Funds disbursal brings DDPO office under scanner

In the last five years, the office disbursed grants worth nearly Rs 1.28 crore to 58 non-government organisations (NGOs) in the district for carrying out various works. But only six NGOs submitted the money utilisation certificates and surprisingly, nobody initiated any action against those who failed to do so.

A 35-member team belonging to the National Disaster Response Force (NDRF) today launched flood relief operations here after over 50 villages in the district were reported to have been marooned and standing crops in over 40,000 acres damanged by the ravaging Sutlej.

The Sarv Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) teachers have criticised the state government for forcing women teachers to work at places located 200-300 km away from their nativeplaces whereas they were in principle to be adjusted in their home district.

22-year-old youth goes missing under mysterious circumstances

A 22-year-old youngster, who owns a dairy in Gidderbaha, today went missing under mysterious circumstances after leaving his vehicle along a drain near Buttar Shreen village this morning.

Murder case of oil mill manager solved
Abohar, August 19
The police in neighbouring Sriganganagar claimed to have solved the mystery shrouding the blind murder of Satya Parkash Misra who had been working as manager in the Vardhman Agro Oil and General Mills run by Jagraon-based industrialist Rajinder Jain. Misra was killed on August 12.

Only six NGOs submitted fund utilisation certificates in last five years

The functioning of the District Development and Panchayat Office (DDPO) has come under the scanner. In the last five years, the office disbursed grants worth nearly Rs 1.28 crore to 58 non-government organisations (NGOs) in the district for carrying out various works. But only six NGOs submitted the money utilisation certificates and surprisingly, nobody initiated any action against those who failed to do so.

A local resident, Jagdish Rai Dhosiwal, who has obtained information through an RTI application in this regard, blamed the officials working in the DDPO office for being hand in glove with the NGOs in this alleged scam.

“As per the rules, the NGO has to submit money utilisation certificate to the DDPO within three months from the date of the amount given. If the NGO fails to spend the amount within this period, it has to return the money and give utilisation certificate for the rest of the amount. But nobody paid any attention in all these five years. As a result, only five NGOs submitted the money utilisation certificates, which amounted to Rs 7.4 lakh only,” said Dhosiwal.

He further demanded a probe in this regard saying there was an undue delay on the part of the NGOs and the district administration in submitting the certificates and initiating action.

However, DDPO, Muktsar, Naval Kumar, said, “It may have happened in the absence of any routine follow-up action. I am not sure about any time limit for submitting the money utilisation certificates, but I will ask my staff and also write to the NGOs to submit the required certificates shortly.”

He also said that if anyone is found guilty, legal action would be initiated against him.

It may be mentioned that the maximum amount was given for the construction of rooms in schools, purchase of sports material, laying of water pipes, organising of medical and blood donation camps and construction of rooms in dharamshalas.

NDRF launches flood relief operations in Ferozepur

Ferozepur, August 19
A 35-member team belonging to the National Disaster Response Force (NDRF) today launched flood relief operations here after over 50 villages in the district were reported to have been marooned and standing crops in over 40,000 acres damanged by the ravaging Sutlej.

Deputy Commissioner Manjit Singh Narang said the NDRF team has set up its relief camp in Bhanewala for flood-hit villages including Gatti Rajjoke, Tindiwala, Bhakhra, Gatti Kharunj and others.

Narang said that Sub-divisional Magistrate (SDM) Vijay Syal will supervise the relief camp. Another relief camp has been established in Baghewala for villages under Muthianwala complex including Dhira Gaira, Nihala Lavera, Talli Gulam, Kamalwala, Palla Megha, Bandala, Ruknewala and others which will be looked after by Tehsildar Manjit Singh.

Meanwhile, NDRF officials said they have started flood relief operations and pressed four motorboats into service to provide succour and relief to the flood affected people. The district administration has also provided 20 boats to provide relief material including fodder for the cattle, medicines, food and other articles to the affected people.

When contacted, Vinod Chowdhary, Chief Engineer, Drainage, said the dam outflows have been controlled following which the water level upstream of Harike headworks has been maintained. Chowdhry further said the water outflow downstream of Harike was recorded at 1,17,000 cusecs today which was likely to go down in the next two days if no further downpour takes place. Sources said the drainage officials along the entire stretch of Sutlej from Harike to Hussainiwala and further up to Fazilka have been put on high alert.

SSA teachers plan state-level rally

The Sarv Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) teachers have criticised the state government for forcing women teachers to work at places located 200-300 km away from their nativeplaces whereas they were in principle to be adjusted in their home district.

District president of the teachers' union Parwinder Singh Brar said the government was not following the directions of the Punjab and Haryana HC to treat all women teachers at par in allowing a maternity leave of six months. He claimed that RMSA teachers were to be absorbed in the parent education department in compliance of the guidelines issued by the Union Ministry of Human Resources but the state government backtracked from its assurances in this connection. The services of the SSA teachers have not been regularised even when they had completed four years of service. The meeting decided to organise a state level “maharally” next month if the demands are not accepted.

22-year-old youth goes missing under mysterious circumstances

A 22-year-old youngster, who owns a dairy in Gidderbaha, today went missing under mysterious circumstances after leaving his vehicle along a drain near Buttar Shreen village this morning.

Lakhbir Singh Walia aka Mintu had gone to the village to collect milk in his Mahindra pick-up vehicle but did not return home. The worried family members approached the Kotbhai police, which immediately started a manhunt.

The police said that during the investigation, they came to know that Mintu had left his vehicle, cellphone and slippers behind. He had even met some residents of Buttar Shreen village before disappearing.

The police added that the windshield of the pick-up vehicle was found have some cracks. “Lakhbir had even tried to make phone calls twice to the police control room, but he could not do so,” a senior police officer said.

He added that some villagers had told them that after leaving the vehicle, Mintu had gone to the village bus stand from where he first waited for a bus towards Doda but later boarded a bus for Bathinda.

The family members of missing person told the police that Mintu used to go to Bhalaina and Mallan villages along with a driver, but today he was travelling alone.

Sources close to the family said Mintu was married almost six months ago. Till the filing of this repot, a search was on for him by the police.

Murder case of oil mill manager solved

Abohar, August 19
The police in neighbouring Sriganganagar claimed to have solved the mystery shrouding the blind murder of Satya Parkash Misra who had been working as manager in the Vardhman Agro Oil and General Mills run by Jagraon-based industrialist Rajinder Jain. Misra was killed on August 12.

Deputy Superintendent of Police (DSP) Rajinder Dhidharia said Dinesh and Amarjit, who are originally from Bihar, have been arrested. Two more persons, Mithilesh Kumar and Jitender, are also under the scanner. The nabbed former employees were irritated over their retrenchment. Three of them scaled the boundary wall of the mill at 3 am and attacked Misra with sharp-edged weapons . They looted cash from an almirah after confirming that Misra had died. — OC
