Dengue claims two lives in Karnal

Dengue has claimed two lives in Karnal district while 131 patients have tested positive so far this year. The number of confirmed cases has increased eight times compared to 14 in 2012. The number of suspected cases has risen to 444 as per the official data. More patients are pouring in due to rain which is continuing even after the withdrawal of the monsoon.

Dengue claims two lives in Karnal

Dengue has claimed two lives in Karnal district while 131 patients have tested positive so far this year. The number of confirmed cases has increased eight times compared to 14 in 2012.

The number of suspected cases has risen to 444 as per the official data. More patients are pouring in due to rain which is continuing even after the withdrawal of the monsoon.

The statistics pertain only to government hospitals and the number of patients admitted to private hospitals and clinics is not included in it.

There are about 40 private hospitals and clinics and no bed is available at these hospitals due to new patients. Suspected dengue cases run into thousands, but the number of confirmed cases comes down considerably after tests.

The two deceased were identified as Sudesh of Gandhi Nagar and Sohan Lal of Bayana village. Sudesh's sister Sonia said, "We took Sudesh to three private hospitals in Karnal, but could not save her. Doctors were so insensitive that they kept treated her for 12 hours after her death."

Rohtak: The spread of dengue in the district appears to be under control as only a few positive cases have been detected so far.

The district malaria office recorded three positive cases of dengue till yesterday, but reports from private hospitals and clinics and the PGIMS were conflicting.

Reports from the PGIMS said over a dozen patients had shown symptoms. Doctors said the number of positive cases would be clear after the required tests.

Dr Virender Phogat, District Malaria Officer, said there were only three positive cases so far, but reports put a large number of patients in the category of suspected cases.

Bhiwani: A Health Department team visited Sarupgarh village in Bhiwani district to collect blood samples of some persons suspected to be suffering from dengue.

The health authorities said the samples were being tested for platelets. The department took precautionary measures and set up an isolation ward at the Civil Hospital for suspected cases. Some children were taken to private hospitals and doctors found symptoms of dengue. Sarpanch Sher Singh said five cases were detected, of which four were discharged after treatment and one child was still in hospital.

Hisar: One case of dengue was confirmed and the patient was discharged after treatment. Dr Ashok Kumar, Civil Surgeon, said there was no fresh case of dengue in the district and they had taken precautionary measures.

Faridabad: The authorities feel that dengue cases will subside in about a week on account of the possible lowering of atmospheric temperature, but they will be on a high vigil till the month-end.

No case of death due to dengue was reported. As many as 212 of the 1,074 cases tested positive from July till Friday. No positive case was reported in the last three days.

In the corresponding period last year, 52 of the 343 cases had tested positive. Dr R Chandra, District Malaria Officer, said there was a rise in the number of suspected cases on account of introduction of the N1 test to confirm the formation of antigens.

Jagdish Bhatia, president of the Faridabad Vyapaar Mandal, alleged that the official machinery was merely reactive in approach. “Had they taken proactive measures like fogging and anti-larva campaign in vulnerable areas, the spread of the disease could have been limited,” he said.

Goat milk in high demand

Goat owners are having a field day as goat milk is considered good for dengue patients. As there is great demand for goat milk, its price has increased manifold and it is being sold at between Rs 800 and 1,000 per litre. AK Srivastava, Director of the National Dairy Research Institute, said goat milk was considered good for dengue patients as it contained bioactive peptides and proteins which gave a soothing effect to the intestine and killed dengue germs even though this was not scientifically proved.

Kanda denied bail in Geetika case

A sitting MLA from Sirsa, Kanda had sought bail saying that the investigation pertaining to him was complete, the police had already filed the chargesheet and he had been in custody since August 2012.

Kanda and his employee, Aruna Chadha, are facing charges of abetting suicide of Geetika Sharma, who was employed in Kanda's MDLR airlines.

Kanda's co-accused, Chadha, is out on interim bail till November 15 to attend religious and family events.

Chadha was arrested on August 8 last year while Kanda had surrendered on August 18. The trial in the case started on May 27.

Geetika was found dead on August 5, 2012, at her Ashok Vihar residence in north-west Delhi. In her suicide note, she had said she was ending her life due to "harassment" by Kanda and Chadha. — PTI

SIT rules out rape, use of force in girl’s death

The report of the special investigation team (SIT) into the death of a Dalit college girl of Baniya Khera village in Jind district has ruled out rape and use of force, indicating that she had committed suicide by consuming some poisonous substance.

