Only 5% of unemployed youth get jobs

The Department of Employment Generation and Training has failed to generate employment for the youth who had got registered their names for the past many years. Reports said about 10,000 unemployed youth have been registered at the Kapurthala Employment Exchange while only 5 per cent of them got contractual employment.

Efforts to build Chandan Nagar RUB on track again

After the administration had earlier claimed that the three-year period to acquire land for Chandan Nagar road underbridge (RUB) had lapsed on August 23 for want of award money, a delegation comprising Jalandhar North MLA KD Bhandari, Mayor Sunil Jyoti, Deputy Commissioner Varun Roojam and Municipal Corporation officials today went to Chandigarh to seek approval for a grant of Rs 21 crore amount for the purpose.

7 held for theft in Industrial Area

Following several incidents of theft in the Industrial Area, the city police held a seven-member gang this morning which had been involved in breaching of the walls of a factory where from minor boys were sent inside for stealing of brass and copper items.

The gang had been stealing various metal items and further selling them to scrap dealers for earning big money. The seven persons arrested are scrap dealers Ram Avtar, alias Nikka, of Buta Mandi, and Vijay Kumar, alias Kala, Jatinder Singh of Sanjay Gandhi Nagar, Raju Kumar of Bihar, Ramesh Kumar of Nepal, Raja and Avinash Kumar, alias Ghanyia.

The ADCP, Naresh Dogra, said while two of them were Punjabi, the remaining five were migrants settled here. He said the gang members had been arrested with metal products stolen from Sneha Metal Works on the Chhota Sayipur road, where theft had taken place on November 1 night.

He said valves and other pipe-fitting items had also been recovered from them. "Some of the recoveries were made from the premises of the scrap dealers, while a lot of items had already been sold off to other metal dealers," he said.

Dogra said all seven were in possession of drug powders. "In all, we have made a recovery of 2 kg drug powder and booked all of them under Section 22 of the NDPS Act. They have also been booked under Sections 457 and 380 of the IPC at the Division Number 8 police station.

The SHO, Division Number 8 police station, Kewal Krishan, said the gang had been active for six months and other goods recovered from them point to their involvement in as many as 15 thefts in factories at Focal Point and other surrounding areas. He said a vehicle which the gang used for loading heavy metals had also been recovered.

City, rural police celebrate Global Visitors Week

As a part of the community policing exercise, the city and rural police started observing Global Visitors Week from today wherein people from all walks of life, including students, social leaders and professionals, are being invited to police stations to visit the premises and understand the police working.

The visitors are being told about the procedure of filing complaints, traffic rules and functioning of Sanjh Kendras and urged to come up for help whenever required. They were told about various helpline numbers, control room numbers and contacts of other police officers for providing any information vital to the police. They were assured that the identity of the caller would be kept confidential.

At the New Baradari police station today, ACP Dalbir Singh and SHO Subhash Chander held interaction with boys from Doaba Khalsa School. They were taken around the police station and given lessons on morality. The SHO told the boys, “Do not indulge in weird hair styles by keeping spikes and applying gels. You should ideally have crew cut as in the armed forces and concentrate on studies”.

Similar interactions were held at other police stations. In areas falling under the rural police district, interaction with students and staff was held today.

Tomorrow an interaction with the representatives of social organisations will be held and a day after with political leaders. On November 14, drivers, transporters and members of truck unions and taxi unions have been called. Prominent artistes, film stars and players have been called on November 15 and councillors, sarpanches and shopkeepers have been called on the last day.

Monday market: Vegetable vendors restrained from setting up stalls on Guru Nanak Pura road

Tension prevailed on the Guru Nanak Pura road this morning with the Municipal Corporation (MC) deploying heavy police force to restrain vegetable vendors from setting up their stalls on the busy road here today.

Armed with anti-riot vehicles and companies of the Punjab Police, officials of the MC even shooed away certain vendors who tried to approach the road for setting up of their stalls.

To restrict the entry of the vendors, MC officials had deployed police personnel at either ends of the road, besides other roads linking the Guru Nanak Pura road since early in the morning.

Mayor Sunil Jyoti is firm on his decision of "not allowing the Monday vegetable market" while the area MLA Manoranjan Kaila is supporting the vendors claiming that the MC should frame a policy for allowing all vegetable vendors to set up stalls in vegetable markets in the city.

Jyoti claims that the vendors have been damaging the road by peeling off bitumen layer, digging its surface and even dumping garbage on the road after the conclusion of the market.

The busy Guru Nanak Pura road links Laddowali Road with the GT Road at Chuggitti and has been causing inconvenience to motorists as the contractor has allegedly abandoned its repair work midway.

Sources disclosed that the MC authorities had failed to pay money to the contractor, following which he left the work half finished.

Residents, owners of eating joints and dhabas of the area have demanded the allocation of an alternate suitable site for the vendors so that they could purchase vegetables and other kitchen items at reasonable prices in the area.

