Head constable among 3 booked for murder
Jalandhar, August 8
A head constable deployed with the Anti-Gangster Wing here has been booked for the murder of a poor horse cart owner at the Kucha Kot locality here. Head constable Rakesh Kumar and two moneylenders Vishal and Sabi of the same locality had gone to the residence of 50-year-old Bagga Ram around midnight for the recovery of Rs 20,000, but he had reportedly expressed his helplessness to pay.

Three booked under Dowry Act
Phagwara, August 8
The Phagwara police has booked Ajay Kumar, his father Sucha Ram and mother Bimla Devi, of Aasal village, Taran Taran police station, under Section 498A of the IPC, on the charges of mentally and physically harassing Ajay’s wife Sarabjit Kaur, daughter of Kehar Singh of Bishanpura locality here, to fulfil the demand of bringing more dowry. The victim was pregnant, but forced to undergo a miscarriage due to the torture at the hands of her-in-laws. All the three accused are still at large, the police said.

3 youths held for snatching

The Basti Bawa Khel police has arrested three youths for snatching Rs 750 from a labourer and attacking his factory owner, who tried to chase them last evening. Mohammad Sudam had left for home after work, when three youths beat him up and snatched money from him.

Panel dissatisfied with MC functioning

The Vidhan Sabha Committee on Local Bodies has expressed its dissatisfaction with the functioning of the Municipal Corporation(MC).
After visiting Pholriwal Treatment Plant, Nikku Park and some roads located in posh localities on the second day of its two-day visit to the city, committee chairman Prem Mittal (Mansa MLA) said he was not satisfied with the working of the MC and there was immediate requirement of streamlining its functioning to provide basic amenities to the residents.

Other committee members, including Pargat Singh (Jalandhar Cantonment MLA), Iqbal Singh (Amritsar MLA), Balwinder Singh Bains and Bharat Bhushan Ashu (both Ludhiana MLAs) and Amarinder Singh Raja Wirring (Gidderbaha MLA), also expressed their unhappiness regarding the working of MC.

Pargat Singh said the condition of roads and their cleanliness were very bad. Balwinder Singh Bains said there was need for improving the system in the MC.

To various queries, Mittal said the committee asked the MC to provide information on illegal construction in the city and the MC had sought a one-month time for submitting list of commercial buildings constructed with and without approval of site plans.

In reply to a question why the committee visited only those roads located in posh areas ignoring Basti areas, Guru Nanak Pura road and Gujja Peer road, Mittal and other committee members said, “If the roads in posh areas are in dilapidated condition, the condition of those in other areas may easily be judged."

Meanwhile, Mittal said a four member sub-committee, headed by Pargat Singh, had been constituted, which would keep an eye on the functioning of the MC and keep on visiting various areas at regular intervals.

When asked about the reports of a patwari placed under suspension found working in the Jalandhar Improvement Trust (JIT), Mittal and other members said they were not aware of the issue and would look into the same.

Leader of Opposition in the MC House Jagdish Raj Raja, Congress leader Rajinder Beri, members of the Dynamic Group of Councillors, including Sushil Rinku, Bal Kishan Bali, Mohinder Singh Gullu and Amit Dhal, submitted various representations to the committee, which include a number of complaints regarding dilapidated roads, not proper lifting of garbage, inadequate streetlight system, unabated construction of illegal buildings and suggestions, including repatriation of 35 Punjab Police personnel to their parent organisation to save Rs 13 lakh per month to improve the functioning of the MC.

Tax recovery notice of Rs 3 crore issued to cigarette manufacturer

A recent raid conducted by the Excise and Taxation Department on Phagwara-based Sadhu Freights has brought to light major tax evasion by cigarette manufacturers in Nakodar here.

Having earlier asked the transporter to pay dues to the tune of Rs 5 crore, it has now issued a recovery notice of Rs 3 crore to IJM Enterprises Private Limited, owned by Chander Sheikhar Marwaha. It was the recovery of records during the raids on the transporter’s premises which led to the unearthing of evasion of tax by three companies owned by Marwaha.

Officials of the department then raided his three factories and laid hands on the details of his three more cigarette-manufacturing companies. Sources in the department said they had found that the owner had been shutting down a company and restarting it with other name with as many as 16 companies now standing in his name.