Sources today said SIT concluded that there was no evidence of sexual assault or use of force in administering celphos to her. Reports of the autopsy conducted at the Civil Hospital in Jind, the PGIMS in Rohtak and the AIIMS in New Delhi indicated that she was not raped and had died of consuming poisonous celphos tablets.

Hisar Superintendent of Police B Satheesh Balan headed SIT to probe the death of the girl. He said the post-mortem report and the forensic laboratory report had no indication of sexual assault or use of force to kill her.

He said he was in the process of finalising the report and would submit the findings to the state government within a week. He refused to divulge details of the report or the motive behind the death.

Dalit rights activist and lawyer Rajat Kalsan said they had been awaiting the outcome of the SIT investigation.

"The family wants to approach the High Court for a CBI inquiry into the death. We are prepared to file a petition as soon as we get the report of the autopsy conducted at the AIIMS," he stated.

The girl left home for college on August 24 for appearing in the junior basic teacher paper, but her body was found near a canal near Jind the next morning. Her family and NGOs had been alleging that she was raped and murdered. Her family and local residents blocked a road in protest after the body was found.

Abhey said his party had made it clear that the INLD would extend its support to anyone who could oust the Congress from power at the Centre. He added that the party gave unconditional support to Atal Bihari Vajpayee government in 1998.

He alleged that the UPA government at the Centre and Bhupinder Singh Hooda government in Haryana had broken all records of corruption. He alleged that no action had been initiated against anyone after MLAs of the ruling party and their kin were caught demanding cash for CLUs.

When his attention was drawn to the fact that the state government had referred the matter to the Lokayukta, Abhey said his party would not supply any proof on the “cash for CLU” CDs released by his party to the Lokayukta because the INLD did not trust Justice (retd) Pritam Paul.

“We respect the Lokayukta because he is a former Judge, but do not trust him because some of his kin have been getting direct benefit from Bhupinder Singh Hooda government,” Abhey said. Vijay Chaudhary, a Congress leader, announced his decision to join the INLD.

Additional Registrar brings laurels to state

Additional Registrar, Cooperative Societies, Haryana, Poonam Nara has brought laurels to the state in the e-governance executive programme conducted by the Department of Electronics and Information Technology, Government of India.

She was not only adjudged the overall best individual performer, but a group led by her had also secured the first position in this national programme. The programme was organised in Hyderabad from July 1 to October 5 this year. A group namely e3rive led by Poonam also bagged the first prize in white paper presentation on eCOOP (e-governance in cooperation department).

She represented Haryana in this 6-week residential programme, including study tour to Europe organised by the National Institute for Smart Government, Hyderabad, working under the Union Ministry of Communication and Information Technology. The programme was organised in two phases in which 25 officers from different departments of various states participated.

While appreciating Poonam for her outstanding achievements during the programme, Vice-President, National Institute for Smart Government, Dr Piyush Gupta, said her experience and exposure would be beneficial to the Government of Haryana in furtherance of a goal of attaining different projects of the National e-Governance Plan in architecting e-government policies and their effective implementation.

The decision of 700 villagers of Kalram, Araipur, Bharatpur, Lalupur and Amritpur to stage a demonstration over a disputed land at Jantar Mantar in New Delhi has backfired. While they boarded three trains for New Delhi this morning, the rival party, claiming to be owners of the disputed land, took the advantage of their absence and harvested a majority of the standing paddy crop on the land.

On October 12, the administration directed both parties to maintain status quo on the disputed land for four days.

The villagers planned to protest against the manipulations during consolidation of land holdings in 1999. Carrying sticks and food packets, they gave a 15-day ultimatum to the government to resolve the issue, failing which they would commit a mass suicide.

Angry men also staged a semi-naked demonstration at Jantar Mantar to protest against the callous and indifferent attitude of the authorities in getting the revenue records, allegedly tempered during “consolidation”, rectified to pave for restoration of their land.

India Against Corruption activist JP Shekhpura said a memorandum had been submitted to the President and a delegation of farmers also met Aam Aadmi Party (AAP) leader Arvind Kejeriwal who assured them to visit Lalupura after the Delhi elections.

The villagers rued that in the 1965 Consolidation, the land was in their names but some unscrupulous revenue officials in connivance with land mafia changed the Girdawari in April, 1999 and made the revenue entries in the name of some other persons.

Its rally time in Haryana. The Congress, the INLD and the BJP are flexing their political muscles by planning a major show of strength to woo the electorate.

The ‘rally season’ would be kicked off by the BJP on October 20 at Gohana(Sonepat) with its top brass, including party president Rajnath Singh, Leader of the Opposition in the Lok Sabha Sushma Swaraj and former president Nitin Gadkari, descending on Chief Minister Bhupinder Singh Hooda’s stronghold to highlight the state government’s various acts of omission and commission.