Burning of holy book

Alleging that the sarpanch of Hirapur village was being wrongly presented as an accused in the burning of a holy book on Saturday, his supporters held a protest blocking passage at Company Bagh Chowk here this afternoon.

The protesters sat in the middle of the road blocking traffic from all sides. They alleged that Rajinder Kumar from the village had himself set his Gypsy on fire and was trying to frame sarpanch Daljit Singh in the case. The agitators rather levelled allegations that their holy book had been taken away by the other communal group.

The villagers lifted their dharna after SP(D), Rural, Rajinder Singh and SP (Headquarters), Rural, Mukhwinder Singh went to the site and received a copy of memorandum from them.

In another incident wherein a communal clash was averted, residents of Wariana village staged a dharna in front of the residence of the sarpanch alleging that garbage had been deliberately thrown on the village common land. Members of the Valmiki community said pictures and religious symbols had been removed from the site. Adequate police arrangements were made at the site. Senior police officials intervened to get the issue resolved at the earliest.

Only 5% of unemployed youth get jobs

Reports said about 10,000 unemployed youth have been registered at the Kapurthala Employment Exchange while only 5 per cent of them got contractual employment.

The total registered unemployed youth include 559 B.Ed degree holders, 546 graduates, 2,239 Class XII passouts, 2,068 matriculates, 530 diploma holders, 798 ITI pass-outs, 2,301 under-matriculates and 803 workers.

Interestingly, the unemployment allowance is meagre and has not been revised for long notwithstanding the fact that the inflation has gone up significantly. The unemployment allowance per month for the blind, deaf and dumb, who are up to under-graduates, is Rs 450 and for those having postgraduate degree is Rs 600.

For other categories, unemployment allowance of Rs 150 per month is being given to those who are undergraduates and Rs 200 monthly for the postgraduates.

What is even more shocking is that there is a condition that unemployment allowance to educated unemployed can only be given if his/her family income does not exceed beyond Rs 1,000 per month.

Buggan Singh, an unemployed youth, said, “I got registered with the employment exchange around six years ago but I have got no unemployment allowance so far due to low family income limit of just Rs 33.33 per day.”

The employment exchange officials were not willing to comment on the matter.

Statistically speaking

Resign to pave way for fresh MC polls, Raja tells ruling councillors

Amid the ongoing tussle between Mayor Sunil Jyoti and Senior Deputy Mayor Kamaljit Singh Bhatia, the opposition Congress asked the councillors of the ruling Akali-BJP alliance to pave way for fresh elections of Municipal Corporation of Jalandhar (MCJ) by resigning from their posts.

Stating that the tussle between Jyoti and Bhatia has hampered the development of the city, leader of opposition Jagdish Raja said, "All the councillors of the ruling alliance should resign for paving way for the fresh elections."

Alleging that the differences between the Mayor and the Senior Deputy Mayor have adversely affected the working of MCJ, Jagdish Raja said "The general public of the city is fed up with the political drama in the ruling Akali-BJP alliance."

Claiming that the alliance has lost its mandate, Jagdish Raja said, "They should again go to the public for getting fresh mandate."

While differences between Sunil Jyoti and Kamaljit Bhatia resurfaced recently as the latter boycotted the Deputy CM Sukhbir Badal's stone-laying function organised by the Municipal Corporation of Jalandhar at BSF Chowk in Jalandhar on Friday.

Bhatia had boycotted the important meetings of finance and contract committee (F&CC) of MCJ. Later, both of them reached a compromise but their difference resurfaced.

Most of the works of road construction for which Sukhbir Badal had laid the foundation on Friday would never be executed. Raja said the cold weather was in not in favour of construction of roads. The ruling alliance is just trying to befool the general public of the city, he added.

MC general house meeting not held for four months in violation of rules

Even as the Punjab Municipal Act clearly says that there should be at least one monthly meeting of the civic body's general house to properly run its affairs, the Mayor has not announced a meeting for the past four months.

The last meeting of MCJ general house was convened on July 9. Since then, no meeting has been held so far.

Only two meetings have been held so far during the current tenure of Mayor Sunil Jyoti. While the first general house meeting was held on March 25 for passing the annual budget, the second meeting held on July 9 was organised for some emergency works.

While the leader of opposition (MCJ) Jagdish Raja sought immediate convening of the general house meeting, Senior Deputy Mayor Kamaljit Singh Bhatia said no house meeting had been held so far on development issues during the current tenure of the Mayor.

"The provisions of the Punjab Municipal Act, 1976 have been openly flouted by not convening any meeting for past over four months," Jagdish Raja said.

Demanding convening of MCJ general house meeting without any further delay, Bhatia, who is currently at loggerheads with Mayor Sunil Jyoti, said, "The MCJ has not convened any meeting under current Mayor for discussing development issues. While budget provisions were discussed in the first meeting, the other meeting was held to discuss some emergency issues. The performance of the Mayor may easily be judged from the fact that he failed to convene any general house meeting since June 9."

