Jalandhar, November 10 Commissioner of Police (CP) Ram Singh has issued instructions to his staff to lodge a case under Section 182 of the Indian Penal Code against the complainant if the allegations of dowry demand were found to be false during investigation. Though no exact data of false dowry complaints is available, there have been reports that many dowry complaints are found to be false. According to a family counsellor, when any dispute between a couple occurs, woman or her parents usually file complaint of dowry demand against her husband and in-laws and most of such complaints are found to be false during the course of investigation by the police. Talking to The Tribune, Ram Singh said “I have issued instructions to file cases under Section 182 of the IPC against false complainants just to thwart the trend of lodging such baseless complaints.” Besides, Ram Singh also issued instructions to his staff not to arrest any person against whom dowry complaint was filed till any substantial evidence was found against him during investigation. |

The centre that will come up at a cost of Rs 9.5 crore by the end of the next year will have state-of-the-art facilities for women and neonatal care. The centre will be housed in a three-storyed building to be constructed on the pattern of the paediatrics centre of the PGI, Chandigarh, and have all facilities under one roof, including registration and OPDs, claimed Dr Jagjit Singh Cheema, Medical Superintendent of the hospital. “Efforts will also be made to open a medical store in the centre to facilitate the patients and their attendants,” he added. A proposal to recruit doctors gynaecologists, paediatricians, staff nurses, and other paramedical staff is under consideration and has been sent to the government for action. Once the building comes into existence, the required infrastructure and equipment will also be arranged, said Dr Cheema. Presently, the maternal and child healthcare related patients have been accommodated in different wards. The wards are packed to capacity and overstuffed with the patients. Many patients (pregnant and new mothers) are either sharing beds or have arranged personal folding-beds, exposing themselves and their newborns to various diseases. Though the hospital management has shifted patients to different wards in the hospital building taking preventive measures, their attendants complain that unhygienic conditions prevail there. According to hospital staff, the available beds at present are serving the purpose of a waiting and recovery room for patients, while a majority of the recovered cases are housed in the general wards. Dr Cheema, however, claimed that the hospital staff and doctors doing their best to provide all possible healthcare and facilities to patients in the present situation. The problems would only be solved after the new Centre starts functioning, he added. |
Kapurthala district achieves distinction in state
Kapurthala, November 10 All 703 villages of Kapurthala can now be accessed on computer for the revenue records. Mangat stated that though all these records in 12,364 villages across Punjab were going to be computerised soon, Kapurthala had set an example to become the first district to achieve this milestone. Notably, out of 703 villages, 203 villages fall under Kapurthala tehsil, 136 in Sultanpur Lodhi tehsil, 108 in Bholath and 116 in Phagwara tehsil, while two sub-tehsils of Talwandi Chowdhrian and Dhilwan have 79 an 61 villages, respectively, to provide computerised records just at a single click. Mangat said land records were dynamic in nature and changes in the land records were common on account of sale transactions, death of land owner, mortgage etc adding, “Computerisation would help make the changes in an efficient manner. Now, the proper system of updating the computerised land records was in place.” Mangat further said, “Not only in the computerisation of land records, Kapurthala was inducted as a pilot project in e-districts along with Nawanshahr. The heritage district of Kapurthala was also the pilot district for the SUWIDHA (Single User’s friendly Window and Helpline for Applicants) during the year 2002-03,” said Mangat. Meanwhile, Mangat said that a "Fard Kendra" was being openend at each tehsil/sub-tehsil level to facilitate the land records to the general public in no time and at a nominal fee. 1st with computerisation of revenue records

Anganwari workers to hold Lalkar Rally

The anganwari workers, who are protesting against the state government for overlooking their long-pending demands, gathered at Shalimar Bagh in Kapurthala. State vice-president Krishna Kumari criticised the state and Central Government policies for malnutrition among infants in many states. State president of the union Usha Rani said on December 5, thousands of Anganwari workers and helpers would gather in Chandigarh to stage Lalkar Rally in support of their demands and would also gather near Parliament in New Delhi on December 12 to get their issues addressed. “The hike in the allowances of the Anganwari employees, payment of gratuity, pension and reducing the time span from 10 years to three years for their promotion from a helper to Anganwari worker are our main demands,” said union leaders, who gathered at Desh Bhagat Yaadgar Hall in Jalandhar this afternoon. Addressing the gathering, the union leaders stated that one third of the total malnourisned infants in the world were from India despite the prevalence of an Integrated Child Development Scheme for the past 38 years. “On October 2, 1975, the centrally sponsored ICDS was launched with the motive to improve the nutrional and health status of the children up to the age of six. Under this scheme, nutrition incluing supplementary nutrition, has been provided to the children and under this scheme the state government has to contribute 50 per cent of the total share but for the past many years, state governments have failed to contribute their share, following which the grant was not released by the Centre,” said Union state president Usha Rani. |