“The BJP top leadership would sound the election bugle to throw out the corruption-ridden Hooda Government and bring a non-Congress government in the state,” state BJP president Ram Bilas Sharma asserted here today.

The BJP rally would be followed by a state-level INLD “sankalp rally” on the occasion of its founder and former Deputy Prime Minister Devi Lal’s 100th birth anniversary at Kurukshetra on November 1. The INLD today constituted district-level committees to mobilise the party workers for the massive rally.

Meanwhile, the faction-ridden Congress, facing dissidence from several of its senior leaders, would try to get its act together by organising a state-level rally at Gohana(Sonepat) on November 10. As Gohana is considered to be Hooda’s stronghold, the party is leaving no stone unturned to mobilise an impressive crowd for the rally.

Congress sources said the party MLAs and office-bearers up to the block level had been instructed to moblise supporters for the rally.

Now, Cong rally to dwarf BJP Rewari show

To counter the “Modi effect” in Haryana after the Rewari ex-servicemen's rally last month, Chief Minister Bhupinder Singh Hooda has decided to hold a rally in Gohana in Sonepat district on November 10.

According to Haryana Congress claims, the gathering at the Gohana rally would be much more than that at Modi's, which was addressed, among others, by former Army Chief Gen VK Singh. The Congress rally is expected to be addressed by party President Sonia Gandhi.

The first preparatory meeting for the rally would be held at Haryana Niwas here tomorrow, where the Chief Minister would hold informal talks with all party MLAs and Ministers.

Based on the inputs, the second meeting of party workers from Ambala, Yamunanagar, Kurukshetra, Karnal, panipat, Bhiwani, Fatehbad, Hisar, Jind, Kaithal, Panchkula and Sirsa would be held on October 16.

On October 25, yet another preparatory meeting would be held at the Chief Minister’s residence in Delhi where Hooda would interact with leaders of the National Capital Region (NCR), besides other districts of southern Haryana. The Chief Minister is hoping to neutralise the effect of Rao Inderjit’s desertion from the Congress by interacting with leaders of the Ahirwal belt.

Interestingly, Gohana where the rally is being planned is a place where the INLD is considered to have some hold. With this rally, Hooda aims at accomplishing three objectives--consolidation of the gains from development in Sonepat, Jhajjar and Rohtak districts, besides negating the Modi and Rao Inderjit factors.

As a run-up to the next general election, Hooda has consciously held rallies in the the opposition strongholds of Sirsa, Kurukshetra and other constituencies. He has given huge development funds in constituencies held by the opposition to negate the impression of “biased development”.

To counter the BJP propaganda of “unprecedented development” in Gujarat, both Hooda and his son Deepinder have been comparing development in Haryana with Gujarat with the latter showing a marked improvement in the old-age pension, MGNREGA wages, prices paid to farmers for crops etc.

Friendship on social site leads to abduction of youth

Chatting on a social networking site for months has put a Fatehabad youth in a trouble, but his friends managed to rescue him. They also became instrumental in busting a gang operating through women to dupe innocent youths by blackmailing them.

The Panipat police nabbed seven persons, including five women, who were trapping young men by enticing them on Internet and later calling them to a specific place and threatening to implicate them in rape cases if they refused to pay up.

Fatehabad youth Gurjinder’s Facebook girlfriend invited him to a specific place in Sector 18, Panipat, for a date. When he reached there, he was held hostage by some persons, who forced him to call his friends and relatives for a ransom of Rs 3 lakh.

Amit Singh, a friend of the victim, who received the first call for the ransom, said the abductors asked for Rs 3 lakh and threatened to kill him. He said he and his friends reached Panipat where the kidnappers told them to bring the money at Gate No 1 of the bus stand. He said they threatened them that if the money was not given, they would implicate a rape case against Gurjinder.

However, Amit and his friends caught hold of the abductors and handed over three men and a woman to the police.

A youth and a girl reportedly having an affair have committed suicide by consuming some poisonous substance near Bishanpura village in the district. The bodies of Devender of New Krishna Colony and Kanwal Priya of New Ekta Colony were found at a cotton field in Bishanpura village this morning.

A packet of celphos tablets and a water bottle were recovered from the spot. No suicide note was found.

Police sources claimed that the deceased were having an affair and decided to commit suicide due to opposition from their families.

They succumbed to the poison at the local hospital. The police handed over the bodies to their families after post-mortem examination. Neither family lodged a complaint.

Devender was a part-time employee with the local administration and Kanwal Priya was a BCom second-year student at a local college.

