Unaided school teachers stage protest

Members of the unaided schools union stage a motorcycle protest rally on Sunday. Members of the Unaided Staff Front, Punjab, took out a motorcycle protest rally from Kotshamir to Bathinda here today. The teachers covered some of the most crowded places in the city. Gurpreet Singh, head of the association, said, “We took out the motorcycle rally in favour of our demands. We are protesting against the outlook of the Education Department towards the unaided schools.”

Forum fines PSPCL for overcharging

PSPCL (Punjab State Power Corporation Limited) is directed to return Rs 45,000 along with a fine of Rs 20,000 by the consumer forum. The decision was pronounced by the District Consumer Dispute Redressal Forum after a complaint was lodged by Surinder Kumar, a resident of Malviya Nagar.

MCB to reach out to people
Beginning today, the corporation to hold camps at six places in the city till October 6

The Municipal Corporation, Bathinda (MCB), will be holding camps from September 9 onwards to enable the holders of plots and houses in illegal colonies get their respective establishments regularised under the new policy.

Municipal Commissioner Uma Shankar Gupta said instead of people coming all the way to the MCB office, the camps would be held near unauthorised colonies. "Teams have been formed and assigned six places where camps will be held every day barring Sundays. However, depending on the response and pendency of cases, we may also resort to holding camps on last Sunday. These camps will be held till October 6, the last date to file documents for regularisation of properties," Gupta said.

The Municipal Commissioner said before the policy underwent minor revisions, around 205 voluntary applications were received. Now, after the norms have been changed, the same applications are being considered in the parameter of changed norms.

In the earlier policy, a lump sum amount was fixed for regularisation of colonies. Now, the same has been fixed in synchronisation with the applicable collector's rates.

The charges

As per the revised policy, the colonies formed before August 17, 2007, will have to pay 0.5 per cent of the collector's rates of April 1, 2013, which ranges between Rs 25,000 and Rs 1 lakh per acre. The colonies formed after August 17, 2007, will have to pay 2 per cent of the collector's rate ranging between Rs 1 lakh and Rs 5 lakh per acre.

The owners of plots not bigger than 50 sq yards, have been exempted from paying regularisation charges but they will have to pay building fees.

In addition to regularisation charges for plots, the composition fee on unauthorised building shall be charged.

It is Rs 12.50 per sq ft of covered area in case of residential units and Rs 25 per sq ft of covered area in case of other buildings

Why is regularisation needed?

  • After the deemed time period for regularisation of properties expires, FIR under the Punjab Apartment and Property Regulation Act will be registered against developer, coloniser, plot holder and building owner.
  • No connection of water supply, sewerage, drainage and power will be provided and the building plans will not be approved.

Forum helps workers get provident fund after 12 yrs

Illiteracy proved to be detrimental to the interests of a large number of workers deployed under the All India Food Union and Allied Workers Union. These workers failed to get their provident fund (PF) despite working for 12 years for various food procurement and storage agencies in the state.

Six such workers, all residents of Sangrur, moved the District Consumer Disputes Redressal Forum, Bathinda, by filing separate cases. The Forum has now directed the Assistant Employees Provident Fund Commissioner, Bathinda, to give provident fund with 9 per cent rate of interest to all the six workers.

The counsel for the workers, Satvir Singh said the employers took advantage of the workers’ illiteracy. The workers kept depositing a part of their salaries by way of PF every month for 12 years but failed to get a single penny after they left their jobs last year. The workers were employed under the All India Food Union and the Allied Workers Union and had been loading and unloading bags of foodgrains in the godowns of different agencies.

The union claims to have deposited the money deducted from the workers' salaries in the PF office which provided them with four account numbers. While the union members did not appear before the forum and ex-parte proceedings were initiated against them, the PF officials stated that money was not deposited regularly in the accounts of these workers.

The workers' contribution towards PF was received only in 2008 and 2009 and that too only in one account whereas there were six workers.

