,Hari Ram, had complained to him that he was asked by his daughter’s in-laws to pay up Rs 30,000 as dowry, which they did sometime ago. “We are told that there was more demand which the family could not fulfil”, the police official said, adding that further investigation in the matter would prove the actual cause of the death.

Shopkeepers observe protest against overflowing sewer

Hundreds of shopkeepers on Railway Road and New Railway Road observed a bandh to protest today against an overflowing sewer in the area. The agitated shopkeepers also staged a dharna on the road under the aegis of the Railway Road Shop Keepers Association and New Railway Road Shopkeepers Association.

Local Congress leader Sudesh Vij, whose bakery shop is located on this road, said, “Commuters, in general, and shopkeepers of the area, in particular, have been facing problem due to the overflowing sewer for the past about two decades.”

Elaborating, Vij said, “Actually, sewerage pipes were laid on this road by the Municipal Corporation (MC) Jalandhar about two decades ago, but these pipes could not be connected with the main pipes, as the work of laying sewer pipes had been left midway near Hari Palace. That is why, the sewer keeps on overflowing every now and then, creating a lot of inconvenience to the commuters and shopkeepers. The situation further aggravated during the rainy season.”

To a query, Vij said, “The shopkeepers have met several MC officials from time to time, but nothing has been done on ground to solve the problem so far.”

"The condition of the roads also became bad due to the accumulation of water here," he added.

Meanwhile, representatives of shopkeepers’ associations, including Lajpat Rai Mehta, Joginder Singh, Gurbaksh Singh Bakshi, Vijay Sharma and Mukesh Chawla, said, “Today, bandh in the area was the start of our protest. If our problem is not solved soon, we will be left with no option but to intensify our stir against the MC.”

Voicing their concern over an incident wherein about 15 stray cattle were poisoned and carried away by certain unknown people in Pathankot, activists of the Vishwa Hindu Parishad today submitted a demand letter to the authorities demanding the arrest of the people who killed the cattle.

Addressed to the Deputy Commissioner, the VHP activists submitted the demand letter to the ADC (G) Pritam Singh, demanding the arrest of the people responsible for the killing of the cattle and also action against the cattle owners who leave their animals on roads, exposing them to maltreatment and causing inconvenience to residents and commuters.

The activists demanded that the administration should make arrangements for the cattle roaming in the open in the city to be kept at cowsheds. The demand letter also asked for the owners responsible for leaving cattle out in the open to be challaned and/or arrested.

The demand letter also stated that in view of the onset of the winter, the administration should make proper arrangements for the rehabilitation of the cattle in warm shelters where they are cared for.

Notably, incidents of cattle causing obstruction on roads and also being at the receiving end of torture by residents are quite common in the city. While last year, too, incidents of people who beat cattle to death had surfaced in a certain area of the city, the administration has not acted strictly against the irresponsible owners despite repeated incidents.

With shelters like the PFA also lying choc-a-bloc with injured cattle which had been at the receiving end of misbehavior from the public, animal activists have also aired the demand for the administration to find a permanent solution to the menace in the city.

The demand letter was submitted today by Hadwari Lal Yadav, Gau Sewa Pramukh, VHP, district chief of the VHP Vijay Dhir and members Kapil Bajaj, Sunil Bhardwaj, Sanjeev Parashar, among others.

Importance of industry-institute interface discussed

An HR conclave was organised jointly by the GNA-IMT, Phagwara, and the Yi Ludhiana chapter on the theme “Capable HR for capable business”. The conclave, which was attended by delegates from the industry, was inaugurated by chief guest IMJS Sidhu, president and director in charge, Vardhmaan Textiles Ltd, Hoshiarpur, along with Gurdeep Sihra, president GNA group, and guest of honour JS Wahid, chairman Markfed.

Sidhu congratulated the GNA-IMT management for organising an industry-academia interaction on HR issues.

Sihra also emphasised upon the importance of industry-institute interface and assured the guests that the GNA-IMT will come up with more of such events.

Dr Prem Kumar gave the theme-based address and emphasised the importance of the HR in the present scenario.

The conclave was conducted in two plenary sessions. In the first session, ‘HR for uncertain environment’, Ashok Garg AVP-HR, Reliance Industries ltd, who was the keynote speaker, and Sumit Bhasin, senior manager, HR, Devayani International Ltd, New Delhi, spoke.

The second session, ‘Redefining HR education for current times’, in which keynote speaker Sandeep Toor, chief executive, Hawkins Cooker Ltd, and Puneet Verma, VP HR, JCT Ltd, Phagwara, discussed the change in the meaning of HR education.

The conclave was attended by delegates from various industrial houses like Vardhmaan Textiles, JCT Phagwara, Reliance Industries, Hawkins Cooker, Devyani International and Markfed. Simerjeet Singh and Niscchal Mahajan were the moderators for the session.

Sunil Sarad, GM, Corporate Affairs, proposed a vote of thanks. Bhupinder Singh Head, HR, GNA-IMT and its faculty members and students were among those others present.

