Dengue claims 3rd victim in Jammu
317 persons being treated for the disease in hospitals of the region

Dengue claimed its third victim, a resident of Raipur Satwari, last night. Sources said the deceased had been admitted in Government Medical College & Hospital a few days ago.

The extent of the spread of the disease can be gauged from the fact that 317 persons have tested positive for the disease and are undergoing treatment at Government Medical College & Hospital, SMGS Hospital, Gandhi Nagar hospital and Sarwal hospital.

The first case of dengue was reported about a month back in Samba district and since then, the disease has spread its tentacles.

This has dashed to the ground the tall claims of the government about controlling the spread of the disease in the three southern districts — Samba, Kathua and Jammu.

On September 30, Pooja Devi of Samba had succumbed to the disease. A fortnight before that, the fever had claimed a child's life.

Director Health, Jammu, Dr BS Pathania said a detailed report had been sought about the latest victim.

“Let me get the details of the case before commenting. Our efforts to check the spread of disease has been thwarted by rains and subsequent waterlogging,” he said.

He urged people to cooperate with the civic body and the health department to deal with the situation. “People need to cooperate with us. It is impossible to reach every place, particularly in rural areas. Residents need to support our efforts,” he said.

A senior health officer said, “It has taken the shape of an epidemic and efforts of the health department to deal with it are proving insufficient. There is fear among people that hospitals are not prepared to deal with such a huge number of patients, forcing many families to admit patients in hospitals outside the state.”

Owning to weather variations, the Jammu region is more prone to diseases such as malaria and dengue.

Officials said vulnerable areas in the city — Gandhi Nagar, Rajiv Nagar, Talab Tillo, Qasim Nagar and Bhagwati Nagar — were being monitored and possible breeding grounds of mosquitoes were being destroyed.

Promote sustainable use of resources: Agriculture Policy

Emphasising the need to promote sustainable use of natural resources and adoption of practices that conserve soil, water and biodiversity, the Agriculture Policy of the state has suggested promotion of organic farming in hilly regions.

“Efforts will be made to combine tradition and innovation so that the future generations will have fertile soil and clean drinking water,” the policy states.

It states that development in the agriculture sector in the state would now be made not only with the objective of attaining food and nutritional security but also allaying concerns of declining profitability, environmental degradation and ecological unsustainability.

“Agriculture-based development strategies should rely on increase in profitability, specially of small and marginal farmers, together with creation of employment opportunities for rural youth, both in the farm and non-farm sectors,” it states.

The Agriculture Policy also aims to prevent conversion of agricultural land for non-agricultural use. To achieve the objective, it suggests promulgation of strict laws.

“Promote dry land technologies and adopt specific water conservation initiatives such as watershed development etc to raise farm production and income in rain-fed ecosystems of the state. Promote value-addition, agri-business and market initiatives to secure higher incomes for agricultural produce,” the policy reads.

To secure farm credit facilities and crop insurance, the policy stresses on an interface between farmers and banks, insurance companies and others concerned to achieve targets.

It states Human Resource Development programmes for farmers as well as resource persons will be given renewed thrust for the upgrade of knowledge, skill and technology.

“There is a need to strengthen adaptive research, technology assessment and refinement and transfer capabilities of the state so that the existing gaps are bridged. Thrust will be given to Transfer of Technology (ToT) programmes," it states. "This will be carried out through training schools for the beneficiaries, modern tools of communication, National Animal Disease Reporting System and other available avenues,” it states.

Ahead of Durbar Move, digging work stepped up
'Unplanned' laying of sewer lines make traffic jams a routine affair

Civic agencies have stepped up work to lay sewer lines through busiest roads by resorting to "unplanned" digging in view of the Durbar Move from Srinagar to the city on November 4.

Roads, which were dug last year, have once again been damaged in the name of laying sewer lines, posing inconvenience to commuters and pedestrians alike.

Due to the digging work, various diversions have been made. However, traffic jams have become a routine affair.