Satvir said though the workers were employed by the union, PF codes were given by the Malerkotla Truck Operators Union. Instead, the name of the employer should have been mentioned there. Also, form 6-A, relating to the PF of the complainant, has been signed by the president of the Malerkotla Truck Operators Union, as the employer.

The PF officials stated that as on April 1, 2009, only Rs 1,399 was deposited in one of the accounts and Rs 2,345 in another account. The officials also pointed out that the complainant did not fill form 19 or 10-C to withdraw their PF.

The Forum dismissed the petition against the All India Food Union and the Allied Workers Union and observed deficiency on the part of the Assistant Employees PF Commissioner and directed him to pay PF to the workers. The Forum also directed the complainant to fill form 19 or 10-C with signatures of their employer or authorised official as the claim for withdrawing PF should be attested and forwarded by the employer under whom the member was last employed. If the member is unable to send the application through the employer or duly attested by him, for any reason whatsoever, he may forward the claim duly signed in the presence of any magistrate, gazetted officer, postmaster, sub-postmaster or any other authorised official.

Funds crunch hitting facilities at rly station: DRM

Shortage of funds is the reason behind absence of facilities being provided to railway passengers. This was stated by the new Divisional Railway Manager (DRM) of Ambala Division, Anil Kumar, who was on a short visit the Bathinda Junction today.

To a query as to when would the railway authorities construct a ramp to facilitate handicapped persons reach platforms, the DRM admitted that there was an acute shortage of funds. "Till the time a ramp is constructed, a trolley service will be offered to the needy from the parcel room to the platform," Kumar said.

He also cited funds crunch when pointed out that the condition of the railway over bridge was bad and needed to be replaced. The reply remained the same when asked about the absence of metal detectors at the entry and exit points of the station, enough police presence and close circuit television (CCTVs) cameras.

Members of the Railway Passengers' Welfare Men's Association submitted a memorandum of their demands to the DRM following which he directed officials at the railway station to pull up their socks.

When it was pointed out to the DRM that a set of stairs that was constructed recently was hazardous to the passengers, he used the stairs himself and assured that railing will be erected on both the sides of the stairs to facilitate the passengers. He said it would rule out the chance of passengers hurtling down the stairs.

The DRM also noticed that there was no board on the stairs informing that the stairs led to Bathinda Junction. He directed the railway authorities to get a board installed at the stairs at the earliest.

He took a round of the ticketing counter and the main entry point of the railway station. When pointed out that the cleanliness of the junction was dependent on an alternative plan since the contract with a firm responsible for cleaning the station ended on July 25, he assured that a permanent solution to the problem would be made available soon as tenders have already been invited for the purpose.

Notably, while close to 57 men were engaged to keep the railway junction clean, the job is being done by only a handful of persons these days. While several areas, especially the waiting room and the platforms remain littered, the places looked comparatively cleaner on Sunday since the railway station authorities had been intimated of the DRM's visit in advance.

The big, fat Bathinda weddings are just getting a bit bigger.
All of us have been witness to the prim and proper dance performances by the brides-to-be during the ladies sangeet ceremony. Equally bright are the chances of watching some uncles of the families displaying their not-so-great dancing talent at wedding ceremonies.

Shaking a leg at the ‘ladies sangeet’ or pre-wedding functions is now bound to be a delight for the audience as the reins are being increasingly given in the hands of professional choreographers.

Right from displaying the traits of family members to making girls dance to weddings songs, these choreographers promise to make the wedding functions an affair to remember.

For an upcoming wedding in the Arora family, Suresh Dagra has been giving choreography lessons to no less than 15 members, including the bride, of the family. “I helped them prepare dance items for the cocktail function. While the bride danced to a medley of songs with her cousins, her brothers and friends also presented a dance number. Apart from that, there was a group dance as well,” said Dagra.

Dagra shares that the trend of roping in a professional dance teacher to prepare for performances is catching up in Bathinda.

“Those who stay in bigger cities and watch such choreographed performances at weddings want the same to be done at their weddings as well. This is how the trend reached Bathinda,” he added.