One of his companies, which has been shown as sketch pen-manufacturing unit in the registration certificate, has been actually used to manufacture tobacco products. Officials said this had been done to evade tax, which was the highest for cigarette manufacturing at 55 per cent. The officials have found bogus billing and sale of unbilled material by the company owner.

The excise officials had laid hands on documents related to dispatch of 36,000 kg of tobacco from the transporter last month.

The ETO, Amit Sareen, said a notice had been issued to the company about a fortnight ago and another was being dispatched. Deputy Excise and Taxation Commissioner Sarojini Gautam Sharda, too, confirmed having issue notices.

Jalandhar, August 8
Hundreds of clerks and superintendents from 42 government departments across the state went on a mass casual leave, held a protest and gheraoed the residence of Local Bodies Minister Bhagat Chunni Lal here today.

On the call of the State Ministerial Services Association, the work in all offices, including those of Deputy Commissioner, Additional Deputy Commissioners, SDMs, revenue, transport, irrigation, excise and taxation and all state-run departments, remained badly affected as the dealing hands remained off from duties. The visitors to the various departments had to return without getting their work done as most counters remained closed.

Members of the association from Amritsar, Gurdaspur, Tarn Taran, Pathankot, Kapurthala, Hoshiarpur and Nawanshahr gathered outside the office of the Irrigation Department on Kapurthala Road and marched towards the residence of the minister at JP Nagar. But the minister was reportedly away to Chandigarh and their memorandum was received by ADCP Parminder Singh Bhandal.

District president of the association Sukhjit Singh said their various demands included recruitment of requisite number of employees in departments and timely promotion of staff. He said the next protest had been scheduled to be held at Jalalabad on August 20 wherein the residence of MP Sher Singh Gubhaya would be gheraoed.

Cattle languish as MC fails to improve deplorable condition of Gaushala

About 750 head of cattle at Pinjra Pol Gaushala at Transport Nagar in Bulandpur, languish due to deplorable condition of the gaushala, despite the recent high court (HC) directions (issued on July 11) to the Municipal Corporation (MC) "to take necessary action".

As many as 20 Jalandhar-based residents had filed a petition in the high court complaining about the deplorable conditions in two of the district gaushalas (at Tanda Road and Bulandpur), managed by the Pinjar Pol Gaushala Committee.

In its order, dated July 11, 2013, the Punjab and Haryana High Court had ordered the Municipal Corporation "to take necessary action or to take over the gaushalas and entrust the task to other parties so that animals are properly maintained".

The Commissioner, Municipal Corporation, has also been asked to file a report on "the latest status with regard to the gaushalas, after the taking of remedial steps" by the HC.

While the next hearing of the case is on August 14, the state of the gaushalas remains pitiful.

During a visit to the Bulandpur gaushala today, at the very approach of the gaushala an injured cattle with wounds infested with worms was lying unattended. Many head of skeletal cattle were lying on the wet, dung-ridden floors. The feeding troughs of the open shed, which has maximum head of cattle, were completely empty. Another malnourished wounded cow inside the open shed was found languishing on the wet floor with a wound in its eye oozing blood.

None of wounds had been dressed or even cleaned. Majority of the cows in the open shed and almost all the calves were bony. Not a single doctor was present, although staff maintained that a private doctor comes daily and government doctors once or twice a week.

A supervisor (who had no prior experience of dealing with cattle), present at the shed, maintained that the cows were well-fed and taken care of. The staff, however, admitted that in a space meant for about 400 head of cattle, over 700 head of cattle were being kept. They also said only a staff of 11 labourers was too less for the gaushala.

The only shed with healthy animals was the one which houses milch cattle.

While animals at the Tanda Road gaushala were relatively healthy, it faced problems like sewerage clogging and wet and dung covered floors.

Ravi Kakkar, president of the Pinjra Pol Gaushala Committee, said, "We are regularly feeding and taking proper care of the cows. 700 head of cattle are housed in a place meant for 400. As many as 81 of these were brought from outside. We have installed fans, sprinklers and flycatchers for cattle and are taking good care of them."

While the committee elections are meant to be conducted after every two years, Kakkar has been the president for the past eight to nine years. When asked, when the last elections were conducted, he said the secretary knew about it.