To start with, one side of the Vivekanand Rotary-Dogra Chowk road stretch, which is one of the busiest in the city, has been closed for traffic for the past 15 days. This results in heavy traffic jams, specially during peak hours. The digging work on the same stretch was carried out last year too.

"There is no coordination among civic agencies developing infrastructure in the city. It is the coordination gap that has hampered the timely completion of sewerage pipe-laying project, which I have heard is likely be completed in December 2014," said Pawan Sharma, a motorcyclist, who takes the route to reach his office daily.

Yesterday, Jammu Tribune had highlighted that the lack of coordination among government departments was the main reason for delay in the completion of sewerage pipe-laying project in the city.

The narrow and busy road connecting Panjthirthi with the historic Mubarak Mandi complex has also been dug up for the past two weeks.

"Last year too, the road was dug up and it was repaired during the Durbar Move. The authorities have done it again. The state government doesn't bother to fix the responsibility of officials who, time and again, resort to mindless digging," said Amit Sharma, a resident of Mubarak Mandi.

Narinder Singh Jamwal, former Mayor, Jammu Municipal Corporation (JMC), said the civic agencies had been undertaking digging work on a "pick and choose" basis and "according to the convenience of their political bosses".

"They are least bothered about the comfort and convenience of the common man, for whom these projects were sanctioned by the Central government. The project of laying sewer lines was started in 2006-07 but they have not been able to complete it till now. Leave aside the main sewer lines, they are yet to lay pipes in narrow lanes and by-lanes of the city. The damaged roads always remain unrepaired, resulting in fatal road mishaps," Jamwal said.

Official sources claimed that nearly 86 per cent of the trunk sewers had been laid in the city while about 50 per cent of the lateral sewers connecting different localities with the main line had been laid.

"About 95 per cent work of Sewerage Treatment Plant (STP) has been done but till the sewerage lines are laid, it cannot be integrated with the main line," said a source.

"The project is being executed in three phases. The first phase will be completed in December this year while the other two phases will be completed by the end of 2014," he added.

The attack on a team of the Jammu Municipal Corporation (JMC), including Health Officer Dr Vinod Sharma, by milk suppliers yesterday has yet again brought to the fore the blatant show of strength by "mafia", which controls the supply in the city.

Sources said though a campaign had been launched by the civic authorities to curb the influx of adulterated milk, suppliers and shopkeepers were working in tandem to earn profits at the cost of consumers' health.

The incident has also highlighted the failure of the successive governments to establish a strong movement in the state to check the monopoly of some people on the supply of milk.

JMC Health Officer Dr Vinod Sharma said, “We will not be deterred by such acts. The municipality is determined to deal with adulteration of milk. We have decided to intensify the campaign against the menace in the coming days.” Dr Sharma had received injuries on his face after being attacked by milk suppliers, mostly Gujjars, yesterday.

However, officials said checking milk was not possible on a daily basis as thousands of litres was consumed every day in the city. “The municipal corporation is facing shortage of manpower and requires mobile equipment for quality checking. A random tour is undertaken, and that too, without police cover most of the times,” said a JMC official on the condition of anonymity.

Officials said the attack showed the extent to which suppliers could go. Sources said several prominent shopkeepers were hand in glove with suppliers and were openly defying authorities in the absence of strong laws.

To meet the need of milk of the growing population, the state imports nearly 6 lakh metric tonnes of milk annually from Punjab, Haryana and Himachal Pradesh and keeping a tab on its quality is a herculean task for the civic authorities.

In 2011, a study by the Food Safety and Standard Authority of India (FSSAI) had found that 83 per cent of milk sold in urban districts of the state was unsafe for consumption.

There are 71 wards spread over 112 sq km which make up Jammu city. Some of its colonies came up after 1990. The health wing of the corporation has the responsibility of ward no-1 to ward no-48. The remaining wards are looked after by the legal meteorology department.

‘Not deterred by attack’

JMC Health Officer Dr Vinod Sharma, who received injuries on his face after being attacked by milk suppliers on Saturday, said, “We will not be deterred by such acts. The municipality is determined to deal with adulteration of milk. We have decided to intensify the campaign against the menace in the coming days.”