Mayor Sunil Jyoti could not be contacted on the issue.

PRTC workers’ union holds rally, seeks abolition of contractual system

The Punjab Roadways Transport Corporation (PRTC) Workers Union Azad held a rally demanding the abolition of contractual system and immediate regularisation of their services.

State president of the union Jasmer Singh and general secretary Rupinder Singh Rogla said it was agreed between their union and the PRTC management that the services of the contractual staff would be regularised.

"As many as 925 posts were advertised but the PRTC management set a condition of written test that dashed the hopes of employees working on contract for the past many years," the union leaders said.

They also burnt the effigy of the PRTC general manager, Kapurthala, Harbaksh Singh Dhillon to lodge their protest against the alleged negative attitude of Singh against the staff members. The union members also criticised the government's transport policy for handing over many profitable bus routes to private bus operators.

Efforts to build Chandan Nagar RUB on track again

After the administration had earlier claimed that the three-year period to acquire land for Chandan Nagar road underbridge (RUB) had lapsed on August 23 for want of award money, a delegation comprising Jalandhar North MLA KD Bhandari, Mayor Sunil Jyoti, Deputy Commissioner Varun Roojam and Municipal Corporation officials today went to Chandigarh to seek approval for a grant of Rs 21 crore amount for the purpose.

Bhandari said the delegation met Principal Secretary Local Government Ashok Gupta, Punjab Infrastructure Development Board (PIDB) managing director Anurag Aggarwal and Special Principal Secretary to Deputy Chief Minister Manvesh Sidhu in this regard. MC Commissioner Manpreet Singh Chhatwal and officials from the department were also a part of the delegation.

Bhandari said he was assured that the project which was on his poll manifesto would be carried forward and the award money would reach the Land Acquisition Collector (LAC) shortly.

SDM-1-cum-LAC Iqbal Singh Sandhu had claimed two months back that the process of land acquisition which had started in August 2010 had lapsed exactly three years later. The award could not be announced as the Municipal Corporation failed to deposit the amount for the acquisition. He had even said that as per the new acquisition law, the award amount would be double.

While the SDM was not available for comments, DC Varun Roojam said that he was not aware of the time period getting lapsed. "I am told that there still is some time," he pointed out.

The residents of nearly 50 colonies, including Sodal area, Industrial Area, Preet Nagar, Dada Colony, Globe Colony and Shiv Nagar which fall on the other side of the crossing had been hoping that their daily woes would end with the road underbridge coming in place.

Their passage gets closed as many as 120 times a day owing to passage of trains between Jalandhar and Amritsar.

10 mass weddings solemnised at Gurdwara Akalian

The social organisation Helping Hands headed by Harminder Singh Basra yesterday organised mass marriages of 10 needy couples in a function held here at Gurdwara Akalian in Phagwara.

The newly married couples solemnised the marriages in the presence of Chief Parliamentary Secretary (CPS) Som Parkash who donated Rs 1 lakh while Congress leader Balbir Raja Sodhi announced donation of Rs 51,000 for the organisation.

Punjab Radio London managing director Surjit Singh Ghumman, the patron of Helping Hands sponsored all the expenses of five marriages.

Organisation Berlin Unit president Tek Chand Puni, Markfed chairman Jarnail Singh Wahid Advocate, Market Committee Phagwara chairman Sarwan Singh Kular besides Bahujan Samaj Party (BSP) local president Kala Parbhakar also attended the function.

Many other dignitaries besides people from the adjoining villages attended the function.

Blood donation camp held at DAV College

The NSS unit of DAV College, Phagwara, today organised a blood donation camp in DAV College, Phagwara, in collaboration with the Hindustan Welfare Blood Club here. The camp was inaugurated by Promila Uppal who stressed on the importance of mobilising the youth towards the cause of blood donation and thereby serving the mankind.

College Principal Suman Tandon applauded the management skills of students and faculty in organising this camp in a well-planned manner. She also lauded the students for their contribution in organising the camp and making it a success. Prof Kuldeep Singh, in-charge, NSS cell, said everyone should donate blood as it replicated human values and social responsibilities towards our society. About 27 students donated blood.

While performing we should never take our competitors in a light manner. We should perform irrespective of our victory or defeat,” Mittal said.

Man held with illicit liquor

The district police nabbed Tarsem Lal, a resident of Basti Saidpur village, and seized 37.5 litres of illicit liquor from him.

According to information, a police party while patrolling at a Dhusi Bundh near Talwandi Chowdhrian village spotted Tarsem with a plastic container in his hand and during search it recovered 37.5 litres of illicit liquor from him.

A case was registered against Tarsem under Section 61/1/14 of the Punjab Excise Act at Talwandi Chowdhrian police station.
