Lawyers hold protest against rent Act

3 months after murder of horse cart owner, cop finally surrenders

More than three months after the murder of a poor horse cart owner at Kutcha Kot for the recovery of a petty amount of Rs 20,000, accused head constable Rakesh Kumar finally surrendered before the police this morning.

SSA/RMSA contractual staff, teachers spar

Vivekananda Punjab State Rural Games for Girls to kick off today

Jalandhar is all set to host the Swami Vivekananda Punjab State Rural Games for Girls (under-16 years) to be held at Olympian Surjit Singh Hockey Stadium, Burlton Park, from November 14 to 16. The games are being organised by the Punjab Sports Department under the Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) scheme.

Door-to-door diabetes check-up camp today

With a view to making the general public aware of diabetes on the World Diabetes Day, the Rattan Hospital will launch a door-to-door check-up camp in the city tomorrow. The purpose has arranged a well-equipped mobile van and a team of doctors who will visit different places and conduct diabetes check up on patients free of cost.

Budding cricketer honoured
Jalandhar, November 13
Harpreet Singh, budding cricketer, was honoured by the President Governing Council here. He is a student of Lyallpur Khalsa Collegiate Senior Secondary School. The President Governing Council congratulated Harpreet for his latest performance in the International Cricket Sixes Carnival in Thailand recently. Harpreet is an off-spinner and student of Class XII. Principal Prof HS Bolina said the school is proud to have such a talented student.

JWO found dead near IG office
Jalandhar, November 13
The body of a Junior Warrant Officer (JWO) posted at Adampur Air Force was found near the IG (Zonal) office this morning. Morning walkers in the area spotted the body at 6.45 am and informed the New Baradari police about it. The SHO, Subhash Chander, said the deceased, BV Sai Kumar, hailed from Hyderabad and had been posted at Adampur for the past two-three months. Air Force staff that came to claim the body said the deceased had not turned up for duty for the past four days. The SHO said the father of the deceased, D Subarao, had been contacted and he would come tomorrow. The SHO said prima facie it appeared to be a case of heart attack as there was no external injury on the body or any other signs indicating a foul play. He added that inquest proceedings had been initiated under Section 174 of the CrPC. — TNS

Two-year-old boy killed in truck-motorcycle collision
Kapurthala, November 13
A two-year-old boy was killed in a road mishap on the Nakodar road here today. The deceased has been identified as Harjot Singh, a resident of Nathu Chahalv. Harjot was riding pillion on a motorcycle, while his grandfather Harbhajan Singh was driving. When they were passing near Kala Sanghian village, a speeding truck hit their motorcycle from the rear and Harjot fell on the road. The child was rushed to the Civil Hospital, but was declared brought dead. The truck driver managed to flee from the spot. The police has started investigation and impounded the truck. — OC

Gang of mobile phone snatchers busted, 4 held
Jalandhar, November 13
A gang of mobile phone snatchers was busted by the city police today with the arrest of four of its members. The ACP, Manpreet Singh, said the arrested youths had been involved in snatching incidents in Guru Teg Bahadur Nagar, New Jawahar Nagar, Cool Road, Mota Singh Nagar, Masand Chowk and Model Town. Those arrested were identified as Bhupinder Singh, Onkar Singh, Kumar Gaurav and Lakhbir Singh. The police had recovered seven mobile phones, Rs 4,000, two bikes and drug powder from them. — TNS

Man held with illicit liquor
Kapurthala, November 13
The police arrested a man, Sewa Singh, a resident of Hamira village, and seized 3.75 litres of illicit liquor from him last evening. A case has been registered against Sewa Singh under Section 61/1/14 of the Punjab Excise Act-1914. — OC

Lawyers hold protest against rent Act

Protesting against the implementation of the Punjab Rent Act, members of District Bar Association (DBA) held a massive protest at BMC Chowk for an hour this afternoon.

The lawyers assembled at the chowk around noon and formed a human chain and did not allow the traffic to pass from the intersection. The commuters from all sides, including courts, tehsil complex and bus stand had to face a harrowing time taking long detours or remaining caught in jams for a long time.