Denial of LPG cylinders irks outsiders

After the government put a ban on the sale of Liquefied Petroleum Gas (LPG) cylinders from sale counters of distributors of various companies, people residing in Jammu who are from other districts of the state are facing problems in getting cylinders.

Thousands of people from other parts of the state are working in Jammu and they are not authorised to get cylinders from LPG distributors in the city. These distributors send such people back from their counters saying they would get cylinders only from their respective districts.

Moreover, transportation of LPG cylinder in personal vehicles is prohibited, which puts these people in a fix. Either they can flout norms by carrying these cylinders in their car from their respective districts or they can rely on black market agents, who sell them cylinders for over Rs 1,300. Most of them end up taking the latter path.

“I need a new cylinder every month but being an outsider in Jammu, I am not authorised for an LPG connection in Jammu city. My legal connection is in Doda town, where I belong to, but I work in Jammu and so, it does not make any sense that I will get a cylinder from Doda only,” said Showkat Ahmad, a government employee.

The need of LPG cylinders increases manifold when the Darbar move employees from Srinagar reach Jammu for six months of winter. Thousands of employees from the Kashmir valley head to Jammu to spend winter months here but they are not authorised to get cylinders here.

“There is no provision in the system through which people coming from outside can be given LPG cylinders in Jammu while they are working here. Only those people will get cylinders who have a proper, legal connection here,” said GS Chib, director, Consumer Affairs and Public Distribution (CAPD), Jammu.

“I myself used to face this problem when I was with the move offices,” the director said.

Earlier, people used to manage cylinders from sale counters of various LPG distributors but after the government tightened the noose around these distributors to check black marketing and asked them to provide cylinders at the doorstep of people having legal connection, getting cylinders for others has become difficult.

The cost of first nine cylinders in a year as per subsidised rates in Jammu is Rs 430. For subsequent cylinders, people pay Rs 950 per cylinder. However, people relying on black market have to shell out over Rs 1,300.

Outsiders residing in Jammu are authorised to get LPG cylinders only from their respective districts. Moreover, transportation of LPG cylinder in personal vehicles is prohibited. Most of them are, therefore, relying on black market agents, who sell them cylinders for over Rs 1,300.

MLC seeks medical college in Poonch

MLC Dr Shehnaz Ganai called on Union Minister for Health and Family Welfare Ghulam Nabi Azad in New Delhi today and submitted a charter of demands for the twin border districts, highlighting the poor condition of health and family welfare in Rajouri and Poonch.

She informed the Union Minister that Poonch and Rajouri districts were the worst sufferers, be it partition, development, or cross-LOC firing incidents, but the people of the area had expectations from him and they are looking at us with teary eyes. "My prime duty, being the representative of the people, is to highlight their basic needs at every forum and get the issues redressed," she said.

She said Poonch had difficult topography, remoteness of areas and hilly terrain and requires a well-defined and powerful health system to attend to the public needs. She informed the minister that it was the prime time to sanction one medical college at Poonch, besides setting up of tertiary health centres, so that not only the people of the twin border districts get best medical facilities at the doorsteps, but also it will attract patients from other like Rawalakote, Pindi which would boost medical tourism in the area.

She said Poonch had historically been a major political point of the state. It could act as the bridge between two nations with cross-LOC medical tourism for uniting the divided families. It would also boost the local tribal economy of the area, and this decision would go a long way in addressing the genuine demands of the people of the twin border districts.

She urged to upgrade the 30-bedded Sub-District Hospital, Mandi, to 50-bedded hospital, besides setting up of an emergency block, labour room, laboratory, blood storage unit under the NRHM.

She demanded critical care ambulances for the twin districts as the districts were hilly and prone to accidents. She also demanded more sub-centres for the border areas for providing medical aid in the far-flung areas.

Minority community observes shutdown in Rajouri

The minority community of the Rajouri town today observed a complete shutdown on the two-day Bandh call by the Vishav Hindu Parishad (VHP) and Sanatan Dharam Sabha against the alleged discrimination towards the community by the district administration and the police.