The work would be completed by the Haryana State Road Development Corporation (HSRDC), said Sanjeev Kaushal, Principal Secretary, Public Works Department (Building & Roads), here recently. He reviewed the progress of development works pertaining to roads and buildings undertaken in Gurgaon district.

Kaushal was informed that a 3-km road from Garhi Harsaru village to Chilana Temple constructed recently had broken down. He immediately ordered an inquiry to fix responsibility so that action could be taken against the guilty. This road was constructed at a cost of Rs 114.12 lakh.

The students, however, remained firm on their stand and decided to meet the state Agriculture Minister tomorrow to discuss their demands. They also tried to gherao the official vehicle of the Vice-Chancellor in the morning outside his office. Eight students have been on a hunger strike from the last six days.

The students alleged that the varsity had given undue favours to the college in running the veterinary livestock department assistant (VLDA) course and also gave it affiliation against the norms.

Govt pushes for separate High Court, says AG

The state government is pursuing the case of a separate High Court for Haryana, said Haryana Advocate General (AG) Hawa Singh Hooda while addressing members of the District Bar Association here today.

Chief Minister Bhupinder Singh Hooda had discussed the issue with the Union Law Ministry and was optimistic that the Centre will approve it.

He said presumably the delay over the issue was caused due to the prevailing territorial jurisdiction issue of UT Chandigarh courts if a new High Court for Haryana was set up.

Hearing problems facing the legal fraternity, Hooda said a welfare scheme had been launched for the advocates and a committee, under his chairmanship, had been formed for the purpose.

He gave a call to the legal fraternity to help in the expeditious disposal of cases so that the litigants could get speedy justice.

Several members of the Bar were present of the occasion.

Dhillon for regular audit of coop societies

SS Dhillon, Principal Secretary to the Chief Minister, has directed the Registrar, Cooperative Societies, to carry out regular inspection and audit of cooperative societies in the state to ensure better and transparent functioning of such societies.

Dhillon was presiding over the review meeting of the Cooperation Department and cooperative societies here recently.

Dhillon directed that every cooperative society should get its accounts audited. Currently, over 35,000 cooperative societies of various types with a membership of more than 56 lakh were working in the state.

He also directed the department to send the requisition for posts lying vacant to the recruitment agencies.

Dhillon directed officers of Haryana State Cooperative Apex Bank Limited to make branches more viable and vibrant.

The body of three-year-old boy was found on the roof of a neighbour's house at Ahmadpur village in Sirsa today. Paramjit's son Arun was missing since yesterday evening.

The body, packed in a gunny bag, was recovered from the roof of Bhajan Lal's house.

There was no clue so far as to who killed him.

The child's father said there was a religious programme at his village on Sunday and Arun went missing from there.

He said they got worried and started a search operation when the boy did not return till the evening.

The police was informed about the incident. The police said an investigation was launched to find the killers.

Mullana poser to Inderjit

In the wake of a series of attacks by Gurgaon MP Rao Inderjit Singh on his own party, Haryana Pardesh Congress Committee (HPCC) president Phool Chand Mullana today asked the MP to explain whether he was a Congressman or not.

"If Rao Inderjit Singh is a Congressman, then why is he criticising the state regime?" Mullana asked.

Mullana maintained that the party could not restrain anybody from resigning from the party.

Mullana cautioned workers against getting misled by the Chautalas' false propaganda.

He later inaugurated the local Congress office at Mullana.

Farmers seek compensation

Hundreds of farmers led by SN Solanki, general secretary of the district unit of the All-India Kisan Sabha, today handed over a memorandum to Deputy Commissioner Chander Shekhar, demanding compensation for the crops damaged due to rain and high-velocity winds.

The memorandum, addressed to Chief Minister Bhupinder Singh Hooda, stated that there had been extensive damage to the standing crops, mainly paddy, due to rain, waterlogging and speedy winds.

Demanding a special girdawari, the farmers demanded compensation of Rs 40,000 per acre for the damaged crops as well as the dewatering of waterlogged fields.

Engg student stabbed to death

Rewari, October 14
Neeraj Yadav (24), a third-year student of computer science in DAV Engineering College, Kanina ( Mahendragarh), about 35 km from Rewari, was stabbed to death by an assailant last night.

His body was found lying near a gate of the college this morning. The Kanina police has registered a case of murder on a complaint filed by Rattan Lal, an uncle of the deceased .

While forensic experts inspected the site today, a dog squad was also pressed into service to trace the killer(s). His post-mortem examination was conducted at the civil hospital in Mahendragarh today. — OC