Passengers going to the bus stand side had to alight from their vehicles and move past the stretch carrying their bags to board a bus. The lawyers finally ended their dharna after submitting a memorandum to the district administration.

The lawyers demanded that the Punjab Rent Act-1995 (Punjab Act-13 of 2012) being enforced in the state "be recalled in the interest of justice". President of the DBA Mandeep Singh Sachdev said, "The government has decided to take all rent cases out of court and hand over these to SDMs. The rent authorities as well as additional rent authorities are to be appointed for trying and deciding the petitions filed under the Act. The whole process would only lead to inefficiency and other complications while deciding petitions."

Satnam Singh Hundal, secretary, DBA, said, "No committee or selection process pertaining to the appointment of the rent authorities has been mentioned in the Act. The rent authority will have the same powers as vested in civil courts, which certainly means that the rent authority will resume the role of a judge in deciding it between the parties. All judicial appointments are made by the state government in consultation with the high court but the Act nowhere envisages such consultation process."

3 months after murder of horse cart owner,
cop finally surrenders

More than three months after the murder of a poor horse cart owner at Kutcha Kot for the recovery of a petty amount of Rs 20,000, accused head constable Rakesh Kumar finally surrendered before the police this morning. He was produced in the court today and remanded in three-day police custody.

Posted in the Anti-Gangster Staff here, Rakesh Kumar had been booked for the murder of 50-year-old horse cart owner Bagga Ram on August 8 and had been absconding ever since. Since a policeman was involved in the case, the police perhaps did not made much efforts to arrest him.

It was after the Punjab Director General of Police Sumedh Saini had asked Police Commissioner Ram Singh to ensure arrest of the policemen booked in cases during a Police Commemoration Day function last month that the police officials concerned got into action.

The 22-year-old son of the deceased, Ajay Kumar, had got an FIR lodged on August 8 saying that he had heard a lot of noise outside his house at 11 pm. He said when he came out he saw three men, including head constable Rakesh Kumar, alias Titu, money lenders Sabi and Vishal, hitting his father. He had alleged that Titu was holding an iron pipe, Sabi an iron rod and Vishal a sword. He said he rushed to save his father but Vishal held him back. He said he hired a vehicle to take his father to a hospital, but he was declared brought dead at the hospital.

The head constable and two others had been booked under Sections 302 and 34 of the IPC.

Badal inaugurates administrative complex of
Shahkot subdivision

Punjab Chief Minister Parkash Singh Badal today inaugurated the administrative complex of Shahkot subdivision here today. Addressing a public rally after inaugurating the administrative complex, Badal said the state government was looking into all the problems faced by the industrialists and traders so as to find a viable solutions for them. He said industrialists could meet him if they were facing any problem, while adding that state government would ensure that their issues were addressed on priority.

In his address, Revenue, Information and Public Relations Minister Bikram Singh Majithia slammed the Congress-led UPA government for plundering the taxpayers' money through the scams like CWG, Coalgate and others. He said it was a record that no external force but the "hand" of the Congress had ruined the country. Comparing the prices of essential commodities during the NDA regime and now the UPA’s tenure, the minister said the skyrocketing prices of the basic goods had broken the backbone of the common man.

Equating the Union ministers and MPs of the Congress from the state to "dumb dolls", the minister said these people had hardly minced any word against the stepmotherly treatment meted out to the state by the Union Government. Majithia said in the coming general elections, people must replace them with able leaders of the SAD-BJP alliance, who could vehemently safeguard the interests of the country in Parliament.

Lashing out at Punjab Pradesh Congress Committee president Partap Singh Bajwa, the minister said he had not only grabbed people’s land worth Rs 100 crore, but also evading income tax and stamp duty.

Prominent amongst those present on the occasion included Cabinet ministers Ajit Singh Kohar and Sarwan Singh Phillaur, Chief Parliamentary Secretary Pawan Kumar Tinu, MLA Pargat Singh, Special Principal Secretary of the Chief Minister Gurkirat Kirpal Singh and Deputy Commissioner Varun Roojam.