The students of the GNA-IMT utilised the chance to learn from the vast knowledge and experience of delegates and understand what leaders feel about the constant change taking place in the HR domain across the industry.

Institute gets national award

The CT Institute of Hotel Management and Catering Technology achieved the National Punjab Education Award, 2013, supported by the PTU, AICTE, AIU, Govt of India MNRE/MSME, NIELIT and DeIT, at a ceremony held at PHD Chambers, Sector 31-A, Chandigarh. The award was presented by dignitaries, including Madan Mohan Mittal, Cabinet Minister for Technical Education and Industrial Training; Chuni Lal Bhagat, Cabinet Minister for Forest and Wildlife and Labour; Rajneesh Arora, Vice-Chancellor, PTU; SS Mantha, Chairman AICTE; AR Talwar, Principal Secretary, IT and Higher Education and Ashwani Kumar, MD, NIELIT; among others. Out of the 262 nominations received, the national award has been conferred on the CT Institute of Hotel Management and Catering Technology.

Gurpurb celebrated

The birth anniversary of Guru Nanak Dev was celebrated at La Blossoms, Jalandhar, with fervour. A special assembly was conducted on the occasion in which students enchanted hymns. A speech on the life and teachings of Guru Nanak Dev was also delivered. Ruhani Kohli, director, La Blossoms, said students should follow the teachings of Guru Nanak Dev. Principal Vandana Murria narrated some heart touching incidents to students and advised them to follow the footprints of the Guru, which could help them to deal difficult situations in their life with ease. As part of the celebrations, students also visited Virasat-e-Khalsa, Anandpur Sahib, which was an entertaining and educating trip. The Principal appreciated the efforts made by them. Aided school staff to hold protest
Will gherao treasury offices today; seek clearance of arrears

Employees of government-aided schools will be holding a protest demonstration here tomorrow against the non-clearance of their pending bills and salaries by the Treasury Department. They said while the pending salary bills of aided school employees had not been cleared by the Treasury Department, their salary grants since September had also not been cleared either.

The employees will gherao all treasury offices in the state tomorrow to protest against the same,

District president of the Aided Schoolteachers and Other Employees Union said the bills of the salary dues of all aided school employees had been eating dust since September 10.

He said the standard answer to repeated queries from teachers was that the Finance Department had ordered to stall the bills.

Manish Aggarwal, union PRO, said an amount of Rs 150 crore for the salaries of aided school employees had not get clearance yet due to which these employees were braving a financial crisis.

Union members also aired the long pending demand of the aided school employees seeking their merger with government schools to solve these issues.

District union members Kamal Sharma, Amrinderjit, Deepak Sanan, Jasvir Pal, Manjinder Singh, Aswani Chawla and Ram Lubhaya and others aired these issues. They will be participating in the statewide protest to be held tomorrow.

School coaches to get training

In its initiative intended to provide a major boost to sports, telecom service provider Idea will be training school coaches by roping in experts from the Punjab Sports Department. Having recently announced the launch of ‘Idea Junior Champions League’ to identify and recognise the best sporting talent in schools of Jalandhar, senior national-level coaches from the Punjab Sports Department will now train school coaches as per international rules, strategies, equipment and techniques for major sporting categories.

The sporting events covered under this initiative will comprise individual and relay races, long jump, shot-put, basketball, volleyball, hockey, judo, among other sports to enhance the performance of participants.

As many as 55 coaches from city schools shall be receiving the training.

Chief operating officer, Idea Cellular (Punjab, HP and J&K), said: “The Idea Junior Champions League is aimed at developing sporting skills and inculcating the spirit of healthy competition, among schoolchildren in the state. In our third year, we are delighted to receive support from the Punjab Sports Department in our mission to strengthen the sporting fabric of the state."

Employees hold dharna

The non-teaching staff of HMV College unit held a dharna as per the directions of the Private Colleges Non-Teaching Employees Union, Punjab, and Chandigarh, under the leadership of Raman Behl.

Secretary Babu Ram told members of the union that the government had granted pay parity to the non-teaching staff at par with their counterparts, who were government employees w.e.f September 1, 1978.

Their main demands include provision of pending arrears (w.e.f January 1, 2006), lifting of ban from the non- teaching posts of aided colleges, revised grade pay (w.e.f December 1, 2011), implementation of 4:9:14 step- up increment, earned leave and leave encashment, CCA, pension and gratuity to aided colleges of the state.

BSNL customer care centre inaugurated

The BSNL has opened its new customer care centre at its Master Tara Nagar telephone exchange. BSNL GM SK Nigam accompanied by additional GM Ravindra Kumar, AGM BK Maini and divisional engineer telecom Pradeep Soni formally inaugurated the centre today.

This is BSNL’s 25th customer care centre in the Jalandhar telecom district segment, comprising Jalandhar, Kapurthala and Nawanshahr districts.

Facilities of bill payment of BSNL landline and mobile phone connections, new landline and mobile connections and pre-paid recharge coupons will be available at the customer care centre that will benefit BSNL customers located in the Master Tara Singh Nagar, Rajinder Nagar, Police Lines, Guru Nanak Pura and New Courts complex areas.
