Tension escalates in Rajouri town, Section 144 imposed

Tension has been mounting in Rajouri town following clashes between groups belonging to different communities a couple of days back. For the past two days, the minority community has been observing a complete shutdown against alleged discrimination by the state police and administration. The district administration has also imposed Section 144 in the town and has not allowed holding of any rallies or gatherings.

State president of the Bharatiya Janta Yuva Morcha (BJYM) Ravinder Raina has alleged that the Congress and National Conference are responsible for discrimination against the Ladakh region for six decades. The purpose of launching the publicity van is to create awareness among people of Jammu district regarding the importance of vote and also motivating the youth to get themselves enroled as voters. The van will go to different parts of Jammu in a phased manner over the next 15 days, laying special emphasis on the rural areas. Army donates cricket kit to school

The 10 Rashtriya Rifles unit of the Army today donated a cricket kit and sports accessories to Government Higher Secondary School at Gei in Doda district. The cricket kit has been given under Operation Sadbhavana. It comes as a much-needed respite to the schoolchildren for sports. The project for the provision of an essential cricket kit and equipment was undertaken by Rashtriya Rifles Battalion, Doda, under the aegis of Sector Rashtriya Rifles to uplift the standard of sports in the rural areas. 51 take part in civil defence awareness camp

A five-day Civil Defense training camp concluded at Co-operative Higher Secondary School, Delli, Trikuta Nagar, here today. A total of 51 students participated in the camp. Accusing the university administration of making a "secret and deliberate" attempt to stall promotions of teachers, Jammu University Teachers Association (JUTA) today announced suspension of class work for two days in protest against the UGC amended regulation for 2013.

“The university, while adopting a negative and proactive approach, is making a deliberate attempt to introduce a new capping system for appointments and promotions of teachers and it is secretly taking up the matter in the meeting of the university council scheduled for October 11 for its implementation. It will stall the promotions of teachers and professors,” Prof J P Singh Joorel, president, JUTA, told reporters here.

He said the entire teaching fraternity of the University of Jammu would hold a protest on October 9 and 10 against the move and suspend class work to pressurise the varsity administration that it should reconsider its decision.

Flanked by his team comprising vice president Kavita Suri, general secretary Rakesh Vaid, joint secretary Vijay Saigal and treasurer Vivek Sharma, the JUTA chief alleged the university administration was adopting a “pick and choose policy” and regulations which hurt the interest of the teaching community were being introduced.

“The teaching faculty is struggling for effective implementation of the UGC guidelines 2010. The UGC has now issued fresh guidelines which introduced capping system for appointments and promotions of teachers in the university. The varsity has adopted a negative approach towards implementing these guidelines,” said Prof Joorel.

He said the issue of implementation of “stringent capping guidelines” would be taken up in the university council without any deliberations within the university itself and without giving any time to the faculty members whose teaching and research had already suffered because of the introduction of the API (annual performance indicator) scheme.

The JUTA president said the capping guidelines of June 2013 would further affect teaching and research in the university as the teachers would focus on just gathering the points by running here and there.

“The guidelines, if implemented without giving proper time to the university teachers to adopt and prepare for the same, will affect the careers and promotions of all the teachers in the university system,” he said.

He said the UGC 2010 guidelines had not been implemented in toto so far and the teachers are still deprived of benefits like age of superannuation, child care leave, pensionary benefits, conveyance allowance and children’s education allowance.

He advised people to maintain communal harmony. Sharma asked the panchayat members to link the people with social protection and development schemes as the government had opened the gates of treasures especially for J&K. Elaborating further, Sharma said the Food Security Bill will provide subsidised ration to 75-80% people of the country.

Sharma also informed people about the provision whereby land of a farmer can’t be acquired without his consent. He appealed to the state government to ratify these bills and implement them in J&K on top priority for benefit of the poor and needy. He also emphasised on the need for holistic development of under-developed rural pockets as water, sanitation, education and health are the basic rights of all sections of society, irrespective of any distinction of caste, creed or colour.

He asked the people to avail benefits under various central and social protection schemes run by the government. He also directed the sectoral officers to guide people and ensure that they get the benefit of such schemes. He also laid stress on social audit and asked the community leaders to monitor and keep a close vigil on these programmes. — OC

With deputation of 89 teachers as enumerators in the first phase of the ongoing enrolment under the National Population Register (NPR) for the issuance of the all-important national identity cards, the Adhaar Card to every citizen, the Statistics and Evaluation Office (SEO) in Ramban district, the class work in many a school of remote hilly areas has been badly affected here.