SSA/RMSA contractual staff, teachers spar
MIS contractual employees resent deputation of teachers as district MIS coordinators

A war of words is on between the contractual employees of Sarv Shikhya Abhiyan and Rashtriya Madhymic Shikhya Abhiyaan (SSA/RMSA) and the teachers deputed as district coordinators as part of these schemes, especially those with the Management Informatics System (MIS).

The contractual employees under the MIS are raising objection over the deputation of teachers as district MIS coordinators.

That the job of contractual employees in the MIS component is to update the computerised data relating to the school education system and it requires technical skills, only computer literate persons should be deputed as district MIS coordinators to plan education policies in a better way, they say.

The teachers deputed as coordinators at the district headquarters say that the contractual employees under SSA/ RMSA were employed for making data entries on computers and assisting the district coordinators to do bulk entries, said some district MIS coordinators.

The education department was to run by the regular employees and not by the contractual data entry operators, they added.

“The SSA has been in operation since 2000. Data collection and making plans for a successful implementation of different projects for bringing in qualitative improvement in the school education system is its objective. Infrastructure development in schools is being formulated by the teachers since then," said an MIS coordinator.

He claimed that the contractual data entry operators had started getting impression that by merely adding data entries they had got the expertise to plan policies and projects for bringing in improvement in the education department.

Many district MIS coordinators claim that they were imparted requisite computer training by the department for the job as district MIS coordinators while the contractual data entry operators had just been appointed to make entries in bulk and not to plan the policies.

“The contractual SSA/ RMSA employees have been observing a pen-down strike for the past three weeks and no work has been affected in the schools," said another district coordinator, adding that the SSA/ RMSA contractual non-teaching employees were misusing the office infrastructure even as they were on strike.

The district coordinators urged the Director General School Education (DGSE) to apply "no work, no pay' on the striking SSA/ RMSA contractual non teaching employees.

“Moreover, the DGSE should also consider that due to the pen down strike, no work has been affected as the teachers put on duty under various components of SSA/ RMSA have been doing hard work to implement the state government's policies,” he further said.

“The teachers can run the technical data for uploading the sites also and hence there is no need of hiring data entry operators on contractual basis. The government could save huge amount being given as salaries to them,” he added.

Bone of contention

Vivekananda Punjab State Rural Games for
Girls to kick off today

Jalandhar is all set to host the Swami Vivekananda Punjab State Rural Games for Girls (under-16 years) to be held at Olympian Surjit Singh Hockey Stadium, Burlton Park, from November 14 to 16. The games are being organised by the Punjab Sports Department under the Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) scheme.

Shiv Dular Singh Dhillon, Director Sports, Punjab, said as many as 2,200 participants from all over the state are expected to participate in the games. He further said 200 officials have been deputed for the smooth conduct of the games in 11 disciplines. He disclosed that selected players would be placed in camps for intensive training prior to participate in the coming National Rural Sports Meets. He also informed that the department had conducted Punjab State Games for Boys (under-16 years) at Ludhiana with a grand success.

Giving detail of the competition to be organized, Dhillon said 11 disciplines for which competitions will be held includes athletics, basketball, boxing, hockey, handball, judo, kho kho, kabaddi, volleyball, weightlifting and wrestling. For inspecting all the arrangements Rupinder Singh, Assistant Director Sports has been deputed as a nodal officer for the games.

According to Rupinder Singh, the grounds for all the games are ready. "Athletics will be conducted at Sports School kabaddi, kho-kho, volleyball and weightlifting at hmv college, wrestling, judo and basketball at Hansraj Stadium, handball at DAV College, boxing at Dakoha Centre, Rama Mandi and hockey at Olympian Surjit Singh Hockey Stadium, Burlton Park,” said Rupinder.