“One of my clients, the groom’s family in Chandigarh, roped me in for choreographing joint dance performances to be held at the wedding in Bathinda. For a month, I travelled to and from Bathinda on weekends teaching the families of the groom and the bride in Chandigarh and Bathinda, respectively. They rehearsed together for two days in Bathinda and then performed at the 'sangeet' ceremony,” said Sunny Ahuja, a choreographer from Chandigarh.

However, commanding the services of these choreographers may burn a hole in your pocket. While some choreographers charge at the rate of per hour, others like Dagra, charge on per-minute basis.

“We charge anywhere between Rs 1,800 and Rs 2,000 per minute for these performances. The lump sum amount is calculated according to the duration of the final dance performances and the time we spend on rehearsals,” said Suresh Dagra.

Unaided school teachers stage protest

Members of the Unaided Staff Front, Punjab, took out a motorcycle protest rally from Kotshamir to Bathinda here today. The teachers covered some of the most crowded places in the city.
Gurpreet Singh, head of the association, said, “We took out the motorcycle rally in favour of our demands. We are protesting against the outlook of the Education Department towards the unaided schools.”

He shared that the association was demanding that the education department revive the scholarship that it used to offer to the students belonging to the scheduled and backward classes. He pointed out that such students had not received any financial help during the last four years.

The members of the association pointed out that education department gives Rs 400 for uniform and cycles to the girl students of government schools but the students of the unaided schools get no such help.

Apart from extending the beneficial schemes to the students of these schools, the teachers working in the unaided schools should also be given benefits. Right now, the teachers are paid only the basic salary without any allowances,” Singh said.

He further added that the association members were planning to meet the Chief Minister of Punjab, Parkash Singh Badal, during his visit to the Guru Kashi University on September 10.

Central varsity selects EIL for infra development

Central University of Punjab has signed a Memorandum of Understanding (MoU) with Engineers India Limited (EIL), New Delhi, for the project management consultancy work. The MoU was signed on Friday at the university’s Bathinda campus.

EIL, which has is a leading design and engineering company provides a complete range of services, like concepts, plan, design, and engineering and construct projects, has been selected by the University for the infrastructure development works of its main campus at Ghudda village, Bathinda.

The university has planned to develop a green campus that will adhere to the ‘Green Campus Design’ principles and it would be truly a modern and unique and at the same time aims at preservation and promotion of local culture.

The MOU will enable the university to build such a state-of-the-art campus on a fast track mode through Engineers India Limited.

Tech fest held at GZS PTU campus

The Departments of Computer Science and Engineering and Computer Applications of the Giani Zail Singh Punjab Technical University Campus organised its annual techno-cultural function COMPKRITI-13.

Suresh Grover SDE (Transmission), BSNL, Bathinda inaugurated the event by lightening ceremonial lamp. The co-ordinators of the departments of CSE and CA Prof Abhilasha and Prof Sanjay Bhatnagar welcomed the guests. Chief Guest, Suresh Grover shared his views on communication technologies in an interactive session with students of B. Tech, M. Tech and MCA.

While addressing the students, he added that having adequate knowledge of computer now-a-days is a necessity for being in any profession and hence this department is one of the most important.

Various technical events were held, debug the undebbugable where a code was provided to students to find errors and correct them, which was won by Jyoti Bala. In the hacking event students had to search passwords embedded in the given picture and Harish Gupta won it. Ruchika won the event code the game, Sahil Arora won website designing, Nupur won Algo break, Manpreet won in group discussion and Dipankar won need for speed.

In the afternoon session a talk on industrial institute interaction was shared by Karamveer Singh Duggal, former assistant engineer, Guru Hargobind Thermal Plant Lehra Mohabbat.

In evening, fresher’s party was arranged for new batch. Chief Guest for evening was industrialist Rajinder Mittal, managing director, Bathinda Chemicals Limited. Akash and Paramjeet Kaur were selected as Mr and Miss fresher. A workshop on Recent Trends in Computer Science and Engineering 2013 was also conducted. At this workshop, experts from various institutes interacted with students.