In the first phase, the campaign has been going on in Batote, Balihhote and Gool areas of the district since June 1. According to a source, "With the deputation of the only teacher at the New Primary School, Dhak, Batote, Balbir Singh, on NPR enrolment (NPRE) duty, the school was closed and another teacher from a nearby middle school at Rakhjadokh, was sent to resume the classwork there." Out of the total of seven teachers of Rakhjadokh school, two were deputed for the NPRE, leaving only four teachers to teach eight classes. Two teachers out of the three from Primary School, Mainal, were deputed, leaving only one teacher in the school. Only the male teachers have been deputed for the said campaign. After the deputation of one teacher each from the primary school at Ranji and Dhamtali, only two teachers were left behind in the schools.

The two male teachers out of seven each at Dharmoond and Rakhjadokh middle schools were deputed on this job, leaving behind only five teachers each in these schools.

Sources said that in the entire district, the Batote education zone is the worst affected due to these arbitrary and haphazard deputations.

"I didn't have any say in it as after demanding the staff statement from us, the SEO had deputed the teachers without having the knowledge of ground realities. I still don't have the details," said Chief Education Officer, Ramban, Vinod Kumar Soni.

"Ultimately, the students are the worst sufferers. Yet it being a national duty, we always comply with the orders," he added.

The District SEO, Arun Jain, refused to speak on the issue.

Internationally acclaimed Dogri play 'Bawa Jitto' directed by Balwant Thakur and written by Prof Ram Nath Shastri came out shining in the ongoing Navratra Festival-2013, Katra, where the second show of the play was staged here today at the jampacked auditorium of Spiritual Growth Centre, Katra.

Dr M K Bhandari, Addl ECO Shri Mata Vaishno Devi Shrine Board, was the chief guest on the occasion while Dr Shahid Iqbal Choudhary, DDC, Reasi, presided over the function.

Representing the true essence of the cultural ethos of the region, the play 'Bawa Jitto' is based on the supreme sacrifice of a great devotee of Shri Mata Vaishno Devi who used to offer prayers at the shrine every morning, climbing the hills all the way from the village Aghar Jitto (Katra).

The play 'Bawa Jitto' is set in a rural backdrop. The 15th century story of Bawa Jitto portrays the age-old saga of exploitation of landless farmers by landlords. Due to the constant and persistent pressure of relatives, with a piece of land as bone of contention, Bawa Jitto, a hard working, farmless farmer, is forced to leave his native village. Accompanied by his nine-year-old daughter, he takes shelter in the house of a friend in Shamachak, a nearby village. The efforts of his friend Rullo result in a land grant from a landlord in Shamachak and one-fourth of the produce is fixed as land revenue. The hard work put in by him, the sweat and toil of Jitto, turns a barren land into prolific treasure. This prompts the avaricious landlord to go back on his word and ask for a major share of the crop.

Helpless Jitto, unable to endure injustice, kills himself. The agony becomes boundless when Gauri, his little daughter, immolates herself on her father's pyre.

Arvind Anand, who played the role of Bawa Jitto and Renu Sharma who played the role of Jojan kept the audience spellbound through their most outstanding acting versatility and histrionics. Sanchita Dubey as Bua Gauri, Vijay Bhatt as sarpanch, Sanjeev Gupta as Malli and Neeraj Kant as Mehta Bir Singh won the appreciation of the audiences. Rahul Singh as Isso, Pawan Verma as Rullo and Sajra Qadir as Jeuni gave remarkable performances.

The traditional Karkan performers Girdhari Lal and Harbans Lal were at their best as usual.

Those who acted well included Mohd Yaseen, Uplaksh Singh Kotwal, Ashwani Bali, Susheel Raina, Ankush Lakhnotra, Juhi Singh, Mahikshit Singh Sambyal, Bhupesh Malhotra, Syed Mudassir Ali, Sachin Saini, Anita Dhar, Vineet Sharma, Shivam Manhas, Pankaj Verma and Shekhar Sharma.