Jalandhar DC Varun Roojam is supervising the games and the district administration has made all arrangements for accommodation, catering, transportation, medical, security etc. All participants of 22 districts have been lodged at different venues for comfortable stay. Amritsar, Hoshiarpur, Patiala are staying in Government Senior Secondary School, Nehru Garden; Barnala, Mansa, Mukatsar Sahib, Sangrur students in Government Girls Senior Secondary School, Ladowali Road; Tarn Taran, Bathinda, Ropar, Fatehgarh Sahib, Jalandhar, Kapurthala in Government Girls Senior Secondary School, Adarsh Nagar; Gurdaspur, Mohali, Faridkot, Ferozepur, Fazilka in Bodhi Hostel, Burlton Park whereas Moga, Pathankot, Shaheed Bhagat Singh Nagar and Ludhina are staying in Government Senior Secondary School, Mandi Fenton Ganj.

Security arrangements for opening and closing ceremony, all the places of stay and game venues have been completed keeping in view safety of participants. Rakesh Kaushal, District Sports Officer, Jalandhar informed that all the sports venues are ready for the games.

Opening and closing ceremony will be performed at the Olympian Surjit Singh Hockey Stadium, Burlton Park. The opening ceremony will be held on November 14 wherein Pawan Kumar Tinu, Chief Parliamentary Secretary for Sports and Youth Services and Welfare of SC and BC, would be the chief guest on this occasion.

Incubator to support innovators in agri-business

The Central Potato Research Station, through a World Bank-funded scheme, has come up with a business incubator which will support innovators in agri-business to take their ideas to the market.

The Business Planning and Development Unit of the station has been recognised by the Indian Council of Agricultural Research, New Delhi, as nodal cell for commercialisation of its technology to different companies or entrepreneurs. The unit will also offer consultancy services to industry and entrepreneur pertaining to potato seed, processing, storage and machinery through its expert scientists under the scheme.

Principal investigator of the unit and head of station Dr JS Minhas said under the National Agricultural Innovation Project (NAIP) component-1 of the Indian Council of Agricultural Research (ICAR), the unit will not only support innovators by mentoring through the institute scientists but also mobilizing funds from different agencies like MSME and NABARD. He said that it will provide mechanical implements to seed growers on minimum rent basis like automatic potato planter, rotator, sprayer, potato digger, fertilizer drill cum line maker, planker, disc harrow, ridger, cultivator, tractor, trolley etc. for quality seed production through farmer producer organization”, he added.

This scheme aims at nurturing entrepreneur with business idea such as new indigenous technology, products, processes and procedures which could be commercialized in a years through the unit at the station," said Dr Minhas, adding that any Indian individual, NRIs, start-up micro and small enterprises having innovative business idea and agriculture exposure could benefit from the scheme. At the same time, our unit is also actively engaged in transfer of technologies to entrepreneurs and companies under public private partnership (PPP) mode," he added.

Door-to-door diabetes check-up camp today

With a view to making the general public aware of diabetes on the World Diabetes Day, the Rattan Hospital will launch a door-to-door check-up camp in the city tomorrow. The purpose has arranged a well-equipped mobile van and a team of doctors who will visit different places and conduct diabetes check up on patients free of cost.

Dr Balraj Gupta of the hospital said the van would be available at Shakti Nagar Park from 6.30 am to 7 am, at Adarsh Pak from 7.10 am to 7.40 am, at Model Town Gurdwara from 7.50 am to 8.50 am, at New Jawahar Nagar from 9 am to 10 am and at the Divisional Commissioner's office from 10 am to 11 am.

A free diabetes check-up camp will also be conducted at Rattan Hospital in Udham Singh Nagar from 10 am to 1 pm.

Dr Gupta said the population of diabetic patients is rapidly increasing.

India has the largest number of diabetic patients in the world. It is now being called the "Diabetic Capital of the World'.

It is estimated that there are 40 million people with diabetes in India and by 2025 this number will rise to 70 million. This means that every fifth diabetic person in the world would be an Indian.

According to World Health Organisation (WHO), 11.1 per cent of adult males and 10.8 per cent of adult females in India suffer from diabetes, said Dr Balraj Gupta.

A three-day workshop on "Penetration Testing and Virtualization" was organised at the PG Department of Computer Science and Applications in collaboration with the Third Eye Ethical Hacking Society. The main speaker at the workshop, Parul Khanna, explained the practise of penetration testing and virtualisation for students.