Jalandhar, November 10 MC legal adviser Virendra Khanna told information seeker Kaliash Thukral to deposit about Rs 50,000 for getting information about various court cases since 2000. In a letter written to the information seeker Kailash Thukral on November 1, MC legal adviser Virendra Khanna stated, “The information regarding court cases since 2000 is contained in 900 pages of suit register of the MC. The size of page of suit register is very large, copies of which will be done from a private shop at the market rate and fees for that is from Rs 50 to Rs 60 per copy.” The MC legal adviser further stated in the letter, a copy of which is with The Tribune, “you may come on any working day at the legal cell of the MC for getting the sought information and the entire expenditure for the photocopies will have to be paid by you”. So in other words, MC legal adviser Virendra Khanna asked information seeker Kailash Thukral to pay between Rs 45,000 to Rs 54,000 for getting copies of the sought information. Earlier in his application filed under the RTI Act on October 7, Kailash Thukral sought certified copies of pages of register of suits maintained for each suit since January 2000 in which the MC is either plaintiff or respondent. Meanwhile, responding to MC legal adviser’s letter, information seeker Kailash Thukral has asked him to provide the sought information in a compact disc (CD). Kailash Thukral has written a letter in response to the MC legal adviser’s reply, in which he stated, “Under which rule, such a huge expenditure will have to be borne by the information seeker.” The information seeker stated “The entire record of the MC should be properly maintained, duly catalogued, indexed, computerised and connected through a network under section 4 (1) b V of the RTI Act 2005 to facilitate the information seeker to get required documents if Kailash Thukral further stated in his letter written on November 8 “the applicant is ready to deposit the necessary additional fee on demand by the MC office under rules for providing the information in the computerised and electronic form”. |
Jyoti-Bhatia tussle a reminder of past
Jalandhar, November 10 While sweet and sour relations exist between current Mayor Sunil Jyoti and Senior Deputy Mayor Kamaljit Singh Bhatia, the relations between the then Mayor Suresh Sehgal and Senior Deputy Mayor Gurcharan Singh Narula had reached a flash-point. Narula had also got passed a no-confidence motion against Suresh Sehgal with the help of several Congress and BSP councillors on January 30, 2001 but Suresh Sehgal completed his term. While political analysts say the tussle between Suresh Sehgal and Narula existed on “some other” issues, current Senior Deputy Mayor Kamaljit Singh Bhatia said, “Differences with Sunil Jyoti are not personal but official and only on development issues. He did not perform the coalition dharma and did not consult me on any of the development issues.” Meanwhile, the leader of the opposition, Jagdish Raja, said “The development of the city is already at standstill and the differences between the both will further hamper the development of the city.” The differences between the both leaders had resurfaced as the kamaljit Bhatia boycotted the stone laying function of the Deputy CM. The function was organised by the MCJ at BSF chowk in Jalandhar on Friday. Earlier, Bhatia had boycotted several important meetings of the finance and contract committee (F&CC) of the MCJ. |
National Lok Adalat on November 23 in Kapurthala
Kapurthala, November 10 Apart from all the judicial courts in Kapurthala, the Lok Adalat will be held in all revenue courts. The cases concerning electricity and water bills (excluding theft cases), service matters, allowances and retirement benefits, forest act cases, railway claims and disaster compensation cases will also be taken up in the lok adalat. District and Sessions Judge Gurmit Ram Banyal said the general public should avail the maximum benefit of it. He said the prime objective of the Lok Adalat was to settle disputes amicably through compromise. He said that the future in Civil Engineering was good as the Punjab Government was coming up with new projects across the state. Folk dance competition With a view to enliven the value of the folk dances of the country, CT Public School, Maqsudan, hosted the Sahodaya Group Folk Dance Competition under the aegis of Sahodaya Independent Schools. As many as 30 schools, including MGN Public School, Police DAV Public School, DIPS Public School, Shiv Jyoti School and Kamla Nehru School, participated in the competition. The teams comprising eight to ten students wore colourful attires. Kamla Nehru School, Phagwara, bagged the first position whereas CT Public School remained at the second spot. Shiv Jyoti School, Jalandhar, stood third. Ranjana Rajput, principal, CT Public School, congratulated the winning teams and their teachers. She said, "The Indian folk dances are losing their significance as the western culture is creeping into the Indian society due globalisation and it is the responsibility of the younger generation to restore it."