Tension escalates in Rajouri town, Section 144 imposed

Tension has been mounting in Rajouri town following clashes between groups belonging to different communities a couple of days back. For the past two days, the minority community has been observing a complete shutdown against alleged discrimination by the state police and administration. The district administration has also imposed Section 144 in the town and has not allowed holding of any rallies or gatherings.

The Central Reserve Police Force (CRPF) and Jammu and Kashmir Police personnel have been deputed across the town to prevent any eventuality. Protesting against the alleged discrimination with the minority community, a ‘Black Day’ has ben observed using black strips and black flags.

There was a demand that the police should stop the harassment and revoke the FIR registered against four youth including a class X boy. According to unconfirmed reports, the police has also prepared a list of eight persons for the arrest, while till now, it has arrested one youth. In a press release, the Superintendent of Police, Rajouri Mubassir Latifi, has been slammed for creating trouble in the town.

President Sanatan Dharam Sabha Rajouri Dinesh Sharma said the biased attitude of the local SSP caused trouble and instead of taking action against the real culprits who attacked the minority community youths, the SP booked innocent youth and created an atmosphere of terror among the minority community. He said it is a ploy to force the minority community to migrate from border districts of Rajouri-Poonch.

Addressing the meeting, senior BJP leader Kuldeep Raj Gupta lambasted the local police and the civil administration for harassing youth who belong to Ramleela Committee. He said that it is very unfortunate and undemocratic that during Navratras, when Hindus perform Durga Puja, police and the civil administration created trouble by harassing the local youths engaged in organising Ramleela during the holy Navratras.

Beopar Mandal president Vijay Gupta said the arrogant attitude of the local SSP shows that there is political conspiracy against the minority community to force its members to migrate like the migration of Kashmiri Pandits from the Kashmir Valley.

He extended support to the indefinite bandh call and added that trouble had been created while the minority community was celebrating Navratras and Ram Leela, which could not be tolerated.

Debate contest witnesses poor audience turnout

The inter-collegiate and department debate contest under the ongoing ‘Display Your Talent’ today witnessed a poor turnout of audience. The event is being organised by the Department of Students Welfare, University of Jammu.

A majority of the chairs in the Brigadier Rajinder Singh Auditorium, the venue of the contest, were empty. Very few students from the university and different colleges reached the venue to encourage the participants.

“It was a dull and lacklustre affair as only a limited number of students were the audience in the contest. It was boring. Had there been an impressive gathering in the hall, the participants would have enjoyed the event,” said one of the participants.

The team from Government Women College, Gandhi Nagar, Jammu, consisting of Numana Ibrahim and Tabasum Choudhary, lifted the Dr Jagmohan Singh Memorial Trophy by securing maximum marks in the debate competition.

Kritika Sethi from the Law School, University of Jammu, got the first prize, while Polina Singh Kala from the Department of English and Aproova Jamwal from the Department of Economics, University of Jammu, bagged the second and third prizes, respectively.

The certificates of merit for the individual performance were awarded to Atika Sharma of Government Degree College (boys), Kathua, and Tabasum Choudhary of Government Women College, Gandhi Nagar, Jammu.

The topic of the debate was ‘Only legislation enactment is not enough for the security of women in India’.

Each participant was given five minutes to speak in Hindi or English on the given topic.

The competition was conducted under the supervision of Vishva Raksha from the Department of Sociology, who was the teacher in charge for the event.

Professor Neeru Sharma, chairperson, Campus Cultural Committee, was the chief guest on the occasion and gave away prizes to the students. Eminent educationists Jagdish Chander, Dr Anupama Vohra, Associate Professor in English, and Dr ML Sharma, cardiothoracic vascular surgeon, were among the adjudicators for the contest.

Irked by poor services of the state-owned Bharat Sanchar Nigam Limited (BSNL), state president Shri Ram Sena, Rajiv Mahajan has demanded improvement in the mobile telephony services. Residents of Rehari Colony met him and apprised him of the problems being faced due to poor services from the Bharat Sanchar Nigam Limited.

Mahajan said the subscribers have been facing problems due to frequent call drops and poor network and connectivity, adding that they had to redial the number several times to get the call connected.

He maintained that most of the calls disconnected due to network problems.