 

MC’s take

While three days ago, the Municipal Corporation (MC) has constituted a team to look into the discrepancies prevalent at the gaushalas, so far neither the Commissioner nor any committee member has visited them. Senior Deputy Mayor Kamaljit Bhatia, who is the chairman of the committee, formed by the MC, said, "Since I have a meeting in Chandigarh tomorrow, I shall be visiting the gaushalas on Saturday. We have received reports regarding lack of care for injured animals and less food being provided to animals, among other things. However, the entire picture will be clear after a visit." Meanwhile, the HC has also issued directions regarding "checking of the accounts of the amount spent by respondents and ascertain the misutilised amount, if any, which be forthwith recovered." The Deputy Mayor assured that this aspect would also be looked into.

At this, the trio beat him up mercilessly and then attacked him with iron rods outside his house and fled away. The deceased’s son, Ajay Kumar, said he rushed his father to the Civil Hospital, where he succumbed to his injuries.

The ACP (West), Ravinder Pal Sandhu, said a case has been registered against the threesome, including the head constable, under Section 302 of the IPC. He said efforts were on to nab the three accused. He said he had informed the Police Commissioner about the episode for necessary action against the head constable. All three reside in the same locality.

Other misdeeds of men in khaki

June 16: A 22-year-old woman at Kakra Kalan village in Shahkot had got an FIR registered stating that a constable and his accomplice had raped her at a plot in the village. The police had later managed to strike a compromise between the two parties by getting the victim married to the constable.

June 15: Head constable Sanjiv Kumar, who was posted at the Division Number 4 police station under the Commissionerate Police, was arrested by the rural police and dismissed from service for sodomising an eight-year-old boy in the Gadaipur locality.

May 13: ASI Kirpal Singh, posted at the Division Number 4 police station, had threatened and aimed his loaded revolver at a photojournalist of a vernacular daily who had reportedly gone there to cover a spot. He was booked for his misconduct and suspended by the Police Commissioner.

April 20: The SHO, Jalandhar Cantonment, Dharamvir, who had gone to meet his beloved at Bhargo Camp late in night, was badly beaten up by the area residents, who even tore his uniform. Police Commissioner Gaurav Yadav had ordered his transfer to the Police Lines and suspension on the charges of “barging into another SHO’s territory with a wrong intention and bringing a bad name to the police”.

Technical workers suspend work indefinitely

Unhygienic conditions are prevailing in almost every nook and corner of the city as heaps of garbage are piling up because the members of Technical Workers Union (TWU) of Municipal Corporation Jalandhar (MCJ) have suspended their work.

Ironically the TWU members, including drivers, workers and help workers suspended their work of lifting the garbage when the assembly committee on Local Bodies was in the city to assess functioning of the MCJ.

Talking to The Tribune, TWU general secretary Sham Lal said they suspended their work in protest against failure of the MCJ authorities in getting repaired the faulty machinery used for garbage lifting. Around 160 odd MCJ technical workers suspended their work today. The situation is likely to worsen tomorrow as they will continue suspension of their work on Friday. He said: “The technical workers face a lot of difficulty in lifting garbage from different areas of the city and unloading the same at Waryana dump due to faulty machinery.” He said it took more than double time in lifting and unloading garbage due to faulty machinery, adding that “MCJ authorities, including Commissioner Vinay Bublani and Mayor Sunil Jyoti have been apprised about the problem several times but to no avail.”

In reply to a question regarding unhygienic conditions due to non-lifting of garbage during rainy season because of suspension of this work, Sham Lal said they were left with no option except to do the same due to the lackadaisical attitude of the MCJ authorities.

The TWU also held a protest today at the MCJ workshop in Lamba Pind in support of its demand for immediate repair of faulty machinery.

Youth commits suicide

Deepak Kumar, of Jakhal (Haryana), studying in Lovely Professional University here, reportedly committed suicide by jumping before a running train near Chiherru on Phagwara-Jalandhar rail section yesterday afternoon. Government Railway Police has registered a case and handed over the body of the deceased after a post-mortem examination. Mental stress was said to be the cause of suicide.

In a second incident, Balihar Singh of Dosanjh Kalan village, was run over by a train near Mauli village, between Phagwara and Goraya, on the Phagwara-Ludhiana rail section, last night. The deceased was crossing the railway lines when the accident happened. The Government Railway Police (GRP) has registered case.