The minority community showed resentment against the district administration and the Rajouri police for discriminatory action against the youth of the minority community.

The minority community had planned to hold Ram Leela at the original venue of the drill, but when members of the majority community objected, a scuffle took place and two youth of the majority community got injured.

The police registered an FIR against four youths of the minority community, including son of a senior BJP leader. Later, a high-level meeting was conducted in which a decision was taken to go for a two-day shutdown in the town. Senior leader of the VHP, Youghveer Gupta, said until the police revokes its FIR lodged against the youth of the minority community, the shops would remain closed.

Primarily, we are going for two-day strike, but this would extend if administration fails to fulfil our demands. “We are going to observed a “Black Day” tomorrow in Rajouri," he added. However, the bandh remained peaceful today and there was no report of any untoward incident from across the town. — OC

JU holds essay, story writing contests

The Department of Students Welfare, University of Jammu, today held an on-the-spot essay writing and short story writing inter-collegiate and departmental contests under the ongoing "Display Your Talent" event.

In the essay-writing competition, the topic for the contest was "Role of social media in spreading communal hatred". Participants were required to write an essay comprising 2,000 to 3,000 words in English or Hindi languages within an hour.

Prof Satnam Kour, head, Department of English, was the teacher in-charge for the essay-writing competition.

In the short story writing competition, the topics for the contest were Twittering Your Life Away, Daughter, Mere Log, Upphaar (Gift), River Tawi and Communal Harmony.

Participants were required to write a short story comprising 1,500 words, in English, Hindi, Dogri, Urdu and Punjabi within 90 minutes.

As many as 75 students from the postgraduate departments of the university and its affiliated colleges participated in both events.

The result of the both competitions would be declared after the evaluation of the scripts.

In his address, Sukhdev Singh urged the students to take part in such activities to keep themselves physically fit.

The inter-school athletics meet was organised by the Department of Youth Services and Sports under the patronage of the Director General Youth Services and Sports, Naveen Aggrawal, and Deputy Director, Youth Services and Sports Jammu, Ved Parkash.

Kathua, Parade clinch kabaddi titles

Government Degree College (GDC), Kathua, got the better of PG Department by four points (28-24) in the summit clash to clinch the Inter-Collegiate Kabaddi Tournament (men) being organised by the Directorate of Sports and Physical Education, University of Jammu, here today.

The contest went right down to the wire as after both teams drew at 22-22 in the stipulated time, the winner was decided in the extra time.

Similarly, in women section final, Government College for Women (GCW), Parade had the last laugh against PG Department team by 27-22 to bag the top honours. The final matches were officiated by Ankush Gupta, Harpreet Singh, Keshav Singh and Anuradha Bhagat.

University of Jammu Vice-Chancellor Prof MPS Ishar was the chief guest of the final matches, who later on awarded trophies to the winner teams of both men and women.

Earlier, in league matches played, GDC Kathua got the better of GDC Kalotarian by 22 points, New Age College Phinter beat GDC Poonch by 24 points, PG Department toppled MAM College by 1 point and SPMR College of Commerce drubbed Trikuta Degree College by 43 points.

Students enthral audience with cultural bonanza

J&K Aggarwal Sabha organised a function to mark the celebrations of Agarsen Jayanti. A large number of persons belonging to the Aggarwal community took part in the function to pay tributes to Maharaja Agarsen.

Students from various educational institutions presented colourful cultural items, including songs and classical dance, which received tremendous applause from the audience.

General secretary Hardeep Aggarwal presented the annual report.

Ghaziabad team excels in karate c'ship

Jammu, October 6
Ghaziabad team emerged overall champion in the 13th North India Karate Championship being organised by the J&K Sports Karate Do Association at Rotary Club, Gandhi Nagar.

The team participated under the supervision of chief coach Narinder Singh. Former Inspector General of Police (IGP) Dr Ashok Gupta was the chief guest on the occasion who distributed medals to karatekas.

The ex-IGP lauded the efforts of the association for successfully conducting the sporting event. — TNS