Mahajan said the Bharat Sanchar Nigam Limited service is extremely poor and the people of Jammu city have been facing lots of problems and many a time, he raised the issue with the Bharat Sanchar Nigam Limited authorities, but they have failed to improve the services.

He said the government seems the least concerned about the welfare of people. "We are a part of the 21st century, which is Information Technology-driven, but poor Bharat Sanchar Nigam Limited services have returned us to the 19th century," he added.

He said the Bharat Sanchar Nigam Limited communication system has totally collapsed and the subscribers are forced to switch to private cell phone companies which provide better services while the Bharat Sanchar Nigam Limited authorities have never bothered to upgrade their services to the satisfaction of the subscribers despite charging huge rent and call charges.

Mahajan said if necessary action is not taken immediately, they would lodge a protest against the authorities.

The Inter-Army Public Schools Cluster-1 Handball Tournament was organised by Army Public School, BD Bari, here today. The tournament was declared open by chief guest Col Sant Pal (SO School) while Neeta Rawal, Principal, APS, BD Bari, was also present on the occasion.

As many as eight teams from different Army Public Schools, including APS Kaluchak, APS Damana, APS Samba, APS Sunjawan, APS Jammu Cantt, APS Ratnuchak, APS Miran Sahib and APS BD Bari, are participating in the tournament.

The inaugural match was played between APS BD Bari and APS Miran Sahib, in which APS BD Bari won 14-4. The second match was played between APS Damana and APS Samba, in which APS Damana won 22-2. In the third match, APS Ratnuchak beat APS Kaluchak 12:11. The fourth match was played between APS Sunjawan and APS Jammu Cantt, in which APS Jammu Cantt won 29-2.

The fifth match was played between APS BD Bari and APS Samba. APS BD Bari won the match 27-5. The sixth match was played between APS Damana and APS Miran Sahib in which APS Damana won 25-13.

Rehab schemes a sham: PK

Panun Kashmir (PK), an organisation of displaced Kashmiri Hindus, alleged today that the government was planning to "stage-manage a sham return of Kashmiri Pandits" to the valley to hoodwink national opinion regarding the rehabilitation of displaced persons.

Addressing a press conference here today, PK president Ashwani Chrangoo expressed concern over the implementation of recommendations of the 137th Report of the Parliamentary Standing Committee on Home Affairs.

"Prime Minsiter's special employment package is mired in all kinds of difficulties and youth belonging to the community have aged in the process. The government has admitted that not a single displaced Pandit has returned to the valley under the rehab package of Rs.1,600 crore," said Chrangoo.

He said at a meeting with the Union Home Secretary on September 19, community members were surprised to find press reports that read that the government was planning to construct clusters for the rehabilitation of Pandits in Kashmir.

"When no such issue was discussed at the meeting with the Union Home Secretary or in the Parliamentary Committee, how can the government make such claims?" he said.

He further said it was unfortunate that the government was making false promises to the displaced community. "

He said the Ladakh lacked basic amenities and most of the people were facing hardships even to get ration and other essential commodities.

He said like Jammu, Ladakh had also been subjected to discrimination and the long-pending demand of granting the Union Territory status to it was the only solution to end this discrimination.

He expressed anguish over the ignorance of educated youth of Ladakh and demanded special employment package for them. He asked the government to immediately establish an examination centre of the Service Selection Board in Leh.

On the occasion, BJP national executive member and former MP Thupstang Siwang asked the people to get united to achieve the status of Union territory for Ladakh.

Curb dengue spread in Samba: Assembly Speaker

The Speaker of the Legislative Assembly, Mubarak Gul, today directed the health department to take adequate measures to control dengue fever in Samba district and other areas of Jammu following a large number of cases being reported from these areas.

The direction was passed by Gul during the Question Hour in the Assembly in Srinagar after the members raised their concerns. The Speaker said that Jammu and Kashmir being a state receiving a large number of tourists, there should be immediate response from the agencies concerned when it comes to dealing with dengue threat.

Gul also directed the government to take necessary steps to ensure proper dumping of solid waste of Srinagar city.

The Tribune has extensively reported about the spread of fever in Jammu, where three people have died so far in the past one month while 317 persons reportedly suffering from dengue are admitted in Government Medical College (GMC) and its associated hospitals.

The worst affected is Samba district where more than 200 cases have been reported, which has set off panic among the people who recently attacked the office of the Chief Medical Officer (CMO) after the death of a 24-year-old girl.