3 youths held for snatching

The Basti Bawa Khel police has arrested three youths for snatching Rs 750 from a labourer and attacking his factory owner, who tried to chase them last evening.
Mohammad Sudam had left for home after work, when three youths beat him up and snatched money from him.

When the victim called up his factory owner Vijay Sehgal, the latter helped him follow the miscreants, who were walking in an inebriated condition. The miscreants, however, attacked Sehgal with chains and snatched his mobile phone.

A complaint was lodged at the police station. The police managed to arrest Rahul late last night and recovered 110 gm of intoxicant powder from him. He was produced before the court and sent to one day remand. The other two accused Sonu and Varinder Kumar were arrested this evening and would be produced before a magistrate tomorrow. All the three have been booked under Section 394 of the IPC and the NDPS Act.

Khalsa college professor bags award

Dr Arun Dev Sharma, Head of the Biotechnology Department of Khalsa College, has been selected for the “Bharat Shiksha Ratan Award” to be conferred by the Global Society for Health and Educational Growth, New Delhi.

Dr Sharma is the only professor, who has been selected for the award at the state level. The award was given on the basis of his achievements in the field of biotechnology. The screening was based on the number of research projects handled, number of PhD/MSc students supervised and research publications.

Dr Sharma has published more than 35 research papers on biotechnology in international journals. He is doing research in plant biotechnology and has completed two research projects sponsored by DST, Government of India, and the UGC, New Delhi. Two PhD students are doing research under his guidance. Sharma had earlier presented his research findings at international conferences in Italy, USA, Poland and China. Recently, the management committee of the Lyallpur Khalsa College had honoured Dr Sharma for his long-lasting contributions to the institution at the annual function of the college.

Dr Sharma is presently working as principal scientist in the major research project of the UGC. His team is studying the effect of some of very important enzymes like chaperones and its likely role in plants in wheat under water stress.

Talking to The Tribune, Sharma said: “Nowadays worldwide water stress is the major problem due to decline in ground water table. In the near future we will be able to fish out some of main biochemical and molecular processes, which will be helpful in imparting water-stress tolerance. I am studying the molecular aspects of some water stress induced genes like chaperones, PPIases in important crops like wheat.”

He said: “Wheat is one of the most important crops in arid and semi-arid areas worldwide and is sensitive to drought and temperature stress. In view of this, I have chosen wheat as the tropical crop for the present investigation. By using genetic engineering technology and transgenic approaches, work to create transgenic a phase having plants is underway, so that plants can grow better under less water conditions with minimal use of fertilisers.”

One of the prime motives of the professor’s research is to build transgenic plants having drought-stress tolerance.

Mohan Lal Uppal DAV College organised van mahotsava at its Campus here today, in association with Phagwara Environment Association, with the aim of preserving the environment and making the surroundings green and pollution free.

Kapurthala Deputy Commissioner Daljeet Singh Mangat was the chief guest on the occasion. Mangat after planting a sapling at the college premises emphasised on the preservation of environment by growing more and more trees.

Mansa MLA and chairman, Local Bodies, Punjab, Prem Mittal, and Ludhiana MLA Balwinder Singh Bains, were also present on the occasion. DC Mangat explained the main purpose of planting trees during van mahotsava was to provide fuel and thus release cow dung for use as manure. Increase production of fruits and add to the potential food resources of the country, he added.

Additional Deputy Commissioner Satish Kumar Singla, SDM Parvinder Pal Singh also addressed the gathering and inspired the people to grow more and more trees as it helped in creation of shelter-belts around agricultural fields to increase their productivity.

They stressed on providing fodder leaves for cattle to relieve pressure of grazing over reserved forests and to plant shade and ornamental trees for the landscape. Officiating college principal Suman Tandon welcomed the guests and urged the people to plant more and more trees to face the problem of global warming. She also highlighted the achievements of the college.

Suman Tandon and Vikas Uppal presented a memento to the chief guest and thanked all the guests. The staff members and students of the college planted trees on the occasion. The celebration was organised with the help of Prof Kuldeep Singh (NSS in charge), NSS volunteers and staff members of the college.