Associate Prof, Panjab University Regional Centre, Muktsar Dr Manish Jindal shared his valuable views on optical character recognition, Dr Gurvinder Singh from GNDU, Amritsar, guided students on parallel computing and Dr Sandeep Sharma from GNDU, Amritsar, discussed about cloud computing. Campus Director Prof Dr Jasbir Singh Hundal appreciated students involved in E-governance project and encouraged them to come up with more innovative ideas in future.

A cultural programme was organised by the Punjab Associated Schools Association (PASA) to felicitate teachers. The programme was held at Teacher’s Home in Bathinda on Sunday. The programme was inaugurated by the chief parliamentary secretary Sarup Chand Singla and was presided over by the former senior deputy mayor Tarsem Goyal.

During the programme, apart from felicitating teachers who have done commendable work in their respective fields, the association also voiced its concerns regarding the outlook of the education department towards the associated schools.

Jagdish Singh Ghai said, “There are 4,700 associated schools in the entire state and approximately 10-12 lakh students are enrolled in these schools. It is high time that instead of renewing our association every year, the education department grants us the status of a permanent association and recognition.”

He added that these schools were suffering from shortage of teachers. “We have well-educated teachers but many of them are not trained teachers. We demand that the education department arrange for providing these untrained teachers in-service training,” he said.

He also added that the association is demanding that the students belonging to the scheduled caste and scheduled tribe categories should be given free books as provided in government schools.

He also pointed out that the education department should provide the associated schools with a performa of rules and regulations to which it wants the schools to adhere.

Seminar held against drug abuse

The seminar was organised by Baba Hardeep Singh of Chardi Kala Samaj Sevi Lehar. Bhai Ranjit Singh Kuki, Harpal Cheema, Baldev Singh Sirsa, Lakha Sidhana and others also spoke during the occasion and urged people to shun the path of drugs. The DGP reiterated that drugs worth crores of rupees are smuggled through Punjab.

People from nearby villages and youngsters pledged to spread the message against drug-abuse. Baba Manmohan Singh Gumatsar, Giani Jagjit Singh, Baba Bhagwan Singh, Baba Satnam Singh, Dr Gora Singh were also present during the occasion.

Members elected

Members of Sirki Bandh Sabha, Bathinda, were elected during a meeting today. The meeting was organised under the supervision of district president of sabha Tarloch Singh where former SGPC member Joginder Kaur and acting president Sewa Singh were also present.

Balwinder Singh is elected as vice president, Ranjeet Singh senior vice president, Partap Singh general secretary, Gurcharan Singh joint secretary and Gurnam Singh is elected as publicity secretary.

ASIMSR organises medical camp on Pbi varsity

The All Saints Institute of Medical Science and Research (ASIMSR), Ludhiana, organised a free medical check-up camp today at Punjabi University campus, Maur, on the initiative of Janmeja Singh Sekhon, irrigation minister of Punjab.

A team of doctors led by JS Sekhon, chairman of ASIMSR, provided free consultation and check-up to the people. Dr Naved Aslam (cardiologist), Dr JL Bassi (orthopaedist), Dr HS Bhango (surgeon), Dr Priya Bassi (medicine) and others were present. A seminar regarding various diseases and their remedies was also organised.

The medical camp was inaugurated by Janmeja Singh Sekhon. He said the motive of the camp was to serve the people of the constituency. Nearly 2,000 patients from nearby areas turned up at the camp.

The staff and students of the campus actively participated in the successful conduct of the camp and guided the visitors to respective doctors and specialists. Irrigation minister thanked Dr Paramjit Singh Ramana, head of the Maur campus, the staff and the students for their help and coordination in making this camp a success.

The complainant said his electricity meter broke down and the department kept on sending inflated average electricity bills for many months. Seven bills costing Rs 45, 248 were sent to him. He alleged that the department officials failed to replace the worn out meter in time even after his repeated application to change the same. He approached the forum asking for refund and compensation. — TNS