The weather conditions in Jammu are said to facilitate breeding of 'Ades Egypti', a mosquito carrying the Dengue virus, and August to mid November is a period said to be largely associated with the contagion.

NC youth leader lauds efforts of grassroots workers

Provincial president of the Jammu and Kashmir National Conference (NC) youth wing Sardar Surinder Singh Bunty has lauded the NC grassroots youth workers for their dedication while working in the field. Bunty said with such dedication by the youth cadre of the party, the NC was all set to win 2014 Assembly elections.

Addressing a meeting at greater Kailash here today, Bunty said the NC was the only political party in the state that had a strong cadre base in all the three regions. The all-round development in the state under the leadership of Omar Abdullah spoke volumes about his commitment and visionary leadership, he said.

He called upon the youth to generate awareness among the people of the state on the welfare schemes started by the government for their empowerment and economic emancipation.

He said the government had taken various measures to ensure transparency in the working of administration by bringing the Right to Information (RTI) Act and Public Service Guarantee Act that were aimed at making the administration responsible for the people. Bunty urged the youth to come forward and extend full support to the NC in the upcoming elections while cautioning the party to remain aware of the divisive forces that are hell bent upon dividing people on the communal and regional lines. — TNS

Single-laned overhead rly bridge causes chaos on highway

A single lane near the overhead railway bridge at Kunjwani-Sidhra national highway is causing traffic jam, with the long-pending demand for four-laning remaining neglected by the authorities. A long queue of vehicles can be seen on the 20-km-long Kunjwani-Sidhra National Highway, which was four-laned by the National Highways Authority of India (NHAI) two years ago. But an overhead railway bridge was left out of the purview of the road's widening, which is one big irritant for the commuters.

Sham Lal Sharma, a shopkeeper near the highway, said, “This jam has become a daily routine nowadays. Commuters get stuck here for hours together just because of the narrow road near the overhead railway bridge near Sainik Colony.”

“It affects our health as well as our business, with noise and air pollution creating problems for us,” he added.

R P Singh, Project Director, Jammu-Srinagar National Highway, NHAI, said, “The bridge was left as it is due to the delay by the Railways, but now, we have got clearance from them and the project report is being prepared.”

“It will take around six months to start construction work and around a year is required to complete the widening of this bridge,” he added.

'Saffron brigade communalising Rajouri episode'

Rejecting the claims of the saffron brigade organisations regarding the Rajouri episode, the Muslim Welfare Association (MWA) has said the issue had no link with the communal situation, but some forces were hell bent to communalise the situation and were manipulating it for their vested interests.

In an emergent meeting held under the chairmanship of Muslim Welfare Association president Mohd Aslam, members criticised the role of the saffron parties for communalising and manipulating the situation for vested interest.

Aslam said the clash in Rajouri was a minor issue and it had nothing to do with the Ramlila or Shakha ground.

It was blown out of proportion just to save the skin of influential miscreants who attacked and seriously injured two brothers.

The Muslim Welfare Association members said law should take its own course and those involved in causing trouble should be dealt with strictly. They also said they were peace loving, but the saffron brigade parties were trying their best to communalise the situation for their vested political interests.

The Members also condemned the allegations levelled by the saffron brigade in some sections of media that they were not in favour of peace and were trying to divide the society on the communal lines to safeguard their nefarious designs.

The members pledged to defeat the nefarious designs of the communal parties and appealed to the state government to take steps to maintain peace in the region.

Eye camp organised

HelpAge India, Jammu, in collaboration with Modern Charitable Eye Centre, old Janipur, organised an eye camp to mark International Day of Older Persons here today. The camp was inaugurated by Pyar Singh, sarpanch, Halqa Marh, in presence of Sunita Santoshi, Manager, HelpAge, Jammu, Dr Mairaj Muzaffar and Parshotam Kumar.

Dr Satish K Gupta, Associate Professor, GMC, Jammu, Dr Payal Gupta (eye specialist), Dr. Aditya Aseem and their team examined as many as 156 patients suffering from various eye problems. Ten persons identified with cataract will be operated free of cost this week.

Speaking on the occasion, Dr Satish said most of the people living in rural setups did not now that most of the eye problems could be solved by simple operations.