Tara Chand Chumber, Advocate SN Chopra, Surinder Varmani, OP Gupta, Gurmeet Palahi, Om Uppal, Tarsem Lal Batra, TD Chawla, Hari Pal Singh, Dr Raman, Environmentalists K.K. Sardana, Malkeet Singh Ragbotra were also present on the occasion.

Indian Ocean band rocks LPU crowd

The best thing that can happen to any profession (if one can call music) is it being blessed by a group of people, who are just interested in pursuing their creative streak, irrespective of the response or rewards it gets for them.

Indian music was blessed in 1990, when this illustrious band came into being and now that they are a big name. The magic of their sounds is widely acknowledged, trends are being altered and even Bollywood and TV are seeking inspiration from the way their music heads.

Known best for tapping into the most earthy, Indian sounds and lending a contemporary, rock appeal to them, the illustrious and path breaking band 'Indian Ocean' walked in to city today to enthral the students of the Lovely Professional University. Band members Rahul Ram, Nikhil Rao, Amit Kilam, Himanshu Joshi, and Tuheen Chakravorty presented a taste of alternate India.

As opposed to the contrived, borrowed sounds, which mostly passed for ‘band’ music at the time of their emergence, Indian Ocean made a mark by digging deep into the purer and deeper Indian sounds and sensibilities and blending them with western instruments in a way, which reflected a sound understanding of musical aesthetics.

No wonder, the band has received a pat on its back from the likes of Yo-Yo Ma and Pete Seeger.

The much loved numbers with which the band enthralled the LPU crowds today included ‘Desh mera rangrez re babu (Peepli live)’, ‘Jheeni re jheeni re jheeni chadriya’, ‘Living home’, ‘Are ruk ja re bande (Black Friday)’, ‘Hilele’, ‘Ara hile chhapra hile’, ‘Naqdara we cookdi mange re’ and ‘Kandisa’.

They also swayed the LPU crowds with the first performance of the number - ‘Hum bhole the ab kar diya bhala kisi ne’, penned by Prasoon Joshi, from the upcoming Parkash Jha film Satyagrah. The band will next be heard in Sudhir Mishra’s untitled next. Also they have a string of concerts happening in September.

Aided school teachers submit memo to DC

On the concluding day of their agitation against the Punjab government for their long-pending demand of merger of aided schools with the government schools, the members of the Punjab Aided School Teachers and Other Employees Union today submitted a memorandum to Deputy Commissioner Shruti Singh, which is to be forwarded to the Chief Minister.

Talking about the benefits to the government in merging their employees with the state government, the memorandum stated that the government will get 4,500 additional, qualified employees at an expense of only 5 per cent extra since it was already providing 95 per cent salaries to aided schools. It also stated that 250 crore of the provident fund amount of the aided schools shall also be transferred to the government.

Today was the last day of the dharna, which was started by aided school teachers on August 5. The main aim of the long-drawn struggle of the aided schools is the merger with government schools. The majority of empty posts in government schools has been one of the key reasons behind this agitation.

District PRO Manish Aggarwal and general secretary Kamal Sharma hoped that the present dharna would - like their previous struggles - pressurise the state government to consider their demands and merge aided schoolteachers with government schools.

Nehru College celebrates Environment Day

Kamla Nehru College of Education for Women, Chak Hakim, Phagwara, organised environment day-cum-Teej celebrations under Ajit Hariawal Programme, which initiates steps toward environment preservation. Daljit Singh Mangat, Deputy Commissioner, Kapurthala, planted a sapling at the college campus during the programme. IK Sardana, president, college managing committee, welcomed DC Daljit Singh Mangat. Principal of the college Harvinder Kaur presented the welcome address. Tree plantation, video presentation, folk song and exhibition on Punjabi cultural heritage were the main highlights of the programme.

SK Singla, ADC Kapurthala, Parwinder Pal Singh, SDM, KK Sardana, Malkiat Singh Raghbotra, principals of educational institutions and foreign delegates from UK Hannah and Audrey were also present on the occasion.

Inter-house quiz contest

To enhance and test the general knowledge of the students, CJS Public School organised an inter-house genral quiz contest for students of Classes VIII to X. Students from all the four houses participated in the contest, which had three rounds. Manpreet Kaur, Sheelpriya, HImanshu Soi and Gurvinder Singh from Samriti House clinched first positions. — TNS
